The dangers of air pollution to your health and what authorities

:00:00.:00:00.

A dark day at Didcot as a non-league football match

:00:00.:00:12.

And the latest on Oxford's bus strike as passengers again are hit

:00:13.:00:16.

by industrial action, with drivers putting two more strike

:00:17.:00:18.

First tonight, the head of the World Health Organisation

:00:19.:00:27.

says more than 90% of the world's population breathe poor quality air,

:00:28.:00:32.

presenting a greater health problem than HIV or Ebola.

:00:33.:00:34.

But this isn't only a problem for Beijing,

:00:35.:00:37.

Cherwell District Council has estimated as many as 10% of adult

:00:38.:00:44.

deaths in Oxfordshire may be due to air pollution.

:00:45.:00:47.

Toxic pollutants like nitrogen dioxide, particularly

:00:48.:00:55.

from diesel vehicles, are at dangerously high levels

:00:56.:00:58.

Oxfordshire's lead GP for respiratory conditions thinks

:00:59.:01:04.

air pollution is having a direct impact on some of his patients.

:01:05.:01:09.

When people come and see me, they say they have been much better

:01:10.:01:12.

until they came to Oxford city, whereupon they got all

:01:13.:01:16.

Equally, you will find people who have struggled

:01:17.:01:21.

to control their asthma and then they move back home or go away

:01:22.:01:26.

from the Thames Valley only to discover their symptoms get better.

:01:27.:01:31.

Pollution levels in Oxford have been cut by a third over the past decade

:01:32.:01:35.

but the city and county councils want to do more.

:01:36.:01:38.

One idea is to create a zero emission zone,

:01:39.:01:41.

only accessible to electric vehicles, cyclists and pedestrians.

:01:42.:01:45.

It has to go in those streets where pollution is dangerously high.

:01:46.:01:52.

It's worked very successfully in the high street where we see only

:01:53.:01:56.

buses during the daytime, so it is a similar sort of thing.

:01:57.:01:59.

People are used to not bringing their cars into Oxford

:02:00.:02:02.

Pollution targets are being breached in 11 areas across Oxfordshire,

:02:03.:02:10.

including the market town of Wallingford.

:02:11.:02:13.

Here, there are proposals to close the main bridge to try to reduce

:02:14.:02:17.

the amount of vehicles travelling through the town but the idea

:02:18.:02:22.

I think closing it will be really difficult for

:02:23.:02:28.

It will certainly make it more pleasant walking across the bridge

:02:29.:02:32.

It is a possibility if it helps but I am not sure it will be

:02:33.:02:38.

Environmental campaigners say lives are at risk if more action is not

:02:39.:02:44.

We are specifically talking about the air quality management

:02:45.:02:48.

action zone in the centre of town which has had illegally toxic

:02:49.:02:51.

limits that break the EU directives for 12 years.

:02:52.:02:59.

And it's that that will be stopped by doing this.

:03:00.:03:03.

Back in Oxford, councillors say attitudes to how we get

:03:04.:03:06.

It's investing in electric charging points and hopes a zero emission

:03:07.:03:11.

So, what does all this pollution do to us?

:03:12.:03:21.

Earlier, I spoke to Dr Matt Loxham, who studies airborne pollution

:03:22.:03:23.

at Southampton University and asked him how air pollution

:03:24.:03:26.

People who are otherwise healthy, they might just get

:03:27.:03:29.

a cough or a sore throat, but in people who are at risk,

:03:30.:03:32.

and this can be asthmatics, it can be very young people,

:03:33.:03:35.

very old people, we see a whole range of health effects

:03:36.:03:38.

that we wouldn't see if they weren't in polluted environments,

:03:39.:03:40.

things like asthma attacks, heart attacks, strokes,

:03:41.:03:42.

they are all linked to exposure to air pollution, and right

:03:43.:03:45.

across the life course, from very young children to elderly

:03:46.:03:48.

people, you see these effects of air pollution that you wouldn't see

:03:49.:03:52.

When we cover stories like this, we often bombard

:03:53.:03:56.

Is there really a safe level of pollution?

:03:57.:04:00.

That is one of the things we are pretty sure about,

:04:01.:04:05.

there is no safe limit, so however low it goes,

:04:06.:04:07.

as long as there is pollution there, it's still damaging your health.

:04:08.:04:11.

The good news is that if you make any reduction, it will result in

:04:12.:04:16.

an improvement to health, so any reduction is better

:04:17.:04:20.

than nothing but there's always further we can go.

:04:21.:04:23.

So, in brief there is no straightforward one bullet

:04:24.:04:27.

It's got to involve a lot of joined-up thinking,

:04:28.:04:32.

a lot of activity from a wide range of contributors, whether this is

:04:33.:04:36.

big companies and big organisations or people at the individual level

:04:37.:04:39.

as well, and it's got to involve commitment from all of those

:04:40.:04:42.

groups of society as well, and it's only then, with all this

:04:43.:04:46.

joined-up work, will we really see a major impact on air quality

:04:47.:04:50.

Other news now and officials at Didcot Town Football Club

:04:51.:05:00.

are counting the cost after a pitch invasion by away supporters

:05:01.:05:02.

saw their stadium vandalised and players abused.

:05:03.:05:04.

Hereford fans invaded the patch and match officials

:05:05.:05:07.

Fans and stewards spill from the terraces and onto the turf,

:05:08.:05:15.

in a scene more resembling of a bar-room brawl

:05:16.:05:17.

Today, staff at Didcot Town FC were assessing the damage,

:05:18.:05:23.

after their home game with Hereford turned into chaos.

:05:24.:05:27.

We were being battered at that time so we knew we weren't

:05:28.:05:32.

And then all of a sudden we saw a ruckus on the pitch,

:05:33.:05:36.

our goalkeeper was surrounded by a few supporters

:05:37.:05:41.

and our own players trying to protect him, and,

:05:42.:05:44.

yeah, it sort of kicked off from there.

:05:45.:05:47.

This stadium has a capacity of more than 3,000 people

:05:48.:05:51.

but for Saturday's visit of Hereford there was a gate of 796.

:05:52.:05:55.

Now, 700 of those were away supporters, and all was fine,

:05:56.:05:59.

until the 87th minute, when Hereford took the lead.

:06:00.:06:03.

Luckily, we had TV footage available to us, we had a company

:06:04.:06:07.

which was filming this game, so we've got everything, in HD,

:06:08.:06:10.

wonderfully, so, yeah, we'll be presenting that

:06:11.:06:15.

to the Southern League and the FA when we're called upon to do that,

:06:16.:06:18.

and they hopefully have captured everything that went on.

:06:19.:06:20.

Two men have been arrested following the incident,

:06:21.:06:22.

and in a statement a spokesperson for Hereford FC said...

:06:23.:06:34.

It's yet to be decided if Saturday's result will stand,

:06:35.:06:36.

or whether any potential rematch will be played behind closed doors.

:06:37.:06:46.

Bus drivers in Oxford have gone on strike for a second day.

:06:47.:06:49.

Unite union members at the Oxford Bus Company

:06:50.:06:52.

are demanding payment for working five holiday days over Christmas.

:06:53.:06:55.

For the latest, our spoke to our reporter David Lumb.

:06:56.:06:59.

If you ever wanted an indication of the strength of feeling around

:07:00.:07:02.

this, you could see it quite clearly today.

:07:03.:07:04.

There were more than 100 workers on the picket line -

:07:05.:07:07.

many of them with placards, flags, vuvuzelas.

:07:08.:07:11.

It was really, really emotional and strong.

:07:12.:07:14.

A number of services have been disrupted.

:07:15.:07:18.

They include the X90 bus service between London and Oxford.

:07:19.:07:21.

The Unite union, which has been backing these workers,

:07:22.:07:25.

says it wasn't a decision that was taken lightly.

:07:26.:07:28.

However, the passengers and the public have been really

:07:29.:07:32.

We humbly apologise for the disruption but at the end

:07:33.:07:36.

of the day you have to make a stand and the only way you can make

:07:37.:07:40.

a stand is to do what the guys and gals are doing behind me.

:07:41.:07:43.

On the face of this it's a dispute about how much workers should get

:07:44.:07:48.

In practice, though, the union says that that is just

:07:49.:07:52.

the straw that broke the camel's back.

:07:53.:07:54.

It says workers have deep-rooted frustrations about the pay

:07:55.:07:57.

and working conditions they are having to deal with.

:07:58.:07:59.

I did speak to Phil Southall from the Oxford Bus Company.

:08:00.:08:02.

He says that he's made a number of offers,

:08:03.:08:05.

Well, today we've managed to get around 90% of the service out.

:08:06.:08:16.

We are focusing on minimising the inconvenience to our customers,

:08:17.:08:17.

so we've got a really good level of service out, we've had more

:08:18.:08:20.

people coming to work than we were expecting and therefore

:08:21.:08:22.

we have tried to minimise the impact in what was very difficult

:08:23.:08:25.

Two more days of strike action have been scheduled for next Friday

:08:26.:08:32.

Both sides say they hope an agreement can be

:08:33.:08:35.

More than 100 people have taken part in a women's

:08:36.:08:41.

The event in Cowley over the weekend included practical workshops

:08:42.:08:45.

about improving strength and flexibility,

:08:46.:08:46.

There were also talks from female champions and local cycling clubs.

:08:47.:08:53.

We're back in BBC Breakfast tomorrow morning, but for now goodnight

:08:54.:08:58.

and with the weather here's Alexis Green.

:08:59.:09:00.

We've had a lot of dry weather today but through the course of this week

:09:01.:09:04.

There will also be some dry interludes and some sunny

:09:05.:09:07.

It will turn milder, especially from Thursday onwards.

:09:08.:09:11.

Under the clear skies tonight, there may be a frost

:09:12.:09:14.

There, temperatures could fall to around one Celsius.

:09:15.:09:18.

These are temperatures in our towns and cities.

:09:19.:09:20.

The winds will be fairly light to start the day tomorrow

:09:21.:09:23.

but through the course of the morning, after blue skies

:09:24.:09:25.

initially, the sunshine will turn hazy and we will see increasing

:09:26.:09:28.

cloud during the latter part of the afternoon.

:09:29.:09:32.

Through daylight hours, it should stay mainly dry tomorrow,

:09:33.:09:34.

with some decent amounts of sunshine, and temperatures

:09:35.:09:36.

It is tomorrow evening and overnight tomorrow night the cloud

:09:37.:09:42.

will thicken even further and we will see some outbreaks

:09:43.:09:45.

of rain, which could be heavy at times during the early hours

:09:46.:09:48.

So, a soggy start to Wednesday, some torrential downpours in places.

:09:49.:09:52.

Temperatures tomorrow night will drop to around 5-6dC.

:09:53.:09:56.

So, a wet start in places on Wednesday.

:09:57.:09:59.

Slowly but surely things will start to dry out during the course

:10:00.:10:02.

of the day but it may take some time in a few places with a few brighter

:10:03.:10:06.

spells through the afternoon, and a milder temperature.

:10:07.:10:08.

The winds coming in on the south-west, drawing in that

:10:09.:10:19.

Atlantic mild air and, with it, a weather front

:10:20.:10:21.

which will bring a change in the air coming in from the Atlantic

:10:22.:10:24.

So on Thursday we could see highs of 14, even 15.

:10:25.:10:28.

And a similar scenario also on Friday.

:10:29.:10:30.

Both Wednesday, Thursday and Friday will be very similar days.

:10:31.:10:34.

Good deal of cloud, one or two brighter spells,

:10:35.:10:36.

and the chance of outbreaks of rain at times.

:10:37.:10:44.

But there will be some dry interludes between the rain,

:10:45.:10:47.

and on Friday we're looking at highs of 12-13.

:10:48.:10:49.

Now, looking ahead to the weekend, it is a few days away

:10:50.:10:52.

so things can change but, at the moment, there will be some

:10:53.:10:55.

Showers as well, and windy, and feeling a little less mild

:10:56.:10:58.

cool, it will be windy at times as well and still rather unsettled with

:10:59.:11:03.

some blustery showers around. That's the London forecast and now for the

:11:04.:11:07.

National forecast, over to Nick Miller.

:11:08.:11:15.

North-west France and Plymouth were miles apart weather-wise. This

:11:16.:11:22.

southern flank in north-west France there was a wind gusts of 120 mph

:11:23.:11:27.

which we just dodged. That area of low pressure continues to move

:11:28.:11:30.

quickly south-eastwards so that by tomorrow it is in Italy on its

:11:31.:11:34.

southern flank, stormy in Sardinia and around it strong winds blowing

:11:35.:11:39.

through south-east France. We've got a little bump in the ice bars with

:11:40.:11:43.

lighter winds, a brief ridge of high pressure, things briefly settled

:11:44.:11:46.

going into tomorrow, overnight there are some showers around moving

:11:47.:11:50.

through western Scotland and north-west England and the Midlands,

:11:51.:11:54.

clearing Wales, one or two in the east, the North Sea tip of high

:11:55.:11:56.

pressure, things briefly settled going into tomorrow, overnight there

:11:57.:12:00.

are some showers around moving through western Scotland

:12:01.:12:01.
