Temporary flood defences kedping the river within its course. Thhs river | :01:35. | :01:39. | |
runs through the village of baronet Canterbury. Only in wet years | :01:40. | :01:43. | |
doesn't flow at all and this year is exceptional. This is somethhng. . | :01:44. | :01:49. | |
I've never seen like this. Never seen sandbags but across th`t it | :01:50. | :01:55. | |
before. Not in all the years I've lived here. Local residents are | :01:56. | :01:59. | |
prepared with sandbags but concern isn't only for the rising rhver but | :02:00. | :02:04. | |
also for the rain. It hasn't been as deep as this for several ye`rs, so | :02:05. | :02:10. | |
since 2000, when we flooded. And these sandbags, they are very good. | :02:11. | :02:18. | |
They are excellent. Except they have blocked off the run`off frol the | :02:19. | :02:22. | |
hill. So, when we get the pouring rain tonight, as it is forecast the | :02:23. | :02:28. | |
run`off is going to come down here in another mini river. And ht is | :02:29. | :02:33. | |
going to stop here and back up. Further downstream, the Envhronment | :02:34. | :02:36. | |
Agency is pumping water tow`rds the sea to save homes. We've got a lot | :02:37. | :02:44. | |
of water coming down here. The problem is the ground here hs low. | :02:45. | :02:49. | |
It has sunk because there w`s coal mining years ago. The whole land is | :02:50. | :02:55. | |
lower than the main river which is trying to flow. This pumping station | :02:56. | :03:01. | |
is pumping water out, it pulps all year round. We are trying to protect | :03:02. | :03:04. | |
the community upstream. There is a risk downstream. We've got ` flood | :03:05. | :03:12. | |
warning for the communities at Grove Ferry and Buck stutter. We `re | :03:13. | :03:18. | |
expecting some high tides over the weekend. The rain has begun to fall | :03:19. | :03:25. | |
under the radar predicts much more. People are being warned to be on | :03:26. | :03:27. | |
high alert. The exceptionally wet weathdr's | :03:28. | :03:30. | |
caused another day of disruption for rail commuters with landslips | :03:31. | :03:33. | |
blocking the line from Hasthngs to London, causing delays and | :03:34. | :03:37. | |
cancellations. Charlie Rose is live in Hastings. And, Charlie, there's | :03:38. | :03:40. | |
been continual disruption on that line over the last few weeks. | :03:41. | :03:47. | |
Yes, it's probably due to the wet and windy weather we're havhng here | :03:48. | :03:52. | |
in Hastings. Remember last lonth, we had the landslip at Wadhurst, and | :03:53. | :03:57. | |
today's disruption has been caused by not one, but two more landslips. | :03:58. | :04:01. | |
One at Battle, the other at West St Leonards. Customers have bedn | :04:02. | :04:09. | |
frustrated. And philosophic`l. It's not what commuters wanted to | :04:10. | :04:13. | |
see this morning. Trains cancelled and replacement bus service in | :04:14. | :04:20. | |
place. Literally, I got there, bus replacement. Then there was five | :04:21. | :04:26. | |
minutes delay. There is not even a train here. I think the South East | :04:27. | :04:30. | |
has a terrible problem, we `re fighting nature and we can't do | :04:31. | :04:33. | |
anything until the rain stops. You can't allow for the extremes of | :04:34. | :04:38. | |
weather we've had lately. There is no point getting angry or anything | :04:39. | :04:40. | |
else. Network Rail say they worked through the night to clear the line | :04:41. | :04:44. | |
before final checks took pl`ce during the morning. We are running | :04:45. | :04:51. | |
trains again on the line. There will be some disruption to that service, | :04:52. | :04:57. | |
train staff and rolling stock being out of position. But it is our | :04:58. | :05:01. | |
intention to keep that servhce running now unless, of course, we | :05:02. | :05:05. | |
get further landslips occurring overnight. But one MP believes | :05:06. | :05:08. | |
there's a wider problem that needs addressing, and is calling for | :05:09. | :05:10. | |
urgent action to upgrade rahl provision in the area. We h`ve had | :05:11. | :05:18. | |
landslip after landslip, and it feels like it is bus replacdment | :05:19. | :05:22. | |
services more often than at Israel's services at the moment and we need a | :05:23. | :05:29. | |

of failing to retain and reveal that CCTV was available. Allegathons that | :08:07. | :08:11. | |

need to abide by the constable and the role of the constable, which | :08:17. | :08:19. | |
means they have to act withhn the law and they have to follow the | :08:20. | :08:25. | |

been done and this programmd has seen legal advice to Thanet District | :10:47. | :10:49. | |
Council that says the developers of this site are in breach of their | :10:50. | :10:54. | |
development agreement by not substantially completing thd work by | :10:55. | :10:58. | |
the end of next month. I'm very pleased with the advise. It may take | :10:59. | :11:03. | |
a while. It won't happen ovdrnight and the council has got to go | :11:04. | :11:06. | |
through several different procedures. But my reading of the | :11:07. | :11:10. | |
legal advice is such that the council's got to strong chance to | :11:11. | :11:17. | |
rid itself of the developers. The site on Ramsgate seafront h`s a long | :11:18. | :11:22. | |
history. In 1998, the historic Pleasurama funfair was destroyed by | :11:23. | :11:26. | |
fire. An agreement to develop the site was then reached in 20 `` in | :11:27. | :11:33. | |
2006. Substantial works werd due to be finished by next month. For a | :11:34. | :11:39. | |
decade, there has been a local campaign against both the | :11:40. | :11:42. | |
development and the developdrs. However, others have wanted to buy | :11:43. | :11:46. | |
property and handed over deposits, only to get money back becatse of | :11:47. | :11:52. | |
the lack of progress. I wanted to overlook the beach. The devdloper | :11:53. | :11:55. | |
told is that due to the economic downturn, the original fund was not | :11:56. | :12:00. | |
in a position to proceed and that way forward has now been agreed and | :12:01. | :12:03. | |
that they look forward to starting on the site the spring. | :12:04. | :12:09. | |
The council have been considering their legal advice today but it may | :12:10. | :12:14. | |

to reassure people that we're on case, we have had the opportunity to | :14:47. | :14:51. | |
start making changes, they have taken time, but we are motoring on. | :14:52. | :14:59. | |
And we want to reassure famhlies and that we are listening to all the | :15:00. | :15:03. | |
stakeholders in finding ways to improve the service. What wd'd like | :15:04. | :15:08. | |
to see is the object increase. So the people on the ground have the | :15:09. | :15:12. | |
resources to do their job properly. With the Health Secretary asked to | :15:13. | :15:15. | |

The Jerwood Gallery in Hasthngs has been raiding its own family jewels | :15:27. | :15:33. | |
for its first show of 2014. It's showing off modern British `rtworks, | :15:34. | :15:36. | |
bought for the nation by thd Jerwood Foundation. Appropriately enough for | :15:37. | :15:39. | |
a seafront gallery, the show also features the work of Alfred Wallis, | :15:40. | :15:43. | |
the Cornish fisherman famous for his pictures of boats and seasc`pes | :15:44. | :15:55. | |

the local, the domestic. It all began as a private collection. Based | :16:27. | :16:31. | |
on a fortune made trading in pearls and property. This was at the end of | :16:32. | :16:39. | |
his life. Alan Green is the man who bought most of these works `nd also | :16:40. | :16:43. | |
took the decision to build ` public gallery here. People said to me when | :16:44. | :16:48. | |
it was hanging up in my offhce, what are you going to do with thhs | :16:49. | :16:51. | |
collection? You can't just hang it on the wall and lock the door. So, | :16:52. | :16:57. | |
the decision to build the g`llery was partly to find a home for the | :16:58. | :17:01. | |
collection and put it in thd public eye. This room focuses on the work | :17:02. | :17:10. | |
of early Saint Ives painter, Alfred Wallis, self taught and influential | :17:11. | :17:14. | |
in the 20s and 30s. It's no coincidence his use of ships in the | :17:15. | :17:19. | |
sea echo this classic Jerwood few of the fishermen 's beach. You can see | :17:20. | :17:23. | |
