A special report on an operation to crack down on illegal money lending. | :00:00. | :00:11.
And the future of one of England's grandest country houses is secured. | :00:12. | :00:17.
what's the next few days looking like? | :00:18. | :00:20.
Join me for the live, updated week-ahead forecast. | :00:21. | :00:32.
A specialist police operation's underway in Yorkshire, | :00:33. | :00:35.
An Illegal Money Lending Team is cracking down | :00:36. | :00:41.
on those who prey on vulnerable people in debt. | :00:42. | :00:43.
they say victims have been kidnapped, beaten and raped. | :00:44. | :00:49.
Around 150 police and other law enforcement officers | :00:50. | :00:58.
They are off to execute warrants across the city. | :00:59. | :01:03.
Among them, officers from the Illegal Money Lending Team, | :01:04. | :01:06.
who have got an early morning surprise | :01:07. | :01:07.
for a man suspected of being a local loan shark. | :01:08. | :01:12.
With police back-up, the team arrive at his house in Shirebrook. | :01:13. | :01:14.
After a call from his son, he returns, | :01:15. | :01:20.
not impressed to see his house being raided. | :01:21. | :01:23.
There has been a big effort to crack down on loan sharks - | :01:24. | :01:39.
the illegal moneylenders who charge extortionate rates of interest | :01:40. | :01:41.
and use violence and intimidation on vulnerable people, | :01:42. | :01:44.
This is the start of the investigation. | :01:45. | :01:49.
The warrant we conducted this morning will be used | :01:50. | :01:52.
to carry out a search, which will help us to | :01:53. | :01:55.
At this advice centre in Leeds, they have helped 1,300 | :01:56. | :02:02.
people in two years, who have found themselves in debt. | :02:03. | :02:05.
Many of those are struggling to pay bills or buy food | :02:06. | :02:07.
and have become victims of loan sharks out of desperation. | :02:08. | :02:12.
Loan sharks are the lowest of the low, they destroy lives. | :02:13. | :02:16.
They will trap for life or as long as possible, | :02:17. | :02:25.
We had a case recently where the APR we calculated to be | :02:26. | :02:31.
In those circumstances, you will never get out of debt, | :02:32. | :02:36.
From that perspective, when we are dealing with these | :02:37. | :02:40.
illegal lenders, we have seen some of the tactics they use to enforce | :02:41. | :02:46.
the debts because we know that those debts are illegal. | :02:47. | :02:48.
We have charged people with wounding, with kidnapping | :02:49. | :02:53.
This is not a community service, I cannot say that enough. | :02:54. | :02:59.
After this morning's raid, the police arrested a man | :03:00. | :03:04.
and he was taken away for questioning. | :03:05. | :03:06.
Officers seized several bags of evidence, and asked anyone | :03:07. | :03:10.
who has been the victim of a loan shark to come forward. | :03:11. | :03:17.
South Yorkshire's Police and Crime Commissioner, | :03:18. | :03:19.
Dr Allan Billings, is at the High Court tomorrow | :03:20. | :03:22.
as his former Chief Constable, David Crompton, | :03:23. | :03:25.
asks for a judicial review into whether the decision | :03:26. | :03:28.
to remove him from his post was lawful. | :03:29. | :03:31.
Tonight, the BBC understands that the Police and Crime Commissioner | :03:32. | :03:35.
has already run up a legal bill of ?30,000 ahead of the hearings. | :03:36. | :03:38.
From Sheffield, David Rhodes sent us this report. | :03:39. | :03:43.
This judicial review is being brought by David Crompton | :03:44. | :03:46.
against the Police and Crime Commissioner of South Yorkshire | :03:47. | :03:50.
Police, Dr Allan Billings, and it's all to do with what happened | :03:51. | :03:53.
in the immediate aftermath of the Hillsborough inquest last year. | :03:54. | :03:59.
David Crompton issued two press statements | :04:00. | :04:01.
in the immediate aftermath of the inquest. | :04:02. | :04:02.
Now, Dr Billings said that both of those statements questioned | :04:03. | :04:05.
the behaviour of the Liverpool fans in 1989. | :04:06. | :04:10.
He says the two press statements further eroded public confidence | :04:11. | :04:13.
he felt he had no option but to ask David Crompton to retire or resign. | :04:14. | :04:23.
David Crompton feels, effectively, he was removed from office. | :04:24. | :04:27.
He is calling on the High Court to basically overturn | :04:28. | :04:31.
Dr Allan Billings' decision and say it was an unlawful move | :04:32. | :04:35.
by Dr Billings in relation to the decision he made. | :04:36. | :04:38.
Of course, all of this comes with a new legal bill. | :04:39. | :04:40.
Look North understands that Dr Alan Billings | :04:41. | :04:43.
has already paid out ?30,000 in legal fees | :04:44. | :04:46.
in relation to tomorrow's High Court hearing. | :04:47. | :04:53.
A pregnant Yorkshire woman jailed in Rwanda for six weeks | :04:54. | :04:56.
for allegedly spreading state secrets | :04:57. | :04:58.
is due to be released tomorrow. | :04:59. | :05:00.
Violette Uwamahoro, from Leeds, was arrested | :05:01. | :05:04.
in February after travelling to a family funeral. | :05:05. | :05:06.
Abi Jaiyeola has been following the story. | :05:07. | :05:08.
Just explain the background to this case. | :05:09. | :05:16.
She had troubled for the bureau of her father. It was meant to be a few | :05:17. | :05:27.
days. Her husband was phoned and told he was arrested for sharing | :05:28. | :05:38.
state secrets. He is a political activist, but says that she has | :05:39. | :05:40.
never been involved in any of that. What has been the reaction posted at | :05:41. | :05:46.
home? The foreign office have been involved in trying to work towards | :05:47. | :05:52.
her release. MP Hilary Benn has been involved as well. Her sons run to | :05:53. | :05:58.
the premise that the Rwandan president as well, to help with the | :05:59. | :06:04.
release of their mother. A judge ruled she should beware least today, | :06:05. | :06:08.
as there was no evidence to support the charges against her. | :06:09. | :06:10.
We really need her back, she's innocent. | :06:11. | :06:12.
It's a good step, but it's not good enough. | :06:13. | :06:15.
You don't need to investigate, there's nothing to investigate here. | :06:16. | :06:18.
And I think those that said they are investigating, | :06:19. | :06:21.
they know they will not find anything. | :06:22. | :06:23.
The family are desperate to get her home. What is likely to happen next? | :06:24. | :06:37.
The prosecution have five days to appeal against the decision. She is | :06:38. | :06:40.
due to be released tomorrow, but will not be allowed to leave Rwanda | :06:41. | :06:45.
until those five days are over. The family will be keen to get a home as | :06:46. | :06:47.
soon as possible. A new law has come into effect today | :06:48. | :06:51.
to try to prevent scam mail. It follows a campaign by | :06:52. | :06:54.
Marilyn Baldwin from Chesterfield, whose mother, Jessica, | :06:55. | :06:56.
was conned out of ?50,000. The new law stops people sending | :06:57. | :06:58.
anything intended to deceive I think we could probably | :06:59. | :07:00.
do more around it - prosecution would be good, | :07:01. | :07:08.
rather than just threatening them with getting the mail | :07:09. | :07:10.
returned to them. We'd like to see tougher | :07:11. | :07:13.
sentencing on that. But, on the whole, | :07:14. | :07:15.
I'm pretty pleased. After 70 years of uncertainty | :07:16. | :07:22.
the future of one of England's grandest country houses | :07:23. | :07:26.
is now secure. A preservation trust | :07:27. | :07:28.
has stepped in to buy Repairs to the Grade One listed | :07:29. | :07:31.
building are estimated Tom Ingall has been to see the scale | :07:32. | :07:35.
of the restoration work which lies in store | :07:36. | :07:42.
for the new owners. Wentworth Woodhouse is right | :07:43. | :07:46.
at the top of the scale. that has been in and out | :07:47. | :07:52.
of private ownership. Despite its size, | :07:53. | :07:58.
it is practically hidden from view, and has never | :07:59. | :08:00.
enjoyed the recognition of Chatsworth, | :08:01. | :08:02.
Castle Howard or Newby Hall. Nestling beside the village | :08:03. | :08:06.
of Wentworth, it is a treasure | :08:07. | :08:08.
almost lost to the nation. Some of the rooms are exquisite, | :08:09. | :08:12.
but others don't even have a roof. Over there by the wall, | :08:13. | :08:18.
you can see the damage there. Today, I've seen a crack, | :08:19. | :08:20.
over the door, in the marble, and over there, | :08:21. | :08:25.
on the side of the wall. Because when you buy anywhere, | :08:26. | :08:28.
you think, "Oh, it's wonderful." But then, after a couple | :08:29. | :08:37.
of days, you start to spot Now the trust has been successful | :08:38. | :08:40.
in purchasing the building. ?7 million has been made | :08:41. | :08:45.
available from the Treasury We've been given 7.6 million | :08:46. | :08:47.
from the Chancellor in his Autumn Statement, and | :08:48. | :08:51.
that's to effect emergency works. So we're going to work | :08:52. | :08:54.
on the south rooms first, and we're going to throw | :08:55. | :08:56.
tarpaulins over the rooms that have got no roofs | :08:57. | :08:58.
to protect them, to stop them getting | :08:59. | :09:00.
any further damage. Over time, parts of the building | :09:01. | :09:02.
will be open for tours and events. don't expect to see | :09:03. | :09:05.
the finished article. The total cost | :09:06. | :09:08.
of the work that lies ahead The headline is that it will feel a | :09:09. | :09:41.
little bit warmer. It will be a little bit warmer tomorrow. Turning | :09:42. | :09:45.
brighter, with the risk of showers. Friday and weekend look unsettled, | :09:46. | :09:50.
especially if you want a repeat performance of the stunning weather | :09:51. | :09:53.
this weekend, you have had it! It looks showery and cool, with low | :09:54. | :10:00.
pressure in charge. Some clear gaps, it will turn Misty where those gaps | :10:01. | :10:07.
continue. Elsewhere, a lot of clout. Temperatures down to four Celsius, | :10:08. | :10:13.
that is 39 Fahrenheit. A lot of cloud first thing, but misty in | :10:14. | :10:18.
places. Through the morning, it will break from the south-west and should | :10:19. | :10:22.
break up quite nicely. Some sunny spells, but a weak weather front | :10:23. | :10:25.
will bring the risk of one or two showers into the West by the middle | :10:26. | :10:31.
of the afternoon. Top temperatures, better, 14 Celsius in Leeds and | :10:32. | :10:35.
Sheffield. One or two heavy showers moving through, hit and miss, some | :10:36. | :10:40.
prices will miss them altogether. Going into Wednesday on, some patchy | :10:41. | :10:46.
rain from the south-west, but they will be quite small. Patchy rain, | :10:47. | :10:54.
then more later. Potentially warm on Thursday afternoon, but then | :10:55. | :10:56.
unsettled on Friday and at the weekend. That is all from us, I will | :10:57. | :11:00.
leave you with the outlook and with the national | :11:01. | :11:01.
showery on Saturday, dry and brighter on Sunday and if we go back | :11:02. | :11:04.
to the temperatures in the next couple days, you see those highs on | :11:05. | :11:06.
Thursday. He is John Hammond with the national | :11:07. | :11:19.
this cyclone Debbie crashes onto the Queensland coast with violent winds | :11:20. | :11:27.
and flooding rains, that will head southwards in the next few days in | :11:28. | :11:30.
the direction of Brisbane. We will keep an eye on Debbie. Meanwhile | :11:31. | :11:36.
back home, much more tranquil. This beautiful sunset taken from | :11:37. | :11:40.
Stevenage and Hertfordshire earlier this evening. Clear | :11:41. | :11:41. |
