Coming up, a number of people have been injured

:00:00.:00:07.

after an explosion in the Osney area of Oxford.

:00:08.:00:10.

And the ten-year-old boy who died at the Oracle shopping centre

:00:11.:00:13.

in Reading has been named locally as Kaden Reddick.

:00:14.:00:24.

First tonight, a number of people have been injured

:00:25.:00:26.

It happened in the Osney Mead area, where there was a fire

:00:27.:00:32.

Emergency services were called to this part of Osney Mead

:00:33.:00:38.

just before 5pm this evening and when they got here they found

:00:39.:00:41.

the building that we understand to be a block of flats that had

:00:42.:00:45.

We know that a number of people have been injured.

:00:46.:00:48.

We don't know the extent of these injuries.

:00:49.:00:50.

We know that a number of people have been evacuated from their homes.

:00:51.:00:54.

They are getting support from the building just to my left.

:00:55.:00:58.

I have spoken to a number of residents who heard the bang

:00:59.:01:01.

and they said it came completely out of nowhere.

:01:02.:01:03.

The people I have spoken to include a mother of two who was looking

:01:04.:01:07.

after her friend's daughter, a four-year-old girl, at the time.

:01:08.:01:10.

From my wall, just all the pictures fall down.

:01:11.:01:12.

And then I don't understand what it is.

:01:13.:01:19.

All my gates fall down from the front.

:01:20.:01:24.

And all of a sudden I have to grab that little girl and go

:01:25.:01:28.

At least 40 firefighters have been on the scene this evening

:01:29.:01:34.

dealing with this incident as well as a number of police

:01:35.:01:37.

How long they will be here is unclear.

:01:38.:01:41.

A number of roads have been cordoned off as well.

:01:42.:01:44.

It is not clear how long they will stay shut for.

:01:45.:01:46.

And the cause, well, that is still being investigated.

:01:47.:01:53.

Topshop says it's deeply saddened by the death of a ten-year-old-boy

:01:54.:01:56.

at its shop at the Oracle centre in Reading.

:01:57.:01:59.

The boy, named locally as Kaden Reddick,

:02:00.:02:02.

died of his injuries after being hit by a store barrier.

:02:03.:02:04.

The boy was on the first day of his holidays.

:02:05.:02:17.

One relative said he made me laugh and smile.

:02:18.:02:22.

These pictures show it shuttered with security guards outside.

:02:23.:02:28.

Inside staff and police officers have been on-site working

:02:29.:02:30.

It was yesterday afternoon the police and ambulances

:02:31.:02:35.

were called to the centre after reports of a ten-year-old

:02:36.:02:38.

The police now say the incident involved what they call

:02:39.:02:42.

It's not entirely clear what the police mean

:02:43.:02:49.

But the boy was taken to hospital with serious head injuries.

:02:50.:02:56.

Officers say they are supporting the family at what they call this

:02:57.:03:00.

Other shoppers at the centre today spoke of their sadness.

:03:01.:03:05.

I just feel for his family, I really do.

:03:06.:03:10.

Very, very sad for the mother and the parents.

:03:11.:03:21.

I feel quite bad for the parents because...

:03:22.:03:26.

Because my daughter's eight, so I think it would be

:03:27.:03:28.

In a statement tonight, Top Shop said:

:03:29.:03:53.

Taking place in a shop, inside a mall,

:03:54.:03:56.

One that's touched people here, as the boy's family come

:03:57.:04:02.

Police have started a murder investigation

:04:03.:04:12.

Officers were called to reports of a stabbing on Windmill Road

:04:13.:04:17.

A man in his 30s was taken to hospital, where he later died.

:04:18.:04:23.

A 27-year-old man has been arrested on suspicion of murder.

:04:24.:04:29.

Police have released CCTV footage of an armed robbery

:04:30.:04:31.

A man demanded money from staff at the Fraser's Budgens store

:04:32.:04:36.

and petrol station on the A44 last night.

:04:37.:04:40.

No-one was injured but police are trying to work out

:04:41.:04:42.

if the firearm was real or an imitation.

:04:43.:04:47.

There are growing calls to install a fog sensor

:04:48.:04:49.

on the M40 in Oxfordshire, two years on since a major crash.

:04:50.:04:53.

One man died and more than 60 people were injured.

:04:54.:04:57.

Road safety groups say a fog sensor is long overdue.

:04:58.:05:00.

Highways England insists it will install one,

:05:01.:05:01.

Thick fog had descended on the M40 near Western on the Green.

:05:02.:05:13.

With just seconds to react, drivers piled into each other,

:05:14.:05:17.

A 65-year-old man died, 61 people were hurt,

:05:18.:05:24.

At the inquest, the coroner made recommendations that a fog

:05:25.:05:30.

detector should be installed along the stretch.

:05:31.:05:33.

Two years on, there's still no warning system in place.

:05:34.:05:37.

The evidence suggests that when you put fog sensors in place

:05:38.:05:40.

and you notify drivers of the risk of fog, they do reduce their speed

:05:41.:05:46.

and that's the issue with driving in fog.

:05:47.:05:49.

Many drivers are not aware their speed is too high because

:05:50.:05:52.

their visual cues are taken away from them.

:05:53.:05:54.

It's not the first time the lack of warning of foggy conditions has

:05:55.:06:02.

This crash on the M5 in Somerset in 2011 claimed

:06:03.:06:07.

the lives of seven people, dozens were injured.

:06:08.:06:11.

Again the coroner called for fog sensors close

:06:12.:06:13.

to where the accident happened, but five years later

:06:14.:06:16.

There are a handful of fog detectors on motorways around England.

:06:17.:06:23.

They alert Regional Control Centres so that overhead signs can be

:06:24.:06:26.

Highways England turned down our request for an interview

:06:27.:06:33.

but, in a statement, it said it's committed to installing

:06:34.:06:35.

a fog sensor on the M40 at junction nine but as yet

:06:36.:06:40.

It has said it's hopeful of making an announcement in the coming weeks.

:06:41.:06:50.

The biggest council tax rise in Oxfordshire for 13 years

:06:51.:06:53.

Households will soon pay nearly 5% more.

:06:54.:06:57.

Our political reporter Bethan Phillips has been

:06:58.:06:59.

Another year, another round of cuts at the county council.

:07:00.:07:06.

Like others across the country, it's struggling with rising demand

:07:07.:07:09.

and less money from central government.

:07:10.:07:12.

But while last year the council was looking at taking

:07:13.:07:14.

?69 million out of its budget, this year it's ?16 million.

:07:15.:07:17.

Conservatives say that's because they foresaw

:07:18.:07:20.

the problem and made "difficult decisions" early.

:07:21.:07:22.

However, the cuts to some frontline services continue,

:07:23.:07:26.

today's budget confirms that funding will be stopped for 14 day care

:07:27.:07:29.

centres, a cut described by one campaigner today as "catastrophic"

:07:30.:07:33.

and there's been a reduction in support for carers.

:07:34.:07:38.

We're also being asked to pay more, the government's allowed councils

:07:39.:07:41.

to put up council tax to pay for adult social care,

:07:42.:07:44.

and Oxfordshire's taking up that offer, with a rise of nearly 5%.

:07:45.:07:47.

I've been out talking to people about some

:07:48.:07:48.

of the policies in the budget, and as it's Valentine's Day,

:07:49.:07:51.

I've been finding out which you love and which are leaving people

:07:52.:07:54.

Here's a rundown of the Council budget for you.

:07:55.:08:03.

This is my bouquet of some of the things in it.

:08:04.:08:05.

It's got to be done because with government cutbacks,

:08:06.:08:23.

It is a positive they are taking more care of it.

:08:24.:08:32.

But it is a question of priorities, I think.

:08:33.:08:34.

The opposition says we ought to be spending more money on

:08:35.:08:37.

Men come along, fill it in, and two or three

:08:38.:08:43.

weeks later, they've got to do it again.

:08:44.:08:50.

There have been increases in allowances.

:08:51.:08:52.

But they are closing centres down for kiddies and things like that.

:08:53.:08:55.

They don't get a lot of sympathy from me.

:08:56.:08:57.

The Conservatives don't have overall control of this council

:08:58.:08:59.

so it is always tense getting this budget through

:09:00.:09:01.

The Conservatives don't have overall control of this council

:09:02.:09:10.

so getting their budget through is always quite

:09:11.:09:12.

And with elections in May, it's going to be interesting to see

:09:13.:09:16.

if that balance of power changes ahead of next year's budget.

:09:17.:09:19.

The new Westgate shopping centre in Oxford will officially open

:09:20.:09:21.

The ?440 million development will include 100 new stores.

:09:22.:09:25.

Developers say the opening will be in time for retailers

:09:26.:09:27.

to take advantage of the Christmas trading period.

:09:28.:09:29.

We're back in BBC Breakfast tomorrow morning.

:09:30.:09:32.

Overnight tonight there will be a good deal of cloud and with it

:09:33.:09:37.

maybe some outbreaks of mainly light and patchy rain.

:09:38.:09:40.

As well as that, a lot of low cloud, mist and fog,

:09:41.:09:42.

so quite a murky night, with that lingering fog

:09:43.:09:45.

Temperatures tonight will be fairly mild.

:09:46.:09:48.

A little cooler than this in the countryside.

:09:49.:09:53.

A misty and murky start but a mild start to the day tomorrow.

:09:54.:09:57.

Through the course of the day there is the chance we could see

:09:58.:10:02.

some rain which may be heavy, even thundery at times,

:10:03.:10:05.

That rain will linger towards the end of the afternoon.

:10:06.:10:09.

Temperatures tomorrow up to around nine or ten Celsius.

:10:10.:10:12.

Slowly but surely the winds are changing direction,

:10:13.:10:15.

from a south-easterly yesterday to a southerly today

:10:16.:10:18.

and a south-westerly tomorrow afternoon and evening.

:10:19.:10:21.

We develop that more south-westerly airflow.

:10:22.:10:24.

Driving in some slightly less cold air through the course of Thursday.

:10:25.:10:27.

Thursday is a day where we will start on a fairly cloudy note but

:10:28.:10:31.

things will start to improve through the course of the day and we will

:10:32.:10:34.

start to see some sunshine break through, particularly through

:10:35.:10:37.

A cloudy start the day with brighter spells

:10:38.:10:42.

Here's your outlook for the rest of the week.

:10:43.:10:50.

Rain in places and generally it will be quite a murky day

:10:51.:10:55.

with the rain, which could be heavy at times and even thundery.

:10:56.:10:59.

weather into the weekend. A bit of fog around to watch out for. Jon

:11:00.:11:06.

Hammond with the national forecast now.

:11:07.:11:10.

Good evening. There is some rain in the forecast but not a lot. Plenty

:11:11.:11:16.

of dry weather to look forward to as we head to the weekend. Cloud

:11:17.:11:21.

delivering some rain but plenty of spaces in between, hence my

:11:22.:11:27.

optimism. One of these blobs of cloud is producing dampness right

:11:28.:11:30.

now. We could see a glancing blow across the far south-east through

:11:31.:11:35.

the early hours and later some rain arriving across the far south-west.

:11:36.:11:39.

In between some hill fog overnight, not desperately cold, for most a

:11:40.:11:42.

touch of frost across the northern Glens of Scotland. At the other end

:11:43.:11:48.

of the UK some wet weather first thing for breakfast, pushing

:11:49.:11:49.
