Police doctor Reg Bunting groped new recruits during examinations.

:00:09.:00:15.

Tonight it's claimed that opportunities to

:00:16.:00:17.

The plan to turn Bridgwater and Taunton college

:00:18.:00:23.

Will it stop the brain drain from the county?

:00:24.:00:33.

I have the weather and spring is in the air for the next few days. Find

:00:34.:00:41.

out how warm you will be and when it changes.

:00:42.:00:44.

Dr Reg Bunting worked for Avon and Somerset police for three

:00:45.:00:49.

Now an investigation has found police missed several significant

:00:50.:00:52.

chances to intervene when concerns were raised about his

:00:53.:00:55.

The force could now face legal action over claims.

:00:56.:01:03.

Dickon Hooper has spoken to one Dr Bunting's victims.

:01:04.:01:12.

John was a police officer with Avon and Somerset.

:01:13.:01:14.

But he was on the front line more than 20 years.

:01:15.:01:18.

None more so than the police doctor, surely?

:01:19.:01:23.

Doctor Reg Bunting was a GP whose medical career

:01:24.:01:25.

But he's been accused of groping, fondling and even reportedly sexual

:01:26.:01:33.

assault, mainly on new recruits like John who says he was groped.

:01:34.:01:39.

I thought, this wasn't right, but what do you do?

:01:40.:01:42.

He knew that we needed to get through the medical.

:01:43.:01:44.

He had the power to abuse his position and do what he wants.

:01:45.:01:48.

I don't think anyone would have complained

:01:49.:01:49.

because it was a hard job to get into.

:01:50.:01:51.

An independent report commissioned by Avon and Somerset Police found 44

:01:52.:01:57.

cases where Bunting's medical examinations fell below a common

:01:58.:02:00.

And that police had missed three chances to intervene

:02:01.:02:12.

Little if anything was done and the police watchdog

:02:13.:02:19.

In their response, Avon and Somerset Police acknowledged

:02:20.:02:26.

They also said that had Doctor Bunting been alive,

:02:27.:02:30.

there was enough evidence to interview him under caution.

:02:31.:02:33.

And they apologised, praising those like John

:02:34.:02:35.

A couple of the other victims I've spoken to say they haven't been well

:02:36.:02:42.

One said they felt they had been treated as a nuisance

:02:43.:02:46.

In the initial stages they assumed it was a group of injured officers

:02:47.:02:53.

The way police treat their own officers, there's not one mention

:02:54.:02:57.

The report does make a number of recommendations which police

:02:58.:03:04.

But for John and others, this is a painful chapter

:03:05.:03:09.

A firm has been fined 600-thousand pounds after a sub-contractor hit

:03:10.:03:17.

an 11-thousand volt cable whilst working in Gloucester.

:03:18.:03:21.

Steven Brown, from Swindon, suffered serious burns when he dug

:03:22.:03:23.

Today Amey LG Ltd admitted breaching health and safety legislation

:03:24.:03:29.

The first steps have been taken tonight towards creating

:03:30.:03:37.

Bridgwater and Taunton College has launched what it's calling

:03:38.:03:41.

The educational landscape in Somerset is being redrawn.

:03:42.:03:54.

Their own promotional video is nothing if not dramatic.

:03:55.:03:57.

But what exactly is going to change here?

:03:58.:04:03.

All these students are already studying for a degree.

:04:04.:04:12.

Though right now this isn't a university.

:04:13.:04:15.

The courses are accredited elsewhere, sometimes

:04:16.:04:16.

In future, their degrees certificates could be branded

:04:17.:04:22.

Somerset University, but will that matter?

:04:23.:04:27.

I think it does because I think then we can go on and we have

:04:28.:04:31.

From today, all 1,000 students on degree courses at Taunton

:04:32.:04:38.

and Bridgwater Colleges, which merged last summer,

:04:39.:04:40.

The college insists this is more than just a name change.

:04:41.:04:52.

For one thing they plan to launch, new degree courses from nuclear

:04:53.:04:55.

We won't be offering traditional history degrees and geography

:04:56.:05:00.

This is very much about a sharp focus on industry and the type

:05:01.:05:06.

So it won't be in the traditional university format.

:05:07.:05:10.

One of the aims is to prevent a brain drain of higher education

:05:11.:05:17.

One of the big challenges for employers is trying to find

:05:18.:05:22.

the right talent and we have over 2,000 people living to go

:05:23.:05:26.

to universities across the region and nationally, Plymouth,

:05:27.:05:28.

It could take years before the college achieves

:05:29.:05:35.

There are many hoops to jump through yet.

:05:36.:05:41.

But it is now a declared aim, part of a campaign to persuade more

:05:42.:05:44.

higher education students to study locally.

:05:45.:05:52.

16 years ago the University of Gloucestershire went

:05:53.:05:54.

I asked David James - who is a professor there -

:05:55.:05:59.

Having a university in a town or city is an incredibly important

:06:00.:06:12.

thing. Universities historically have always been very connected with

:06:13.:06:17.

their locality, clearly universities are also big employers and the

:06:18.:06:23.

influence of having a university influence of having a university

:06:24.:06:26.

relates to the economic welfare of the surrounding area. Any advice for

:06:27.:06:34.

the University Centre of Somerset? Think ahead. Think beyond achieving

:06:35.:06:38.

university title and thing towards the plan, the next five years after

:06:39.:06:44.

that because opportunities do open up, it opens up all sorts of

:06:45.:06:49.

interesting possibilities that you may not have imagined and it is good

:06:50.:06:54.

to give those for thought. What is it like for local students to have a

:06:55.:06:59.

university in place whether you live because certain places suffer from a

:07:00.:07:04.

brain drain? Absolutely. Increasingly students want to study

:07:05.:07:11.

locally. We know the costs of going away to study are far greater than

:07:12.:07:18.

studying in your home environment. If you have a university in your

:07:19.:07:23.

home town or city or in commuting distance, that can clearly keep the

:07:24.:07:28.

costs just downed more towards tuition than the overall

:07:29.:07:29.

maintenance. Many thanks. A footballer has spoken out

:07:30.:07:32.

about the horrific racial abuse Leroy Rosenior played

:07:33.:07:35.

at a number of clubs, including some in the west

:07:36.:07:40.

during the '80s and '90s. Here's our sports editor

:07:41.:07:43.

Alistair Durden . Leroy joined for West Ham before

:07:44.:07:51.

joining Bristol City but as a black footballer in the 1980s he says

:07:52.:08:01.

he faced racism on a daily basis. It got so bad at one point

:08:02.:08:06.

that his family stopped I dealt with racist tributes

:08:07.:08:09.

and bananas and monkey chants At a Leeds United game we were 1-0

:08:10.:08:22.

down and one of the black players on the pitch went to get the ball

:08:23.:08:27.

and the whole of the Leeds stand Other players would you this

:08:28.:08:31.

and that and you could see players getting visibly upset like I did it

:08:32.:08:49.

if I said I wasn't happy I would be labelled with one as a problem

:08:50.:08:53.

who couldn't be integrated in to the side so I

:08:54.:08:55.

had to keep quiet. During his time as player coach

:08:56.:08:59.

at Gloucester City he says he was refused entry

:09:00.:09:01.

into an opposition boardroom full Leroy was one of the country's

:09:02.:09:04.

first black managers Clubs wanted a big black strong

:09:05.:09:08.

striker and we went captains or leaders of people

:09:09.:09:20.

who could organise, people didn't perceive you to be able to do that

:09:21.:09:23.

and because of that we have never had any black managers

:09:24.:09:26.

and when I was a manager Now successful football pundit,

:09:27.:09:32.

Leroy still campaigns to break down racism and the game and things

:09:33.:09:35.

are improving he says That is it from us. We are back in

:09:36.:09:48.

breakfast tomorrow. I say good night. Sara has forecast. Less than

:09:49.:09:56.

two weeks from the spring equinox so when breaks in the cloud, it feels

:09:57.:10:00.

quite springlike. Today there was a lot of cloud but some breaks here

:10:01.:10:05.

and there and temperatures in the low teens. Tonight, the cloud will

:10:06.:10:10.

slide off towards the south and east and some patchy rain or drizzle

:10:11.:10:15.

starting to pull away. By tomorrow morning, some cloud around but we

:10:16.:10:22.

should be generally dry. Nine or 10 Celsius. Start with the cloud but it

:10:23.:10:28.

is improving picture through the morning, the wind breaks, the cloud

:10:29.:10:32.

in the north and by the afternoon good spells of sunshine filtering in

:10:33.:10:38.

with light wind and staying dry. 13 or 14 Celsius, a good few degrees

:10:39.:10:47.

above average. Tomorrow night, a week feature running in from the

:10:48.:10:51.

south and west, an area of high pressure safe fizzling out all the

:10:52.:10:55.

time. There will be more cloud in the forecast for Friday, light rain

:10:56.:10:59.

or drizzle at times. outlook, staying mild and Nick has

:11:00.:11:00.

the bigger picture across the UK.
