Bishop of Chichester comes as the Church continues to be plagued by

and so I think we can look to their future with confidence on that

Christian church here. Dr Martin Warner will formally take up his

position as the Bishop of Chichester later this year.

What more can you tell us about Dr Warner?

He is 53, he is the current Bishop of Whitby in the diocese of York

and he is a former canon of St Paul's Cathedral. He is known as a

traditionalist and he is also known for the fact that he refuses to

:03:50.:03:54.

ordain women priests, which will no doubt disappoint some, but he also

:03:54.:03:59.

has a reputation for bringing together people from a wide section

:04:00.:04:04.

of theological positions and views. People will be looking to him to

:04:04.:04:08.

reveal the reputation that has been damaged by these scandals over the

:04:08.:04:12.

last few years, but he had told me that one man can't change a

:04:12.:04:17.

reputation. He wants to focus on making sure the diocese is a place

:04:17.:04:25.

where people feel and are safe. A deal to take over Thamesteel has

fallen through in the last 24 hours. The administrators for the steel

mill in Sheerness had been in discussions with a potential buyer

A Sussex toddler has been banned from playing peek-a-boo because it

could kill her. Two-year-old Abi Marshall from Crawley has a rare

condition, which means the slightest shock or surprise could

cause her heart to stop beating. Anything which could startle her,

:06:47.:06:50.

she will go completely unconscious. Initially doctors thought it was a

common problem in children breath holding. Then they thought it was

epilepsy. But finally, more than a year and a half after her first fit,

:07:44.:07:49.

she was diagnosed with a rare condition caused by an

:07:49.:07:53.

underdeveloped main nerves. thought she had gone, she was only

:07:53.:07:58.

10 months old. We honestly didn't think she was coming back. We

:07:58.:08:03.

didn't know why. But children don't just pass out like that. Abi has

:08:03.:08:09.

three sieges a week. We can't go to a playground and let her run around

:08:09.:08:13.

with the other kids because if I am not there to capture, she will fall

:08:13.:08:17.

to the ground and we do not want her to hurt herself. She does

:08:17.:08:21.

everything that other kids do, she just does it with us right behind

:08:21.:08:27.

her. Abi is now waiting for tests. The fix last a minute but the

polls in Hastings and Crawley as well as in Tandridge in Surrey.

A private development company could be lent �14 million of public money

to build a futuristic viewing tower on Brighton seafront. The city

council is going to decide whether to lend money to ensure the i360 is

:09:27.:09:30.

built. The total cost will be �35 million

:09:30.:09:33.

but the authority believes the tower, which will stand more than

:09:33.:09:38.

500 feet tall, will help regenerate the city. Mark Norman joins live

:09:38.:09:45.

from the city. Mark, how likely is it that the project will be given

:09:45.:09:48.

the go-ahead? It is far more likely that if it

:09:48.:09:53.

does get built, this is what it is going to look like. These have been

at the seafront for some time. It could replace the West Pier as the

main tourist attraction at this end of the city. Some developments do

we will lend it to the i360 team. There is an interest difference

there which will probably give us about half a million pounds a year.

There will also be any income from increased business rates, which

will come back to the council, and we will be taking on the scent of

The developers have raised 18 million but need 35 million to

finish the project. Once it is built, it is hoped the tower will

would spend upwards of �5 million in Brighton. The tower could also

create 154 jobs and boost local business. The developer is

understandably keen to get going. think we will be able to start

within a few months of the funding been formally agreed. We have got a

:11:35.:11:40.

two-year construction programme and we are raring to go. There are

:11:40.:11:43.

strict government guidelines for councils to borrow and lend money

:11:43.:11:47.

failed to pass the Marine Conservation's test for bacteria,

which could mean pollution from sewage on animal waste. That is not

good for swimmers or for the council keen to get tourists.

depend greatly on tourism and we have the 10 beaches that are

excellent and mostly this beach was excellent, except for two readings,

so we want to make sure it does not happen again. Heaving water quality

:15:31.:15:36.

can fluctuate depending on rainfall. Due to heavy rainfall, which we are

:15:36.:15:43.

seeing a lot of the moment, raw sewage can sometimes be discharged.

:15:43.:15:49.

That will cause failures in bathing water. -- in standards of that. We

:15:49.:15:55.

want to the public to be informed when that happens. I imagine if

:15:55.:16:00.

they get their act together, things can improve. It is concerning, but

it cannot be perfect in every place, with this sort of coastline.

Understandably, nobody is swimming today, but at this beach, it is one
