tackled a blaze at the Sonae chip board factory in Kirkby last night. | :01:57. | :02:03. | |
No-one was hurt in this latest fire. There have been more 20 serious | :02:03. | :02:06. | |
incidents of fire or industrial accidents at the plant over the | :02:06. | :02:09. | |
past decade. Three people have died, and Sonae have ben taken to court | :02:09. | :02:13. | |
on four occasions. It says staff safety is paramount. | :02:13. | :02:16. | |
The fire brigade were called to Sonae after reports of explosions | :02:16. | :02:19. | |
in a sawdust silo. Sonae say the blasts were part of its safety | :02:19. | :02:23. | |
system releasing pressure. It took firefighters five hours to get the | :02:23. | :02:26. | |
fire under control. The local MP says the council should take away | :02:26. | :02:30. | |
the factory's licence and close it down. They councillors here are as | :02:30. | :02:35. | |
fed up as the neighbours and resident. I am fed up of it. It is | :02:35. | :02:40. | |
about time we said this was the end. Brenda and John Hulme live opposite | :02:40. | :02:47. | |
Sonae. They also think it's time it shut. There are all kinds of | :02:47. | :02:52. | |
chemicals coming out of it. It has been built so close to houses. This | :02:52. | :02:56. | |
has been banned in other countries. It should never have been built | :02:56. | :03:01. | |
here. It's the latest in a series of incidents here. In 2000, two | :03:01. | :03:04. | |
employees were injured. In 2002, one worker was hurt in an explosion | :03:04. | :03:08. | |
and another was hit by a fork lift truck. In December 2010, two men | :03:08. | :03:10. | |
working as sub-contractors died when they were dragged into | :03:10. | :03:17. | |
machinery. A huge fire last June burnt for days. Then in August a | :03:17. | :03:26. | |
contractor helping with demolition after that fire was killed on site. | :03:26. | :03:29. | |
The Health and Safety Executive says they will investigate the | :03:29. | :03:34. | |
latest incident. But a spokesman could not say when they were due to | :03:34. | :03:38. | |
publish the report into the fire last summer here or into the three | :03:38. | :03:44. | |
deaths. As for the overall picture, the Health and Safety Executive | :03:44. | :03:52. | |
says the investigate incident and not companies. In a statement, | :03:52. | :03:54. | |
Knowsley Council said it is reviewing Sonae's environmental | :03:54. | :03:57. | |
permit and looking at all options available. Tonight, the fire | :03:57. | :04:03. | |
service said its up to to Sonae to manage what are risky operations. | :04:03. | :04:10. | |
The processes that operate here, there is an inherent risk of these | :04:10. | :04:15. | |
sort of incident. Clearly this is a matter for the company to manage | :04:15. | :04:19. | |
themselves. In a statement, Sonae said the safety of its staff | :04:19. | :04:22. | |
remains paramount to its operation. It's now trying to find out why the | :04:22. | :04:29. | |
fire broke out. Salford has become the first city | :04:30. | :04:34. | |
in the North West to vote to have an elected mayor. The election will | :04:34. | :04:37. | |
take place in May for a more powerful leader of the council | :04:37. | :04:40. | |
directly selected by voters. A referendum was held in Salford | :04:40. | :04:43. | |
yesterday and there was a clear win for the yes campaign. But fewer | :04:43. | :04:46. | |
than one in five people bothered to vote. Our Political Editor was at | :04:46. | :04:52. | |
the count. If the battle was to interest | :04:52. | :04:55. | |
voters, it was lost among empty polling stations. Turnout was just | :04:55. | :05:05. | |
:05:05. | :05:06. | ||
18%. The number of votes cast in favour of yes was 17,000. That was | :05:07. | :05:09. | |
56% of the vote. Victory for an alliance of English Democrats and | :05:10. | :05:19. | |
:05:20. | :05:20. | ||
community activists. We have the yes vote. Now we want to get people | :05:20. | :05:26. | |
more engaged and directly elect a mayor who can push Salford forward | :05:26. | :05:31. | |
for the better. So now voters will select an individual who they want | :05:31. | :05:36. | |
to be mayor. The existing system of council leader will soon end. | :05:36. | :05:40. | |
have to accept that is the result. I think people will feel that they | :05:40. | :05:44. | |
want to have more of a say in who is leading the council and that is | :05:44. | :05:49. | |
fine. What I would be concerned about is if they were voting on the | :05:49. | :05:55. | |
basis of a rather false perspective of having the council tax. You are | :05:55. | :05:59. | |
backtracking. This has stirred up passion on the council but what | :05:59. | :06:05. | |
about on the streets? It was very confusing, but it has happened so | :06:05. | :06:09. | |
we will have to see what we get. voted yes because we need someone | :06:09. | :06:18. | |
on our side. I am not bothered. Even so, things have changed here | :06:18. | :06:22. | |
and in May voters will elect the very first Mayor of Salford. | :06:22. | :06:26. | |
Opponents will point out this was a very low turnout. What are the | :06:26. | :06:31. | |
wider implications of this results? Those critics have a point because | :06:31. | :06:40. | |
if you boil the figures down, only 10% of what voters in Salford last | :06:40. | :06:46. | |
to switch to a mayor. The other 90% Eva said no or did not halt. But | :06:46. | :06:51. | |
when it is a win. There was a clear win for the yes campaign and | :06:51. | :06:56. | |
everyone has to move on from there. We're in a position where Liverpool | :06:56. | :06:59. | |
and Manchester are also heading in the direction of a mayor. In | :06:59. | :07:04. | |
Liverpool, the city council is saying they no longer believe there | :07:04. | :07:08. | |
needs to be a referendum. They think they can have a vote within | :07:08. | :07:12. | |
the council. I suspect the leader there might be able to point to | :07:12. | :07:16. | |
this referendum and say when people are given a choice they're not | :07:16. | :07:20. | |
interested so it is fine for us to make that decision. In Manchester, | :07:20. | :07:24. | |
they are against having one, but I wonder if the pressure of Liverpool | :07:24. | :07:34. | |

Once every 20 years, the famous Preston Guild takes place. The | :16:20. | :16:24. | |
Guild 2012 looks set to be a cracker. It culminates in a city | :16:24. | :16:28. | |
festival in the first week of September, but before that there | :16:28. | :16:32. | |
will be loads of events happening in the run. Pete ever is in the | :16:32. | :16:36. | |
city now at the Harris Museum and Art Gallery. There is quite a bit | :16:36. | :16:45. | |
of history involved. It can trace its history back to 11 79 when the | :16:45. | :16:51. | |
King Henry II allowed the good folk of Preston to create a Guild | :16:51. | :16:55. | |
mershand. It meant they could control and promote all the trades | :16:55. | :17:01. | |
in Preston. And let the place grow and grow. By 1542 it was being held | :17:01. | :17:06. | |
every 20 years so new generations of tradesmen could brought into the | :17:06. | :17:10. | |
Guild. Now it's a celebration of the people, and it gives all those | :17:10. | :17:20. | |

that take part memorys that can last a lifetime. 600 --,000 school- | :17:25. | :17:28. | |
children come to celebrate Preston Guild. It's a Guild that keeps | :17:28. | :17:33. | |

for lost time. In the modern era is it is very much a people's Guild. | :17:40. | :17:46. | |

wasn't about the masses, more about trading monopoly. They from ones | :17:50. | :17:54. | |
that are able to trade in Preston and benefit. No-one else, no | :17:54. | :17:58. | |
competition, just those men on the Guild roll. This is the earliest | :17:58. | :18:04. | |
survivoring Guild roll. Drawn up in 1397. 366 names, traders who helped | :18:04. | :18:09. | |
Preston grow and prosper. We have 26 of these Guild rolls going right | :18:09. | :18:14. | |
back in to the 1300s, so a real fascinating snapshot of everything | :18:14. | :18:20. | |
that is going on in Preston at each of the points in time. As time | :18:20. | :18:25. | |
progressed it became less about trading monopoly, more about civic | :18:25. | :18:29. | |
pride. Staged every 20 years. The Harris Museum and Art Gallery is | :18:29. | :18:35. | |
full of items relating to the historic Guild. There is some very | :18:35. | :18:39. | |
quirky objects, I like. One of the things I love which is going into | :18:39. | :18:43. | |
our new gallery is this Money Box from 1902. It is wonderful because | :18:43. | :18:48. | |
it is in the form of a safe and it tells you Preston Guild, September | :18:49. | :18:54. | |
1902 and it is encouraging people to save, their pennies so they can | :18:54. | :18:58. | |
enjoy the entertainments. There is the first printed account of a | :18:58. | :19:03. | |
Guild celebration from 1762. An illustration of the Guild trades | :19:03. | :19:07. | |
possession from 1842. The Guild now is a popular event which embraces | :19:08. | :19:12. | |
all people in Preston. Originally it was about the elite of Preston, | :19:12. | :19:17. | |
you know, about their special events but it became in the 19th | :19:17. | :19:20. | |
century, an event for everyone. country's other Guilds were | :19:20. | :19:24. | |
established back in 1835. But Preston loved and continued the | :19:24. | :19:29. | |
tradition. It is now very much a pageant for the people. At this | :19:29. | :19:37. | |
cafe on an estate Guild celebrations are a talking point.. | :19:37. | :19:41. | |
They have sweets and balloons with the company logo. We go to the | :19:41. | :19:47. | |
front trying to collect as much sweets, memorabilia as we could. | :19:47. | :19:52. | |
is family days, it is just brilliant. I can remember my dad | :19:52. | :19:56. | |
going down the river on a raft, he was an ambulance driver. There they | :19:56. | :20:03. | |
