of Royal Marines. His family spent four decades seeking the truth, as | :03:47. | :03:51. | |
his sister told north`west tonight in 2012. I want to find out what | :03:52. | :03:58. | |
happened to the person that killed my brother as well. His family now | :03:59. | :04:04. | |
has some answers thanks to the Historical Enquiries Team, the | :04:05. | :04:08. | |
organisation set up to re`examined deaths due to the Troubles. The | :04:09. | :04:13. | |
family allowed me to see the report and, crucially, it reveals that the | :04:14. | :04:17. | |
army never convened a board of inquiry to investigate the | :04:18. | :04:22. | |
circumstances of Robert's death and it should have done. | :04:23. | :04:26. | |
The report made difficult reading for Robert's sister who waited 0 | :04:27. | :04:29. | |
years for an official confirmation of how he died and wife. It is now | :04:30. | :04:36. | |
in black and white that he was shot once but the fatal shot that killed | :04:37. | :04:39. | |
him was while he was trying to crawl away. I'm disgusted. What do | :04:40. | :04:44. | |
you think about the way you have been treated? We have been treated | :04:45. | :04:49. | |
appallingly. They buried my pressure and they shut the door on | :04:50. | :04:53. | |

inquiry does not surprise one academic to study that period of | :05:04. | :05:09. | |

The shocking failings at Morecambe Bay's maternity unit were a | :06:21. | :06:24. | |
chilling example of what can happen when inspectors don't do their job | :06:25. | :06:28. | |
properly. Today, the Care Quality Commission, the official NHS | :06:29. | :06:30. | |
watchdog, launched a radical overhaul of how it monitors | :06:31. | :06:35. | |
hospital standards. Today, the new Chief Inspector told | :06:36. | :06:38. | |
us they know they've got it wrong in the past, and promised the new | :06:39. | :06:42. | |

of inspectors. They chose 18 trusts and they chose Salford because it | :07:06. | :07:09. | |
is where standards of care are high and they were going to trust where | :07:10. | :07:12. | |
standards of care have been perceived as being low were. Today, | :07:13. | :07:17. | |
the Chief Inspector of hospitals told me that he knows in the past | :07:18. | :07:22. | |
DEC QC have got it wrong and he knows that is not acceptable and | :07:23. | :07:28. | |
the system has to change. They arrived at 8pm with clipboards | :07:29. | :07:34. | |
in hand as you might expect. But this is a new era of hospital | :07:35. | :07:38. | |
inspections which is promising to make the NHS watchdog more thorough | :07:39. | :07:43. | |
and fair. At the heart of the changes are people like Gaynor who | :07:44. | :07:48. | |
might not be medically trained but his brother spent his life in and | :07:49. | :07:52. | |
out of care. She listens in a different way when she talks to | :07:53. | :07:55. | |
patients. What do you think you have that | :07:56. | :08:00. | |
others may not have? I have lived it. It has been a hard battle at | :08:01. | :08:06. | |
times. I would like to say that I have seen fantastic improvements in | :08:07. | :08:11. | |
health care. But I still think there is a long way to go. If I can | :08:12. | :08:17. | |
represent anybody else than I would do it. The team of inspectors has | :08:18. | :08:24. | |
gone from five to 30. Chief executives like David are still | :08:25. | :08:29. | |
being put through their paces and experienced physicians will still | :08:30. | :08:34. | |
test physical `` care and play meanness. But there or will also be | :08:35. | :08:39. | |
anonymous feedback from staff. What happens today will help make up a | :08:40. | :08:43. | |
bigger picture of how the new inspection system is working | :08:44. | :08:46. | |
because things had to change. The CQC told us that standards of care | :08:47. | :08:53. | |
at one maternity unit were good enough whilst patients were being | :08:54. | :08:57. | |
failed and mistakes like that are not acceptable. This was a tough | :08:58. | :09:01. | |
task of redesigning the entire system. People in the past have | :09:02. | :09:06. | |
said they are worried that nobody is watching the watchdog. Have we | :09:07. | :09:12. | |
seen the end of that now? We acknowledge there have been | :09:13. | :09:16. | |
problems in the past. I can tell you we have different processes now | :09:17. | :09:20. | |
and different management and we are doing things differently, as I hope | :09:21. | :09:24. | |
you can see. The inspectors are doing it differently and a | :09:25. | :09:28. | |
passionate about getting it right, which matters to every family in | :09:29. | :09:32. | |
the country. So, this new wave of inspectors | :09:33. | :09:40. | |
have been called an army, in reference to Sir Mike Richards. | :09:41. | :09:44. | |
Every NHS Trust in the country will be tested under the system by the | :09:45. | :09:47. | |
end of 2015. A Salford man's been jailed for 13 | :09:48. | :09:56. | |
years for repeatedly raping a young girl he trafficked into Britain to | :09:57. | :09:59. | |

families in the country. It means the schools are more accountable. | :13:11. | :13:16. | |
