Balancing the books - hundreds protest outside a council

:00:10.:00:15.

meeting to change library services in Bath.

:00:16.:00:23.

A great invention and idea and editing thing we should cherish.

:00:24.:00:35.

UKIP suspends parish councillor Philip Winter

:00:36.:00:36.

And the weather starts to adopt a much

:00:37.:00:41.

There will be some rain around tomorrow.

:00:42.:00:45.

Details towards the end of the programme.

:00:46.:00:51.

Plans to move Bath's central library have just moved a step closer,

:00:52.:00:54.

despite angry protests by hundreds of people tonight.

:00:55.:00:57.

Demonstrators say it'll mean a reduced service,

:00:58.:01:01.

but the local authority say it would modernise it.

:01:02.:01:03.

Although the plans still need further approval.

:01:04.:01:07.

This all comes at a time when the council has to save ?37

:01:08.:01:10.

And are looking at making a cut of more than ?5 million

:01:11.:01:14.

in adult social care as well as reducing jobs.

:01:15.:01:18.

So with these financial pressures, the council say the changes

:01:19.:01:21.

to the library service could save ?800,000

:01:22.:01:22.

Well, joining the demonstrators was Bath resident and BAFTA award

:01:23.:01:29.

I asked him why he had added his voice to the protest.

:01:30.:01:36.

The library is a big feature in the centre of Bath.

:01:37.:01:38.

It is a place where people can come and read.

:01:39.:01:43.

It really expresses something of the community of the city,

:01:44.:01:46.

And the idea that it is closed and put somewhere less accessible

:01:47.:01:55.

is generally diminished, the books are fewer,

:01:56.:01:58.

Do you think there is a nostalgia factor with libraries

:01:59.:02:05.

and some people haven't, let's say, moved on and libraries

:02:06.:02:07.

No, I think libraries have a lot to offer.

:02:08.:02:13.

People come they don't have computers and can use computers,

:02:14.:02:17.

they can access to the digital process and even if they are not

:02:18.:02:23.

very good at using them they will find assistance.

:02:24.:02:26.

It is a place where people can come and study, they can

:02:27.:02:31.

It really is a location for people to be together,

:02:32.:02:35.

to have a public space, warm and dry and a good place to be.

:02:36.:02:42.

I guess a lot of authors really get a bigger audience from those.

:02:43.:02:50.

Of course it is tremendous for writers.

:02:51.:02:53.

You have got the world of literature for free, you know,

:02:54.:02:58.

That is a great sign of a civilised society.

:02:59.:03:04.

And to demean it, reduce it, impoverishes us all.

:03:05.:03:08.

What is the dystopian future you see regarding libraries then?

:03:09.:03:11.

Well, I think the library will be reduced.

:03:12.:03:13.

Its use will be reduced and gradually it will wither.

:03:14.:03:17.

I think these people here are well capable of saving this library.

:03:18.:03:24.

And if the council refuses to listen to them, well, more fool them.

:03:25.:03:27.

A brothel in Weston-super-Mare was closed for business this morning

:03:28.:03:37.

following a BBC investigation which revealed teenage girls

:03:38.:03:39.

The closure of Butterflys follows a report on BBC Inside Out on how

:03:40.:03:44.

vulnerable children are protected in the town.

:03:45.:03:47.

It found young girls had helped clean the venue and hand out

:03:48.:03:50.

A councillor from South Gloucestershire -

:03:51.:04:00.

who says he's been inspired by the tweets of President Trump -

:04:01.:04:03.

has been accused of posting racist comments online.

:04:04.:04:05.

Philip Winter who serves on a parish council has now been

:04:06.:04:08.

He's a councillor who nails his colours to the mast,

:04:09.:04:19.

Philip Winter is outspoken locally, but now one comment on his Twitter

:04:20.:04:23.

Calling black people a derogatory word, and saying

:04:24.:04:33.

Mr Winter is on Almondsbury Parish Council, run from a small office

:04:34.:04:38.

Today, they have been overwhelmed by complaints.

:04:39.:04:45.

We are completely horrified and disgusted.

:04:46.:04:47.

I mean, the comments are racist and misogynistic.

:04:48.:04:53.

They are not the views of anyone on this council.

:04:54.:04:55.

A lot of the councillors have said to me that they don't want to sit

:04:56.:04:59.

Cos this e-mail says, "What kind of people in Almondsbury

:05:00.:05:07.

would have that councillor as an elected representative?"

:05:08.:05:09.

And it even says, "Remind me never to visit, ever."

:05:10.:05:14.

What he's done has basically tarred the whole community.

:05:15.:05:22.

Such statements really reflect more on that's made them much more

:05:23.:05:30.

The kindest, nicest, best community I've ever lived in.

:05:31.:05:35.

It certainly doesn't reflect those views.

:05:36.:05:41.

I would hate to think that it has brought the village into disrepute

:05:42.:05:45.

and that that's people from outside's impression

:05:46.:05:47.

Councillor Winter didn't want to speak on camera today,

:05:48.:05:51.

but I did manage to talk to him on the phone from his

:05:52.:05:54.

He says the messages on his Twitter account are his,

:05:55.:05:58.

but this one in particular about black people being deported

:05:59.:06:01.

He believes he has become a target and has closed his account down.

:06:02.:06:08.

Ukip sent a brief statement today saying that he had been suspended

:06:09.:06:12.

The police say they have received a complaint and are investigating.

:06:13.:06:22.

All this after Mr Winter started a Twitter account

:06:23.:06:24.

because he was inspired by Donald Trump.

:06:25.:06:28.

He wants to stay on the parish council, but a special meeting has

:06:29.:06:31.

been called there next week to deplore his comments.

:06:32.:06:35.

South Gloucestershire Council will ultimately decide his future.

:06:36.:06:41.

There's to be a crackdown on binge drinking at this year's

:06:42.:06:46.

Cheltenham Festival, which starts four weeks today.

:06:47.:06:51.

There will be limit to the amount of alcohol people can buy

:06:52.:06:55.

Outside the venue, council enforcement officers

:06:56.:07:01.

Two professional footballers photographed urinating

:07:02.:07:05.

Then one, Northampton Town's James Collins,

:07:06.:07:07.

These photographs, taken at the start of last year's

:07:08.:07:11.

Cheltenham Festival, made national headlines,

:07:12.:07:16.

fuelling the boozy reputation that some critics have given the event

:07:17.:07:19.

Alcohol consumption during that week, we get the impression

:07:20.:07:27.

is going up year on year, so we need to have more tools

:07:28.:07:30.

in our toolbox to be able to deal with that.

:07:31.:07:33.

At the festival itself, drinks will now be limited to four

:07:34.:07:38.

Organisers say they don't want people to come purely to drink.

:07:39.:07:42.

They want racegoers to enjoy the festival without being blighted

:07:43.:07:45.

But of course, it's not just inside the racecourse that

:07:46.:07:52.

Every single year during festival week, tens of thousands

:07:53.:07:57.

of extra pints are drunk here in Cheltenham town centre.

:07:58.:08:00.

Its enforcement officers, like Brian Daughtrey here,

:08:01.:08:07.

will be given extra powers to curb anti-social behaviour,

:08:08.:08:09.

confiscate alcohol and, if necessary, hand out on-the-spot

:08:10.:08:11.

Previously, only the police have been able to do this.

:08:12.:08:18.

We do get a lot of unseemly behaviour during the daytime,

:08:19.:08:21.

from people who are pre-drinking before they go to the racecourse.

:08:22.:08:28.

The image definitely needs cleaning up.

:08:29.:08:29.

Having watched from afar certainly for the last few years,

:08:30.:08:31.

things have definitely changed, and I wouldn't say for the better.

:08:32.:08:38.

The pubs, clubs, hotels think it is a great time,

:08:39.:08:41.

but having said that I think it is really encouraging

:08:42.:08:43.

that the racecourse are working more closely with others this year to try

:08:44.:08:46.

and ensure that they play their part in cutting down on the excessive

:08:47.:08:50.

And by trying to cut down on alcohol, organisers hope

:08:51.:08:53.

that this year's festival will be remembered for the racing.

:08:54.:09:01.

Football now, and all our league teams have been in action tonight,

:09:02.:09:04.

In the Championship Bristol City lost 2-1 away at Leeds.

:09:05.:09:10.

In League One Bristol Rovers drew 0-0 with Sheffield United

:09:11.:09:12.

and Swindon lost 2-1 away at Notts County.

:09:13.:09:14.

In League Two Cheltenham lost 2-1 at Stevenage and Yeovil

:09:15.:09:16.

The Duchess of Cornwall was taken for a Valentine s Day spin today.

:09:17.:09:24.

Camilla, who was on a day of engagements in Bristol

:09:25.:09:27.

without Prince Charles, dropped in on a tea party run

:09:28.:09:31.

She then danced with The Sun's royal photographer Arthur Edwards.

:09:32.:09:37.

Later the Duchess remarked, "Thanks for the dance, Arthur.

:09:38.:09:40.

That is it from us tonight. Good night and now the weather.

:09:41.:09:59.

A switch now to a milder theme as we continue into the days ahead.

:10:00.:10:05.

As we go into tomorrow it will start on a drier note initially,

:10:06.:10:08.

but quite quickly through the course of the morning there will be showery

:10:09.:10:11.

outbreaks of rain just spreading their way up

:10:12.:10:13.

Some of those will be turning quite heavy,

:10:14.:10:16.

but some brighter spells and merging through the course of the afternoon.

:10:17.:10:19.

Through tonight a lot of cloud around.

:10:20.:10:21.

Still a little bit of light drizzly rain.

:10:22.:10:23.

Temperatures about six or seven Celsius by daybreak tomorrow.

:10:24.:10:26.

We will get underway with a lot of cloud around.

:10:27.:10:29.

Initially dry, but fairly quickly some of these outbreaks

:10:30.:10:31.

of showery rain spreading out from the south-west.

:10:32.:10:33.

Not impossible there could be a rumble or two

:10:34.:10:35.

But through the afternoon, tending to break up.

:10:36.:10:39.

Many areas starting to become drier and indeed perhaps brighter

:10:40.:10:42.

Should be dry as we head on towards the evening.

:10:43.:10:45.

Temperatures tomorrow climbing up to the double figures.

:10:46.:10:47.

We could even get as high as 12 or 13.

:10:48.:10:51.

There might be a bit of fog around overnight

:10:52.:10:53.

That will suppress the temperatures to get things underway,

:10:54.:10:56.

but it does looks like the day should clear up.

:10:57.:10:59.

More in the way of drier and at times brighter weather

:11:00.:11:01.

through the course of the afternoon and again mild.

:11:02.:11:02.

weather into the weekend. A bit of fog around to watch out for. Jon

:11:03.:11:06.

Hammond with the national forecast now.

:11:07.:11:10.

Good evening. There is some rain in the forecast but not a lot. Plenty

:11:11.:11:15.

of dry weather to look forward to as we head to the weekend. Cloud

:11:16.:11:20.

delivering some rain but plenty of spaces in between, hence my

:11:21.:11:26.

optimism. One of these blobs of cloud is producing dampness right

:11:27.:11:30.

now. We could see a glancing blow across the far south-east through

:11:31.:11:34.

the early hours and later some rain arriving across the far south-west.

:11:35.:11:38.

In between some hill fog overnight, not desperately cold, for most a

:11:39.:11:42.

touch of frost across the northern Glens of Scotland. At the other end

:11:43.:11:47.

of the UK some wet weather first thing for breakfast, pushing through

:11:48.:11:50.

Devon and Cornwall into South Wales. It won't hang around. Things will

:11:51.:11:54.

brighten up later in the day. Ahead of that a lot of low cloud around, a

:11:55.:11:59.

rather grey start to the day. Only slow improvements, not

:12:00.:12:01.
