It opened only three years ago, at a cost of ?9 million. | :01:13. | :01:27. | |

The trustees in charge say too few teenagers wanted to study here, | :01:31. | :01:34. | |
These students say they'd benefited from unintentionally small classes | :01:35. | :01:45. | |
The people that were here were stuck here because they had no other | :01:46. | :01:57. | |
choice. This year, the exams would be great because they are here for | :01:58. | :02:01. | |
the right reasons and doing their best. At the beginning of the air, | :02:02. | :02:03. | |
there wasn't as many students. One of the town's MPs | :02:04. | :02:09. | |
has branded the project They are throwing money at it but | :02:10. | :02:20. | |
not good at making sure the foundations put in place are solid | :02:21. | :02:24. | |
and sustainable in the long term. What I want to see is a decent | :02:25. | :02:29. | |
college funding. That the Met -- at the moment that isn't what we have | :02:30. | :02:36. | |
got. It is working with the area to find more students. It is not the | :02:37. | :02:42. | |
only place that will close in the summer. Birmingham's said it will | :02:43. | :02:47. | |
close at the end of the year. Another engineering college with | :02:48. | :02:52. | |
recruitment problems. This is one of our smaller studios. | :02:53. | :03:02. | |
We are doing well in terms of our recruitment. We have 400 students | :03:03. | :03:15. | |
and are on track to hit the target. Each UTC is different and is based | :03:16. | :03:19. | |
on the infrastructure it has in place. We are fortunate and are | :03:20. | :03:24. | |
based in the heart of media city and linked to the University of Salford. | :03:25. | :03:29. | |
We have backing and the employers know we are here and working with | :03:30. | :03:33. | |
this. That is what makes it successful. | :03:34. | :03:35. | |
The Department for Education says its priority | :03:36. | :03:37. | |
in Oldham is to minimise disruption for existing UTC students | :03:38. | :03:40. | |
and to find an alternative educational use for the site. | :03:41. | :03:45. | |
University Technical Colleges were the brainchild of the former | :03:46. | :03:47. | |
The Baker Dearing Trust is now responsible for promoting | :03:48. | :03:54. | |
Earlier I spoke to Charles Parker from the Trust. | :03:55. | :04:04. | |
It is a new programme. It is something which has come into the | :04:05. | :04:10. | |
English school system because of the terrible shortage of skills and | :04:11. | :04:14. | |
because employers and universities have been saying to us that it | :04:15. | :04:18. | |
doesn't matter what the school system is producing. It's not giving | :04:19. | :04:23. | |
us what we need. What we have done with the backing of the government | :04:24. | :04:30. | |
is to start these schools in areas where the skills requirement was so | :04:31. | :04:34. | |
great. The employers were prepared to support. It sounds like you are | :04:35. | :04:40. | |
just experimenting. This is an experiment and you are experimenting | :04:41. | :04:44. | |
with children's futures. It was an experiment. That was the one thing | :04:45. | :04:51. | |
that we were really concerned about. What is so great. Even in the case | :04:52. | :04:56. | |
of this one, the students that have come to us have had a really good | :04:57. | :05:01. | |
experience. Now that experience has ended and they are in the middle of | :05:02. | :05:06. | |
their GCSEs and they have to find a new school. That is failing these | :05:07. | :05:11. | |
children. Actually we know it will not be failing these children. We | :05:12. | :05:15. | |
will know what we will do with each and every one of them. They will all | :05:16. | :05:22. | |
find a proper place to go either to complete their education at the end | :05:23. | :05:27. | |
of this year or to carry on for the following year. And you are failing | :05:28. | :05:31. | |
and this UTC is failing these pupils because not one of them has achieved | :05:32. | :05:36. | |
grade C or higher in both English and maths. That is failing those | :05:37. | :05:41. | |
children. That is one way of looking at it. There is no other way of | :05:42. | :05:46. | |
looking at it. If they are not coming out with maths and English, | :05:47. | :05:51. | |
that is failing those children. I suggest that is another way of | :05:52. | :05:55. | |
looking at it. The students who came to us had a really poor experience | :05:56. | :06:00. | |
at what is called Key stage three from 11 to 13. They came to us | :06:01. | :06:04. | |
because quite candidly the schools from which they came work content | :06:05. | :06:08. | |
for them to leave. They came to us and have done remarkably well in | :06:09. | :06:16. | |
terms of progress. How do you judge pupils failing maths and English as | :06:17. | :06:21. | |
doing really well? The weight you judge children is by the progress | :06:22. | :06:25. | |
they make. The children who have been at the Oldham UTC have done | :06:26. | :06:31. | |
better in exams. They have done better in exams than they would have | :06:32. | :06:37. | |
done well -- if they had stayed where they were. We can never know | :06:38. | :06:42. | |

The concern is for the welfare of birds and wild birds and domestic | :08:19. | :08:26. | |
birds. It has tens of thousands of birds which come here overwinter. | :08:27. | :08:36. | |
They have had one case of bird flu here in goose which is confirmed | :08:37. | :08:41. | |
late last week. This is a strain of bird flu called H5N8. It has been | :08:42. | :08:52. | |
making its way across Europe and arrived in December last year. It | :08:53. | :08:57. | |
has been end farm premises north of here in Lancashire. It was found at | :08:58. | :09:05. | |
pheasant farm and other premises. There are no plans for a cull here | :09:06. | :09:12. | |
at Martin Mere. Mott measures to contain any possible risk being | :09:13. | :09:22. | |
taken now? -- what measures? It can come through bird droppings. They | :09:23. | :09:27. | |
have disinfectant mats for pedestrians and visitors going into | :09:28. | :09:30. | |

take it out. We know people around the area keep birds themselves and | :10:03. | :10:07. | |
live on a farm and we don't want to infect their birds. We don't want | :10:08. | :10:10. | |
their birds to infect our birds. That is the reason for going over | :10:11. | :10:15. | |
the mats. You have wild birds here but also a zoo of domestic birds. | :10:16. | :10:21. | |
You had to take some precautions with those also. The wildfowl | :10:22. | :10:27. | |
collection is separate from the reserve birds. What we want to do is | :10:28. | :10:34. | |
prevent as much as we can, a mixture between the wild birds and domestic | :10:35. | :10:39. | |
birds. When we discovered the wild bird, the goose, had been discovered | :10:40. | :10:44. | |
with the H5N8, we took the decision to stop selling birdseed to the | :10:45. | :10:49. | |
public because that's one of the activities that people want to do. | :10:50. | :10:55. | |
We decided to control how that feeding is done. If we can control | :10:56. | :10:59. | |
that at specific times, we are better able to control wild birds | :11:00. | :11:05. | |
coming in and trying to free loads on the birds in our collection. | :11:06. | :11:10. | |
