leads his life, in a wheelchair, unable to communicate without | :01:40. | :01:44. | |

compensation deal will pay for their help needed to make that like | :01:47. | :01:52. | |
a little easier. For him, his parents, his brother and sister. | :01:52. | :01:58. | |

people to get him out of bed when he's older and beat him, when we | :02:02. | :02:10. | |

night. What happened seven years ago at the Princess Royal Hospital | :02:19. | :02:23. | |
was, a hospital trust admits, unacceptably poor care. For 12 | :02:23. | :02:27. | |
hours, no midwife monitored the baby's heart rate in the womb. If | :02:27. | :02:30. | |
his mother had been given a caesarean just 20 minutes earlier, | :02:30. | :02:35. | |
the brain damage could have been prevented. The family's legal | :02:35. | :02:38. | |
team's and destination makes startling reading. Midwives were | :02:38. | :02:41. | |
aware that Samantha was at risk. They failed to provide basic | :02:41. | :02:45. | |
midwifery care through monitoring and record-keeping. Their | :02:45. | :02:49. | |
conclusion was this was a tragic catalogue of errors. The trust | :02:49. | :02:53. | |
disputes none of this. In a statement, the spokesman said they | :02:53. | :02:57. | |
were exceptionally Surrey. Concluding, we have learnt lessons | :02:57. | :03:00. | |
and changed practice as a result. But it's not the first time it's | :03:00. | :03:05. | |
happened at this hospital trust. Three years ago, Ella Bryant Brand | :03:05. | :03:11. | |

a great sense of humour and a bright mind. But they also said | :03:38. | :03:41. | |
they hope no other parents will have to go through what they went | :03:41. | :03:44. | |
through. The incident happened at the Princess Royal in Haywards | :03:45. | :03:50. | |

happen in this case. The family did have to get lawyers involved, but | :04:14. | :04:18. | |
once they were involved, the trust rapidly accepted the stakes were | :04:18. | :04:22. | |
made. Tonight, the family want to put the legal side of things behind | :04:22. | :04:26. | |
them, grateful that he this has been resolved, but they are really | :04:26. | :04:30. | |
hoping that when the trust says things have changed as a result, | :04:30. | :04:33. | |
that it really mean it. Government minister is warning | :04:33. | :04:35. | |
plans for drug consumption rooms in Brighton and Hove could encourage | :04:35. | :04:40. | |
illegal drug-taking. As we reported last night, public health officials | :04:40. | :04:43. | |
are considering providing places for addicts to take illegal drugs | :04:43. | :04:45. | |
without fear of prosecution, under professional supervision. The | :04:45. | :04:47. | |
Commons Leader, Andrew Lansley, says the Government won't back | :04:47. | :04:56. | |
plans which break drug laws. Permitting premises to be used or | :04:56. | :05:00. | |
consuming or possessing substances controlled under section 8 or the | :05:00. | :05:05. | |
Misuse of Drugs Act is illegal under UK law. We've not seen | :05:05. | :05:08. | |
detailed proposals. The establishment of operation of drug | :05:08. | :05:13. | |
injection roots risks... And carries significant risk of harm | :05:13. | :05:17. | |

the Government. This appears not just to be a difference of opinion, | :05:31. | :05:34. | |
but a difference of real instinct on which way to go on this issue. | :05:34. | :05:38. | |
That is important because if these drug rooms were to happen, if they | :05:38. | :05:42. | |
were to be given some sort of legal status, then that would require the | :05:42. | :05:46. | |
backing of the government. There are always going to be arguments | :05:46. | :05:50. | |
between those in favour of this, who say it could reduce drug deaths | :05:51. | :05:54. | |
and could help to take drug taking off the streets of Brighton. And | :05:54. | :05:58. | |
those on the other side of the argument, who fear it could be seen | :05:58. | :06:02. | |
to condone drug use, that it could make the problem even worse and | :06:02. | :06:07. | |
even bring more drug-users into the city. In Brighton, as we were | :06:07. | :06:11. | |
hearing, there appears to be agreement among Conservative | :06:11. | :06:15. | |
councillors that this is a good idea and well worth a try. It is | :06:15. | :06:23. | |
clear tonight that the government remains far to be convinced. South | :06:23. | :06:26. | |
east patients are having to wait up to 11 that was to be called back by | :06:26. | :06:31. | |
the new NHS 111 Serbest. A leaked internal NHS document reveals that | :06:31. | :06:35. | |
over the Easter period, just over 22 % of calls were answered within | :06:35. | :06:40. | |
the target time of 60 seconds. The longest wait for a call back here | :06:40. | :06:46. | |
in the south-east was 11 hours and 29 minutes, on March 30th. And on | :06:46. | :06:50. | |
the same day, the longest wait for a recall to be answered was 21 | :06:50. | :06:56. | |
minutes. Our reporter is in Brighton now. How is the system | :06:56. | :07:02. | |
meant to work? 111 is the new Health Helpline. It started in | :07:02. | :07:07. | |
March and is gradually due to replace NHS Direct altogether. It's | :07:07. | :07:10. | |
a 24 hour number, and it's the number you call if you have an | :07:10. | :07:13. | |
urgent health concern but don't feel you need to call an ambulance. | :07:13. | :07:18. | |
You get assessed and then directed to the appropriate place, beer and | :07:18. | :07:21. | |
out-of-hours doctor or emergency dentist. But these figures show | :07:21. | :07:26. | |
that doesn't seem to be having -- happening he effectively. One user | :07:26. | :07:30. | |
described the service today as horrendous. Every step is a | :07:30. | :07:35. | |

hours to get some morphine, which he says by that point be | :08:13. | :08:16. | |
desperately needed. He said he didn't want to go to A&E because | :08:16. | :08:19. | |
he'd heard they were busy, but feels the new system needs to be | :08:19. | :08:24. | |
better managed. Even the doctors don't know what's going on. They've | :08:24. | :08:28. | |
said to me it is a shambles. If the doctors are saying that, something | :08:28. | :08:33. | |
is it really wrong. He complained to South East Coast Ambulance | :08:33. | :08:36. | |
Service and they responded, saying they were sorry to hear of the | :08:36. | :08:40. | |
problems and said they are investigating his complaint. The | :08:40. | :08:44. | |
south-east coast Ambulance Service NHS Foundation Trust, which runs | :08:44. | :08:47. | |
the 111 service here in the south- east, says it is still at a very | :08:47. | :08:50. | |
early stage. It says they are still learning about the different | :08:50. | :08:54. | |
reasons why patients access the service and about the best way to | :08:54. | :09:01. | |
respond to their needs. So why was the service introduced? The 24 hour | :09:01. | :09:05. | |
line is supposed to make it easier to access a range of healthcare | :09:05. | :09:09. | |
services in non-emergency situations. Initially, there were | :09:09. | :09:12. | |
four pilot schemes across the country, and it was hoped the new | :09:12. | :09:15. | |
service would be more cost- effective and efficient, shaving | :09:15. | :09:21. | |
off millions from the health budget by phasing out the costly �123 | :09:21. | :09:24. | |
million a year NHS Direct. But an official independent report | :09:24. | :09:27. | |
commissioned by the Department of Health claimed it could cost as | :09:27. | :09:33. | |
much as an extra �7 million a year. Some doctors say the service isn't | :09:33. | :09:36. | |
fit or purpose. The whole thing should be suspended until it can be | :09:36. | :09:40. | |
made to run in this a fashion. The difficulty is this is being driven | :09:40. | :09:46. | |
by political ideology rather than clinical need. As a result, it is | :09:46. | :09:48. | |
being driven through regardless of the fact that it's not working | :09:48. | :09:52. | |
properly. It should be suspended until such time as it can be made | :09:52. | :09:57. | |
to work in a safe and sensible fashion. South-east coast Ambulance | :09:57. | :10:00. | |

they recognise there is a need for improvement and are working to | :10:04. | :10:08. | |
