Sevenoaks. The trust responsible has admitted that Grant Clark was given | :01:19. | :01:25. | |
appalling treatment, only revealed when his partner set up the camera | :01:26. | :01:34. | |
footage by his bedside. The trust has now apologised to the | :01:35. | :01:55. | |
family. He didn't have his teeth brushed or | :01:56. | :02:04. | |
his armpits washed. The secret filming picked up | :02:05. | :02:15. | |
shocking standards of care. There is needed because of the risk | :02:16. | :02:18. | |
of infection. Although she uses an antiseptic wipe, when it gets | :02:19. | :02:23. | |

The trust has had a troubled few years. In 2011, the Care Quality | :05:22. | :05:29. | |
Commission demanded it improve its services. It was criticised again in | :05:30. | :05:33. | |
August after a man stabbed his patient wife. The most recent | :05:34. | :05:43. | |
inspection in September said that improvements had been made and there | :05:44. | :05:50. | |
were no areas of concern. Our Political Editor Louise Stewart | :05:51. | :05:54. | |
joins us now. Louise, this comes on the day that the Health Secretary | :05:55. | :05:58. | |
has said the NHS in England needs to undergo a "profound transformation" | :05:59. | :06:01. | |
to create an open, honest and learning culture. | :06:02. | :06:10. | |
This is all in response to the deaths at the Mid Staffordshire | :06:11. | :06:19. | |
trust. Kent and Medway Social Care Partnership Trust is one of the | :06:20. | :06:24. | |
largest. It has faced a number of challenges, not least because of | :06:25. | :06:29. | |
increasing demand. There have been an increasing number of mental | :06:30. | :06:34. | |
health patients. In a statement, they said that they had introduced a | :06:35. | :06:38. | |
robust action plan to address concerns, it including increasing | :06:39. | :06:55. | |
nursing levels. The last remaining anti`fracking | :06:56. | :06:58. | |
protestors have been evicted from their camp in Balcombe in West | :06:59. | :07:01. | |
Sussex. The protestors set up home on the site in August when the | :07:02. | :07:04. | |
energy company Cuadrilla began carrying out test drilling for oil. | :07:05. | :07:07. | |
This morning bailiffs moved in to enforce an eviction order granted to | :07:08. | :07:11. | |
the County Council ` it argued that the camp posed a safety risk because | :07:12. | :07:15. | |
it was next to a busy, unlit road. Alex Beard reports. | :07:16. | :07:17. | |

fracking. I wasn't so bothered by them but some people were. | :08:19. | :08:24. | |
I think it is a good idea for them to leave. | :08:25. | :08:27. | |
They said it was darker and dangerous. We take that into our own | :08:28. | :08:35. | |
matters. We are here to do something that we believe is more dangerous | :08:36. | :08:40. | |
than camping on the roadside. It took enforcement officers a matter | :08:41. | :08:45. | |
of minutes to dismantle the last of the tense. | :08:46. | :08:52. | |

the piece will stay here depends on whether that application gets the | :09:39. | :09:49. | |
go`ahead or not. In a moment, a murder investigation in the Middle | :09:50. | :09:51. | |
East involving a Kent woman. The University of Sussex is to | :09:52. | :10:13. | |
undergo a massive expansion, taking on an extra 5000 students. A ?500 | :10:14. | :10:16. | |
million plan has been unveiled today that includes new buildings for a | :10:17. | :10:19. | |
world class science programme, and creating more than 2000 jobs. | :10:20. | :10:22. | |
The University wishes to increase its impact nationally and | :10:23. | :10:26. | |
internationally and we need to do that by having more fantastic | :10:27. | :10:30. | |
students. We need to be bigger so that we can compete in terms of | :10:31. | :10:35. | |
research and be competitive internationally and it will help us | :10:36. | :10:39. | |
have a sustainable financial future and be more independent. | :10:40. | :10:42. | |
But not everyone's happy about the news. Let's cross to Brighton and | :10:43. | :10:47. | |
talk to our reporter Ellie Price. There has been a big push from | :10:48. | :10:51. | |
central government to develop maths and science technologies. They are a | :10:52. | :10:56. | |
big part of this university. The university says the expansion will | :10:57. | :11:05. | |
include 5000 students. The University points to some quite eye | :11:06. | :11:12. | |
watering re`search. It says it already creates 600 million pounds | :11:13. | :11:19. | |
for the UK economy and much of that is in the south`east. They say that | :11:20. | :11:22. | |
number will go up significantly with this expansion. There have been | :11:23. | :11:27. | |

last financial year around 200,000 potholes were fixed across the south | :12:23. | :12:24. | |
east. Our councils paid out almost half a | :12:25. | :12:27. | |
million pounds in compensation to motorist, after 5200 people put in | :12:28. | :12:30. | |
claims, almost half of those claims were in Surrey. | :12:31. | :12:33. | |
So, this year, instead of carrying out patchwork repairs, Surrey County | :12:34. | :12:36. | |
Council is planning to resurface 10% of its roads using a new high`tech | :12:37. | :12:38. | |
glue. They say it will save time and money | :12:39. | :12:42. | |
and keep Surrey pothole free for at least ten years. Lucinda Adam has | :12:43. | :12:46. | |
tonight's special report. They're the bane of every driver's | :12:47. | :12:49. | |
life but potholes also cost our councils millions in road repairs | :12:50. | :12:55. | |
and compensation. This country lane in Horne, near Godstone, was full of | :12:56. | :13:00. | |
recurring potholes. Now it's being resurfaced but instead of ending up | :13:01. | :13:04. | |
in landfill, the old road that's dug up is being mixed with a | :13:05. | :13:07. | |
revolutionary high`tech glue to recycle and re`lay it to form a new | :13:08. | :13:12. | |
more durable base. This particular road has got | :13:13. | :13:14. | |
recycled, existing materials strengthened up. It means fewer | :13:15. | :13:18. | |
lorry movements, fewer materials need to be brought in and taken off | :13:19. | :13:22. | |
the site and we get a far better solution, quicker and cheaper and | :13:23. | :13:26. | |
with that saving we can plough that back in to delivering more Surrey | :13:27. | :13:29. | |
roads. By reusing material from this road | :13:30. | :13:33. | |
and three of its neighbouring roads here, the council estimates it's | :13:34. | :13:36. | |
saving more than half a million pounds on this three kilometre | :13:37. | :13:40. | |
stretch. The job can be done in four days instead of eight and because | :13:41. | :13:43. | |
the glued road can be driven on immediately, the lane can be opened | :13:44. | :13:49. | |
traffic each night. It's benefits like this these that are catching | :13:50. | :13:53. | |
the attention of other councils and industry experts. | :13:54. | :13:55. | |
It's a very good idea. There are lots of new innovative techniques | :13:56. | :13:59. | |
out there and the idea is to learn from best practice and spread these | :14:00. | :14:02. | |
ideas around so fixing them with glue may sound crazy but actually it | :14:03. | :14:05. | |
should work and hopefully hold together through the bad winter. | :14:06. | :14:09. | |
By planning repairs for 300 miles of the county's roads over five years ` | :14:10. | :14:12. | |
instead of by annual budgets ` Surrey estimates it could save ?2 | :14:13. | :14:14. | |
million each This isn't just about patching up | :14:15. | :14:19. | |
