Good evening. Welcome to NorthWest Tonight with Ranvir Singh and Roger

:00:02.:00:05.

Johnson. Our top story: Care in crisis - the whistleblower who

:00:05.:00:08.

prompted a damning report into one council's treatment of vulnerable

:00:08.:00:18.
:00:18.:00:19.

adults. When you see bad things happening

:00:19.:00:24.

to vulnerable people, you have no choice but to respond. The myriad

:00:24.:00:27.

of mistakes that led to patients being overcharged. Also in the

:00:27.:00:30.

programme, up to 20,000 jobs at a cost of more than 600 million -

:00:30.:00:40.
:00:40.:00:41.

the Chancellor unveils Manchester Airport's new enterprise zone.

:00:41.:00:45.

gets full marks for convenience, but how many pennies would you

:00:45.:00:50.

spend turning this into your office? And singing from the same

:00:50.:00:53.

hymn sheet - three of the region's artistic forces come together for

:00:53.:01:03.
:01:03.:01:09.

They were vulnerable people who trusted the council who provided

:01:09.:01:14.

their care to look after them. But Wirral Borough Council

:01:14.:01:16.

systematically overcharged 16 adults with learning difficulties

:01:16.:01:22.

for nine years. When whistleblower Martin Morton exposed the

:01:22.:01:29.

exploitation, he was repeatedly ignored and paid to keep silent.

:01:29.:01:32.

Today a damning independent report criticises the council for a myriad

:01:32.:01:35.

of errors which put vulnerable adults in a "totally unacceptable"

:01:35.:01:40.

situation. The findings are being discussed at a special council

:01:40.:01:45.

meeting this evening. Our reporter Abbie Jones is here in the studio

:01:45.:01:49.

to tell us more. For more 10 years Martin Morton has

:01:49.:01:53.

refused to be silenced. He tried to tell his bosses at Adult Social

:01:53.:01:58.

Services in 2001 that vulnerable adults were being exploited. But

:01:58.:02:03.

no-one listened. Instead he was given a 40,000 pay out and asked

:02:03.:02:11.

to keep quiet. He didn't. When you see bad things happening to

:02:11.:02:16.

vulnerable people, you have no choice but to respond. You have got

:02:16.:02:20.

a moral and a professional obligation to intervene. At three

:02:20.:02:22.

supported living accommodations in Moreton, and for nine years, adults

:02:22.:02:25.

with learning difficulties were overcharged for care - for things

:02:25.:02:30.

like having someone to get them dressed in the morning. Last year

:02:30.:02:32.

Wirral Council admitted it had made a huge mistake and reimbursed

:02:32.:02:39.

244,000, going back to 2000. But today's damning report says it

:02:39.:02:44.

should refund charges back to 1997. The report also, for the first time,

:02:44.:02:47.

reveals details of other serious allegations. Claims of financial

:02:47.:02:50.

abuse - that top-up rents were charged by private landlords who

:02:50.:02:55.

were service providers. That one member of staff at a service

:02:55.:02:58.

provider had a conviction for assault with a deadly weapon And

:02:58.:03:02.

that four men with baseball bats arrived at one unit to try to get

:03:02.:03:07.

money from a senior manager. Wirral's Conservative group, whose

:03:07.:03:10.

leader commissioned the report, has called for senior officers to

:03:10.:03:20.
:03:20.:03:23.

resign. Clearly Mr Morton was not listened to by senior officers. He

:03:23.:03:27.

was not listened to by senior politicians. Those people have to

:03:27.:03:31.

answer questions whether they think they should still be part of this

:03:31.:03:35.

Council. The council says it wants to ensure people like Martin Morton

:03:35.:03:38.

don't feel unable to speak out again. But today's report says it

:03:38.:03:40.

still hasn't learned how to investigate whisteblowers' concerns

:03:40.:03:49.

properly without them feeling A little earlier this afternoon, I

:03:49.:03:53.

spoke to the Leader of Wirral Borough Council, Steve Foulkes. I

:03:53.:04:00.

asked him how ashamed he was about this whole episode.

:04:00.:04:06.

I do not think anybody has come out of this with any credit. It is a

:04:06.:04:13.

damning report. It talks about individuals who overcharged. Not

:04:13.:04:18.

well treated by the people acting on behalf of the Council. We will

:04:18.:04:22.

take on board all the recommendations, and have already

:04:22.:04:27.

set in train many improvements. But we have to say it was not good. We

:04:27.:04:35.

did not deal with it well. And we have to do put it right. How do you

:04:35.:04:41.

reacted to the attempt to buy the silence of the whistleblower?

:04:41.:04:43.

Clearly that is something Mata Morton would have an opinion on

:04:43.:04:51.

himself. -- Martin Morton. I am not privy to such agreements. That was

:04:51.:04:56.

a private agreement between Martin more of them and the local

:04:56.:05:05.

authority. -- Martin Morton. I am not in a position to answer on

:05:05.:05:10.

behalf of other individuals who negotiated that. They should not

:05:10.:05:13.

really be viewed as whistleblowers, should they, they should be viewed

:05:13.:05:19.

as members of staff tried to make things better? Exactly. How it got

:05:19.:05:28.

to this degree is something we need to reflect on. It is not good that

:05:28.:05:33.

people who are vulnerable have been subjected to this type of treatment.

:05:33.:05:40.

We apologise unreservedly. I have apologised in a -- unreservedly to

:05:40.:05:45.

Martin Morton personally. We got it wrong. We need to move on and do a

:05:45.:05:51.

better job. There are damaging Agger -- allegations about the

:05:51.:05:57.

conduct of some councillors. Will they be pursued? Yes, at a Cabinet

:05:57.:06:04.

tonight we will be suggesting that other issues in the report are

:06:04.:06:07.

thoroughly investigated. If you have read the report in detail,

:06:07.:06:13.

some allegations remain on corroborated. We have to get to the

:06:13.:06:18.

bottom of that. I have to make sure that anybody involved in the worst

:06:18.:06:22.

kind of abuse does not get away with it. That is not the main

:06:22.:06:26.

thrust of the report. If you look at the recommendations within the

:06:26.:06:31.

report, we will accept those recommendations and moved his

:06:32.:06:39.

authority Ford. -- move this authority forward.

:06:39.:06:41.

Next tonight, it's costing 660 million and could create almost

:06:41.:06:44.

20,000 jobs. Today the Chancellor George Osborne revealed details of

:06:44.:06:46.

Manchester Airport's new enterprise zone. The investment coincides with

:06:46.:06:49.

plans to boost business by launching a new direct service to

:06:49.:06:53.

China. Our Transport Correspondent Colin Sykes is at the airport now.

:06:53.:06:56.

From a tiny start-up office in Manchester, Michael Ren's looking

:07:04.:07:08.

have been Enterprise Zones before, usually in areas that need an

:07:08.:07:13.

economic lift. This area is already doing very well indeed. We are

:07:13.:07:19.

talking about quite a considerable area of 150 acres. Dozens of new

:07:19.:07:24.

buildings to be built in the next 15 years. The idea is to attract

:07:24.:07:28.

new companies from overseas, from emerging markets, particularly

:07:28.:07:38.

:07:43.:07:47.

This could be it. Airport City will will have offices of all shapes and

:07:47.:07:50.

sizes on a 150 acre site. There are tax breaks to locate here, and for

:07:50.:07:54.

Michael the prospect of direct flights to Beijing in a year or so.

TRANSLATION: Before we chose Manchester we did some research. We

:08:00.:08:06.

also would like to pick somewhere we can later developed to be at

:08:06.:08:10.

headquarters for the European market. The development will cost

:08:10.:08:12.

nearly 650 million, create twenty thousand jobs and include 2,500

:08:12.:08:16.

hotel beds. This afternoon it got the seal of approval from the

:08:16.:08:25.

Chancellor. It is going to be a great magnet for creating new jobs

:08:25.:08:29.

in Manchester. Many thousands of jobs will be created in the next

:08:29.:08:36.

few years. It is a fantastic advert for the City and the north-west.

:08:36.:08:42.

The airport hopes the zone will appeal to people who do not want to

:08:42.:08:48.

go to Heathrow. It is hoping the zone will encourage more airlines

:08:48.:08:54.

to set up year. The airport is the main driver of growth in Manchester

:08:54.:08:59.

and the Greater Manchester region. It is the airier where there is an

:08:59.:09:05.

opportunity for the City Kee drive that business growth further. -- is

:09:05.:09:10.

an area. At the Chinese centre in Manchester, it's hoped English

:09:10.:09:12.

lessons will turn into jobs, especially if more Chinese

:09:12.:09:16.

companies come here. It is too expensive in London. It is

:09:16.:09:21.

overwhelmed now. If they want to set up a business, I think it is a

:09:21.:09:25.

good opportunity. Back at Airport City, 60 companies have already

:09:25.:09:32.

expressed an interest in locating here.

:09:32.:09:41.

The advantages for the company's are considerable. There is attacks

:09:41.:09:48.

break - like a tax break. Also, super-fast broadband. It is made

:09:48.:09:53.

easier to relocate. A couple of councillors raised an eyebrow about

:09:53.:09:59.

concerned it may soak in existing companies from the North West --

:09:59.:10:05.

soak in. The airport is keen to stress this development is mainly

:10:05.:10:10.

for overseas businesses. Police in Lancashire have been given more

:10:10.:10:13.

time to question an 18-year-old man on suspicion of murdering four

:10:13.:10:16.

siblings who were killed in a house fire. Reece Smith, who was 19, his

:10:16.:10:19.

twin sisters Holly and Ella, and two-year-old Jordan died in the

:10:19.:10:22.

fire in Freckleton. Police have until 7.45 tonight to either charge

:10:22.:10:26.

Dyson Allen or release him. Two men have gone on trial accused

:10:26.:10:30.

of a double murder which included one victim from Merseyside. Boxer

:10:30.:10:36.

Brett Flournoy from Wirral went missing in June 2010. A month later

:10:36.:10:39.

his body was found in a burnt-out van in Cornwall. The trial of

:10:39.:10:43.

Thomas Haigh and Ross Stone is expected to last five weeks.

:10:43.:10:45.

A police investigation is underway at Trafford General Hospital after

:10:45.:10:50.

claims that a batch of morphine was stolen. Staff alerted police after

:10:50.:10:54.

it came to light that up to 10 vials could be missing. A 50-year-

:10:54.:10:59.

old woman is being questioned by police about the incident.

:10:59.:11:02.

A taxi driver from Liverpool has gone on trial for the alleged

:11:02.:11:07.

murder of a prostitute, Anne Marie Foy, nearly seven years ago. David

:11:07.:11:12.

Butler, who's now 65, denies the charge. The jury heard today that

:11:12.:11:16.

DNA is crucial in the case. The prosecution say there's strong

:11:16.:11:20.

evidence linking Mr. Butler to Anne Marie Foy. The defence say the DNA

:11:20.:11:25.

evidence is flawed. Here's our Merseyside Reporter, Andy Gill.

:11:25.:11:28.

Anne Marie Foy was a much loved mother and grandmother. She worked

:11:28.:11:32.

as a prostitute to pay for her drug addiction. Her daughters, Carly and

:11:32.:11:37.

Suzanne Wall, were visibly upset at times during today's evidence.

:11:37.:11:40.

Their mother's body was found on waste ground near Liverpool

:11:40.:11:43.

University. She'd been battered to death. The jury heard today that

:11:43.:11:46.

Anne Marie Foy stole 300 from a taxi driver in September 2005 and

:11:46.:11:50.

he'd threatened her in revenge. The prosecution say scientific evidence

:11:50.:12:00.
:12:00.:12:04.

is important in this case. During a cold case review in 2010, DNA from

:12:04.:12:10.

a woman's fingerprints was compared on and national database. A match

:12:10.:12:15.

was found on a cigarette but found near to the scene of the burglary

:12:15.:12:20.

where David Butler lives. Further DNA evidence strongly suggests he

:12:20.:12:25.

was in close contact with the woman shortly before she died. But the

:12:25.:12:27.

defence say the prosecution's DNA evidence is untested and unreliable,

:12:27.:12:30.

and it will call its own experts to prove this. The prosecution say

:12:30.:12:33.

David Butler some times drove a distinctive taxi seen on CCTV near

:12:33.:12:43.
:12:43.:12:45.

the murder scene at the time. Mr Cumbria's smallest school is

:12:45.:12:50.

expected to close despite a campaign by locals. Councillors

:12:50.:12:53.

have started a formal process to shut Captain Shaw Primary in Millom

:12:53.:12:59.

because it has just 16 pupils. Campaigners say there is a need for

:12:59.:13:01.

the school and numbers could increase due to new family homes

:13:01.:13:04.

being built in the village. The final decision will be made in

:13:04.:13:11.

March. A report presented to councillors

:13:11.:13:14.

today says the cost of a single journey in the Mersey Tunnels

:13:14.:13:17.

should rise by 20 pence. Councillors say they'll need to

:13:17.:13:19.

take into account the economic impact any increase will have. A

:13:20.:13:25.

final decision on the new rates will be made next month.

:13:25.:13:28.

Culture minister Jeremy Hunt was in Manchester today to meet business

:13:28.:13:30.

leaders to discuss how the region can benefit from increased tourism

:13:31.:13:34.

on the back of the Olympics this summer. Mr Hunt visited Stretford

:13:34.:13:37.

High School before meeting Sir Bobby Charlton at Old Trafford -

:13:37.:13:47.
:13:47.:13:47.

the North West's only Olympic venue. This is a moment to tell the world

:13:48.:13:54.

the incredible amount varies to offer in the north-west. This is

:13:54.:13:59.

the home of sport. Let's tell the word about it. Still to come on

:14:00.:14:03.

North West Tonight, the tackle that a caused tiff in the tunnel - why

:14:03.:14:05.

Steven Gerrard and Roberto Mancini went face to face.

:14:05.:14:09.

And the property you won't need to be flush with cash with to buy. How

:14:09.:14:19.
:14:19.:14:21.

many pennies would you spend on Councillors in South Lakeland have

:14:22.:14:24.

identified pockets of land in towns and villages across South Cumbria

:14:24.:14:28.

which could be used to build thousands of new homes. Areas

:14:28.:14:29.

including Grange, Arnside, Milnthorpe, Kirby Lonsdale,

:14:30.:14:32.

Ulverston and Kendal are among those featured in the so-called

:14:32.:14:41.

Allocation Document. Some will be shocked by the idea of building in

:14:41.:14:44.

green spaces. But the council says its plan will avoid a development

:14:44.:14:51.

free-for-all. Our Chief Reporter Dave Guest has been investigating.

:14:51.:14:56.

It is a lovely part of the world in which to live. The problem is,

:14:56.:15:05.

there simply are not enough houses. Something needs doing. I was on at

:15:05.:15:09.

the housing list for five or six years. South Lakeland Council says

:15:09.:15:15.

it is not a problem confined to Kendall. It has come up with a

:15:15.:15:22.

series of plans for where it believes houses could be built.

:15:22.:15:26.

South Lakeland is in desperate need of land for employment and housing.

:15:26.:15:31.

These plans today will meet that need in the next 15 years. They

:15:31.:15:36.

include sites such as this one on the outskirts of candle. But

:15:36.:15:40.

wouldn't building houses here be sacrilege to? The Government had

:15:40.:15:45.

made it clear that we do not have the plan, developers can build

:15:45.:15:50.

wherever they like, whenever they like. By doing this we're

:15:50.:15:53.

protecting land from development and insuring the development

:15:53.:15:59.

happens where we wanted to happen. In Kendall today there was support.

:15:59.:16:09.

I think they are right to some extent. It is OK if it works.

:16:09.:16:16.

amount of heavy traffic is already large and backs of frequently. We

:16:16.:16:22.

need to be careful. The proposals will be considered next week. They

:16:22.:16:27.

will then go out to public consultation for a couple of months.

:16:27.:16:31.

In April they will be passed to the Secretary of State, who will refer

:16:31.:16:36.

them to an independent planning inspector.

:16:36.:16:39.

Headlines have been following Steven Gerrard around over the last

:16:39.:16:42.

24 hours. Today he signed a contract extension at Liverpool, as

:16:42.:16:45.

well as agreeing to take on an ambassadorial role when he finishes

:16:45.:16:51.

playing. Last night his penalty was the difference in the Carling Cup

:16:51.:16:56.

semi-final first leg against Manchester City. The reds' skipper

:16:56.:16:59.

was also involved in an angry exchange with City manager Roberto

:16:59.:17:07.

Mancini after the game. Here's Richard Askam.

:17:07.:17:10.

There was little argument about the penalty Liverpool were awarded in

:17:10.:17:13.

the first half. And little Joe Hart could do to stop it. Or that City

:17:14.:17:17.

have played better and Kenny Dalglish's men stubbornly hung on.

:17:17.:17:21.

This though was a major talking point. Glen Johnson winning the

:17:21.:17:24.

ball in an apparently two-footed challenge similar to the one that

:17:24.:17:29.

saw City's Vincent Kompany sent off last weekend. Roberto Mancini

:17:29.:17:31.

criticised Manchester United's Wayne Rooney for putting pressure

:17:31.:17:35.

on the referee to send Kompany off. Clearly that was on the mind of

:17:35.:17:37.

Liverpool's skipper as he interrupted an interview being

:17:37.:17:47.
:17:47.:17:49.

given by the blues manager. You say to the press, Wayne Rooney

:17:49.:17:52.

tried to get a Vincent Kompany sent off. You tried to get Johnson sent

:17:52.:17:55.

off. That exchange on radio followed the pair saying this on

:17:55.:18:04.

camera. I think it was worse than that tackle. I don't think so. I

:18:04.:18:10.

think it was a clear winner of a tackle. That surprises me. He had

:18:10.:18:13.

at go at Wayne Rooney tried to get one of his players sent off, now

:18:13.:18:16.

he's trying to get one of our players sent off. I don't think

:18:16.:18:23.

that works. The return leg at Anfield is in just under two weeks.

:18:23.:18:33.

It adds a bit of spice to the second leg. Glad to hear that you

:18:33.:18:37.

found time to watch the football, Roger! Staying with football, and

:18:37.:18:39.

it's being reported that Blackburn Rovers captain Christopher Samba

:18:39.:18:42.

wants to leave Ewood Park. The big defender is quoted in a French

:18:42.:18:45.

newspaper saying it's time for a change, and that he's resigned to

:18:45.:18:48.

leaving. There's speculation Samba might go to Spurs, but Blackburn's

:18:48.:18:56.

manager insists he's not for sale. There was interest from a club last

:18:56.:19:04.

week. There were two bits from one club that were refused. -- bids. He

:19:04.:19:12.

is not for a stale. -- for sale. He is an important player. I want him

:19:12.:19:16.

to stay. Preston are expected to announce that their new manager is

:19:16.:19:19.

the current Stevenage boss, Graham Westley. Westley is seen here

:19:19.:19:25.

shaking hands with the former Preston manager Phil Brown. It was

:19:25.:19:28.

Brown's last game in charge before he was sacked last month. Westley

:19:28.:19:31.

has an impressive record at Stevenage, who've only lost once in

:19:31.:19:35.

their last 15 games. Fleetwood Town have rejected an offer of 900,000

:19:35.:19:43.

from West Ham for striker Jamie Vardy. They've also turned down a

:19:43.:19:47.

bid of 750,000 from Blackpool. Fleetwood currently top the Blue

:19:47.:19:49.

Square Premier League and are determined to win promotion to the

:19:49.:19:54.

Football League. Owner Andy Pilley says he won't sell the club's star

:19:54.:20:03.

striker. A brave move when everybody is

:20:03.:20:09.

looking for money. It is. Small business owners often say how hard

:20:09.:20:12.

it is to find the right premises at a reasonable price. But some unique

:20:12.:20:16.

properties have just come onto the market in Stockport - and you don't

:20:16.:20:19.

need to be flushed to afford them Stockport Council is selling or

:20:19.:20:21.

renting out eight of its public toilet sites, and hopes small

:20:21.:20:24.

business owners will find them a convenient place to work. Nina

:20:24.:20:32.

Warhurst reports. They say the smell of baking bread

:20:32.:20:35.

can work wonders when you're selling property - you're unlikely

:20:35.:20:38.

to get that here. But it is well located, with sturdy brick work and

:20:38.:20:47.

you won't have to worry about drainage. If you are only a one-man

:20:47.:20:53.

or two-man business, this is the sort of location. It will need some

:20:53.:21:00.

renovation. But this is what you need. Can you make a feature of the

tireless? I think, take them out. There would be too much sitting

down otherwise! It has a much sought after south-facing garden.

:21:13.:21:20.

What do the experts make of it? Obviously an interesting property.

:21:20.:21:26.

Very quickly. Not something I have done before. Ideal for small local

:21:27.:21:33.

business. Paul has been running at banned traders for more than four

:21:33.:21:43.
:21:43.:21:45.

years. It is a compact building. The rent, rates and heating is

:21:45.:21:54.

cheaper than you would expect. We get all the jokes that come with it.

:21:54.:21:58.

If you live in Stockport you will still be able to spend a penny at

:21:58.:22:01.

toilets in designated cafes and restaurants as part of a community

:22:01.:22:04.

scheme funded by the council. And if you want to spend a few more on

:22:05.:22:10.

one of these, the council says get in touch.

:22:10.:22:20.
:22:20.:22:20.

You could not make it up. I got an e-mail at lunchtime...

:22:20.:22:26.

Complimentary, is it? It is from William Harris, who has his own

:22:26.:22:33.

business. He asks if he would get time off in Lou! One of the

:22:33.:22:38.

theatre's best kept secrets is about to be revealed. Wonderful

:22:38.:22:41.

Town was a Broadway hit in the fifties, but has rarely been seen

:22:41.:22:45.

since. Now The Lowry in Salford, Manchester's Royal Exchange and the

:22:45.:22:48.

Halle Orchestra have teamed up to bring it back to life. The music's

:22:48.:22:51.

written by Leonard Bernstein of West Side Story fame, and with

:22:51.:22:54.

Connie Fisher in the starring role, could this be the hit of 2012?

:22:54.:23:04.
:23:04.:23:07.

Take one talent show superstar, add one of the country's finest

:23:07.:23:10.

orchestras, throw in music by the creator of West Side Story and you

:23:11.:23:20.
:23:21.:23:27.

get what could be something special. Wonderful Town was a hit in the

:23:27.:23:37.

fifties, then went missing. Why have we not heard of it before?

:23:37.:23:47.
:23:47.:23:50.

don't know. It is as good as any movie I know. Unless the movie is

:23:50.:24:00.
:24:00.:24:05.

made, the public do not know about it. I play Ruth. She is one of two

:24:05.:24:13.

sisters who go to New York. She wants to be a writer. She feels --

:24:13.:24:23.
:24:23.:24:34.

where she lives, it was stuffy and Ruth heads to New York in search of

:24:34.:24:39.

fame and fortune and finds love. The producers hope it is just the

:24:39.:24:45.

tonic people need in troubled times. The show starts a three-week run at

:24:45.:24:55.
:24:55.:25:06.

the end of March before going on a You can't beat a good musical. Not

:25:06.:25:12.

quite what our producer said! I'd do the love them. They make you

:25:12.:25:21.

Of the girls were watching Going, look at that beautiful purple

:25:22.:25:29.

dress! We had some beautiful skies today. The weather had exactly what

:25:29.:25:34.

we forecast. That does not happen very often. Temperatures were in

:25:34.:25:40.

double figures. They had fallen to seven by 5 o'clock. They will go

:25:40.:25:45.

much lower tonight in parts. As the sun went down we had some wonderful

:25:45.:25:55.
:25:55.:25:56.

photographs. Oldham looking remarkable. Our view was absolutely

:25:56.:26:01.

glorious as well. Everything looking sparkling. As we head

:26:01.:26:06.

through the next couple of days, it is going to be about a cloud cover.

:26:06.:26:13.

Yes, the temperatures will be lower. Through the first part of tonight,

:26:13.:26:19.

largely clear skies. In part, as you head towards the early hours of

:26:19.:26:24.

the morning, we will see patches developing. Many parts of

:26:24.:26:28.

Merseyside and Greater Manchester may hang on to cloud cover. That

:26:28.:26:35.

will keep temperatures up. I know the temperatures on the charts say

:26:36.:26:41.

one Celsius, but they are temperatures for towns and cities.

:26:41.:26:46.

The coast is looking pretty good. Tomorrow, a bit of patchy cloud. If

:26:46.:26:51.

you have got some mist where you live, that will linger for some

:26:51.:26:56.

time. It will not want to move away. If you have got patchy cloud, it is

:26:56.:27:02.

the same story. By the time we get into the afternoon, some really

:27:02.:27:09.

nice spells of sparkling sunshine. It will be chilly quietly war.

:27:09.:27:19.
:27:19.:27:21.
