traditionally dry, so it is as prepared as it can be to deal with

these conditions, but its decision today to introduce a hosepipe ban

is about conserving water as early as we can so more severe

:02:24.:02:28.

restrictions don't have to be put in place later. We know it has a

:02:28.:02:32.

hosepipe ban but the restrictions apply to the watering of public

:02:32.:02:36.

parks and gardens, and filling up swimming pools and ponds. All three

:02:36.:02:40.

water companies in the South East are announcing restrictions so it

:02:40.:02:43.

is something we will have to consider. The price of ignoring it

:02:43.:02:51.

could land you with a �1,000 fine. It is not to match for this town.

:02:51.:02:57.

It is bidding to win a competition. We have about 50 shops. They take a

:02:57.:03:03.

bit of watering. We have got a bit of water from the rooftops of the

:03:03.:03:10.

town, which holds 1,000 litres. But we cannot totally rely on that.

water companies say the announcements are an attempt to

avert the water rationing seen in the 1970s but with the sunshine

:03:18.:03:22.

training and no sun -- no sign of the rain, a preparation for the

summer needs to start now. The new water restrictions are

going to affect you wherever you live in the South East. Southern,

South East, Thames, and Sutton and East Surrey are among the water

companies bringing in hosepipe bans in the face of drought conditions.

They say a garden sprinkler uses over 1,000 litres of water per hour,

:03:40.:03:44.

enough to supply a family of six for a whole day. Southern Water say

:03:44.:03:47.

their last summer hosepipe ban helped save 43 million litres of

:03:47.:03:51.

water per day. The water restrictions will not only affect

:03:51.:03:59.

gardeners. This is a temporary measure. It will be in place

:03:59.:04:03.

throughout the summer. We have had so little rain that the deficit of

:04:03.:04:07.

rain is about 1 ft, so we will need a lot of rain for a long time to

:04:07.:04:11.

get the ground water back where we needed to be and things back on an

:04:11.:04:16.

even keel. Filling swimming pools or paddling pools will be banned.

:04:16.:04:19.

You won't be able to wash your car with a hosepipe. And although

:04:19.:04:22.

taking a bath won't be banned, the water companies are urging us all

:04:22.:04:26.

to take showers instead. Well, David Shore is Operations Director

did more to stop hundreds of millions of litres of water leaking

away this hosepipe ban wouldn't be needed, would it?

Well... That is not exactly true. We have an excellent track record

:04:51.:04:55.

on released -- reducing leakage. We have been set tough targets by the

:04:55.:04:59.

regulators and we have met those targets every year for the last 11

:04:59.:05:04.

years, so we are doing our bit, but up the moment we are increasing

:05:04.:05:08.

resources, we have put 25% more people in to drive leakage down

:05:08.:05:14.

below that target, so we are doing our but as well. If you are

:05:14.:05:18.

entirely serious about reducing water usage over time, should you

:05:18.:05:23.

not be introducing water meters for every customer? Well, we are. We

:05:23.:05:27.

started a programme of metering all of our domestic customers in August

:05:27.:05:33.

of last year, and we are installing 1,000 metres a week. The plan is to

:05:34.:05:40.

have all of these domestic customers metered by 2020. What

:05:40.:05:44.

other options are you looking at? If this is going to become a

:05:44.:05:49.

recurrent problem over the next few decades, are you looking at longer

:05:49.:05:57.

term solutions? Like all water companies, we produced a 25 year

:05:57.:06:01.

Water Resources Plan. That was in 2010. That includes a number of

:06:01.:06:08.

measures. There was metering, which is being implemented, and

:06:08.:06:12.

developing new resources, reducing leakage, and it looked at water

:06:12.:06:17.

efficiency. Part of the plan is also to try to build two new

:06:17.:06:24.

reservoirs, one in Kent and one in Sussex. OK, thank you very much.

would the levy work in practice? Well, pubs, clubs and off-licences

amount would vary. Local authority is could use a proportion of that

money to help contribute towards the cost of policing the night-time

economy. Night life in our big towns can be

ugly at times, with alcohol-fuelled disorder meaning more police are

:07:45.:07:50.

needed. There are proposals now to get late-night pubs, clubs and off-

:07:50.:07:54.

licences to contribute to the cost of that. Licensees do not like that

:07:54.:08:00.

idea. I think to impose further costs on already overburdened

:08:00.:08:06.

industries isn't the solution on the problem. We contribute so much

:08:06.:08:10.

revenue in various different ways that we are the wrong people to

:08:10.:08:14.

look at if there is more police needed on the streets. The late-

:08:14.:08:19.

night levy could cost as much as �4,500 a year and landlords

:08:19.:08:22.

described it as a stealth tax and say they are already paying the

:08:22.:08:26.

highest business rates and a folk - - forking out for expensive

:08:26.:08:31.

security staff. An extra 45 officers are often needed to keep

:08:31.:08:35.

the streets safe in Brighton alone. There are certain parts of the city

:08:35.:08:40.

where there is a high concentration of clubs, where people come out of

:08:40.:08:44.

those clubs into the streets, and it is up to the police to have then

:08:44.:08:50.

pick up the pieces and deal with those, very often at 5 am. But some

:08:50.:08:55.

feel that pubs and clubs are not the sole cause of the problem.

:08:55.:08:59.

There is a lot of freeloading, which is drinking at home, meaning

:08:59.:09:04.

people are coming onto the streets, 10pm, and they are already

:09:04.:09:10.

inebriated. And we are taking the brunt for that action. What is

:09:10.:09:13.

something the Government needs to tackle, and if it is beyond their

:09:13.:09:17.

hands, we cannot do anything about it. Officers are meeting with the

:09:17.:09:20.

Home Office to discuss the night- time levy and they hope the

:09:20.:09:24.

measurable help them tackle the issues arising from the misuse of

:09:24.:09:30.

alcohol. The misuse of alcohol is the --

:09:30.:09:33.

causing major problems, but the night-time economy also has

:09:33.:09:36.

significant value. Local a authorities will have to walk a

:09:36.:09:40.

fine blind if they are to solve the problems without putting too many

:09:40.:09:44.

people out of business. -- a fine line.

A serial sex attacker who violently raped a complete stranger was

council for a statement but they said they were unable to comment

because the case is ongoing. But the school has been rebuilt since

Neville Beck left in 1998. It is not alone, a BBC investigation

found 90% of schools in the South East contain asbestos in some form.

One teacher and mother is dying because of asbestos. In the old

schools, the asbestos will be taken out. Since the funding has changed,

it hasn't happened. East Sussex County Council say they take their

responsibilities for asbestos management extremely seriously.

Work has begun to clear thousands of tonnes of rubble following the

:15:33.:15:37.

demolition of the Richborough cooling towers in Thanet. The 100m-

tall concrete landmarks at the former power station were put up 50

years ago, but came down in less than 20 seconds yesterday. The land

:15:46.:15:50.

will be used to generate power in a more environmentally friendly way,

:15:50.:16:00.

Sacrificial cameras caught the moment explosive spit cooling tower

It was an extraordinary weekend for the South East's leading football

Diana died. A huge outpouring of grief. The once Victoria ascended

ban will have little effect because many households are metered and

should focus on fixing the leaks more quickly. That way we will not
