and a specialist team of trading standards officers. | :01:15. | :01:16. | |
The Illegal Money Lending Team travels the country investigating | :01:17. | :01:18. | |
what they describe as "very nasty individuals" | :01:19. | :01:20. | |
who prey on vulnerable people who've found themselves in debt. | :01:21. | :01:25. | |
victims have been kidnapped, beaten and raped. | :01:26. | :01:29. | |
I joined the operation this morning and this is what happened. | :01:30. | :01:36. | |
ATM at Sheffield Arena. Around 150 police and other law enforcement | :01:37. | :01:45. | |
officers gather for a briefing. They are off to execute warrants across | :01:46. | :01:52. | |
the city. They have an early-morning surprise for a man suspected being a | :01:53. | :01:57. | |
loan shark. With police back-up, the team arrived at his house in Shire | :01:58. | :02:01. | |
broke. It is clearly is not at home. After a call from his son, he | :02:02. | :02:05. | |
returns and not impressed to see his house being raided. Get off. Get | :02:06. | :02:19. | |
them off. Get off me! Get off me! There has been a big effort to crack | :02:20. | :02:24. | |
down on loan sharks, the illegal moneylenders who charge extortionate | :02:25. | :02:26. | |
rates of interest and use violence and intimidation and the more people | :02:27. | :02:33. | |
who turn to them as a last resort. This is the start of the | :02:34. | :02:36. | |
investigation. The warrant we conducted this morning will be used | :02:37. | :02:41. | |
to carry out a search, which will help us to establish what is going | :02:42. | :02:45. | |
on. At this advice centre, they have helped 1300 people in two years, who | :02:46. | :02:50. | |
have found themselves in debt. Some of those struggle to pay bills by | :02:51. | :02:54. | |
food and have become victims of loan sharks out of desperation. Loan | :02:55. | :02:58. | |
sharks are the lowest of the low, they destroy lives. They are today | :02:59. | :03:02. | |
those macro slave traders. That is what I think they are. They want | :03:03. | :03:05. | |
people to be their slaves. They will trap for life or as long as | :03:06. | :03:10. | |
possible, creating total misery and pain. We had a case recently where | :03:11. | :03:18. | |
the APR we captivated to be about four point 5,000,000%. You will | :03:19. | :03:23. | |
never get out of debt. From that perspective, when we are dealing | :03:24. | :03:29. | |
with these illegal lenders, we have seen some of the tactics they used | :03:30. | :03:32. | |
to enforce the debts because we know that those debts are illegal. We | :03:33. | :03:35. | |
have charged people with wounding, with kidnapping and even as far as | :03:36. | :03:41. | |
rape. This is not a committee service, I cannot say that enough. | :03:42. | :03:46. | |
We need to stop it. After the raid, they arrested a man and he was taken | :03:47. | :03:52. | |
away the for questioning. Officers seized several bags of evidence, and | :03:53. | :03:56. | |
asked anyone who has been the victim of a loan shark to come forward. | :03:57. | :03:58. | |
a former MP who now campaigns for the West Leeds Debt Forum. | :03:59. | :04:04. | |
Some really shocking examples that of the links that these loan sharks | :04:05. | :04:11. | |
will go to to intimidate and scare the people that they lend money to. | :04:12. | :04:16. | |
How easy is it for these victims to fight a loan shark in the first | :04:17. | :04:19. | |
place? Incredibly difficult. We're talking about illegal moneylenders. | :04:20. | :04:26. | |
Legal moneylenders were capped by the Government, who register to lend | :04:27. | :04:32. | |
money. The problem here is those underneath that, the illegal ones | :04:33. | :04:35. | |
who come as a friend and then come back as someone who is going to want | :04:36. | :04:41. | |
you for the rest of your life because you are in debt to them. | :04:42. | :04:45. | |
They may be brutal with it. They need to be taken out of the game. | :04:46. | :04:50. | |
Thank goodness for that unit, who are finding people. People are | :04:51. | :04:54. | |
terrified of even telling their partner that they are in debt or | :04:55. | :04:57. | |
have borrowed money from a friend, let alone reporting them to the | :04:58. | :05:01. | |
police. Unless people reporting to the police or to that unit in | :05:02. | :05:07. | |
Birmingham, there is not much action to catch them. To expose, like are | :05:08. | :05:12. | |
doing, saying that they will be caught and tracked down, they will | :05:13. | :05:19. | |
be taken to court and prosecuted for what they had done. It is illegal | :05:20. | :05:23. | |
and does an incredible amount of damage to families and personal | :05:24. | :05:26. | |
relationships was not what the worst examples you have heard of? Children | :05:27. | :05:33. | |
have been taken from families and told, we will not give them back | :05:34. | :05:37. | |
until you give us the money. People have been threatened with money | :05:38. | :05:41. | |
leading to demonstrate how hard it can be to get out of the grip of a | :05:42. | :05:47. | |
moneylenders you think is a friend. A key way is that people should get | :05:48. | :05:51. | |
to credit unions, Leeds city is one of the best in the country. They can | :05:52. | :05:58. | |
help you manage your money without going informally to someone who is | :05:59. | :06:04. | |
illegal, and they can undercut the rates of legal lenders. You know who | :06:05. | :06:11. | |
you are dealing with, a local committee bank. What advice do you | :06:12. | :06:16. | |
have for anyone who has fallen victim to these illegal loan sharks? | :06:17. | :06:20. | |
If they are personally threatened, they can go to the police in | :06:21. | :06:24. | |
confidence or onto the hotline, there is a forum, where they are | :06:25. | :06:33. | |
giving out numbers to bring for covered a chill advice. You can also | :06:34. | :06:39. | |
go to the offices and get advice there. I had to say, it is a bit of | :06:40. | :06:43. | |
a crisis at the moment, debt advice is drying up because it is running | :06:44. | :06:48. | |
out of funding. We need to fund debt advice to allow people to balance | :06:49. | :06:55. | |
their debt and budgeting better. We need more of that because there are | :06:56. | :06:58. | |
thousands of people who owed thousands of pounds of debt on | :06:59. | :07:03. | |
credit cards, Castle catalogues and the rest of it. There is help out | :07:04. | :07:09. | |
there, isn't there? Yes. Thank you. One of Europe's largest | :07:10. | :07:13. | |
