best safeguards in place saying serious failures that allowed two | :01:24. | :01:27. | |
paedophile priests Roy Cotton and Colin Pritchard to sexually abuse | :01:27. | :01:33. | |
boys in Eastbourne in the 1970s and '80s will not happen on his watch. | :01:33. | :01:42. | |

says he is acutely aware of. Every diocese takes a very, very | :02:02. | :02:08. | |
seriously any damage to a person's life that has been caused by a | :02:08. | :02:12. | |
priest or a person in a position of trust and responsibility, and that | :02:12. | :02:20. | |
of course is absolutely fundamental. How Webber, I think we are also | :02:20. | :02:24. | |
clear that the policies that are now in place and have been in place | :02:24. | :02:31. | |
for some time have changed the working culture. The historic | :02:31. | :02:35. | |
allegations were highlighted by the BBC in 20th October 10. It was | :02:35. | :02:38. | |
revealed that two paedophile because had been allowed to | :02:38. | :02:46. | |
continue working in the Church -- October, 2010. There was an | :02:46. | :02:50. | |
investigation and then in June, 2011, the diocese offered an | :02:50. | :02:57. | |
official apology to the victims. Since then two other priests have | :02:57. | :03:02. | |
been arrested and a new inquiry has been set up by the Archbishop of | :03:02. | :03:07. | |
Canterbury's office. I am reassured and confident that the diocese of | :03:07. | :03:12. | |
Chichester is a place where people not only feel safe but are safe, | :03:12. | :03:16. | |
and so I think we can look to their future with confidence on that | :03:16. | :03:21. | |
score and be ready to tell a much wider story about the life of the | :03:21. | :03:25. | |
Christian church here. Dr Martin Warner will formally take up his | :03:25. | :03:27. | |
position as the Bishop of Chichester later this year. | :03:28. | :03:31. | |

He is 53, he is the current Bishop of Whitby in the diocese of York | :03:40. | :03:46. | |
and he is a former canon of St Paul's Cathedral. He is known as a | :03:46. | :03:50. | |
traditionalist and he is also known for the fact that he refuses to | :03:50. | :03:54. | |
ordain women priests, which will no doubt disappoint some, but he also | :03:54. | :03:59. | |
has a reputation for bringing together people from a wide section | :04:00. | :04:04. | |
of theological positions and views. People will be looking to him to | :04:04. | :04:08. | |
reveal the reputation that has been damaged by these scandals over the | :04:08. | :04:12. | |
last few years, but he had told me that one man can't change a | :04:12. | :04:17. | |
reputation. He wants to focus on making sure the diocese is a place | :04:17. | :04:25. | |
where people feel and are safe. A deal to take over Thamesteel has | :04:25. | :04:30. | |
fallen through in the last 24 hours. The administrators for the steel | :04:30. | :04:33. | |
mill in Sheerness had been in discussions with a potential buyer | :04:33. | :04:37. | |
and hopeful a sale would be agreed. 350 staff lost their jobs when the | :04:37. | :04:40. | |
firm went into administration in January. Now a further 20 kept on | :04:40. | :04:44. | |
to keep the site ticking over are to go. | :04:44. | :04:48. | |
Another devastating blow for the workers hoping to get their jobs | :04:48. | :04:53. | |
back. A lot of guys were hoping for good news this week, with the | :04:53. | :04:57. | |
company being bought, but it is another damaging blow to everyone, | :04:57. | :05:03. | |
to find out they had just laid off another 20 people. I have been | :05:03. | :05:06. | |

could kill her. Two-year-old Abi Marshall from Crawley has a rare | :06:41. | :06:43. | |
condition, which means the slightest shock or surprise could | :06:43. | :06:47. | |
cause her heart to stop beating. Anything which could startle her, | :06:47. | :06:50. | |
from a door slamming to a game to make her giggle, is off-limits, as | :06:50. | :06:54. | |

epilepsy. But finally, more than a year and a half after her first fit, | :07:44. | :07:49. | |
she was diagnosed with a rare condition caused by an | :07:49. | :07:53. | |
underdeveloped main nerves. thought she had gone, she was only | :07:53. | :07:58. | |
10 months old. We honestly didn't think she was coming back. We | :07:58. | :08:03. | |
didn't know why. But children don't just pass out like that. Abi has | :08:03. | :08:09. | |
three sieges a week. We can't go to a playground and let her run around | :08:09. | :08:13. | |
with the other kids because if I am not there to capture, she will fall | :08:13. | :08:17. | |
to the ground and we do not want her to hurt herself. She does | :08:17. | :08:21. | |

polls in Hastings and Crawley as well as in Tandridge in Surrey. | :09:17. | :09:20. | |
A private development company could be lent �14 million of public money | :09:20. | :09:24. | |
to build a futuristic viewing tower on Brighton seafront. The city | :09:24. | :09:27. | |
council is going to decide whether to lend money to ensure the i360 is | :09:27. | :09:30. | |
built. The total cost will be �35 million | :09:30. | :09:33. | |
but the authority believes the tower, which will stand more than | :09:33. | :09:38. | |
500 feet tall, will help regenerate the city. Mark Norman joins live | :09:38. | :09:45. | |

the go-ahead? It is far more likely that if it | :09:48. | :09:53. | |
does get built, this is what it is going to look like. These have been | :09:53. | :09:57. | |

main tourist attraction at this end of the city. Some developments do | :10:02. | :10:06. | |
not make it, I think of them are renin development that did not | :10:06. | :10:11. | |
happen, but with this extra money, the i360 tower is far more likely | :10:11. | :10:15. | |
to be happening and to be built right here, on Brighton seafront. | :10:15. | :10:21. | |
The vision is for the i360 tower to rise above the sea front. Planning | :10:21. | :10:26. | |
permission was granted in 2006 but nothing has been built because the | :10:26. | :10:30. | |
developers have only raised half of the money. Now the council are | :10:30. | :10:34. | |
planning on borrowing �40 million themselves, to learn that money to | :10:34. | :10:39. | |
the developer to get things moving. We will borrow the money and then | :10:39. | :10:43. | |
we will lend it to the i360 team. There is an interest difference | :10:43. | :10:48. | |
there which will probably give us about half a million pounds a year. | :10:48. | :10:51. | |
There will also be any income from increased business rates, which | :10:51. | :10:56. | |
will come back to the council, and we will be taking on the scent of | :10:56. | :11:03. | |
that ticket revenue. The tower will rise 175 metres above the sea front. | :11:03. | :11:07. | |
The developers have raised 18 million but need 35 million to | :11:07. | :11:11. | |
finish the project. Once it is built, it is hoped the tower will | :11:11. | :11:16. | |
attract up to 800,000 visitors every year. That many tourists | :11:16. | :11:22. | |
would spend upwards of �5 million in Brighton. The tower could also | :11:22. | :11:25. | |
create 154 jobs and boost local business. The developer is | :11:25. | :11:30. | |
understandably keen to get going. think we will be able to start | :11:30. | :11:35. | |
within a few months of the funding been formally agreed. We have got a | :11:35. | :11:40. | |
two-year construction programme and we are raring to go. There are | :11:40. | :11:43. | |
strict government guidelines for councils to borrow and lend money | :11:43. | :11:47. | |
this break but local people off still sceptical. I disagreed with | :11:48. | :11:52. | |
the idea of the council they are earning money to do a fancy being | :11:52. | :11:58. | |
when no money is spent on improving what we have. -- do a fancy thing. | :11:58. | :12:03. | |
Why not? Stimulating a development has got to be a good thing. It is a | :12:03. | :12:07. | |
good idea but I think the council should do it themselves! A final | :12:07. | :12:12. | |
