A deluge of rainfall caused chaos across parts of the south today. In | :00:50. | :00:53. | |
Bournemouth, the first day of the air show was cancelled. Family | :00:53. | :00:57. | |
funerals had to be postponed. Roads were closed, bus shelters were | :00:57. | :01:00. | |
smashed and even the running of a leading hospital was disrupted when | :01:00. | :01:03. | |
part of its roof fell in. 120 locations flooded in the town and | :01:03. | :01:06. | |
the local authority dealt with over 1,000 calls in just over three | :01:06. | :01:11. | |
hours. Looking at this map, you will see | :01:11. | :01:15. | |
how the rain pattern tracked across the south. Bournemouth was in the | :01:15. | :01:20. | |
eye of the storm at one point. In parts of Dorset, 58mm of rain fell | :01:20. | :01:24. | |
in the space of nine hours - that's just over two inches. We'll be | :01:24. | :01:26. | |
speaking shortly to our Transport Correspondent Paul Clifton in | :01:26. | :01:29. | |
Southampton, but first we can join our reporter Chris Coneybeer, who | :01:29. | :01:32. | |
has been following the story in Bournemouth. | :01:32. | :01:37. | |
Chris, an emergency meeting held this afternoon. Just bring us up to | :01:37. | :01:40. | |
date. Indeed, it is the peak of a holiday | :01:40. | :01:44. | |
season, of course, and not many people have been on the beach today. | :01:44. | :01:47. | |
Aware there is always a bit interesting and dramatic and it has | :01:47. | :01:52. | |
been all of those things today -- our weather. Especially in Dorset. | :01:52. | :01:56. | |
It didn't just rain, the water crashed from the sky, falling with | :01:56. | :02:01. | |
such intensity that floods quickly and dangerous the developed. One | :02:01. | :02:05. | |
flash point was that the centre of Bournemouth, where the flood began | :02:05. | :02:08. | |
in the upper pleasure gardens and polished with terrifying speed | :02:08. | :02:11. | |
across the main square and into the gardens below, on its way to the | :02:12. | :02:16. | |
sea. I was a couple of miles away but it was pretty heavy, I had | :02:16. | :02:20. | |
never seen it like this. Or we saw a lot of shops already closed, so | :02:20. | :02:24. | |
we knew it was fairly dramatic. People were saying they have bore | :02:24. | :02:33. | |
the inches of flooding. The damage was so spans -- substantial. Gas | :02:33. | :02:38. | |
pipes were damaged. It exploded through a drain, cracking the road. | :02:38. | :02:42. | |
Another bus, driving through a flooded roundabout, hit a manhole | :02:42. | :02:46. | |
cover that came up through the floor of the bus. When the actual | :02:46. | :02:50. | |
rain got under the pavement, the pavement lifted, the surface came | :02:50. | :02:56. | |
up and the bus went down. So the bus actually got jammed on the | :02:56. | :03:03. | |
Actual tarmac. This was the moment water started coming into a clothes | :03:03. | :03:06. | |
shop, one of several businesses affected. The rain started this | :03:06. | :03:12. | |
morning, and after half-an-hour, we both went to check the shop, and it | :03:12. | :03:16. | |
came in through the window, literally within 10 or 15 minutes. | :03:16. | :03:21. | |
An inch, two inches of water. Right the way through the store. Much of | :03:21. | :03:26. | |
the stock has been affected but they hope to open again tomorrow. | :03:26. | :03:29. | |
And a local hospital lost all of its power when the rain came | :03:29. | :03:32. | |
through the roof. It is mid-afternoon there and -- | :03:32. | :03:36. | |
you can see, the level of the water has dropped almost as dramatically | :03:36. | :03:42. | |
as it rose -- and that you can see. It has been extraordinary, by 0.5 | :03:42. | :03:47. | |
centimetres of rain fell here in just a couple of hours -- 5.5. | :03:47. | :03:51. | |
There was some fun to be had as a kayak made its way through the | :03:51. | :03:55. | |
pleasure gardens. Rather him than me, there was a | :03:55. | :03:59. | |
rather distinctive and unpleasant spell, it -- smell coming from that | :03:59. | :04:05. | |
quarter. With me is Mike from the council who has just come out of | :04:05. | :04:10. | |
the emergency meeting. It has been a hectic day. It has. We have dealt | :04:10. | :04:13. | |
with over 1,000 of phone-calls within the first couple of hours | :04:13. | :04:18. | |
the following the abnormal rainfall. We have had the 20 roads that have | :04:18. | :04:23. | |
been closed at one time or another, and other incidents to deal with. | :04:23. | :04:26. | |
But importantly, we know that people's homes have been affected, | :04:26. | :04:31. | |
which is the saddest part. You have highlighted it all day. What has it | :04:31. | :04:36. | |
been like for your people the link up with it? We have been quite | :04:36. | :04:39. | |
stretched at times, but we have been happy to get out and help | :04:39. | :04:43. | |
people, get the traffic moving and help people in their homes where we | :04:43. | :04:49. | |
can. That is our job. Do you have anyone homeless tonight? A not that | :04:49. | :04:53. | |
we are aware rock. This is going to go on tomorrow, big recovery | :04:53. | :04:59. | |
operation? Certainly it. We have a major clean-up for the gardens, to | :04:59. | :05:03. | |

and they do expect it to burst its banks before too long -- that the | :05:28. | :05:31. | |
river. The other thing to tell you is that the air show in Bournemouth, | :05:31. | :05:36. | |
which was due to get under way this afternoon had to be cancelled, but | :05:36. | :05:39. | |
the great news is that the displays for this evening are going to go | :05:39. | :05:42. | |
ahead, they are going to be enhanced and they will be starting | :05:42. | :05:47. | |

different all over the city. Incidents and accidents, blocked | :06:11. | :06:16. | |
drains, roads flooded. Just down from here, at Mount Batten way, the | :06:16. | :06:19. | |
main road heading out of Southampton to the west, it was | :06:19. | :06:24. | |
blocked for several hours, causing chaos for people heading home. The | :06:24. | :06:30. | |
reason was a blocked drain. Here, passengers heading for cruise ship | :06:30. | :06:33. | |
sailings had difficulty getting there on time. Shoppers coming out | :06:33. | :06:37. | |
of the West Quay shopping centre were held up for for so long that | :06:37. | :06:41. | |
they actually had to give them free car-parking, because they weren't | :06:41. | :06:45. | |
getting out at all. There were road closures in Basingstoke, in | :06:45. | :06:50. | |
Winchester, in Romsey and throughout the New Forest. | :06:50. | :06:53. | |
Hampshire police say they have had a steady stream of emergency calls | :06:54. | :06:57. | |
all afternoon and they don't think that part was intentional, because | :06:57. | :07:03. | |
many of these have been very serious -- pun. We have had nearly | :07:03. | :07:08. | |

It's been revealed that the cost of additional policing during the | :08:02. | :08:06. | |

to London during the riots. Some also helped boost numbers in | :08:12. | :08:14. | |
Bristol and the Midlands, and cancelled leave to strengthen | :08:14. | :08:17. | |
coverage in their own areas. And the final cost may rise, because | :08:17. | :08:20. | |
London is likely to need additional support for several more weeks. Our | :08:20. | :08:26. | |

fund. But looking ahead, local councils expect to squeeze to meet | :09:53. | :09:56. | |
the Government promises that are being made to prevent riots in | :09:56. | :10:01. | |
future. Schemes like community pay back an early intervention, with | :10:01. | :10:08. | |
problem families, could increase costs for a probation and social | :10:08. | :10:12. | |
services. So many different ages this in local government are | :10:13. | :10:16. | |
counting the costs of these riots - - agencies. They are arguing the | :10:16. | :10:25. | |
case for more money in future. Divers have been assessing the | :10:25. | :10:29. | |
whole of the cargo ship Mungo which became wedged at the harbour wall | :10:29. | :10:39. | |
yesterday. She was pulled free in the early hours of this morning. | :10:39. | :10:42. | |
Police on the Isle of Wight have revealed that a couple who plunged | :10:42. | :10:45. | |
to their death off a cliff near Bembridge are from the island. | :10:45. | :10:47. | |
Detectives are now trying to establish what happened last night | :10:47. | :10:49. | |
and are appealing for witnesses. Steve Humphrey explains. | :10:49. | :10:53. | |
The car went over the cliff edge here at Culver at around 8pm last | :10:53. | :10:58. | |
night. The emergency services immediately launched an emergency | :10:58. | :11:01. | |
rescue operation. The bodies of the two people who died were found | :11:01. | :11:07. | |
amongst the wreckage at the bottom of the clip. The car fell 340 ft | :11:07. | :11:11. | |

through a fence to reach the clifftop, a distance of around 200 | :11:27. | :11:31. | |
yards from the nearest road. Coastguards say that car was | :11:31. | :11:36. | |
travelling at some speed when it went over the edge. It is still | :11:36. | :11:39. | |
subject to a police investigation, they are still at call that a | :11:39. | :11:43. | |
moment having a look at the tyre tracks and other evidence to see | :11:43. | :11:49. | |
why the vehicle ended up going over the cliff. Within minutes of being | :11:49. | :11:53. | |
alerted last night, the emergency services have lodged a major rescue | :11:53. | :11:58. | |
operation. We were sat outside the caravan and we saw what we thought | :11:58. | :12:01. | |
was a plane at first. What was your reaction when you heard what had | :12:01. | :12:05. | |

woman who died were a middle-aged couple who'd bet -- lived on the | :12:37. | :12:40. | |
Isle of Wight. They have not been name-check but police say their | :12:40. | :12:47. | |

It's been a big day for thousands of youngsters in the south as they | :12:51. | :12:55. | |

universities have been inundated with calls from students desperate | :13:00. | :13:07. | |

got on the University of the Winchester. Bash at grade C and a | :13:55. | :14:01. | |
great deal. And the UCAS website crashed today and this young man | :14:01. | :14:05. | |
could not find out whether he had got a place that his chosen | :14:05. | :14:09. | |
university. He is now desperately looking for a second choice. | :14:09. | :14:13. | |
don't think I am going to university this year. He now joins | :14:13. | :14:16. | |
thousands of university fighting for a place through the clearing | :14:16. | :14:23. | |
process. Here, a staff have been inundated with calls since 8am. As | :14:23. | :14:30. | |

apprenticeships, job vacancies and opportunities to volunteer, if they | :16:08. | :16:14. | |
can take the time out to do that. In Eastleigh, they are capitalising | :16:14. | :16:19. | |
on A-level students who may want to take a different track. Before the | :16:19. | :16:23. | |
first time, a rail freight operator is offering apprenticeships for 18 | :16:23. | :16:27. | |
year-olds. We are in an industry that is constantly on the move and | :16:27. | :16:32. | |
is on the up. It is a three-year apprenticeship scheme. Training | :16:32. | :16:35. | |
progresses college-based and in the workplace and it is looking to | :16:35. | :16:40. | |
provide genuine skills. People should consider on-the-job training. | :16:40. | :16:43. | |
It is not just the people who don't think they are suitable for | :16:43. | :16:49. | |
University, it is suitable for anybody. When I started my degree, | :16:49. | :16:53. | |
that was the gateway to every job, whereas now, I think I would have | :16:53. | :16:58. | |
thought twice, due to the expense of it all. Although the starting | :16:58. | :17:02. | |
salary for a new apprentices here may not be as much as a graduate's, | :17:02. | :17:07. | |
for many, the attraction will be the opportunity to earn, rather | :17:07. | :17:10. | |
than spend three she is getting into debt. | :17:10. | :17:15. | |
With me in the studio is Dr John Martin, director of Enterprise at | :17:15. | :17:19. | |
Southampton University. There is quite a big difference in at three | :17:19. | :17:23. | |
years, those graduates who are coming out of university now and | :17:23. | :17:27. | |
those A-level students who are may be going into university. At a huge | :17:27. | :17:32. | |
difference, and we don't know what it will be like in three years -- a | :17:32. | :17:36. | |
huge difference. It could be anything. The jobless figures have | :17:36. | :17:41. | |
gone up. 2.5 million. Where are the jobs that the moment? There are | :17:41. | :17:46. | |
still jobs, surprisingly in areas like finance and bind -- banking | :17:46. | :17:50. | |
and accountancy and there are quite a lot of jobs being created in | :17:50. | :17:53. | |
retail. Unfortunately, the Government would love to rebalance | :17:53. | :17:57. | |
the economy but there are not many jobs in manufacturing. So that is | :17:57. | :18:02. | |
not an area to go into? It is just more difficult, there are not many | :18:02. | :18:06. | |
jobs around. We are obviously losing jobs and the public sector | :18:06. | :18:10. | |
and we were told that the private sector would pick up those jobs. Is | :18:10. | :18:16. | |
that the case? No. Unfortunately, it is not. That was absolutely the | :18:16. | :18:19. | |
hope, the public sector shake-up was necessary and the private | :18:19. | :18:24. | |
sector would take it on but it is not happening. We were just | :18:24. | :18:27. | |
watching that pace from Sarah-Jane Bungay and she was talking to the | :18:27. | :18:31. | |
screen about vocational things, apprenticeships and you were saying | :18:31. | :18:37. | |
that, more of back. Absolutely. It is good to see that there is an | :18:37. | :18:40. | |
increase in apprenticeships and we need more of that. Some of these | :18:40. | :18:44. | |
people will end up with huge debts when they are starting their | :18:44. | :18:49. | |
working life. They won the day job. You don't want to come out of | :18:49. | :18:56. | |
university with a debt of �50,000 and no job. It must -- we must not | :18:56. | :19:00. | |
make it bleak. This is a good day for A-level students if they have | :19:00. | :19:04. | |
got these grades. Then queue for joining us. | :19:04. | :19:07. | |
