Claims that lives have been put at risk after the computer | :00:09. | :00:11.
system handling calls for one of our emergency services failed. | :00:12. | :00:14.
And Avon and Somerset Police say they're investigating two | :00:15. | :00:16.
allegations of female genital mutilation. | :00:17. | :00:38.
And tomorrow's weather focuses firmly on Storm Doris. I will | :00:39. | :00:44.
explain its likely effect in the West Country later in the programme. | :00:45. | :00:50.
Tonight the MP for South West Wiltshire said he'll look | :00:51. | :00:53.
into claims the computer system handling calls for Dorset | :00:54. | :00:55.
Wiltshire Fire Service is putting lives at risk. | :00:56. | :00:57.
After talking to the BBC Andrew Murrison says he'll | :00:58. | :00:59.
Dorset and Wiltshire Fire and Rescue Service have responded | :01:00. | :01:12.
to more than 42,000 calls since the new call handling system | :01:13. | :01:14.
provided by Capita was put in place in the summer of 2015. | :01:15. | :01:17.
It is designed to break down borders between the three Fire and rescue | :01:18. | :01:20.
areas it covers and deploy fire engines from the closest | :01:21. | :01:23.
station to every incident but there's been problems. | :01:24. | :01:25.
Well, just on Monday, we had two very common faults | :01:26. | :01:27.
Kate Scott is a control room operator and local rap | :01:28. | :01:37.
The system fails and we are unable to mobilise fire engines. | :01:38. | :01:47.
When you are answering 999 calls, you are trying to do the best | :01:48. | :01:50.
you possibly can for that person on the end of the phone | :01:51. | :01:53.
and when you are not able to do that as effectively as you would like, | :01:54. | :01:57.
it is very frustrating and stressful for the operators. | :01:58. | :02:01.
A freedom of information request from the BBC has revealed | :02:02. | :02:03.
over the last 18 months, there have been several problems. | :02:04. | :02:06.
These include the system failing to work and cause having to be taken | :02:07. | :02:09.
The union says the system must be fixed. | :02:10. | :02:18.
It has simply been a matter of chance that lives have | :02:19. | :02:20.
not been lost to date, but I tell you what, | :02:21. | :02:23.
It has taken us longer to reach some incidents because of this system. | :02:24. | :02:27.
We have seen fire appliances mobilised | :02:28. | :02:28.
I am going to write to ministers to find out | :02:29. | :02:36.
what overview they have taken, whether they share my concerns, | :02:37. | :02:39.
which I sincerely hope they do, and what they are going to do | :02:40. | :02:42.
I think this is something we need to do it as a matter of urgency. | :02:43. | :02:46.
The three areas using this system, Dorset and Wiltshire, | :02:47. | :02:48.
Devon and Somerset, and Hampshire Fire And Rescue | :02:49. | :02:51.
Of course, we are aware there have been problems and we are doing | :02:52. | :03:00.
everything we possibly can with partners Capita and others | :03:01. | :03:02.
to ensure that those problems are resolved. | :03:03. | :03:03.
There is absolutely no risk of us not responding. | :03:04. | :03:06.
So in the event of emergency that requires fire rescue | :03:07. | :03:08.
service response, dial 999 and we will respond and we will be | :03:09. | :03:11.
Capita says it system was introduced after robust testing and it | :03:12. | :03:17.
will continue to work with the Fire Service | :03:18. | :03:19.
Two Avon and Somerset Police officers are being investigated | :03:20. | :03:31.
for gross misconduct after tasering the wrong man. | :03:32. | :03:33.
It's part of an investigation by the Independent Police | :03:34. | :03:36.
The victim, who was 63 was a former race relations advisor. | :03:37. | :03:46.
Police have tonight released new CCTV footage of the missing | :03:47. | :03:49.
The video shows him walking along the road outside the Thekla | :03:50. | :03:52.
nightclub after a night out with friends there | :03:53. | :03:54.
Avon and Somerset Police say they now have two active | :03:55. | :04:09.
investigations into cases of Female Genital Mutilation. | :04:10. | :04:11.
It's illegal here, but common in many African countries | :04:12. | :04:13.
and is a concern in parts of Bristol where Somali and | :04:14. | :04:16.
Today a leading FGM charity held a meeting on how perceptions | :04:17. | :04:19.
The majority of the women in this room will have suffered | :04:20. | :04:33.
But to speak of it is still shameful. | :04:34. | :04:35.
There's a culture of silence, which makes | :04:36. | :04:37.
A lot of these women have also come through multiple forms of trauma. | :04:38. | :04:45.
They may have come from a country where there has been war | :04:46. | :04:48.
So you have the FGM, you have the conflict from the war, | :04:49. | :04:52.
so you have to do is sort of pack in and pick out all these issues | :04:53. | :04:56.
and then ensure that the women are adequately supported. | :04:57. | :05:02.
Many women here grew up in African countries | :05:03. | :05:04.
In Somalia, Sudan, even Egypt, 80% of girls have their genitals | :05:05. | :05:08.
cut or changed for no medical reason whatsoever. | :05:09. | :05:10.
The police and social services are doing what they can to try | :05:11. | :05:19.
These communities come from countries where they've been | :05:20. | :05:29.
persecuted, they are fearful of the police and social care. | :05:30. | :05:32.
I think if you spoke to any person in Bristol, | :05:33. | :05:38.
if you said social services and police are coming to your house, | :05:39. | :05:41.
But they go to their houses for every form of child abuse | :05:42. | :05:44.
and FGM is just another form of child abuse and we need | :05:45. | :05:47.
to reassure them that we don't treat this any differently. | :05:48. | :05:52.
In a short space of time, perception has started to shift. | :05:53. | :05:54.
The message about the risk to women's health is | :05:55. | :05:57.
But new women and refugees continue to move to this city So the work | :05:58. | :06:01.
to spare future generations from this brutal | :06:02. | :06:03.
Earlier, I spoke to Lisa Zimmermann, who set up a charity called | :06:04. | :06:17.
Integrate UK which made a video featuring young women against FGM. | :06:18. | :06:20.
I asked her if she was encouraged there are now two active police | :06:21. | :06:23.
I think there has been a huge improvement over recent years | :06:24. | :06:36.
and I think a lot of members of the community are engaged | :06:37. | :06:39.
but there is still work to do and I think a lot of people | :06:40. | :06:43.
I think above all, the youth engagement has helped to engage | :06:44. | :06:46.
the parents and the more awareness is raised and the more it has | :06:47. | :06:49.
become acceptable to talk about these issues openly, | :06:50. | :06:51.
the easier it is for the communities to talk about FGM. | :06:52. | :06:55.
You mentioned the youth engagement, that's the key here, isn't it? | :06:56. | :06:58.
I think it is the key globally actually. | :06:59. | :07:01.
I think the fact that young people are just saying enough, no more, | :07:02. | :07:04.
and they are leading a wave, not just in this country | :07:05. | :07:07.
but globally and they are also challenging politicians in a way | :07:08. | :07:09.
It's a cultural issue though, isn't it? | :07:10. | :07:13.
I think it is interesting that people keep calling it this issue | :07:14. | :07:18.
or that issue because you know originally people would say | :07:19. | :07:21.
it is a Somali issue, it is an African issue, | :07:22. | :07:23.
no, it is not just Africa, it is also the Middle East, | :07:24. | :07:25.
it is not just the Middle East and Africa, it is also | :07:26. | :07:29.
the Philippines, so it keeps going, but actually we were practising FGM | :07:30. | :07:31.
FGM as you are now talking about, but if you are looking | :07:32. | :07:37.
If it is not medically necessary, what is the difference | :07:38. | :07:44.
It is a form of surgical intervention that women are... | :07:45. | :07:48.
Or girls feel if they are under 18 then it is a child protection issue. | :07:49. | :07:53.
Girls are made to feel that their body needs | :07:54. | :07:56.
Well, yes, the charity has made a video, the young people have made | :07:57. | :08:05.
a video because of an article that appeared in the Economist last | :08:06. | :08:08.
We haven't had a video that had such amazing response. | :08:09. | :08:15.
I think it's around one million and 50,000, something | :08:16. | :08:17.
So what is your hope with this whole issue around FGM? | :08:18. | :08:23.
I would love to see statutory PSHE in schools, not just | :08:24. | :08:26.
around FGM but around all gender-based violence. | :08:27. | :08:28.
I would like to see gender-based violence including FGM | :08:29. | :08:30.
The resistance to this education in schools is something I cannot | :08:31. | :08:33.
I would like to see far more stringent controls | :08:34. | :08:43.
I mean, we all want FGM to end in a generation and I think | :08:44. | :08:47.
the progress that has been made over the last few years, | :08:48. | :08:50.
it is something to be celebrated but we cannot stop now. | :08:51. | :08:52.
Bristol city have lost to follow tonight to remain in the relegation | :08:53. | :09:19.
zone. They remain 21st in the championship table and travel to | :09:20. | :09:22.
Newcastle on Saturday. But as it from us. Now time for the weather | :09:23. | :09:25.
forecast. Thank you very much. Good evening | :09:26. | :09:42.
everybody. Let's take you through the forecast as we head into | :09:43. | :09:46.
tomorrow. It'll be a windy day. Fairly widespread risk of Gailes. | :09:47. | :09:53.
There will be a wet face to the day in the morning. Any of you will be | :09:54. | :09:58.
under drier conditions but still remaining quite windy. Now, Storm | :09:59. | :10:04.
Doris has been getting a lot of press. It will be areas to the north | :10:05. | :10:07.
that will see the most profound impacts from this. There will be | :10:08. | :10:13.
some quite damaging winds across part of the Midlands and snow in | :10:14. | :10:20.
Scotland. For us, the winds will be 40 mph but some areas exposed to the | :10:21. | :10:24.
wind, be closer to 50 or 60, maybe even more than that. Difficult | :10:25. | :10:33.
conditions out on the roads. We have a lot of rain at the moment and all | :10:34. | :10:36.
that a precursor to the arrival of Storm Doris into tomorrow. We will | :10:37. | :10:40.
continue to be watching for a cold front moving in at light tomorrow | :10:41. | :10:47.
morning. This is where the wind is really start to pick up. A mild | :10:48. | :10:52.
night, tomorrow morning, that band of rain marching its way eastwards. | :10:53. | :10:56.
The winds will be quite strong on that and will remain so through the | :10:57. | :11:01.
afternoon. A few showers but looking mostly dry. Temperatures tomorrow | :11:02. | :11:02.
will some sunshine around and light | :11:03. | :11:04.
winds. | :11:05. | :11:05. |
