for nine years. When whistleblower Martin Morton exposed the | :01:22. | :01:29. | |
exploitation, he was repeatedly ignored and paid to keep silent. | :01:29. | :01:32. | |
Today a damning independent report criticises the council for a myriad | :01:32. | :01:35. | |
of errors which put vulnerable adults in a "totally unacceptable" | :01:35. | :01:40. | |
situation. The findings are being discussed at a special council | :01:40. | :01:45. | |
meeting this evening. Our reporter Abbie Jones is here in the studio | :01:45. | :01:49. | |
to tell us more. For more 10 years Martin Morton has | :01:49. | :01:53. | |
refused to be silenced. He tried to tell his bosses at Adult Social | :01:53. | :01:58. | |
Services in 2001 that vulnerable adults were being exploited. But | :01:58. | :02:03. | |
no-one listened. Instead he was given a �40,000 pay out and asked | :02:03. | :02:11. | |
to keep quiet. He didn't. When you see bad things happening to | :02:11. | :02:16. | |
vulnerable people, you have no choice but to respond. You have got | :02:16. | :02:20. | |
a moral and a professional obligation to intervene. At three | :02:20. | :02:22. | |
supported living accommodations in Moreton, and for nine years, adults | :02:22. | :02:25. | |
with learning difficulties were overcharged for care - for things | :02:25. | :02:30. | |
like having someone to get them dressed in the morning. Last year | :02:30. | :02:32. | |
Wirral Council admitted it had made a huge mistake and reimbursed | :02:32. | :02:39. | |
�244,000, going back to 2000. But today's damning report says it | :02:39. | :02:44. | |
should refund charges back to 1997. The report also, for the first time, | :02:44. | :02:47. | |
reveals details of other serious allegations. Claims of financial | :02:47. | :02:50. | |
abuse - that top-up rents were charged by private landlords who | :02:50. | :02:55. | |
were service providers. That one member of staff at a service | :02:55. | :02:58. | |
provider had a conviction for assault with a deadly weapon And | :02:58. | :03:02. | |
that four men with baseball bats arrived at one unit to try to get | :03:02. | :03:07. | |
money from a senior manager. Wirral's Conservative group, whose | :03:07. | :03:10. | |
leader commissioned the report, has called for senior officers to | :03:10. | :03:20. | |
:03:20. | :03:23. | ||
resign. Clearly Mr Morton was not listened to by senior officers. He | :03:23. | :03:27. | |
was not listened to by senior politicians. Those people have to | :03:27. | :03:31. | |
answer questions whether they think they should still be part of this | :03:31. | :03:35. | |
Council. The council says it wants to ensure people like Martin Morton | :03:35. | :03:38. | |
don't feel unable to speak out again. But today's report says it | :03:38. | :03:40. | |
still hasn't learned how to investigate whisteblowers' concerns | :03:40. | :03:49. | |
properly without them feeling A little earlier this afternoon, I | :03:49. | :03:53. | |
spoke to the Leader of Wirral Borough Council, Steve Foulkes. I | :03:53. | :04:00. | |
asked him how ashamed he was about this whole episode. | :04:00. | :04:06. | |
I do not think anybody has come out of this with any credit. It is a | :04:06. | :04:13. | |
damning report. It talks about individuals who overcharged. Not | :04:13. | :04:18. | |
well treated by the people acting on behalf of the Council. We will | :04:18. | :04:22. | |
take on board all the recommendations, and have already | :04:22. | :04:27. | |
set in train many improvements. But we have to say it was not good. We | :04:27. | :04:35. | |
did not deal with it well. And we have to do put it right. How do you | :04:35. | :04:41. | |
reacted to the attempt to buy the silence of the whistleblower? | :04:41. | :04:43. | |
Clearly that is something Mata Morton would have an opinion on | :04:43. | :04:51. | |
himself. -- Martin Morton. I am not privy to such agreements. That was | :04:51. | :04:56. | |
a private agreement between Martin more of them and the local | :04:56. | :05:05. | |

behalf of other individuals who negotiated that. They should not | :05:10. | :05:13. | |

to this degree is something we need to reflect on. It is not good that | :05:28. | :05:33. | |

We apologise unreservedly. I have apologised in a -- unreservedly to | :05:40. | :05:45. | |
Martin Morton personally. We got it wrong. We need to move on and do a | :05:45. | :05:51. | |
better job. There are damaging Agger -- allegations about the | :05:51. | :05:57. | |
conduct of some councillors. Will they be pursued? Yes, at a Cabinet | :05:57. | :06:04. | |
tonight we will be suggesting that other issues in the report are | :06:04. | :06:07. | |
thoroughly investigated. If you have read the report in detail, | :06:07. | :06:13. | |
some allegations remain on corroborated. We have to get to the | :06:13. | :06:18. | |
