This year the problems with social care have become big news, | :02:07. | :02:09. | |
Well, for a start more of the population is over 65 - | :02:10. | :02:13. | |
in 1974 it was just under 14% - in 2014 that had gone | :02:14. | :02:16. | |
Social care is paid for by councils and they've had seven years now | :02:17. | :02:24. | |
of austerity cuts which many say leaves them unable | :02:25. | :02:27. | |
We spoke to the councils in the north west and they told us | :02:28. | :02:37. | |
between what's needed and what they've got | :02:38. | :02:41. | |
And in four years time that's going to be 500million. | :02:42. | :02:49. | |
Now, unlike NHS trusts, councils can't go into debt. | :02:50. | :02:52. | |
They have to balance the books by squeezing, | :02:53. | :02:54. | |

Since 2010 austerity cuts have taken seen Liverpool City Council lose 58% | :04:11. | :04:13. | |
But in that same period the demand for adult social care | :04:14. | :04:17. | |
There is an ever diminishing resource out there which means that | :04:18. | :04:27. | |
those who are not strictly within the criteria | :04:28. | :04:31. | |
It is not something we want to do, but | :04:32. | :04:36. | |
I think anyone that looks at the current situation | :04:37. | :04:41. | |
should be worried, and if they are not worried, | :04:42. | :04:44. | |
The Government is allowing a 3% raise in council tax | :04:45. | :04:48. | |
And money from a national Better Care Fund - | :04:49. | :04:56. | |
