Cheshire. Good evening. Welcome to North West Tonight with Roger

:00:02.:00:07.

Johnson and Eleanor Moritz. Our top story. A dumping ground for the

:00:07.:00:17.
:00:17.:00:17.

vulnerable - why Blackpool is trapped in a cycle of poverty.

:00:17.:00:25.

money we do get we try and put into bed-and-breakfast for the night.

:00:25.:00:29.

What else can we do? The council tells us what it's doing to try to

:00:29.:00:33.

turn the town around. Also tonight. Tragedy at sea - a man drowns

:00:33.:00:42.

despite the best efforts of these rescue workers. I am on a farm near

:00:42.:00:46.

Knutsford in Cheshire to find out why rural crime has plummeted.

:00:46.:00:50.

even got the rain right! A revamped Old Trafford shares in England's

:00:50.:00:54.

Ashes triumph. And more big news for Doctor Who fans. There are reports

:00:54.:01:04.
:01:04.:01:08.

tonight of a giant Dalek invasion in Cheshire!

:01:08.:01:13.

Blackpool's become a dumping ground for society's poor. That's the

:01:13.:01:17.

verdict of the latest damning report on the town - this time by the think

:01:17.:01:21.

tank, the Centre for Social Justice. It says people on low incomes are

:01:21.:01:24.

attracted by cheap accommodation - many bringing with them a host of

:01:24.:01:29.

social problems. Blackpool Council says the answer is to limit the

:01:29.:01:33.

supply of cheap rooms, but how are they going to do it? Stuart Flinders

:01:33.:01:38.

has been finding out - he joins us from Blackpool now. Its a depressing

:01:38.:01:47.

picture, isn't it? It is depressing but I do not think

:01:47.:01:52.

it will come as a great surprise to many people who live here, who have

:01:52.:01:57.

seen these changes come over the town. What a reporters talking about

:01:57.:02:03.

specifically is such things Alf high levels of failure at school, high

:02:03.:02:09.

levels of teenage pregnancy, of lone parenting and unemployment. These

:02:09.:02:12.

exist in all towns and cities but this report suggests there is a

:02:12.:02:17.

particular problem for resorts like this. In a town famous for its

:02:17.:02:23.

traditional auditing houses, this man raises money for accommodation

:02:23.:02:31.

by taking. We don't get any benefits. What money we do get we

:02:31.:02:38.

try and put into a bed-and-breakfast for the night. What else can we do?

:02:38.:02:42.

The Centre for Social Justice report says resorts like pipe will have

:02:42.:02:52.

become dumping ground for society's four. Men have got the shortest life

:02:52.:02:56.

expectancy here of anywhere in the country, 66 years will stop that is

:02:56.:03:02.

very local pair to everywhere else. You have people living in houses of

:03:02.:03:09.

multiple addict -- occupation, you have people with drug addiction, and

:03:09.:03:12.

it seems to attract people then the streets are paved with gold when

:03:12.:03:18.

they are not. The millions who used to flood to Blackpool for the summer

:03:18.:03:24.

holidays now see it as a day out, if they come here at all. It is noted

:03:24.:03:27.

less for fresh air and fun than for what to report called severe social

:03:27.:03:33.

break down. There is poverty and in towns and cities across the

:03:33.:03:36.

Northwest of course, that the council believes this town has more

:03:36.:03:41.

than its fair share. They believe the answer is to change the kind of

:03:41.:03:47.

accommodation on offer and that will attract a different mix-up people.

:03:47.:03:51.

We are demolishing a large number of one and two person flats and

:03:51.:03:56.

rebuilding family homes. Secondly, it is about clamping down on bad

:03:56.:04:01.

landlords in the private sector. With that allow you to attract a

:04:01.:04:11.
:04:11.:04:12.

different kind of person. Yes, it is about... The report presents a

:04:12.:04:16.

depressing picture and suggests seaside resorts need special help.

:04:16.:04:19.

Stuart - how optimistic can the people of Blackpool be that

:04:19.:04:26.

anything's actually going to change? It is certainly not getting any

:04:27.:04:32.

easier. A study carried out at Sheffield Hallam University Park

:04:32.:04:37.

noted that the cost the economy in black ball of recent benefit changes

:04:37.:04:47.
:04:47.:04:48.

is 82 million a year -- Blackpool. It gives you an idea of some of the

:04:48.:04:53.

kind of problems that results like lack pool are up against. --

:04:53.:04:57.

Blackpool. A coroner has begun an investigation

:04:57.:05:00.

after a father from Manchester drowned while trying to rescue his

:05:00.:05:03.

sons off the coast of Anglesey. John Lawrence from Urmston had been

:05:03.:05:07.

airlifted to hospital on Friday afternoon after the RNLI pulled the

:05:07.:05:11.

three from the water in strong winds at Rhosneigr. Dave Guest has the

:05:11.:05:19.

story. Unlike ode rushes to the rescue of

:05:19.:05:22.

the young lad caught out by the unpredictable waters that surround

:05:22.:05:30.

Anglesey. It was a difficult journey. It was for seven wind. The

:05:30.:05:36.

minute they rounded the headland, they took a full round of the wind.

:05:36.:05:40.

The makings of the drama were laid at this beach near Rosneigr on

:05:40.:05:45.

Friday afternoon. John Lawrence and his family from Ernst and in greater

:05:45.:05:51.

Manchester, had been enjoying a break here. The sons got into

:05:51.:05:55.

difficulty and Mr Lawrence went in to try and help, with disastrous

:05:55.:06:02.

consequences. This RNLI video shows the moment when the rescue craft

:06:02.:06:07.

page one sons who managed to scramble to safety on rocks. His

:06:07.:06:13.

father and brother had already been winched up ought -- aboard the RAF

:06:14.:06:20.

hello copter and taken to hospital where his father was announced dead.

:06:20.:06:26.

There are hidden dangers here. There are many underwater rocky outcrops

:06:26.:06:31.

and rip tides can catch out the unwary. The manager of this

:06:31.:06:36.

beach-side bar says people have to be careful. You do to people who

:06:36.:06:42.

just take Bordeaux for the day go out there occasionally. The waters

:06:42.:06:45.

are pretty risky and I would not advise people who do not know the

:06:45.:06:53.

waters well. Tonight one of the boys remained in hospital where he is

:06:53.:06:56.

recovering and the other one was released.

:06:56.:06:59.

Two men from Lancashire have pleaded not guilty to endangering an

:06:59.:07:02.

aircraft. 32-year-old Tayyab Subhani and 41-year-old Mohammed Safdar from

:07:02.:07:04.

Nelson were on a Pakistan International Airways flight -

:07:04.:07:07.

originally bound for Manchester Airport - when the aircraft was

:07:07.:07:15.

diverted to Stansted in Essex. The pair are due to stand trial in

:07:15.:07:19.

November. A murder investigation is under way

:07:19.:07:23.

after a man was stabbed to death and his partner was left in a critical

:07:23.:07:27.

condition. Police were called to Stud Farm Holiday Park in Heysham in

:07:27.:07:30.

the early hours of Sunday morning where they found the 28-year-old man

:07:30.:07:35.

and a 26-year-old woman with significant stab wounds. A

:07:35.:07:38.

26-year-old man's been arrested in Stoke-on-Trent on suspicion of

:07:38.:07:48.
:07:48.:07:49.

murder and attempted murder. The chief Executive of Lancashire

:07:49.:07:54.

County Council has been suspended from work pending the outcome of a

:07:54.:07:58.

disciplinary investigation. It follows an independent review of the

:07:58.:08:08.
:08:08.:08:12.

tender process for a contract to run the council 's fleet services.

:08:12.:08:17.

The renovation at a hospital in the whirl allies radiation technology to

:08:17.:08:22.

be used more effectively. It involves pioneering treatment in a

:08:22.:08:26.

chair. Andy Gill visited the Clatterbridge Cancer Centre to find

:08:26.:08:28.

out more. Diane Place from Blackburn had

:08:28.:08:34.

treatment for her eye tumour at Clatterbridge last month. Today

:08:34.:08:36.

she's helping us demonstrate the centre's new sophisticated

:08:36.:08:40.

equipment. It's the chair patients sit in to have what's called proton

:08:40.:08:49.

beam therapy. It was fine. I got in the chair. They have to make a mask

:08:49.:08:57.

for you which is painless. I did not feel any worry, I knew I was in good

:08:57.:09:02.

hands. Diane's tumour was at the back of her eye. So doctors had to

:09:02.:09:06.

use a beam of powerful particles to destroy it. But it's really

:09:06.:09:10.

important to get the beam in the right place. Otherwise it can damage

:09:10.:09:15.

healthy tissue. And that's where the new chair, all quarter of a million

:09:15.:09:19.

pounds worth of it, comes in. Staff can move it by tiny amounts, just

:09:19.:09:28.

millimetres, to get the patient's head in exactly the right spot.

:09:28.:09:31.

bridge Cancer Centre had this machine for 24 years and have the

:09:31.:09:37.

same chair that we built in-house -- Clatteridge. We now have a bespoke

:09:37.:09:40.

chair built in Switzerland which is more accurate, quieter and more

:09:40.:09:44.

sophisticated. Without proton beam therapy many cancer patients would

:09:44.:09:48.

have to have their eye removed. They have been using the proton beam at

:09:48.:09:51.

Clatterbridge for more than 20 years. But the new chair means they

:09:51.:10:01.
:10:01.:10:03.

can do it much more quickly and much more accurately.

:10:03.:10:06.

It is amazing how something so seemingly simple can have such an

:10:06.:10:09.

impact. The former chairman of Wigan Warriors and Preston North End says

:10:09.:10:13.

he almost died after eating ox tongue containing deadly bacteria.

:10:13.:10:16.

70-year-old Maurice Lindsay was bought the meat from the North West

:10:16.:10:20.

supermarket chain Booth's. It was infected with listeria, which kills

:10:20.:10:25.

30% of humans it infects. Today Booth's pleaded guilty to ten food

:10:25.:10:29.

safety charges and was fined almost 30,000. They say they've made

:10:30.:10:34.

significant steps to address the issues.

:10:34.:10:37.

More than 300 passengers have finally taken off from Manchester

:10:37.:10:40.

Airport after their flight to Pakistan was delayed for more than

:10:40.:10:45.

two days. There were angry scenes as passengers became upset waiting for

:10:45.:10:49.

the plane, which left at around one o'clock this morning. The Airblue

:10:49.:10:53.

flight to Islamabad was due to fly on Friday night but the plane

:10:53.:11:02.

developed a fault. Still to come on North West Tonight.

:11:02.:11:06.

There's a brave new world at Bury, but did the team get their new

:11:06.:11:15.

owners off to a winning start? The day after the new Doctor Who was

:11:15.:11:21.

revealed, could his new archenemy piece here in Chesterfield?

:11:21.:11:26.

A terrifying sight. Tractors used to be one of the most expensive items

:11:26.:11:29.

targeted by local thieves. But figures out today show security

:11:29.:11:33.

measures like trackers and fob keys have drastically cut thefts. For the

:11:33.:11:36.

first time, insurers NFU Mutual have released crime figures for every

:11:36.:11:42.

region. And one area in particular is doing well in the fight against

:11:42.:11:49.

rural criminals. And it's mostly down to one man. Judy Hobson is here

:11:49.:11:53.

to tell us more. Rural crime cost the economy in the

:11:53.:11:58.

North West 3.9 million last year. That's down 24%. Lancashire was

:11:58.:12:02.

worst hit. 1.3 million worth of goods were stolen In Cheshire it was

:12:02.:12:11.

1.1 million and Merseyside 270,000. Quad bikes, tools and

:12:11.:12:16.

vehicles were main targets. And sheep rustling is on the increase.

:12:16.:12:20.

But the general fall is rural crime is being put down to new measures to

:12:20.:12:25.

secure tractors. One area that is leading the way in the fight against

:12:25.:12:28.

rural crime is Knutsford in Cheshire, thanks to a Rural Watch

:12:28.:12:33.

Scheme set up by a local police officer.

:12:33.:12:38.

Dairy farmer Antony Millington has 160 cows and acres of crops. Three

:12:38.:12:47.

years ago thieves stole his tractor, worth 40,000. They went three to

:12:48.:12:55.

hedges, through a gate onto the main road, and it is my belief that 50

:12:55.:13:00.

yards from that Kate was loaded onto a wagon never to be seen again.

:13:00.:13:03.

Although it was insured, he relies on it every day. Trying to borrow

:13:04.:13:06.

other machinery isn't easy, especially at harvest time. Antony

:13:06.:13:08.

called PC Mark Dawber from Knutsford's rural neighbourhood

:13:09.:13:16.

police unit. He advised him on making his property safe. This

:13:16.:13:22.

tractor is fitted with a security system. On the inside of the tractor

:13:22.:13:25.

there's a triangle with the registration number which is unique

:13:25.:13:32.

to the track. It looks like a sticker, can you not just take it

:13:32.:13:42.
:13:42.:13:44.

off? No, it will shatter and rape. The rural crime rate in the area has

:13:44.:13:51.

plummeted. Every other day a piece of equipment was being stole from

:13:51.:13:55.

farms, dairies and stables. By arresting those individuals and

:13:55.:14:02.

taking them off the street it virtually stopped overnight. The

:14:02.:14:06.

officer has now set up a auroral watch scheme to farmers can report

:14:06.:14:10.

any suspicious behaviour. The National Farmers Union believes

:14:10.:14:14.

rural crime in the Knutsford area could have fallen by as much as 70%

:14:14.:14:18.

thanks to the work of PC Mike Dawber and his team, and they are working

:14:18.:14:22.

with police in other areas to set up similar Rural Watch schemes.

:14:22.:14:26.

On to sport now - and the weather wasn't to everyone's liking for the

:14:26.:14:29.

final day of the Ashes Test at Old Trafford today. But a local artist

:14:29.:14:35.

has found the whole experience picture perfect. Rob Wilson from

:14:35.:14:37.

Whaley Bridge in the Peak District was commissioned by Lancashire

:14:37.:14:40.

County Cricket Club to record the encounter between England and

:14:40.:14:50.
:14:50.:14:51.

Australia in a series of paintings. A mixed media artist, Rob combines

:14:51.:14:54.

traditional paints, with other textures and even fragments of the

:14:54.:14:58.

match programme. The works will be at the Contemporary Six Gallery in

:14:58.:15:06.

Manchester for a fortnight from mid-August. Whether or not he

:15:06.:15:09.

painted the scenes of jubilation when England retain the Ashes, I do

:15:09.:15:16.

not know. The weather intervened in the kindest of ways. The good old

:15:16.:15:20.

Northwest weather help England win the Ashes.

:15:20.:15:29.

Yes. Manchester's secret weapon came to the aid of England. A slightly

:15:29.:15:32.

unsatisfactory way for England to retain the Ashes but a lot of the

:15:32.:15:38.

fans will not care about that. Overall, the return of Ashes cricket

:15:38.:15:44.

to Old Trafford has been talked about as a huge success. A rain

:15:44.:15:49.

affected final day but the long awaited return of Ashes cricket to

:15:49.:15:56.

Old Trafford has been far from a damp squib. Good morning, welcome

:15:56.:16:01.

the sunny Manchester! For me, cricket is everything and this is

:16:01.:16:11.
:16:11.:16:14.

the top. Atmosphere is brilliant despite the rain. Runs had slowed

:16:14.:16:21.

and wickets tumbled as Australia tried to keep the series alive.

:16:21.:16:24.

Making sure that Ashes cricket return to a venue that has seen some

:16:24.:16:29.

of its most memorable moments was almost ten years in the making,

:16:29.:16:34.

turning the tired old ground into the revamped and rebranded Amrit Old

:16:34.:16:43.

Trafford. I have not heard one bad word from anybody. As unexplained,

:16:43.:16:47.

last Thursday when two recent was bellowing out and 26,000 people were

:16:47.:16:56.

in, I had a in my throat. Ashes cricket is the Stooges and

:16:56.:17:02.

lucrative. This one will bring in as much as 10 million of revenue.

:17:02.:17:04.

are part of English cricket tradition and to have Old Trafford

:17:04.:17:09.

back as one of the major grains with fantastic facilities is great for

:17:09.:17:17.

the North West cricket fraternity, it is great for older players.

:17:17.:17:21.

will now be remembered in 2013 as the venue where England got the hang

:17:21.:17:28.

onto the famous person. That is talk about what this has meant that

:17:28.:17:33.

Lancashire with the chief executive. Just reflect on the test

:17:33.:17:37.

in terms of what it is meant for the club and for cricket fans in the

:17:37.:17:44.

region. For Lancashire County Cricket Club, we're back as a Ashes

:17:44.:17:53.

host venue. It is great for the region as a whole. Give us an idea,

:17:53.:17:57.

financially, how important to a county setup like Lancashire, and

:17:57.:18:06.

Ashes test is. And Ashes chess is not just the pinnacle of cricket, it

:18:06.:18:13.

is the pinnacle of sport. People have talked of 20 million in terms

:18:13.:18:19.

of economic spend. What about the future for Lancashire? If you had

:18:19.:18:22.

not managed to redevelop the ground, what would have happened was

:18:22.:18:29.

to mark huge credit has to go to the board in terms of how they brought

:18:29.:18:34.

the club out of those dark times. lot of businesses would have gone

:18:34.:18:40.

bust. Could that have happened to Lancashire? I think it could have

:18:40.:18:46.

the strength aboard -- the strength of character of the board here. It

:18:46.:18:51.

is a real platform for growth going forward. Thank you very much, it has

:18:51.:18:56.

been a bit of a success. Yes, absolutely delighted and we cannot

:18:56.:19:00.

wait for the next one. Lancashire's cricketers have strengthened their

:19:00.:19:03.

position at the top of the County Championship Division Two table

:19:03.:19:09.

after completing an emphatic victory over Leicestershire. Kyle Hogg took

:19:09.:19:12.

five wickets as Lancs dismissed their hosts for 174 in their second

:19:12.:19:22.
:19:22.:19:25.

innings to win the match by an innings and 52 runs.

:19:25.:19:28.

The Wayne Rooney saga has taken another twist today with Manchester

:19:28.:19:31.

United confirming that they have turned down a bid from Chelsea for

:19:31.:19:41.

the striker. Chelsea are understood to have bid 25 million plus add-ons

:19:41.:19:44.

for the 27-year-old, but United insist the player isn't for sale.

:19:44.:19:48.

There are reports that Rooney will submit a transfer request to try and

:19:48.:19:55.

force the move through. Wigan Athletic were the story on the

:19:55.:19:59.

opening weekend of the Football League season. The Latics, relegated

:19:59.:20:02.

from the Premier League last season, battered Barnsley 4-0 away from

:20:02.:20:09.

home. New boys Grant Holt and Leon Barnett were both on target at

:20:09.:20:12.

Oakwell. But how about this for a goal, scored by Oldham's Christian

:20:12.:20:18.

Montano as they also scored four on their travels. Montano ran from the

:20:18.:20:22.

edge of his own penalty area to score his side's third in a 4-3 win

:20:22.:20:28.

at Stevenage. In League Two, Accrington Stanley managing director

:20:28.:20:31.

Rob Heys has been charged by the Football Association with a number

:20:31.:20:36.

of betting offences. The FA's rules prohibit players or officials

:20:36.:20:39.

betting on any matches in competitions with which their club

:20:39.:20:48.

is involved. He has until August ninth to respond to the charges.

:20:48.:20:51.

While all thirteen of our Football League clubs started their campaigns

:20:51.:20:55.

over the weekend, for one of them, it wasn't just a new season but a

:20:55.:20:59.

brand new start. Bury ended last season relegated from League One on

:20:59.:21:02.

the field and fighting for their very existence off it. On Saturday,

:21:02.:21:06.

the Shakers new era finally kicked off and Howard Booth was there to

:21:06.:21:11.

see it. It would have seemed a ridiculous

:21:11.:21:15.

thing to say at the end of last season, but Bury's future finally

:21:15.:21:22.

seems bright. This was the scene in March. Fans, management and

:21:22.:21:25.

directors in heated exchanges as the club's desperate financial situation

:21:25.:21:30.

came to light. A Football League fixture since 1885, Bury were

:21:30.:21:36.

minutes from extinction until this man's intervention. Stewart Day is a

:21:36.:21:40.

31-year-old Yorkshireman who lists property as his main occupation. He

:21:40.:21:44.

says a passion for football is why he bought the club and that he'll

:21:44.:21:51.

run it along strict business lines. Well on the way to recovery. We are

:21:51.:21:57.

debt free. I think we are very unique in what were they to bring to

:21:57.:22:03.

the club. We have our fans of the different I guess the tragedy in the

:22:03.:22:06.

pub or club to try to create the new. A press box fixture for BBC

:22:06.:22:10.

Radio Manchester, Jimmy Wagg has seen all kinds of takeovers at all

:22:10.:22:18.

kinds of clubs, So what does he make of this one? It feels like a club

:22:18.:22:22.

going forward rather than one tinkering on the -- on the brink of

going out of business. This was Gigg Lane less than a month ago. The new

:22:27.:22:30.

regime gutted large areas of Gigg Lane to improve the match day

:22:30.:22:33.

experience for guests and the infrastructure for the players. This

:22:33.:22:43.

is the ground now, with a brand new gym and medical room. When Bury with

:22:43.:22:47.

turned for pre-season training they had just seven players. That is

:22:47.:22:52.

reflected in this line-up today where seven of the 11 are making

:22:52.:23:00.

their debut. They lost the match against Chesterfield, but against

all the excitement of rebuilding, isn't all there to good to be true?

:23:05.:23:10.

I have had that, but I had to give me the time and patience, in that we

:23:10.:23:14.

hope to achieve what we set out to do. I am accused by the support we

:23:14.:23:18.

have had from the supporters here. Over time we will show our

:23:19.:23:23.

commitment to this club. With admission fees slashed, Bury have

:23:23.:23:26.

almost trebled their season ticket sales to almost 2,000 and say more

:23:26.:23:29.

incentives to boost attendance will follow. While a successful season

:23:29.:23:39.
:23:39.:23:41.

can't be guaranteed at Gigg Lane, an interesting one certainly can.

:23:41.:23:44.

Finally from me, Southport's Fran Halsall won Britain's only medal at

:23:44.:23:47.

swimming's World Championships. Fran made up for the disappointment of

:23:47.:23:50.

finishing fourth in the 50 metre butterfly on Saturday to win bronze

:23:50.:23:57.

in the 50 metre freestyle in Barcelona.

Last night we found out who the new Doctor Who will be. The actor Peter

:24:58.:25:03.

that is where the idea came from and we thought a 35 foot Dalek would

:25:03.:25:08.

look pretty cool. And it all tied in with yesterday. They've been making

straw statues for 15 years but this one has been more complicated than

most. We have gone the extra little bit of a mile by make it interactive

interest in the creation. That is just fantastic! Well done,

Most places are looking a bit more cheerful. We are still under Met
