Hello, welcome to Friday's Look North. | :00:00. | :00:00.
We ask whether Yorkshire's schools are having to play catch-up | :00:00. | :00:09.
when it comes to funding from the Government. | :00:10. | :00:10.
Justine Greening herself has said that if a Barnsley | :00:11. | :00:12.
school was in Hackney, it would receive 50% more funding. | :00:13. | :00:15.
Angry clashes over fracking on the other side of the Pennines - | :00:16. | :00:23.
Is playing rugby bad for your health? | :00:24. | :00:31.
A legend of the game takes part in the biggest ever study | :00:32. | :00:34.
Sheffield gears up for an adrenaline-fuelled weekend | :00:35. | :00:39.
Is and has there's been a lot of cloud around today. Windy conditions | :00:40. | :00:53.
too, and both of these things are themes for the weekend weather. And | :00:54. | :00:56.
four be back later in the programme with the full forecast. | :00:57. | :01:05.
First tonight, head teachers across Yorkshire are warning there's | :01:06. | :01:07.
Some have had to lose teachers, others say classroom equipment | :01:08. | :01:11.
is not fit for purpose but can't be replaced. | :01:12. | :01:13.
The Government uses a formula to decide how much money to give | :01:14. | :01:19.
It's called the Dedicated Schools Grant, which it's claimed favours | :01:20. | :01:25.
According to the NUT, in the year 2015-16, for example, | :01:26. | :01:31.
Stoke Newington School - the worst-funded school | :01:32. | :01:34.
Penistone Grammar got ?4634 - that's 44% less. | :01:35. | :01:45.
The Government is now proposing a new funding formula and schools | :01:46. | :01:50.
have until March 22nd to make a case for more money. | :01:51. | :01:53.
But will they get it, and will it be enough? | :01:54. | :01:56.
Built just five years ago, Penistone Grammar is a popular, | :01:57. | :02:02.
Its gleaming new facilities are impressive, and you would never | :02:03. | :02:07.
guess it's the fourth-worst funded school in the country. | :02:08. | :02:11.
But there's no money for upgrades, so computers aren't being repaired. | :02:12. | :02:16.
In this year eight English class, some pupils are having to share. | :02:17. | :02:19.
Teachers fear they can't maintain the high standards they set here. | :02:20. | :02:23.
We're operating with about 40 less staff across the body | :02:24. | :02:27.
In terms of our infrastructure, we just don't have the finances | :02:28. | :02:33.
or the luxury to be able to maintain our infrastructure. | :02:34. | :02:36.
We've been in this building for five years now, our ICT equipment | :02:37. | :02:39.
We're trying to just keep on top of the repairs neede, | :02:40. | :02:46.
but we don't have the money readily available to do that. | :02:47. | :02:49.
Last night, parents were urged to campaign for fairer funding | :02:50. | :02:52.
as the Government prepares possible changes to the amounts | :02:53. | :02:55.
Under the current system, the Barnsley area does badly. | :02:56. | :03:00.
Silkstone Primary is relying on a parental fundraising to make | :03:01. | :03:03.
As for this damp, dilapidated music room, there's just no | :03:04. | :03:09.
How are we going to meet that deficit? | :03:10. | :03:15.
We've done everything we can at the moment, | :03:16. | :03:17.
we've restructured our back office staff, we've got no money | :03:18. | :03:20.
to spend on teaching resources, we're no money to spend | :03:21. | :03:24.
Our buildings are crumbling - just look at this, | :03:25. | :03:28.
this is a Portakabin from 30 or 40 years ago, which we have | :03:29. | :03:31.
We've got an ICT suite which is decrepit, basically, | :03:32. | :03:35.
I'm just not certain how we're going to achieve | :03:36. | :03:43.
what we need to do, to deliver education. | :03:44. | :03:45.
The Department for Education recognises that the current | :03:46. | :03:47.
situation is unfair, and is considering a tweak | :03:48. | :03:49.
in the formula that would give Penistone Grammar nearly 11% | :03:50. | :03:52.
Sikstone Primary would get nearly 2% more. | :03:53. | :03:55.
Those tweaks would help a bit - that is if they happen at all. | :03:56. | :03:59.
As the deadline for the formula changes approaches, richer schools | :04:00. | :04:03.
elsewhere have been campaigning very hard to keep their money. | :04:04. | :04:08.
They don't want to see a change in the formula that favours them. | :04:09. | :04:11.
And many of them are in Conservative-voting areas. | :04:12. | :04:14.
The fear is that the Government will bow to that pressure, | :04:15. | :04:17.
not change the formula and leave Barnsley's schools even poorer | :04:18. | :04:22.
than they are already as their costs rise. | :04:23. | :04:29.
Jo Higgins is the principal of Penistone Grammar and joins us now. | :04:30. | :04:36.
Thank you for joining us. Your local authority of Barnsley is potentially | :04:37. | :04:45.
going to be a winner in this, so why aren't you happy? | :04:46. | :04:50.
We are happy, but the problem is the new proposed funding formula has | :04:51. | :04:54.
enabled the mentation plan that potentially makes very little | :04:55. | :04:58.
difference to our plight. The problem is there is nothing this | :04:59. | :05:04.
year, next year, up to 2019, we would only receive 2.7% of the | :05:05. | :05:11.
Penistone, a. That would do nothing Penistone, a. That would do nothing | :05:12. | :05:15.
for the significant deficit we have already accumulated because we have | :05:16. | :05:18.
been significantly underfunded for many years, as is the case for all | :05:19. | :05:24.
Barnsley schools. But that is the same situation for | :05:25. | :05:28.
any school, why should you be different? | :05:29. | :05:34.
Because our basic entitlement is so low, we cannot run the our school. | :05:35. | :05:43.
you run a school in such a low you run a school in such a low | :05:44. | :05:48.
per-pupil funding amount. We are getting a bigger here of a | :05:49. | :05:54.
10.7% increase in funding per school, you're Singh that's rubbish? | :05:55. | :06:01.
We're losing ?1000 per day. I think the film showed really effectively | :06:02. | :06:06.
the impact that is happening. We are cut to the bone already, we are | :06:07. | :06:12.
doing everything we can to maintain a very high standards, but we do | :06:13. | :06:16.
face a crisis. Is in the new funding formula meant | :06:17. | :06:20.
to create a more quality, so that some schools in certain deprived | :06:21. | :06:24.
areas will get more money than your school, which is not so deprived? | :06:25. | :06:32.
We would always except that schools in more deprived areas should have | :06:33. | :06:37.
more money. But in Penistone, which I must point out is the fourth-most | :06:38. | :06:45.
purely funded school in the whole country. You need a -- for and worst | :06:46. | :06:54.
funded school. You need a basic fund. | :06:55. | :06:58.
You can't continue to lose ?1000 per day. But do you not except in any | :06:59. | :07:02.
form that the Government is doing something to alleviate the | :07:03. | :07:04.
situation? Justine Greening excepted, herself, | :07:05. | :07:08.
that if we take our Barnsley that if we take our Barnsley | :07:09. | :07:11.
children and place them in Hackney, they will receive one and ?3000 | :07:12. | :07:16.
more. That is because it's London, they | :07:17. | :07:21.
have to pay teachers extra. Even so, that doesn't equate flat | :07:22. | :07:26.
fast differential. It's just London, there are other boroughs closer to | :07:27. | :07:34.
Just quickly, you're feisty, are you Just quickly, you're feisty, are you | :07:35. | :07:41.
going to win? We're thanking our parents were all | :07:42. | :07:44.
they have done, please get your voices heard, our children deserve | :07:45. | :07:48.
more than they are getting. Next tonight, there's growing | :07:49. | :07:50.
concern for the safety of those One worker's told us he's worried | :07:51. | :07:52.
every time he drives to work. Third Energy has been given planning | :07:53. | :07:56.
permission to carry out the technique of extracting gas | :07:57. | :07:58.
from shale rock at a site Operations are expected to start | :07:59. | :08:01.
before the end of the year. Our business correspondent | :08:02. | :08:05.
Danni Hewson has been given exclusive access to work | :08:06. | :08:07.
going on behind the scenes. Every day brings confrontation at | :08:08. | :08:19.
this fracking site in Lancashire. Protesters show up to slow work | :08:20. | :08:24.
down. In North Yorkshire, the camp is almost empty, but few expect it | :08:25. | :08:29.
will stay this way for long. Wherever fracking comes, the | :08:30. | :08:33.
committee becomes divided. Because some people get money out of it, and | :08:34. | :08:34.
the rest of the community as against the rest of the community as against | :08:35. | :08:40.
it. We're starting to see that here in Ryedale as well, unfortunately. | :08:41. | :08:45.
Is what gets underway at this third -- third energy site, the spectre of | :08:46. | :08:52.
fracking looms large. Some protesters say they have been | :08:53. | :08:56.
intimidated. They say this behaviour will not be tolerated, but say that | :08:57. | :09:03.
firms are cutting ties with businesses that do fracking. | :09:04. | :09:07.
I regard fracking is having significant risks to my livelihood | :09:08. | :09:13.
and my health. As such, I make the personal decision that if anybody | :09:14. | :09:16.
deals with the fracking companies, I don't want to deal with them, I'll | :09:17. | :09:23.
techno business away from them. Other people must make their own | :09:24. | :09:26.
minds up. On the ground, tensions may be | :09:27. | :09:30.
monthly pipeline tech, it is monthly pipeline tech, it is | :09:31. | :09:36.
business as usual. We are flying over the Kirby Misperton well sites, | :09:37. | :09:42.
a long glide over the pipeline that will take the gas produced all the | :09:43. | :09:49.
way up to the generator station. We're looking for any threats to the | :09:50. | :09:54.
gas pipeline that's Underground, and also any threats to the wearer heads | :09:55. | :10:00.
where the gas is pumped up from the ground. Making sure that there is no | :10:01. | :10:04.
excavation work going on our building work anywhere near the gas | :10:05. | :10:07.
complex. The company took over operations | :10:08. | :10:11.
here six years ago, and many workers stayed on. For them, the controversy | :10:12. | :10:17.
around fracking is making life uncomfortable. | :10:18. | :10:22.
We've all got families, living in this area mean that people have come | :10:23. | :10:25.
along swearing at us. It makes you along swearing at us. It makes you | :10:26. | :10:32.
second-guess saying at times whether you admit to working for Third | :10:33. | :10:39.
Energy. It's something we have to think about now. | :10:40. | :10:44.
Community divisions indeed, rifts certain to grow 1's fracking begins. | :10:45. | :10:48.
Batsman, captain, president and umpire - | :10:49. | :10:51.
past and present players turn out to pay their respects to Yorkshire | :10:52. | :10:54.
Leeds Beckett University is undertaking the biggest study | :10:55. | :11:05.
ever conducted into the long-term health effects of playing rugby. | :11:06. | :11:09.
They're testing retired players from both codes and all levels | :11:10. | :11:11.
of the game to try to understand what the constant | :11:12. | :11:14.
Today, former Leeds and Bradford star Jamie Peacock was the first | :11:15. | :11:19.
Tanya Arnold had exclusive access to them. | :11:20. | :11:26.
Jamie Peacock played the game with total commitment. | :11:27. | :11:29.
Towards the back end of his career, just at a basic level, the days | :11:30. | :11:33.
The mixture of being hungover, having been thrown down ten sets | :11:34. | :11:40.
of steps, that is what it felt like for 3-4 days after. | :11:41. | :11:44.
Towards the end to my career, I probably wouldn't come around | :11:45. | :11:47.
until a couple days before the next game, get ready to go again. | :11:48. | :11:50.
Today, he underwent a whole raft of tests to see what effects | :11:51. | :11:55.
a 20-year playing career has had on him. | :11:56. | :11:58.
We're looking at the whole body health. | :11:59. | :12:00.
We're looking at the heart, bones and muscles. | :12:01. | :12:02.
We're looking at brain function, balance and stability. | :12:03. | :12:06.
We're also looking at wellbeing, how they're getting on in later life, | :12:07. | :12:09.
their feelings and habits and relationships as well. | :12:10. | :12:13.
Do you want to know what it's done to your body, | :12:14. | :12:16.
No, I'm not worried, because I think forewarned | :12:17. | :12:21.
is forearmed, and I'd rather know if something's not right. | :12:22. | :12:24.
The earlier you know, the more chance you've got to fix it. | :12:25. | :12:26.
I think it's important within the study to find out | :12:27. | :12:30.
what is the long-term impact of the game. | :12:31. | :12:33.
While today's tests focused on his body, | :12:34. | :12:35.
Jamie will undergo a brain scan at a later date. | :12:36. | :12:39.
Concussion and its long-term effects are a growing issue | :12:40. | :12:41.
There's a lot of work looking at the players on the pitch now | :12:42. | :12:52.
and completing concussion assemsments and things. | :12:53. | :12:53.
What we want to do is see generally how is the brain | :12:54. | :12:56.
So we do have the evidence, we're collecting self reports - | :12:57. | :13:00.
how many times have you been unconscious, how many | :13:01. | :13:02.
The study is the largest of its kind, as well as testing | :13:03. | :13:09.
former players from all levels, it'll test people who play | :13:10. | :13:11.
noncontact sport and those who don't do sport at all. | :13:12. | :13:13.
It's also independent, so while they'll discuss | :13:14. | :13:15.
the findings with the two codes of rugby, they won't been | :13:16. | :13:18.
We are providing the governing bodies with reports | :13:19. | :13:21.
They're all aware of the research that is going on. | :13:22. | :13:24.
Albeit, we are independent of the governing bodies, | :13:25. | :13:26.
but we will be communicating with them, because that is | :13:27. | :13:29.
the way to get the best for the sport as a whole. | :13:30. | :13:33.
Because we are fans of rugby, and we want the best | :13:34. | :13:35.
I think they need to understand that rugby league is just such a tough, | :13:36. | :13:41.
collision sport, I think, as an inevitable consequence, | :13:42. | :13:45.
you will suffer injuries that will affect you maybe long-term, | :13:46. | :13:50.
and I think the more we know about that, | :13:51. | :13:52.
the more we can do about it, and perhaps try and minimise | :13:53. | :13:55.
Jamie Peacock is the first to undergo the tests. | :13:56. | :14:00.
Around 200 players have already signed up. | :14:01. | :14:02.
They aim to publish the findings next Easter. | :14:03. | :14:15.
Jamie Peacock is a bionic man, isn't he? | :14:16. | :14:18.
Other news now, and a husband and wife from Bradford have been | :14:19. | :14:21.
jailed after pleading guilty to preparing for acts of terrorism. | :14:22. | :14:23.
28-year-old Ijaz Khan was sentenced to five years. | :14:24. | :14:25.
He was arrested at Manchester Airport after information | :14:26. | :14:27.
he was planning to travel to Syria to fight with | :14:28. | :14:30.
His wife, Afsheen Khan, who's also 28, | :14:31. | :14:34.
was sentenced to three years in jail. | :14:35. | :14:45.
This video was recorded to say goodbye. | :14:46. | :14:57.
Protestors say about a hundred local residents took part | :14:58. | :14:59.
in angry demonstrations in the White Abbey Road district | :15:00. | :15:02.
of Bradford last night as copies of the Koran and other Islamic | :15:03. | :15:06.
literature were seen being thrown into two skips outside | :15:07. | :15:08.
read the Koran and stuff like that, we need to make sure that once we've | :15:09. | :15:26.
read it, we put it higher up. It can't be on the floor. There was | :15:27. | :15:33.
Islamic literature, when we were MTB skips, but runs were underneath. We | :15:34. | :15:35.
didn't know, that is bad enough. The cricketing world has | :15:36. | :15:40.
paid its respects to John Hampshire, the former player, captain | :15:41. | :15:43.
and president of His funeral in Rotherham | :15:44. | :15:44.
Minster was packed out There are very few jobs that John | :15:45. | :15:48.
hasn't done in the cricketing world. He captained the Yorkshire side back | :15:49. | :15:52.
in 1979 and later went And today what was so wonderful, | :15:53. | :15:55.
everyone had something And there it is! | :15:56. | :16:14.
This was surely John's career highlights, a century on his debut | :16:15. | :16:18.
at Lord's for England against the West Indies. As a player for | :16:19. | :16:22.
Yorkshire comic he holds a special place in the county's record books, | :16:23. | :16:27.
one of their most prolific batsmen. He made the Test match panel, and | :16:28. | :16:32.
was involved in this altercation about ball tampering. This was a | :16:33. | :16:36.
difficult day for Harris family, but they will gain so much from the | :16:37. | :16:39.
service and the tribute is that flowed. | :16:40. | :16:43.
He did an exceptional job, a fine ambassador for the County club, and | :16:44. | :16:49.
was lucky because he dreamt of being president. Because of the illness, | :16:50. | :16:54.
he thought he would miss out, but he got 12 months, and in those 12 | :16:55. | :16:59.
months, he was a credit to himself, his family and the club. | :17:00. | :17:04.
Absolutely. A good man as well. He was a 100% team man. It was a joy to | :17:05. | :17:14.
be with him. He liked a pint afterwards, had a bit of fun, he | :17:15. | :17:22.
liked to sing. We had fun together. It's better to have fun when you're | :17:23. | :17:31.
winning as well. He is gone, and my condolences are | :17:32. | :17:37.
to his wife and the rest of his family. | :17:38. | :18:11.
The messages from all over the world, have been unbelievable. The | :18:12. | :18:18.
superstars from all over the world, it has been wonderful. | :18:19. | :18:23.
Farewell, John, and many thanks. Football now - the battle | :18:24. | :18:26.
for promotion to the Premier League Huddersfield Town are hoping | :18:27. | :18:29.
for a win away at Bristol City. And Sheffield Wednesday | :18:30. | :18:32.
could jump to fifth place by beating Reading, in what should | :18:33. | :18:34.
be a great match at The pressure's on Wednesday, | :18:35. | :18:37.
who haven't won either But midfielder David Jones is more | :18:38. | :18:40.
than happy to deal with it. The fanbase is massive, | :18:41. | :18:46.
and what comes with that is Especially from last season, | :18:47. | :18:49.
the fans and the club want to move So expectations are natural | :18:50. | :18:53.
that they'll be raised. Pressure is something that's | :18:54. | :19:03.
always involved in sport, A remarkable new art installation | :19:04. | :19:06.
at the Yorkshire Sculpture Park brings home the reality of life | :19:07. | :19:13.
as a refugee. An emergency shelter of the type | :19:14. | :19:15.

is incongruous, almost unreal. An emergency shelter for refugees | :19:32. | :19:36.
where you would least expect it. For the team of artists who created | :19:37. | :19:41.
it, that's the point. A reminder that life can | :19:42. | :19:43.
change in a heartbeat. We started to talk about | :19:44. | :19:47.
what we might be able to do. And we thought, actually, in the UK, | :19:48. | :19:53.
we need to bring that experience back here, so people can | :19:54. | :19:56.
come in for themselves, be inside one of these shelters | :19:57. | :19:58.
and imagine what it and their families to have | :19:59. | :20:01.

performing at Sheffield University as part of their annual | :21:23. | :21:25.
classical music festival. The university has flown over some | :21:26. | :21:29.
of the biggest names in classical Chinese music from Shanghai | :21:30. | :21:37.
to perform in Sheffield. It is part of an expansion | :21:38. | :21:41.
of the Chinese cultural offering as the city receives | :21:42. | :21:45.
investment from China. Sheffield is working hard to develop | :21:46. | :21:50.
partnerships with China. In business, commerce | :21:51. | :21:52.
and indeed education. I feel that music does bridge | :21:53. | :21:55.
cultures, and we can actually learn a lot from other cultures | :21:56. | :22:00.
through their music making. From me, it's important that, | :22:01. | :22:03.
while we develop those connections, musical and artistic voices | :22:04. | :22:07.
are heard in those relationships. If you like the great outdoors, | :22:08. | :22:17.

a really large crowd. One of the races will be British, | :23:11. | :23:15.

head-to-head racing, racing against your friends | :23:30. | :23:30.
and trying to take them out as well. And it'll be the first time that | :23:31. | :23:35.

as the Howard Street dual. To have a mountain bike race | :23:39. | :23:46.
in the city centre is really Come this time tomorrow, | :23:47. | :23:48.
there'll be 40 riders taking part in 500 races, | :23:49. | :24:02.
right here in Sheffield city centre. Watch out for the | :24:03. | :24:07.
riders this weekend. I know all about those hills, they | :24:08. | :24:20.
are very, very tough. Are you going to do it then? | :24:21. | :24:27.
What do you have in store for us weather-wise? | :24:28. | :24:33.
Not nice, but probably not as bad as both previous days. Let's take a | :24:34. | :24:40.
look at some photographs. A similar theme, I'm afraid - | :24:41. | :24:44.
this is a lovely spring one. The second photograph, York Museum | :24:45. | :24:51.
Gardens again. Those beautiful daffodils and the foreground. | :24:52. | :24:55.
Yesterday afternoon we see some broken out above a church. Daffodils | :24:56. | :25:02.
in the foreground again. Keep your pictures coming in to Weather | :25:03. | :25:09.
Watchers. The general theme for the weekend is one of wet and windy | :25:10. | :25:15.
weather at times. But actually, particularly on Saturday, we might | :25:16. | :25:18.
escape with an OK kind of day. Windy, critically on Sunday, very | :25:19. | :25:24.
windy on Sunday, breezy tomorrow. Some rain, the odd spot in the wind | :25:25. | :25:33.
on Sunday, but rain on Sunday, spotty on Saturday. Twice about | :25:34. | :25:41.
making their way across us, but Saturday shouldn't turn it to be too | :25:42. | :25:46.
bad a day. The better day out of the two for us. The wind is the main | :25:47. | :25:54.
feature at the moment, critically for trans-Pennine routes. Rain at | :25:55. | :25:59.
the moment, it will all ten to fizzle out through the night, | :26:00. | :26:03.
leaving dampness across the Pennine chain. Cloud developing across North | :26:04. | :26:09.
Yorkshire, which tomorrow should be Yorkshire, which tomorrow should be | :26:10. | :26:16.
cooler tomorrow than today. Sun rising at 6:15am, the next high | :26:17. | :26:22.
water coming up in Scarborough at 706 PM. Tomorrow we have clouds, | :26:23. | :26:32.
brighter spells throughout the day, tempter responding to that. Quite a | :26:33. | :26:37.
lot of rain tomorrow afternoon, but I think there will only be a few | :26:38. | :26:45.
spots, they lick bad in the sky, but not too much rain until tomorrow | :26:46. | :26:50.
evening. Places having a cloudy and breezy day. Temperatures not too | :26:51. | :26:55.
bad, we might get up to around 14 degrees in the east. Some rain | :26:56. | :26:59.
forecast for Sunday, could be heavy, but a lot of uncertainty. | :27:00. | :27:06.
That is about as far as we go. Later news at 10pm, and I hope you all | :27:07. | :27:11.
have a lovely weekend. We'll see you on Monday. | :27:12. | :27:14.
Get out there and have a look at some of those daffodils! Bye-bye. | :27:15. | :27:46.
It was the most beautiful view I've ever been through. | :27:47. | :27:53.
For one second, I was swimming on my back, and I was looking to the sky. | :27:54. | :27:59.
I was swimming across the Aegean Sea. | :28:00. | :28:05.
I was a refugee, going from Syria to Germany. | :28:06. | :28:09. |
