Manchester. It happened about 2 miles north of Barrow. Doctors tried | :01:23. | :01:26. | |
to save his life, but this afternoon it was confirmed the boy had died | :01:27. | :01:29. | |
from gunshot injuries. Tonight a man's under arrest on suspicion of | :01:30. | :01:32. | |
manslaughter. Our reporter Andy Gill is in the village of Ulpha, 20 miles | :01:33. | :01:37. | |
north of Barrow. What more can you tell us about what happened last | :01:38. | :01:45. | |
night? This is a small community, and tonight, I community in | :01:46. | :01:50. | |
mourning. We are at the local church. The place where this | :01:51. | :01:54. | |
happened is a few miles north of here on a removed track off the main | :01:55. | :02:01. | |
road. The police have said that two men and a boy were shooting on | :02:02. | :02:04. | |
farmland with the permission of the farm owner when the boy was shot in | :02:05. | :02:09. | |
the head. He was taken to hospital but died this afternoon. He was a | :02:10. | :02:15. | |
pupil at a local school. The police said they arrested a 35`year`old man | :02:16. | :02:19. | |
from Barrow on suspicion of causing grievous bodily harm, but they know | :02:20. | :02:22. | |
said he was being questioned on suspicion of manslaughter. The other | :02:23. | :02:27. | |
men at the incident was in his 0s and the police say he was not | :02:28. | :02:33. | |
injured and has not been arrested. Nobody was related to the boy who | :02:34. | :02:38. | |
died. Horrible shock for the people that live there. What has been the | :02:39. | :02:46. | |
reaction? I spoke to one lady who did not want to be interviewed on | :02:47. | :02:50. | |
camera, but the thing about small places like this is that everybody | :02:51. | :02:54. | |
knows everybody else. She knew the boy, she knows his parents and his | :02:55. | :02:59. | |
family and she was clearly shaken and close to tears. She said this | :03:00. | :03:02. | |

week a succession of tabloid tales carried allegations of drug fuelled | :04:14. | :04:16. | |
sessions with male prostitutes in a Manchester Hotel. On top of that, | :04:17. | :04:19. | |
came the revelation that he parted company with a drugs charity amid | :04:20. | :04:23. | |
suspicions over his expenses. Then last night, officers from West | :04:24. | :04:25. | |
Yorkshire Police, arrested the 63`year`old as part of "an ongoing | :04:26. | :04:31. | |
drug supply investigation". They picked him up on Merseyside, but | :04:32. | :04:36. | |
aren't saying why he was there. And all this as the Co`op bank struggles | :04:37. | :04:40. | |
to sort out its finances. It's all left customers a little bewildered. | :04:41. | :04:44. | |
One person's failings don't affect the whole place, but it is same | :04:45. | :04:49. | |
time, because he is the boss, you kind of worry. I have no complaints | :04:50. | :04:55. | |
with regards having a current account with the bank. I held him in | :04:56. | :05:01. | |
a steam, but I am not surprised because of the way banking is going, | :05:02. | :05:05. | |
but I was surprised that it was the Co`op bank. | :05:06. | :05:07. | |
But will the controversy surrounding the apparently unethical antics of | :05:08. | :05:10. | |
the former boss affect the ethical credentials of the co`op bank brand? | :05:11. | :05:14. | |

other problems. The proposals are aimed at tackling the town's poor | :10:11. | :10:13. | |
health record. Blackpool has the highest death rate from | :10:14. | :10:15. | |
alcohol`related liver disease among under 75s in England, 35 for every | :10:16. | :10:19. | |
100,000 people. Compare that to a death rate of just 16 in | :10:20. | :10:22. | |
neighbouring Fylde and Wyre. But opinion's divided here on exactly | :10:23. | :10:25. | |
who's to blame for the town's health problems. There are areas in | :10:26. | :10:29. | |
Blackpool that have the highest concentration of off`licences in the | :10:30. | :10:33. | |
country. The country is that it is a very safe, responsible place to be. | :10:34. | :10:39. | |
The issue is preloading with drinks at home. This off licence doesn t | :10:40. | :10:43. | |
advertise its alcohol prices outside, but the licensee doesn t | :10:44. | :10:46. | |
think it would make any difference if he did. I personally think it | :10:47. | :10:51. | |
will affect the pubs and clubs, but I do not think it will affect the | :10:52. | :10:55. | |
off`licence. Host customers, when they are bouncing around, they come | :10:56. | :11:01. | |
inside and have a lock. They ask us what offers we have. The council's | :11:02. | :11:05. | |
yet to decide on whether to go ahead with the plans. The town's licensing | :11:06. | :11:08. | |
committee will discuss them next month. | :11:09. | :11:11. | |
Oldham council today claimed that plans for a new free school would | :11:12. | :11:19. | |
damage the area's education. The Phoenix Free School is due to open | :11:20. | :11:23. | |
next year. It would be staffed by former military personnel and would | :11:24. | :11:25. | |
insist on strict discipline for pupils. | :11:26. | :11:27. | |
But Oldham councillors today said it would threaten the existence of | :11:28. | :11:30. | |
other schools in the borough, making them "unviable". They say Oldham | :11:31. | :11:33. | |
already has too many secondary school places. A point I put to the | :11:34. | :11:37. | |
man behind the Free School, Professor Tom Burkard. There has | :11:38. | :11:45. | |
never been a case of a good school that had any problems filling its | :11:46. | :11:49. | |
places. If Oldham is worried about any of the schools that they have, | :11:50. | :11:52. | |
the existing schools becoming unviable, we would be very happy to | :11:53. | :11:58. | |
talk to them about taking them over. If you are prepared to see the | :11:59. | :12:02. | |
schools fail, open your school and drive others to the wall, while you | :12:03. | :12:07. | |
make money, how can that be fair to the children that have their | :12:08. | :12:12. | |
education disrupted? Whose education will be disrupted? Let us make this | :12:13. | :12:18. | |
clear. We are not making money. Every school operates on the same | :12:19. | :12:23. | |
basis as any academy or school. Nobody profits, except for the | :12:24. | :12:28. | |
pupils going to the school and getting a good education. What we | :12:29. | :12:33. | |
are trying to do is offer a better education to the children of Oldham | :12:34. | :12:36. | |
and the response we have had from the local people, it demonstrates to | :12:37. | :12:41. | |
us that there is a lot of demand for what we have to offer. Had he found | :12:42. | :12:47. | |
a site for the schoolyard? Have you started building it? Not yet, we are | :12:48. | :12:56. | |
in negotiation with Oldham Council. How can you possibly be open in | :12:57. | :13:02. | |
September 2014? We can have temporary accommodation or we have | :13:03. | :13:09. | |
