Welcome to North West Tonight with Annabel Tiffin. | :00:00. | :00:00.
Liverpool offers free council tax if you help convict an owner | :00:00. | :00:12.
who doesn't clean up after their dog. | :00:13. | :00:15.
If you have evidence, would you shop a dog walker? | :00:16. | :00:17.
And if I saw somebody doing that, I certainly would do. | :00:18. | :00:21.
I have no problems with that whatsoever. | :00:22. | :00:23.
The same deal applies if you help convict a fly-tipper. | :00:24. | :00:25.

A new role for The Beatles' iconic location, as a training centre | :00:43. | :00:46.
Young disabled people when they leave school do not | :00:47. | :00:51.

# Happy birthday to Dave, happy birthday to you! | :00:59. | :01:07.
And many happy returns, from a life on the streets. | :01:08. | :01:10.
Dave celebrates his birthday, days after starting a new job. | :01:11. | :01:22.
Liverpool's Mayor is offering people money off their council tax | :01:23. | :01:25.
if they help catch dog owners who don't clean up after their pets. | :01:26. | :01:28.
And Joe Anderson says those who shop fly-tippers | :01:29. | :01:30.
It's an idea that some people think is a winner. | :01:31. | :01:35.
But others say they'd think twice before shopping an offender. | :01:36. | :01:38.
Here's our chief reporter Dave Guest. | :01:39. | :01:42.
It's a dilemma any one of us could face. | :01:43. | :01:44.
What to do if we saw someone failing to clean up after their dog. | :01:45. | :01:53.
I'd be nervous about tackling people myself. | :01:54. | :01:58.
Some people can be very abusive, other people are understanding. | :01:59. | :02:03.
If you had evidence, would you shop a dog walker? | :02:04. | :02:10.
Certainly if I had a camera, certainly. | :02:11. | :02:11.
That's music to the ears of Liverpool's Mayor who's offering | :02:12. | :02:14.
an unusual incentive for people to become pooper-snoopers. | :02:15. | :02:16.
If we had evidence that helps support a prosecution | :02:17. | :02:18.
against somebody, then what I am saying is simply that the cost | :02:19. | :02:21.
of that fine will, for us, be used towards your council tax. | :02:22. | :02:24.
You could get money off your council tax? | :02:25. | :02:27.
Absolutely, a discount or free council tax. | :02:28. | :02:37.
Supposing someone had a spot when ?100 and you gave | :02:38. | :02:48.
We will make sure we use the maximum fine is available to us. | :02:49. | :03:01.
In other words, the reward will only equal the penalty | :03:02. | :03:04.
But it isn't only irresponsible dog owners who met Anderson | :03:05. | :03:07.
He wants to offer a similar reward scheme to citizens who of evidence | :03:08. | :03:11.
Councils collectively spend hundreds of millions of pounds cleaning up | :03:12. | :03:15.
So the Mayor's idea has been welcomed by a charity dedicated | :03:16. | :03:18.
We know it is very difficult to catch people who let their dogs | :03:19. | :03:23.
Potentially more eyes and ears on the ground providing evidence | :03:24. | :03:26.
the local authorities need to take people to court is a good thing. | :03:27. | :03:29.
We watch with interest to see how it develops. | :03:30. | :03:31.
In Liverpool, among those disposing of their waste responsibly, | :03:32. | :03:33.
there were still some qualms about the idea. | :03:34. | :03:35.
It's an idea, I'm not sure I would be comfortable | :03:36. | :03:38.
with snitching on someone so to speak. | :03:39. | :03:39.
The Liverpool Mayor remains undeterred, arguing this sort | :03:40. | :03:50.
of thing affects us all, and we all have a duty | :03:51. | :03:53.
50 years ago today, The Beatles released | :03:54. | :03:58.
John Lennon's inspiration for the song was the Salvation Army | :03:59. | :04:04.
orphanage of the same name close to his childhood home in Liverpool. | :04:05. | :04:08.
Strawberry Field closed as a children's home | :04:09. | :04:10.
But today, the Salvation Army revealed a plan to turn it | :04:11. | :04:14.
into a training hub for young disabled people, and | :04:15. | :04:16.
# let me take you down because I'm going to strawberry Fields #. | :04:17. | :04:33.
The red wrought iron gate wreathed in reams of graffiti is as far | :04:34. | :04:36.
as Beatles fans can get at Strawberry Field these days. | :04:37. | :04:39.
John Lennon, though, used to play in the grounds. | :04:40. | :04:42.
The rear perimeter wall, he used to climb over it | :04:43. | :04:48.
Of course he wasn't allowed to do that. | :04:49. | :04:53.
Strawberry Field was a family home to begin with, then | :04:54. | :04:59.
the Salvation Army took it over as an orphanage. | :05:00. | :05:03.
The modern building has been closed since 2005. | :05:04. | :05:09.
Now, the Salvation Army wants to raise ?8 million to turn it | :05:10. | :05:13.
into a new facility for people with learning disabilities, and | :05:14. | :05:15.
It looks a bit, you know, like, quite closed now. | :05:16. | :05:20.
But if we have a chance, we would like to go in. | :05:21. | :05:28.
It's a pretty good idea to open it up and let people come | :05:29. | :05:31.
in and see and learn about what was here before. | :05:32. | :05:36.
I think it's fantastic about what the Salvation Army is going to do. | :05:37. | :05:39.
The idea is the centre won't just benefit Beatles fans | :05:40. | :05:43.
but will help the people with learning difficulties. | :05:44. | :05:45.
They will work in the Heritage Centre, the cafe | :05:46. | :05:47.
It's not always easy for young disabled people to get work | :05:48. | :05:52.
The Salvation Army says on Merseyside only 7% of people over | :05:53. | :06:01.
16 with a disability are in paid employment. | :06:02. | :06:06.
These students at Sanfield Park School in Liverpool | :06:07. | :06:08.
hope the new training hub at Strawberry Field will help. | :06:09. | :06:11.
Young disabled people when they leave school | :06:12. | :06:13.
do not have many places to go, to work. | :06:14. | :06:16.
So they would be able to develop their skills they have learned. | :06:17. | :06:23.
disabled people don't have equal opportunities to get into work. | :06:24. | :06:31.
For disabled people, that would give them | :06:32. | :06:32.
The Salvation Army will pick up half of the ?8 million cost and hope | :06:33. | :06:37.
charities and the public will help with the rest. | :06:38. | :06:39.
Andy Gill, BBC North West Tonight, Liverpool | :06:40. | :06:46.
Police who've been looking for a missing Cheshire man | :06:47. | :06:49.
in Greece say they've found human remains. | :06:50. | :06:50.
who was 20 years old and from Sandbach, was on holiday | :06:51. | :06:54.
when he disappeared on the island of Crete in 2005. | :06:55. | :06:56.
Cheshire Police say their Greek counterparts are now examining | :06:57. | :06:58.
the remains found recently in the resort of Malia. | :06:59. | :07:05.
Police have interviewed a man in connection with a road rage | :07:06. | :07:08.
You may remember this CCTV footage from November | :07:09. | :07:14.
which shows how the driver of a pick-up truck became aggressive | :07:15. | :07:17.
Using a shovel, he then smashed the window of the vehicle, | :07:18. | :07:21.
The people in the cabin weren't seriously injured. | :07:22. | :07:29.
The Business Secretary says he's held constructive talks | :07:30. | :07:31.
with Peugeot executives about the future of 2,000 | :07:32. | :07:33.
The French firm is in talks to buy the business from General Motors. | :07:34. | :07:37.
But Greg Clarke says they value the strength | :07:38. | :07:39.
of the Vauxhall brand, underpinned by its | :07:40. | :07:41.
This week, we've been talking devolution, so far focusing | :07:42. | :07:49.
on the Greater Manchester and Liverpool City region. | :07:50. | :07:53.
They've both been promised ?900 million of investment | :07:54. | :07:55.
and control over transport, skills and housing. | :07:56. | :07:58.
But what about the rest of the north-west? | :07:59. | :08:01.
Can devolution work in more rural areas which don't necessarily work | :08:02. | :08:03.
In her final part of the series on devolution, | :08:04. | :08:07.
Nina Warhurst reports now on where Cheshire, Cumbria | :08:08. | :08:09.
In its rolling hills there are still those dark mills. | :08:10. | :08:18.
The industrial spirit has run through these towns for centuries. | :08:19. | :08:23.
J Ormerod has manufactured in Rossendale since 1876. | :08:24. | :08:28.
And it now makes kitchens and bathrooms. | :08:29. | :08:30.
Its owner employs 400 people in Rossendale, | :08:31. | :08:36.
but gets frustrated that Lancashire doesn't work with a strong | :08:37. | :08:38.
enough unified voice when it comes to industry. | :08:39. | :08:40.
There isn't really an overarching strategy across the region, | :08:41. | :08:45.
and that, I think, is missing as a component that really | :08:46. | :08:49.
could push business on to the next level. | :08:50. | :08:54.
Do you think having a Mayor would make a big difference? | :08:55. | :08:58.
At the moment we are operating with one hand tied behind our backs. | :08:59. | :09:03.
It would give us a fighting chance of competing not only nationally | :09:04. | :09:06.
Go west, and things are differnet in Wyre. | :09:07. | :09:08.
Different pace, different demographic, and different | :09:09. | :09:10.
Their question is what is to be gained by change? | :09:11. | :09:18.
I've only been asking the two years now. | :09:19. | :09:23.
If somebody could come along and tell me what the benefits | :09:24. | :09:25.
are of a Combined Authority then I will look at it. | :09:26. | :09:28.
But when you say to somebody, what are the benefits? | :09:29. | :09:34.
And they say, well, we don't know. | :09:35. | :09:38.
Then, why should I go along with that? | :09:39. | :09:40.
There is an argument that says counties that don't have a large | :09:41. | :09:42.
urban centre but are made up of small towns and villages each | :09:43. | :09:45.
with their own identity will never be able to unify under one mayor. | :09:46. | :09:53.
Lancashire's been debating it for nearly three years. | :09:54. | :09:54.
Wyre's reluctance at one point looked like ending | :09:55. | :09:56.
But now they say they're close to reaching a deal with Government. | :09:57. | :10:00.
Last year, a deal for Cumbria was on the cards. | :10:01. | :10:03.
Their councils couldn't agree on whether they wanted a mayor. | :10:04. | :10:08.
And in Cheshire, they've been waiting to see if Warrington | :10:09. | :10:10.
On Monday, Warrington jumped on board. | :10:11. | :10:14.
But together they'll now have to win over Governmnet. | :10:15. | :10:20.
So it could be some time before Lancashire, Cheshire and Cumbria | :10:21. | :10:25.
start peeling away that power from Parliament. | :10:26. | :10:26.
One MP says Lancashire must move to a mayor or risk missing out. | :10:27. | :10:35.
I think one person who could bring everyone together and get | :10:36. | :10:38.
business behind them, who could go actually, frankly, | :10:39. | :10:43.
up against the Mayor of Manchester and the Mayor of Liverpool | :10:44. | :10:51.
to say why we need the investment in Lancashire rather than major | :10:52. | :10:54.
cities, would be a huge advantage to us and something I hope we see. | :10:55. | :10:58.
It's the people that live in these communties that matter, | :10:59. | :11:00.
Within six months, we should know whether political powers | :11:01. | :11:03.
Nina Warhurt, BBC North West Tonight. | :11:04. | :11:12.
we will continue to follow the devolution process as it moves | :11:13. | :11:16.
closer with those elections in may. The Isle Of Man won't be taking | :11:17. | :11:19.
in refugees from Syria, but it will give a nearly a million | :11:20. | :11:21.
pounds for relief 1,000 people signed a petition | :11:22. | :11:24.
calling for the island to house people who are fleeing | :11:25. | :11:28.
the Syrian conflict. The Manx Government considered | :11:29. | :11:29.
the idea, but now says it can't provide the level of support needed | :11:30. | :11:32.
by refugees. A man has been arrested on suspicion | :11:33. | :11:34.

Skellern has died aged 69. He announced in October | :12:01. | :12:04.
last year that he had an inoperable brain tumour, | :12:05. | :12:06.
and later that month fulfilled a lifelong dream to be ordained | :12:07. | :12:09.

Here they are with their dog handler Mike Dewar. | :12:56. | :13:04.
that is what his name stands for. it is a clever name. cracker was | :13:05. | :13:14.
presumably a name if we have an instant started in | :13:15. | :13:34.
suspicious circumstances, the dogs will go in and quickly tell us | :13:35. | :13:38.
whether any liquid accident cases are present, which we can take as | :13:39. | :13:46.
evidence. erik is the black labrador, although | :13:47. | :13:51.
very young, he is very calm, relaxing there, but we noticed you | :13:52. | :13:55.
had little boots on cracker. that is not for heat? | :13:56. | :14:05.
as you can appreciate, these are aggressive scenes, nails and class | :14:06. | :14:09.
on the floor. their feet are as vulnerable as ours. | :14:10. | :14:13.
how do you choose the right dog? they are very well-behaved. | :14:14. | :14:22.
these are the boots. they are focused normally, they have high | :14:23. | :14:32.
drive, they need a certain amount of courage. | :14:33. | :14:35.
they have had a busy week and just want to go to sleep, now, you were | :14:36. | :14:39.

has helped to solve, you mentioned that. | :14:44. | :14:49.
in one of our first instances, an arsonist tried to hide a petrol can | :14:50. | :14:54.

unfortunately the them, we had our search dog and it was the thing | :15:04. | :15:07.
appears that secured a conviction. david pannick you ten years ago, how | :15:08. | :15:15.
would you say cracker has been? she has been fantastic, she has | :15:16. | :15:19.
fulfilled her contract with the fire service 100%, i couldn't be happier. | :15:20. | :15:27.
she is 11 years old now. she goes into retirement, but that | :15:28. | :15:31.
means she will stay living with you along with four others. | :15:32. | :15:39.

Yes, Richard Askam is at the Leigh Sports Village. | :15:56. | :15:57.
certainly a tricky job, you know you get a sense of just how much a match | :15:58. | :16:18.
means to a set of supporters, just chatting to a few of them outside, | :16:19. | :16:22.
they cannot wait for this. their first home game back in super league | :16:23. | :16:29.

ages, tonight. it will be amazing, we will do it | :16:42. | :16:45.

does this mean to you, you must be extremely proud? | :17:10. | :17:12.
massively proud, it has been a long time coming and we have worked hard | :17:13. | :17:17.
for it for a long time, and it gives the people here something to be | :17:18. | :17:20.
proud of. absolutely, we will see the game | :17:21. | :17:24.
that secured promotion for you, what a moment that was, but how do you | :17:25. | :17:28.
think you will be able to compete here against these come -- against | :17:29. | :17:37.
these opponents? it will be a very tough challenge, | :17:38. | :17:46.
tonight is our opportunity to make our mark and put our stump -- our | :17:47. | :17:53.
stamp on it. you heard from some of the fans, | :17:54. | :17:59.
this is a rugby league town, what does this mean getting back into | :18:00. | :18:02.
super league competing with the very best in the sport? | :18:03. | :18:07.
the stadium we are in was built exactly for that purpose, we have a | :18:08. | :18:12.
fantastic stadium, great facilities, some fantastic businesses sponsoring | :18:13. | :18:17.
the club, and it is something we are immensely proud of. what we do on | :18:18. | :18:21.
the pitch is what it is all about, the product we sell. we have a good | :18:22. | :18:27.
coaching side. good luck tonight the thanks for | :18:28. | :18:31.
talking to us. The biggest game this weekend | :18:32. | :18:32.
is at the DW Stadium on Sunday where Wigan Warriors take | :18:33. | :18:35.
on Cronulla Sharks for As you probably know, | :18:36. | :18:37.
it's a competition that pits our champions against the best | :18:38. | :18:40.
team in Australia. And it's a title the Warriors | :18:41. | :18:42.
are desperate to win back. For Wigan Warriors under | :18:43. | :18:50.
Sean Wayne, there is a gap The current Super League | :18:51. | :18:53.
champions have also lifted the Challenge Cup in recent seasons, | :18:54. | :19:03.
but the World Club Challenge we know how much it means to the | :19:04. | :19:23.
club and to the town, a bit of success, so for as to win it will be | :19:24. | :19:25.
massive. More often than not, | :19:26. | :19:26.
Super League's best have come up St Helens were whitewashed by | :19:27. | :19:29.

to the 1980s and 1990s when the Cherry and Whites regularly | :19:35. | :19:42.
turned over the Aussies. it still needs a massive amount to | :19:43. | :19:51.
the players and the club, the history of wigan, there have been a | :19:52. | :19:55.
few wins in this competition and if we can emulate that it would be | :19:56. | :19:57.
fantastic. And, before that, there | :19:58. | :19:57.
is a mouthwatering appetiser at the Halliwell Jones Stadium | :19:58. | :20:00.
Warrington wolves take A challenge both our sides will be | :20:01. | :20:02.
hoping to meet head on. i am really looking forward to it | :20:03. | :20:19.
personally, i can't wait, it is a different challenge for me. | :20:20. | :20:25.
it is a great opportunity for our players, and our club as a whole, to | :20:26. | :20:31.
represent super league. we don't get the chance to come up against the | :20:32. | :20:34.
australians very often in rugby league anymore. | :20:35. | :20:35.
A challenge both our sides will be hoping to meet head on. | :20:36. | :20:44.
a couple of cracking matches, we are being serenaded at the moment. | :20:45. | :20:48.
Salford Red Devils clinched their first win of the season | :20:49. | :20:50.
Huddersfield just couldn't stop him as he bounced off six defenders | :20:51. | :20:57.
But the Reds' Man Of The Match was definitely Gareth O'Brien, | :20:58. | :21:02.
Now, they're calling it the Zlat-trick. | :21:03. | :21:07.
Zlatan Ibrahimovic scored his first hat-trick for Manchester United | :21:08. | :21:09.
as they beat St Etienne 3-0 at Old Trafford last night. | :21:10. | :21:12.
The first, a deflected free-kick, dribbled over the line. | :21:13. | :21:18.
The second, created by Marcus Rashford's blistering speed, | :21:19. | :21:26.
saw Zlatan milking the applause of united's delighted fans. | :21:27. | :21:29.
The third came from the spot after the 35-year old was awarded | :21:30. | :21:31.
So, after that first-leg victory, United looking good to qualify | :21:32. | :21:43.
for the last 16 of the Europa League. | :21:44. | :21:45.
On Sunday, Mourinho's men are in FA Cup fifth round action | :21:46. | :21:47.
Manchester City are away at Huddersfield tomorrow. | :21:48. | :21:50.
And in the lunchtime kick-off, Burnley are at home | :21:51. | :21:52.
Gabriel Jesus may be likely to miss the whole of the season, and | :21:53. | :21:56.
fortunately for him. Look out for the mascots in that | :21:57. | :22:05.
game. Normally they are youngsters, but Burnley have decided to reward | :22:06. | :22:10.
some of their long serving fans, fans aged between 69 and 85 years | :22:11. | :22:16.
old. Being rewarded for their loyalty. What a fantastic thing | :22:17. | :22:20.
Burnley have done there. I don't think they are wearing the full kit | :22:21. | :22:25.
but you never know. All of the best coverage on all of the rugby and | :22:26. | :22:28.
football on your BBC local radio stations. Full commentary on BBC | :22:29. | :22:34.
Radio Manchester. Back to you. I think you would like | :22:35. | :22:38.
to stay and listen to that singing, Richard, sounds lovely. | :22:39. | :22:43.
Great if all the Burnley mascots could come out in kit. | :22:44. | :22:45.
We don't normally do birthday requests on this | :22:46. | :22:47.
programme, but we're going to make an exception. | :22:48. | :22:48.
Happy birthday to David Simons from Chester. | :22:49. | :22:50.
In David's case, it's not just another year of life. | :22:51. | :22:53.
It's as if he's starting life all over again. | :22:54. | :22:55.
That's because, after years of sleeping rough, | :22:56. | :22:56.
David has overcome his addictions and is starting work. | :22:57. | :22:59.
His story has attracted worldwide interest, | :23:00. | :23:00.
They say every picture tells a story. | :23:01. | :23:13.
These are photos of the same man taken a year apart. | :23:14. | :23:19.
But it's not just the face and the clothes that have changed. | :23:20. | :23:27.
I left foster care when I was 16, put into it. | :23:28. | :23:32.
-- I left foster care when I was 16, put into a hostel. | :23:33. | :23:35.
I didn't really have the right start. | :23:36. | :23:38.
When I was a child I was quite naughty and it carried on my teens. | :23:39. | :23:42.
David, an alocholic, didn't fit in, and ended up on the streets. | :23:43. | :23:44.
A group of lads on a night out, drunk, calling you tramp, | :23:45. | :23:54.
David became a regular at this charity shop | :23:55. | :23:57.
They gave him coffee, friendship, celebrated his | :23:58. | :24:02.
We saw his mood change, just kept going down and down. | :24:03. | :24:11.
In the end, he said, I really need to do something, I'm going to die. | :24:12. | :24:16.
He was convinced he was going to die. | :24:17. | :24:18.
Together, they turned David's life around. | :24:19. | :24:22.
I was sick of being nothing, I suppose. | :24:23. | :24:24.
And the fact that the alcohol was killing the enemy, | :24:25. | :24:35.
-- And the fact that the alcohol was killing me. | :24:36. | :24:38.
How long have you been off the alcohol? | :24:39. | :24:41.
Looking the part, David went for a job at a garden | :24:42. | :24:45.
I did my first shift on Tuesday just gone. | :24:46. | :24:48.
Because now I can start leading a normal life | :24:49. | :24:57.
and being able to go to work, go home, live like everyone else does. | :24:58. | :25:00.
Many of us seeing people sleeping rough, people begging. | :25:01. | :25:02.
With money, they could be spending it on addictions. | :25:03. | :25:23.
The danger is if you give them cash, they could spend it on drugs. | :25:24. | :25:27.
Today, David celebrated his 32nd birthday. | :25:28. | :25:29.
It's early days, but he's determined not to return to his former life. | :25:30. | :25:32.
Well over three-quarters of a million have shared | :25:33. | :25:34.
I think there has been a lot of talk in the news | :25:35. | :25:40.
and in the media about homelessness, and it is always negative. | :25:41. | :25:42.
To find a positive thing to come out of it is something | :25:43. | :25:45.
Stuart Flinders, BBC North West Tonight, Chester. | :25:46. | :25:55.
We wish them luck in his new job, and a happy birthday. | :25:56. | :25:59.
A beautiful picture for you, our weather watchers always come up | :26:00. | :26:10.
trumps. The colours in the sky reflected in the water on the sand. | :26:11. | :26:14.
Keep them coming in. We love to share them. Things don't | :26:15. | :26:19.
change much over the next couple of days, a mild set up, the numbers | :26:20. | :26:26.
have steadily risen. Double figures at the weekend, 12 degrees. | :26:27. | :26:30.
However, our fair share of wet weather. It has started to move in. | :26:31. | :26:35.
This evening, this is what is creeping towards us. You might see a | :26:36. | :26:41.
little bit of rain. It will push across the region through the next | :26:42. | :26:46.
couple of hours. It may linger in places until midnight. In the early | :26:47. | :26:52.
hours it will clear away. Behind it we will see dry skies. Not | :26:53. | :26:59.
necessarily too many dry skies. These are the numbers for tonight. | :27:00. | :27:02.
Tomorrow morning, the best of the weather will be around first thing. | :27:03. | :27:07.
The more southern parts of the reason -- region you might catch a | :27:08. | :27:10.
glimpse. This line of rain is working its way | :27:11. | :27:16.
up spreading everywhere. It puts a dampener on your | :27:17. | :27:19.
afternoon. This caller may not see too much. | :27:20. | :27:23.
Temperatures up to 11, a similar picture for Sunday. | :27:24. | :27:28.
