events unfolded in front of her before she ran to warn staff | :01:31. | :01:33. | |
at the local tube station about what was happening. | :01:34. | :01:35. | |
More of our MPs were told to stay inside the House of Commons chamber | :01:36. | :01:38. | |
Also schoolchildren on a visit to Westminster. Virtually all other MPs | :01:39. | :01:58. | |
were in Westminster today. Mary Creagh was on her way to vote when | :01:59. | :02:03. | |
shots were fired. She was in a tunnel leading to the voting | :02:04. | :02:07. | |
chamber. I saw people walking towards me and wonders why they were | :02:08. | :02:11. | |
coming this way when I was going that way and Penny Mordaunt just ran | :02:12. | :02:16. | |
up and said shots have been fired, we need to get out now. Turned | :02:17. | :02:22. | |
around and the escalators were going down and we couldn't get back up so | :02:23. | :02:26. | |
we had to go with the revolving door is one at a time and it is when I | :02:27. | :02:30. | |
shouted to the security guard, you've got to open the store is now. | :02:31. | :02:37. | |

and well. Another party from Sheffield University found | :03:26. | :03:30. | |
themselves locked in the neighbouring MPs' office complex. I | :03:31. | :03:34. | |
am not sure we are great in the middle of a tan thousands are caught | :03:35. | :03:38. | |
up. The reaction of students has been the reaction of everybody, to | :03:39. | :03:43. | |
respond calmly and carefully to the excellent advice we have been | :03:44. | :03:46. | |
receiving from all the security staff. About where to go, what to do | :03:47. | :03:56. | |
and how to keep safe. The security measures are still ongoing and all | :03:57. | :03:59. | |
MPs determined to get back to business as soon as possible. | :04:00. | :04:04. | |
Questions will come later. Protecting Parliament and MPs seems | :04:05. | :04:07. | |
to have mostly worked but it is no comfort for the tragic casualties | :04:08. | :04:12. | |
among the many thousands who come to see this historic building every | :04:13. | :04:18. | |
single day. It looks as though a single attacker was involved driving | :04:19. | :04:22. | |
a four-wheel drive through the clouds and he then got out of the | :04:23. | :04:25. | |
vehicle with a knife and appeared to try to get to the nearest gate. It | :04:26. | :04:31. | |
is an area I know very well, I am down this couple of weeks, and it | :04:32. | :04:37. | |
has resulted in 20 casualties, four bed including the attacker and the | :04:38. | :04:42. | |
policeman who try to stop him. That locked down was the start of a well | :04:43. | :04:45. | |
rehearsed security system that swung into action and it is still going | :04:46. | :04:53. | |
on. Those MPs are still on the Palace of Westminster and we | :04:54. | :04:56. | |
understand the children and the parties have been let go, the | :04:57. | :05:00. | |
students are still there, but the lockdown could continue for an hour | :05:01. | :05:04. | |
and a half. Most of MPs are down at the moment but it is not the first | :05:05. | :05:11. | |
time an MP has under threat? In Parliament itself there have been a | :05:12. | :05:13. | |
couple of occasions when people have got in, largely for publicity | :05:14. | :05:19. | |
reasons, and a limited lockdown has happened, but in the Yorkshire we | :05:20. | :05:32. | |
haven't had the tragedy of Jo Cox. That has resulted in a special | :05:33. | :05:37. | |
police squad being set up and a report showed that a number, | :05:38. | :05:43. | |
including in Yorkshire, have received a number of threats of | :05:44. | :05:48. | |
violence and social media. After recent high-profile attacks around | :05:49. | :05:51. | |
the world security has been stepped up in Yorkshire? Very much so but | :05:52. | :05:55. | |
people have to go about their normal business. This is a very unusual | :05:56. | :06:00. | |
attack and in Leeds, ball arts have been put in place. This evening we | :06:01. | :06:08. | |
have from South Yorkshire Police who said forces across the country have | :06:09. | :06:13. | |
deployed armed response vehicles as a precaution tonight and we will be | :06:14. | :06:17. | |
around for some hours to come. The difficulty is that if you allow | :06:18. | :06:21. | |
people to go about their normal business, those people on | :06:22. | :06:23. | |
Westminster Bridge were largely to lists, then it will be very | :06:24. | :06:27. | |
difficult indeed to stop this kind of attack. Both houses of parliament | :06:28. | :06:33. | |
still in lockdown and the situation remains tense. Police are | :06:34. | :06:38. | |
encouraging people to remain vigilant and report anything | :06:39. | :06:41. | |
suspicious. Our response will be ongoing for some time and it is | :06:42. | :06:45. | |
important we gather all possible evidence. Public safety is our | :06:46. | :06:50. | |
priority. I would like the public to remain vigilant and letters now as | :06:51. | :06:55. | |
they see anything that causes concern and if so to dial 999 | :06:56. | :07:01. | |
immediately. I am joined by Professor Paul Rogers from Bradford | :07:02. | :07:07. | |
University. Shocking events in London but it seems it was only a | :07:08. | :07:10. | |
matter of time until something like this happened in the UK? I think | :07:11. | :07:17. | |
that is true and what the authorities feared than Vienna is a | :07:18. | :07:19. | |
very big counterterrorism operation ongoing in Britain, probably better | :07:20. | :07:24. | |
coordinated than most other countries, but we saw what happened | :07:25. | :07:29. | |
in Brussels and Paris and Nice and also in Istanbul. This was in a way | :07:30. | :07:36. | |
anticipated as a risk. It is almost certainly linked to the Isis group, | :07:37. | :07:41. | |
we can't be sure, but they are determined to bring the war against | :07:42. | :07:46. | |
them back to countries like Britain and the United States and this is | :07:47. | :07:49. | |
the terrible result we are seeing this afternoon. Do you think this is | :07:50. | :07:54. | |
the start of a terrorist campaign in the UK? I don't think so one | :07:55. | :08:00. | |
particular. We know very little about what was involved and that may | :08:01. | :08:04. | |
have been just one person. There have been a number of planned | :08:05. | :08:08. | |
attacks but the overwhelming majority of Muslims, one has to | :08:09. | :08:13. | |
remember, absolutely antagonistic to this and hate the effect it has on | :08:14. | :08:18. | |
people. The people behind the attacks are deliberately trying to | :08:19. | :08:21. | |
step up as much heated as they can and that is what we have to resist. | :08:22. | :08:26. | |
There is no clear indication that this is part of any organised | :08:27. | :08:31. | |
campaign but there is a risk of these individualistic attacks that | :08:32. | :08:34. | |
we have seen in parts of Europe, and that links to some extent to what is | :08:35. | :08:38. | |
happening in the Middle East at the present time but beyond that we're | :08:39. | :08:41. | |
into the realms of speculation and one has to be very cautious. We are | :08:42. | :08:46. | |
hearing now that British Transport Police are putting more officers on | :08:47. | :08:49. | |
the streets tomorrow. How significant is that? It is part of a | :08:50. | :08:57. | |
routine precaution. Again, you are speculating but it is in all | :08:58. | :09:03. | |
probability that what we're seeing is just one individual only very | :09:04. | :09:08. | |
small group. It does not mean there is a risk of more numerous attacks. | :09:09. | :09:13. | |
For many people going about their business, the threat level across | :09:14. | :09:17. | |
the country fell in the individual is low and there are far greater | :09:18. | :09:20. | |
risks than riding on being a pedestrian and one has to remember | :09:21. | :09:24. | |
that because in many ways the group responsible wants to create a year | :09:25. | :09:29. | |
and one has to resist that. The British know this and there has been | :09:30. | :09:32. | |
all sorts of experience of political violence and in some ways we're used | :09:33. | :09:37. | |
to this but it is important that people are very solid this. That is | :09:38. | :09:43. | |
the way we are at present and again just have to look at what is | :09:44. | :09:47. | |
happening. 15 years into the war on terror and we don't seem to have got | :09:48. | :09:51. | |
anywhere in terms of getting things under control. We are joined now by | :09:52. | :09:58. | |
the Calder Valley Conservative MP Craig Whittaker. Are you still in | :09:59. | :10:04. | |
lockdown? I am in Westminster Abbey with about 3000 other people who | :10:05. | :10:09. | |
have been told it will be at least another hour. We have heard it was a | :10:10. | :10:16. | |
well organised situation as far as you are concerned. That side of it | :10:17. | :10:22. | |
went well. What was the reaction from people around you? The security | :10:23. | :10:29. | |
services and the police were absolutely magnificent and just the | :10:30. | :10:32. | |
whole operation sprang into action straightaway. Lockdown all around | :10:33. | :10:40. | |
the building and basically the Armed Forces police swept each floor and | :10:41. | :10:47. | |
that is how we ended up across at Westminster Abbey which is a secure | :10:48. | :10:52. | |
location. How happy are you with general security then there? Is a | :10:53. | :11:00. | |
tight enough? I think so. It is probably the most secure building in | :11:01. | :11:03. | |
the whole of London. What happened today was extreme and unusual event. | :11:04. | :11:09. | |
People are just generally shocked and mystified. We have seen the | :11:10. | :11:14. | |
three tragic deaths today, not to mention the police officer who was | :11:15. | :11:19. | |
doing his job and by doing so. How long do you think you will be there? | :11:20. | :11:25. | |
They say around another hour and a half before being let in the but it | :11:26. | :11:28. | |
doesn't look like parliament will set again for the rest of the day | :11:29. | :11:34. | |

a shocking story of abuse. Young teenage girls in Sheffield | :11:38. | :11:39. | |
were groomed by a three brothers They were offered drink and drugs - | :11:40. | :11:42. | |
but then forced to have sex. Tonight four men and one woman | :11:43. | :11:47. | |
have been convicted. South Yorkshire police have praised | :11:48. | :11:49. | |
the young people who were abused Tom Ingall was in court and joins | :11:50. | :11:51. | |
us now from Sheffield. This case actually concluded on | :11:52. | :12:07. | |
Monday but because of the reporting restrictions we are only able to | :12:08. | :12:10. | |
tell you about it this evening and I am afraid that is a story that has | :12:11. | :12:14. | |
become depressingly familiar in South Yorkshire as those accused of | :12:15. | :12:18. | |
the sexual exploitation of children have their cases heard before the | :12:19. | :12:21. | |
Crown Court. Four men and a woman. They are the | :12:22. | :12:25. | |
latest faces of South Yorkshire's abuse shame. In some cases they are | :12:26. | :12:31. | |
harrowing crimes date back more than a decade. 30 years old and guilty of | :12:32. | :12:37. | |
conspiracy to rape. His younger brother Matthew guilty of the same | :12:38. | :12:42. | |
charge and another brother, Christopher, just 23 and convicted | :12:43. | :12:47. | |
of three rates of young people, sexual assault and conspiracy to | :12:48. | :12:54. | |
rape. Also guilty of rape. Amanda Spencer, a woman in her 20s, | :12:55. | :12:59. | |
convicted of four counts of arranging child prostitution. She | :13:00. | :13:03. | |
was already serving 12 years in prison after being convicted of 16 | :13:04. | :13:09. | |
similar offences in 2014. We want victims to come forward and for them | :13:10. | :13:13. | |
to put their trust in us and they have done that. These very brave | :13:14. | :13:17. | |
vulnerable women have come forward and get the evidence and told their | :13:18. | :13:21. | |
difficult story in court and we can't forget the effects on the | :13:22. | :13:26. | |
family, the mums and dads and siblings, they have all come forward | :13:27. | :13:29. | |
and told the story and we would encourage all victims to do so. | :13:30. | :13:36. | |
Detective Chief Inspector Martin Tait of South Yorkshire Police who | :13:37. | :13:40. | |
helped lead this investigation along with Sheffield City Council. The | :13:41. | :13:44. | |
gangs operate in a familiar way, they pick up the young girls in the | :13:45. | :13:47. | |
city centre and defend them and the friendships turn toxic and they are | :13:48. | :13:52. | |
forced to visit houses and have sex with men they often don't know at | :13:53. | :13:56. | |
all. Those convicted tonight will be sentenced at the end of April. | :13:57. | :13:57. | |
Headteachers in Yorkshire are warning that schools are facing | :13:58. | :13:59. | |
huge cuts to their budgets - even though the government | :14:00. | :14:01. | |
A consultation closes today on a new funding formula, | :14:02. | :14:05. | |
which ministers say will distribute money in a fairer way | :14:06. | :14:07. | |
Yes - spending on Yorkshire schools will increase | :14:08. | :14:14. | |
by ?37.3 million a year, under the proposed | :14:15. | :14:17. | |
But by 2018, there'll be 14,000 more pupils. | :14:18. | :14:24. | |
That means the extra money has to go further - | :14:25. | :14:27. | |
and ?26 less will be spent on each child. | :14:28. | :14:29. | |
And that's before you factor in things like teachers' | :14:30. | :14:31. | |
pensions and inflation, which make the picture even worse. | :14:32. | :14:34. | |
region, schools are struggling to make these sums add up. Your high | :14:35. | :14:52. | |
school is one of the winners under the government's new funding | :14:53. | :14:56. | |
formula. It will get about ?120,000 a year more but it is nowhere near | :14:57. | :15:02. | |
enough. There are more young people in the school than ever before and | :15:03. | :15:07. | |
the costs and salaries are higher than ever before, so in real terms a | :15:08. | :15:11. | |
skill like mine is facing a cut of between 8-9% year-on-year. Here are | :15:12. | :15:17. | |
just some of the things Yorkshire schools have told me they have done | :15:18. | :15:20. | |
or are considering doing to save money. Cutting jobs, increasing | :15:21. | :15:27. | |
class sizes, asking parents to give money, shortening the school day or | :15:28. | :15:32. | |
even introducing a four-day week. One part of the problem is that | :15:33. | :15:38. | |
schools are having to pay more than ever for teachers, pensions and | :15:39. | :15:41. | |
national and should insert their own budgets, but another part of the | :15:42. | :15:45. | |
problem is in a sense our fault. We are having more children. The | :15:46. | :15:54. | |
increase we have seen is due largely to fertility postponement. Women | :15:55. | :15:58. | |
born in the 1960s and 70s are having children in their 30s and 40s | :15:59. | :16:01. | |
whereas in the past they would have been having them in their 20s. In | :16:02. | :16:07. | |
your high teacher numbers are being cut by 20% and there are fewer | :16:08. | :16:11. | |
teaching assistants for children with special needs. I really think | :16:12. | :16:15. | |
we are reducing the life chances for young people because we cannot | :16:16. | :16:18. | |
afford it and that doesn't seem right to me. The government have | :16:19. | :16:23. | |
managed to find ?320 million in the budget for free skills and grammar | :16:24. | :16:26. | |
skills and could be spent in existing schools. The government | :16:27. | :16:31. | |
says schools are receiving more money than ever and the new formula | :16:32. | :16:35. | |
will end inconsistencies between different parts of the country, but | :16:36. | :16:40. | |
it doesn't matter how you divide up the cash if, as teachers said, there | :16:41. | :16:42. | |
isn't enough in the first place. The Prince of Wales returned this | :16:43. | :16:44. | |
afternoon to the hospice in Pontefract which was named | :16:45. | :16:46. | |
in his honour 30 years ago. He's the President and Patron | :16:47. | :16:48. | |
of the Hospice which cares for hundred of patients | :16:49. | :16:51. | |
with life-limiting Earlier in the day the Prince | :16:52. | :16:52. | |
