Welcome to South East Today, I'm Rob Smith. And I'm Polly Evans. | :00:03. | :00:06.
Tonight's top stories: Hose pipe bans to be brought in | :00:06. | :00:10.
across Kent and Sussex as firms try to save water in the drought. We | :00:10. | :00:14.
will be speaking to South East Water live from Ardingly Reservoir. | :00:14. | :00:17.
Keeping order. Sussex Police back proposals for bars and nightclubs | :00:17. | :00:27.
to pay towards managing drunkenness on the streets. We contributed so | :00:27. | :00:32.
much revenue in various different ways that we are the wrong people | :00:32. | :00:40.
to look at. If there is more people needed on the streets. | :00:40. | :00:43.
Also in tonight's programme, he was killed by the asbestos dust that | :00:43. | :00:46.
settled on his books, claims the widow of a former Sussex teacher | :00:46. | :00:48.
who is suing the council for damages. | :00:48. | :00:51.
18 months to build, 18 seconds to destroy. Now the hard work of | :00:51. | :00:53.
clearing away the remains of Richborough Cooling Towers begins. | :00:53. | :00:55.
And, remembering the original People's Princess. How Brighton | :00:55. | :01:05.
:01:05. | :01:12. | ||
mourned the loss of Charlotte Good evening. Water companies | :01:12. | :01:15.
across Kent, Sussex and Surrey are to bring in hosepipe bans next | :01:15. | :01:17.
month in an effort to conserve water supplies in drought | :01:17. | :01:21.
conditions. Seven firms are introducing water restrictions | :01:21. | :01:23.
following two dry winters that have left reservoirs, rivers and | :01:23. | :01:33.
:01:33. | :01:34. | ||
underground aquifers well below normal levels. Ellie Price reports. | :01:34. | :01:37.
Catherine from Tunbridge Wells makes the most of the water in her | :01:37. | :01:42.
garden after April the 10th she won't be allowed to any more. | :01:42. | :01:50.
like to grow vegetables and we have put in some summer plants. It | :01:50. | :01:56.
doesn't need watering. But it suppers. This is the first hosepipe | :01:56. | :02:01.
bans since 2005. It follows the second try as deer on record in the | :02:01. | :02:05.
South East which has seen water levels at the reservoirs drop to | :02:05. | :02:11.
40% of capacity. The South East is a part of the country that is | :02:11. | :02:14.
traditionally dry, so it is as prepared as it can be to deal with | :02:14. | :02:20.
these conditions, but its decision today to introduce a hosepipe ban | :02:20. | :02:24.
is about conserving water as early as we can so more severe | :02:24. | :02:28.
restrictions don't have to be put in place later. We know it has a | :02:28. | :02:32.
hosepipe ban but the restrictions apply to the watering of public | :02:32. | :02:36.
parks and gardens, and filling up swimming pools and ponds. All three | :02:36. | :02:40.
water companies in the South East are announcing restrictions so it | :02:40. | :02:43.
is something we will have to consider. The price of ignoring it | :02:43. | :02:51.
could land you with a 1,000 fine. It is not to match for this town. | :02:51. | :02:57.
It is bidding to win a competition. We have about 50 shops. They take a | :02:57. | :03:03.
bit of watering. We have got a bit of water from the rooftops of the | :03:03. | :03:10.
town, which holds 1,000 litres. But we cannot totally rely on that. | :03:10. | :03:14.
water companies say the announcements are an attempt to | :03:14. | :03:18.
avert the water rationing seen in the 1970s but with the sunshine | :03:18. | :03:22.
training and no sun -- no sign of the rain, a preparation for the | :03:22. | :03:27.
summer needs to start now. The new water restrictions are | :03:27. | :03:30.
going to affect you wherever you live in the South East. Southern, | :03:30. | :03:33.
South East, Thames, and Sutton and East Surrey are among the water | :03:33. | :03:36.
companies bringing in hosepipe bans in the face of drought conditions. | :03:36. | :03:39.
They say a garden sprinkler uses over 1,000 litres of water per hour, | :03:40. | :03:44.
enough to supply a family of six for a whole day. Southern Water say | :03:44. | :03:47.
their last summer hosepipe ban helped save 43 million litres of | :03:47. | :03:51.
water per day. The water restrictions will not only affect | :03:51. | :03:59.
gardeners. This is a temporary measure. It will be in place | :03:59. | :04:03.
throughout the summer. We have had so little rain that the deficit of | :04:03. | :04:07.
rain is about 1 ft, so we will need a lot of rain for a long time to | :04:07. | :04:11.
get the ground water back where we needed to be and things back on an | :04:11. | :04:16.
even keel. Filling swimming pools or paddling pools will be banned. | :04:16. | :04:19.
You won't be able to wash your car with a hosepipe. And although | :04:19. | :04:22.
taking a bath won't be banned, the water companies are urging us all | :04:22. | :04:26.
to take showers instead. Well, David Shore is Operations Director | :04:26. | :04:29.
for South East Water and joins us live from Ardingly Reservoir, near | :04:29. | :04:35.
Haywards Heath. Thank you for joining us. If the water companies | :04:35. | :04:38.
did more to stop hundreds of millions of litres of water leaking | :04:39. | :04:45.
away this hosepipe ban wouldn't be needed, would it? | :04:45. | :04:51.
Well... That is not exactly true. We have an excellent track record | :04:51. | :04:55.
on released -- reducing leakage. We have been set tough targets by the | :04:55. | :04:59.
regulators and we have met those targets every year for the last 11 | :04:59. | :05:04.
years, so we are doing our bit, but up the moment we are increasing | :05:04. | :05:08.
resources, we have put 25% more people in to drive leakage down | :05:08. | :05:14.
below that target, so we are doing our but as well. If you are | :05:14. | :05:18.
entirely serious about reducing water usage over time, should you | :05:18. | :05:23.
not be introducing water meters for every customer? Well, we are. We | :05:23. | :05:27.
started a programme of metering all of our domestic customers in August | :05:27. | :05:33.
of last year, and we are installing 1,000 metres a week. The plan is to | :05:34. | :05:40.
have all of these domestic customers metered by 2020. What | :05:40. | :05:44.
other options are you looking at? If this is going to become a | :05:44. | :05:49.
recurrent problem over the next few decades, are you looking at longer | :05:49. | :05:57.
term solutions? Like all water companies, we produced a 25 year | :05:57. | :06:01.
Water Resources Plan. That was in 2010. That includes a number of | :06:01. | :06:08.
measures. There was metering, which is being implemented, and | :06:08. | :06:12.
developing new resources, reducing leakage, and it looked at water | :06:12. | :06:17.
efficiency. Part of the plan is also to try to build two new | :06:17. | :06:24.
reservoirs, one in Kent and one in Sussex. OK, thank you very much. | :06:24. | :06:27.
Let us know what you think. Are our water companies right to introduce | :06:27. | :06:31.
a hosepipe ban to conserve supplies this summer? Send an email... Or | :06:31. | :06:34.
join the debate on our Facebook page and we'll hear your views | :06:34. | :06:38.
later in the programme. In a moment, the Government has let | :06:38. | :06:41.
us down, say the family of extradited Kent businessman | :06:41. | :06:51.
:06:51. | :06:52. | ||
Sussex Police say they support Government proposals that could | :06:52. | :06:56.
force pubs and nightclubs to pay a late night levy to help cover the | :06:56. | :07:01.
cost of keeping order at closing time. It's estimated that the cost | :07:01. | :07:06.
of alcohol misuse in Brighton alone costs 100 million each year. But | :07:06. | :07:09.
there's opposition to the levy from landlords who say they already | :07:09. | :07:15.
contribute in taxes. Jon Hunt joins us live from Brighton. Jon, how | :07:15. | :07:23.
would the levy work in practice? Well, pubs, clubs and off-licences | :07:23. | :07:30.
to -- that stay open after midnight could be drudged a levy, and the | :07:30. | :07:33.
amount would vary. Local authority is could use a proportion of that | :07:33. | :07:37.
money to help contribute towards the cost of policing the night-time | :07:37. | :07:41.
economy. Night life in our big towns can be | :07:41. | :07:45.
ugly at times, with alcohol-fuelled disorder meaning more police are | :07:45. | :07:50.
needed. There are proposals now to get late-night pubs, clubs and off- | :07:50. | :07:54.
licences to contribute to the cost of that. Licensees do not like that | :07:54. | :08:00.
idea. I think to impose further costs on already overburdened | :08:00. | :08:06.
industries isn't the solution on the problem. We contribute so much | :08:06. | :08:10.
revenue in various different ways that we are the wrong people to | :08:10. | :08:14.
look at if there is more police needed on the streets. The late- | :08:14. | :08:19.
night levy could cost as much as 4,500 a year and landlords | :08:19. | :08:22.
described it as a stealth tax and say they are already paying the | :08:22. | :08:26.
highest business rates and a folk - - forking out for expensive | :08:26. | :08:31.
security staff. An extra 45 officers are often needed to keep | :08:31. | :08:35.
the streets safe in Brighton alone. There are certain parts of the city | :08:35. | :08:40.
where there is a high concentration of clubs, where people come out of | :08:40. | :08:44.
those clubs into the streets, and it is up to the police to have then | :08:44. | :08:50.
pick up the pieces and deal with those, very often at 5 am. But some | :08:50. | :08:55.
feel that pubs and clubs are not the sole cause of the problem. | :08:55. | :08:59.
There is a lot of freeloading, which is drinking at home, meaning | :08:59. | :09:04.
people are coming onto the streets, 10pm, and they are already | :09:04. | :09:10.
inebriated. And we are taking the brunt for that action. What is | :09:10. | :09:13.
something the Government needs to tackle, and if it is beyond their | :09:13. | :09:17.
hands, we cannot do anything about it. Officers are meeting with the | :09:17. | :09:20.
Home Office to discuss the night- time levy and they hope the | :09:20. | :09:24.
measurable help them tackle the issues arising from the misuse of | :09:24. | :09:30.
alcohol. The misuse of alcohol is the -- | :09:30. | :09:33.
causing major problems, but the night-time economy also has | :09:33. | :09:36.
significant value. Local a authorities will have to walk a | :09:36. | :09:40.
fine blind if they are to solve the problems without putting too many | :09:40. | :09:44.
people out of business. -- a fine line. | :09:44. | :09:47.
A serial sex attacker who violently raped a complete stranger was | :09:47. | :09:50.
traced through his DNA more than 20 years later, the Old Bailey has | :09:50. | :09:53.
heard today. Antoni Imiela, from Appledore near Ashford, is accused | :09:53. | :09:57.
of assaulting his victim in London on Christmas Day in 1987. He denies | :09:57. | :10:01.
the charges against him, and the trial continues. | :10:01. | :10:04.
The mother of a soldier killed in a friendly fire incident in | :10:04. | :10:06.
Afghanistan fears Government plans to hold sensitive inquests in | :10:06. | :10:11.
secret could deprive the public of the truth. Royal Military Policeman | :10:11. | :10:16.
Michael Pritchard, from Maidstone, was 22 when he was shot. His mother | :10:16. | :10:19.
Helen Perry has waited more than two years for an official inquest | :10:19. | :10:24.
to explain his death. Children in Kent looked after by | :10:24. | :10:27.
friends or relatives in informal fostering arrangements could be at | :10:27. | :10:29.
risk of abuse, according to the British Association for Adoption | :10:29. | :10:34.
and Fostering. The charity says the county receives an influx of | :10:34. | :10:38.
children from abroad via the port of Dover and the Channel Tunnel. | :10:38. | :10:41.
But some carers fail to inform the authorities that they're looking | :10:41. | :10:45.
after a child, even though they're legally required to do so. | :10:45. | :10:49.
The Government has let us down. That's the claim tonight from the | :10:49. | :10:52.
son of a Kent businessman who is being held in an American prison, | :10:52. | :10:56.
accused of selling missile parts to Iran. Christopher Tappin was flown | :10:56. | :10:59.
to Texas last month after losing a lengthy battle against extradition. | :10:59. | :11:02.
And his family say they're not getting the support they need from | :11:02. | :11:10.
the British authorities, as Elaine Parke reports. | :11:10. | :11:12.
It is just over two weeks since Christopher Tappin was extradited | :11:12. | :11:18.
to the US accused of expire at -- conspiring to sell missile parts to | :11:18. | :11:22.
Iran, but for his family, having limited contact and not knowing | :11:22. | :11:26.
what happens next, it has been difficult. Neil says his father has | :11:26. | :11:30.
been coping well despite the ordeal but the family feel angry at the | :11:31. | :11:35.
Government's BBCi Islands. I have written to the Prime Minister, to | :11:35. | :11:39.
Theresa May, asking for some support, try to help him get bail | :11:39. | :11:43.
because it is very difficult for him to put a case together without | :11:43. | :11:47.
bail. They have not responded at all. The Home Office says this case | :11:47. | :11:52.
is a matter for the US authorities. Christopher Tappin was extradited | :11:52. | :11:58.
to the US on 24th February to face charges of conspiring to sell | :11:58. | :12:02.
batteries for use in Iranian missiles. Four days later, his wife | :12:02. | :12:08.
broke down in tears as she gave evidence to MPs about his case and | :12:08. | :12:13.
his experiences in jail. Last Monday, he was refused bail by a | :12:13. | :12:18.
court in Texas. Christopher Tappin's case has highlighted the | :12:18. | :12:21.
controversies surrounding the extradition agreement between the | :12:22. | :12:25.
UK and the US and critics say it is easier to extradite somebody from | :12:25. | :12:30.
here than from the US, due to a different burden of proof. | :12:30. | :12:34.
Prosecutors in America think that if there is an extradition request, | :12:34. | :12:39.
he has a duty to surrender himself to the United States authorities | :12:39. | :12:43.
immediately and if he doesn't, he can be treated as a putative and | :12:43. | :12:49.
not get bail. Christopher Tappin's lawyers are to appeal against the | :12:49. | :12:54.
bail decision. This is our top story tonight: | :12:54. | :12:56.
Hosepipe bans are to be introduced throughout the South East following | :12:56. | :13:00.
one of the driest years on record. Seven water companies are bringing | :13:00. | :13:04.
in the measures on April 5th, affecting millions of customers. | :13:04. | :13:08.
Also in tonight's programme: After the spectacular demolition, | :13:08. | :13:12.
the big clean up. We take a look at the destruction of the former | :13:12. | :13:15.
Richborough Power Station. And remembering when the nation | :13:16. | :13:18.
grieved for the People's Princess, but not Diana. Charlotte, nearly | :13:18. | :13:28.

The widow of a Sussex teacher who died from cancer claims he was | :13:31. | :13:35.
killed by asbestos dust that settled on the books he used. Susan | :13:35. | :13:38.
Beck is claiming hundreds of thousands of pounds in damages from | :13:38. | :13:41.
East Sussex County Council for failing to protect him during his | :13:41. | :13:51.
:13:51. | :13:53. | ||
teaching career in Eastbourne. Neville Beck taught history at this | :13:53. | :14:00.
call in Eastbourne for 26 years and left in 1998, and died aged 71 | :14:00. | :14:06.
several years later. His wife believed he was affected by | :14:06. | :14:11.
asbestos from a cupboard in his classroom. We realised the cupboard | :14:11. | :14:16.
had two asbestos shells. He was using the cupboard every day to | :14:16. | :14:21.
keep his books and pens and pencils. Also his overhead projector which | :14:21. | :14:26.
they used in the Seventies and every time he put a pile of books | :14:26. | :14:32.
on the shelf, the dust came up and Dean held it. His family claimed | :14:32. | :14:38.
200,000 in compensation from the local authority. We asked the | :14:38. | :14:41.
council for a statement but they said they were unable to comment | :14:42. | :14:45.
because the case is ongoing. But the school has been rebuilt since | :14:45. | :14:53.
Neville Beck left in 1998. It is not alone, a BBC investigation | :14:53. | :15:00.
found 90% of schools in the South East contain asbestos in some form. | :15:00. | :15:10.
One teacher and mother is dying because of asbestos. In the old | :15:10. | :15:14.
schools, the asbestos will be taken out. Since the funding has changed, | :15:14. | :15:21.
it hasn't happened. East Sussex County Council say they take their | :15:21. | :15:30.
responsibilities for asbestos management extremely seriously. | :15:30. | :15:33.
Work has begun to clear thousands of tonnes of rubble following the | :15:33. | :15:37.
demolition of the Richborough cooling towers in Thanet. The 100m- | :15:37. | :15:40.
tall concrete landmarks at the former power station were put up 50 | :15:40. | :15:46.
years ago, but came down in less than 20 seconds yesterday. The land | :15:46. | :15:50.
will be used to generate power in a more environmentally friendly way, | :15:50. | :16:00.
as our environment correspondent reports. | :16:00. | :16:05.
Sacrificial cameras caught the moment explosive spit cooling tower | :16:05. | :16:14.
number one. -- Split. That brief show was two months in the planning. | :16:14. | :16:20.
It went precisely to plan. They now have 18,000 tons of concrete to | :16:20. | :16:25.
clean up. The remainder of the towers will be brought down, to | :16:25. | :16:32.
make a base for what is planned for the site. It is for a green energy | :16:32. | :16:37.
park, to bring energy in generation back to the site, but this time | :16:37. | :16:43.
without fossil fuels. This time we are talking about an aerobic | :16:43. | :16:53.
digestion. And other things. will bring in an electricity cable | :16:53. | :16:58.
linked to share power with Belgian. It is iconic to see the end of this | :16:58. | :17:04.
oil fired station. People thought it was not environmentally friendly. | :17:04. | :17:09.
And now something that will allow and enable more use of renewable | :17:09. | :17:15.
energy, particularly intermittent energy. People came out in their | :17:15. | :17:24.
thousands. Cameras at the ready. Some thought of them as an icon. | :17:24. | :17:29.
Others thought they were an eyesore. Whichever way, the old industry | :17:29. | :17:39.
:17:39. | :17:42. | ||
will make way for new. And then they were gone! | :17:42. | :17:45.
It was an extraordinary weekend for the South East's leading football | :17:45. | :17:50.
teams. Their four games contained no fewer than 19 goals. But as Neil | :17:50. | :17:59.
Bell reports, Brighton and Hove Albion were the only winners. | :18:00. | :18:04.
Rodriguez Vicente! Brighton continued their unbeaten run but | :18:04. | :18:09.
did not go ahead until 15 minutes from time thanks to the super | :18:09. | :18:15.
substitute's free-kick. For a remarkable seventh time, they | :18:15. | :18:19.
scored in the 80th minute or later. It was Rodriguez Vicente again who | :18:19. | :18:27.
made sure they return to the play- off places. The weekend got better | :18:27. | :18:29.
when the manager one the outstanding managerial achievement | :18:29. | :18:36.
prize. I am lucky to be at Brighton now. There have been plenty of | :18:36. | :18:41.
managers in the last ten years. I was the lucky one to be there at | :18:41. | :18:46.
the right time. Charlton suffered a second embarrassing home defeat in | :18:46. | :18:51.
five days. A hat-trick from Jonathan Forte put Notts County | :18:51. | :18:55.
four up at half-time. Charlton rallied after the break, thanks to | :18:55. | :19:02.

ourselves on defending and doing the basics right. We did not do | :19:13. | :19:18.
that today. Gillingham trailed Crewe a half-time. The second half | :19:18. | :19:25.
was dramatic with six more goals and a sending off. Paszek made it | :19:25. | :19:32.

Princess Charlotte was adored by the 19th-century public, but she | :19:58. | :20:02.
has been largely forgotten in modern times. But a new exhibition | :20:02. | :20:11.
at Brighton Pavilion is aiming to change that. Sara Smith is there. | :20:11. | :20:14.
Brighton Pavilion was her family home? | :20:14. | :20:20.
Yes it was bought by her father as a seaside retreat. He was then | :20:20. | :20:23.
Prince of Wales and he became George IV. After a miserable | :20:24. | :20:28.
childhood, it seemed she was happy when she came here and so it is | :20:28. | :20:32.
fitting this is where we look back at her life and the impact of her | :20:32. | :20:42.

to be because her parents were so popular. She was called the | :21:13. | :21:20.
daughter of England, hope the a new beginning. Her childhood was marred | :21:20. | :21:25.
by her parents' separation. She died at 21. This exhibition charts | :21:26. | :21:34.
the life of a forgotten Princess. It her father's seaside residence | :21:34. | :21:40.
that she began the happiest period of her life. She met Prince Leopold, | :21:40. | :21:45.
the man she would marry. She said she had perfectly decided and made | :21:45. | :21:50.
up her mind to marry and the person she had fixed on was Prince Leopold. | :21:50. | :21:55.
Within a year and a half of marriage, she was dead, dying | :21:55. | :22:02.
shortly after the delivery of her stillborn son. It was like when | :22:02. | :22:09.
Diana died. A huge outpouring of grief. The once Victoria ascended | :22:09. | :22:14.
the throne, she was pushed to the back of the public memory. | :22:14. | :22:20.
We hope this exhibition will bring her back to public prominence. | :22:20. | :22:24.

story. If Charlotte and her son survived, | :22:34. | :22:38.
she would have been Queen and he would have been cleaned. Instead, | :22:39. | :22:46.
the Crown moved to a young cousin, Victoria, and it is her great-great | :22:46. | :22:51.
granddaughter who is now celebrating her Diamond Jubilee. | :22:51. | :22:56.
We will go back to our top story and the news that water companies | :22:56. | :23:01.
across Kent, Sussex and Surrey are bringing in hosepipe bans to try to | :23:01. | :23:08.
conserve water supplies. Seven -- seven firms are bringing in | :23:08. | :23:18.
:23:18. | :23:18. | ||
restrictions. Our reporter is joining Ardingly Reservoir. The | :23:19. | :23:22.
water company said they have no choice but to impose a ban. | :23:22. | :23:31.
They do, because this reservoir is only 49% full. Normally, at this | :23:31. | :23:39.
time of year, it would be 100% full. If it were a full, the water level | :23:39. | :23:49.
:23:49. | :23:52. | ||
would B6 metres above my head. -- would be. | :23:52. | :23:57.
Earlier we asked if you thought the water companies were right to | :23:57. | :24:02.
introduce a hosepipe ban. Thank you for your comments. | :24:02. | :24:06.
Susan Martin said she is sick of companies taking profits while | :24:06. | :24:11.
still allowing water to leak away through old pipe systems. And we | :24:12. | :24:16.
continued to build more houses in areas that are struggling with | :24:16. | :24:23.
natural resources, she says. Another says if the companies | :24:23. | :24:26.
introduce a ban, will they lower their prices? If we cannot use it, | :24:26. | :24:32.
why should we pay for it? John says tap water is increasingly | :24:32. | :24:35.
expensive with another above- inflation increase and a hosepipe | :24:35. | :24:40.
ban will have little effect because many households are metered and | :24:40. | :24:44.
find it too expensive to use a hosepipe. And another says they | :24:44. | :24:50.
should focus on fixing the leaks more quickly. That way we will not | :24:50. | :24:57.
more quickly. That way we will not lose so water. And now the weather. | :24:57. | :25:07.
:25:07. | :25:07. | ||
We might get some rain next weekend, but for the next week it will be | :25:07. | :25:15.
the same, cloud and Miles. Sunshine breaking through if you are lucky - | :25:15. | :25:24.
- cloud and it will be mild. Towards the end of the week, there | :25:24. | :25:29.
could be systems coming in from the Atlantic and bringing outbreaks of | :25:29. | :25:35.
rain. That is only half the story. It is quite warm at the moment. As | :25:35. | :25:41.
we head into the weekend, that front will move south and introduce | :25:41. | :25:45.
cooler air. It will be pretty different when we get to the | :25:45. | :25:51.
weekend. Before then, more of the same. Today, cloudy in the eastern | :25:51. | :25:57.
parts of Kent. That has been feeding further westward. It made a | :25:57. | :26:07.
:26:07. | :26:08. | ||
big difference to the temperatures this afternoon. Getting up to 18 | :26:09. | :26:12.
degrees this afternoon where they had sunshine, whereas to the east, | :26:12. | :26:21.
they struggled around eight degrees. The grey weather will head | :26:21. | :26:31.
:26:31. | :26:31. | ||
westwards. There will be fog in places. Not a particularly cold | :26:31. | :26:38.
night. Tomorrow, a grey start. Some fog around, too. It will slowly | :26:39. | :26:48.
:26:49. | :26:49. | ||
brighten up, but not as much as today. And that is it for now. | :26:49. | :26:56.
Thank you very much. 18 degrees! Or on Friday, we will be in | :26:56. | :27:01.
