lost her appeal to have her jail term reduced. Alice Bouverie was in | :01:18. | :01:27. | |
court. Sunday was the first anniversary of | :01:27. | :01:31. | |
Wayne Moores death. An only child, his friends say he was loyal and | :01:31. | :01:36. | |
inspiring. Today they repaid him with loyalty of their own going to | :01:36. | :01:40. | |
London to watch the appeal of the woman who killed him. It is just | :01:40. | :01:47. | |
wrong. It was one year ago on Sunday that Wayne was killed. We | :01:47. | :01:53. | |
should be concentrating on that. Celebrating his life, not doing | :01:53. | :01:58. | |
this. The night of the accident, don a Hackett had a row with her | :01:58. | :02:03. | |
boyfriend. She got in her car twice over the legal drink-drive limit | :02:03. | :02:09. | |
and started driving down the M4. It was near here on the outskirts of | :02:09. | :02:13. | |
Swindon that she went into the back of a Wayne Moores motorcycle. He | :02:13. | :02:18. | |
was thrown clear and died shortly afterwards. Dannatt then ran away | :02:18. | :02:22. | |
from the scene and was found two hours later at lying in a ditch | :02:22. | :02:26. | |
asleep. She was later charged with death by | :02:26. | :02:31. | |
careless driving and given six years in jail. It wasn't an | :02:31. | :02:36. | |
accident, she got in the car trunk, she was speeding so much that she | :02:36. | :02:43. | |
impaled his motorbike up right in front of her car. Junk speeding | :02:43. | :02:47. | |
undertaking and it is careless. It is like a throwaway comment and is | :02:47. | :02:53. | |
an insult. The 26 year-old appeal was based on the grounds the | :02:53. | :02:57. | |
sentence was too harsh. She had a previously unblemished record and | :02:57. | :03:03. | |
of good character. As she launched a court action, Wayne his family | :03:03. | :03:07. | |
launched a petition of their own collecting 5000 signatures in a | :03:07. | :03:11. | |
fortnight. There was applause from the court | :03:11. | :03:15. | |
as the three judges dismissed the appeal. There also cries of thank | :03:15. | :03:21. | |
you from the public gallery. Despite the cheers, there were also | :03:21. | :03:26. | |
tears. Wayne his parents say his death shattered their lives while | :03:26. | :03:30. | |
the app appeals system has left them deeply disillusioned. They are | :03:30. | :03:35. | |
determined that Wayne's name will not be forgotten. | :03:35. | :03:38. | |
A little earlier I spoke to legal commentator Joshua Rozenberg. I put | :03:38. | :03:41. | |
it to him that some people felt Donna Hackett should have faced a | :03:41. | :03:49. | |
more serious charge than causing death by careless driving. | :03:49. | :03:53. | |
Causing death by careless driving while under the influence of drink | :03:53. | :03:58. | |
or drugs is a very serious offence. Parliament recently increased the | :03:58. | :04:02. | |
maximum penalty from 10 years to 14 years. It is not a serious as | :04:02. | :04:07. | |
dangerous driving, but much easier to prove. You simply have to | :04:07. | :04:11. | |
establish that the driver did not show their required care and was | :04:11. | :04:16. | |
over their limit. Some would say there is a perception that driving | :04:16. | :04:20. | |
offences are seen as a soft touch when it comes to sentencing, which | :04:20. | :04:25. | |
you agree? There was a time when juries were simply aesthetic to | :04:25. | :04:29. | |
drivers and imagine themselves in the position and would not convict | :04:29. | :04:32. | |
somebody of murder if that was what they were charged with, which is | :04:32. | :04:38. | |
why we have these particular charges of causing death. And think | :04:38. | :04:42. | |
these days, particularly when drink is involved, then it courts take | :04:42. | :04:47. | |
these things very seriously. Society is obviously appalled by | :04:47. | :04:53. | |
behaviour like this and people get severe sentences. Today the Appeal | :04:53. | :04:57. | |
Court turned and the reduction to the sentence, but housing KGB out? | :04:57. | :05:03. | |
Her appeal failed and the Court of Appeal said there was nothing wrong | :05:03. | :05:08. | |
with the six-year sentence, however, you normally get out after serving | :05:08. | :05:13. | |
half of your sentence, that is three years, and serve the | :05:13. | :05:20. | |
remainder on probation. These days you might serve even only half of | :05:20. | :05:23. | |
the first half so you might just serve a quarter sometimes in | :05:23. | :05:27. | |
present and serve the rest on licence in the community subject to | :05:27. | :05:32. | |
a tag, particularly if you do not have a criminal record as Diana | :05:32. | :05:36. | |
Hackett did not. She might not serve anything like six years, it | :05:36. | :05:41. | |
is likely to be three years or much less. | :05:41. | :05:44. | |
Nurses at the Royal Berkshire Hospital say they feel let down | :05:44. | :05:47. | |
after being told they must take a pay cut or face dismissal. More | :05:47. | :05:49. | |
than 1,700 members of staff received letters this week | :05:49. | :05:52. | |
outlining plans to scrap their cost of living allowance which is worth | :05:52. | :06:02. | |

payment at up to a million pound bill it can no longer afford. Staff | :06:46. | :06:51. | |
now have until 5th October to sign this letter, if they do not, they | :06:51. | :06:55. | |
will be given notice and offered a new contract that does not include | :06:55. | :07:00. | |
the payment. There is a sweetener for those that do agree. Six | :07:00. | :07:06. | |
months' worth of the payment as a lump sum, about �300, in their bank | :07:06. | :07:10. | |

the old ones. These hold 18 tonnes, these held 12 tons of great meaning | :12:45. | :12:50. | |
they are on the road longer working quicker. These are all four by four | :12:50. | :12:55. | |
so they can go up aware of narrow streets. These were not, so we had | :12:55. | :12:59. | |
difficulty getting up steep hills. We went out for the first road- | :12:59. | :13:03. | |
testing one of the new vehicles. Barber said the new gritters are | :13:03. | :13:08. | |
more powerful than the old ones. think we would have been standing | :13:08. | :13:15. | |

into many problems and a succession of architects have been trying to | :14:24. | :14:34. | |

finish it since. Now the final push Conceived on a colossal scale, | :14:40. | :14:45. | |
Lancing College Chapel is one of the most impressive landmarks in | :14:45. | :14:51. | |
the south. As a work of their Victorian Gothic revival, it is | :14:51. | :14:54. | |
undoubtedly a masterpiece. The height, the light, the proportions, | :14:54. | :15:03. | |
the structure, their elegance of it. You could say it is unrivalled. | :15:03. | :15:07. | |
Constructing in lavish style used up vast amounts of money and Labour | :15:07. | :15:14. | |
and like many a modern built, the project ran to a halt. It remained | :15:14. | :15:17. | |
unfinished and by the Fifties neglected and war-damaged hit a low | :15:17. | :15:23. | |
point. Corrugated iron clamp on to the West End. Like all great | :15:23. | :15:31. | |
buildings, it he needs constant maintenance and repair. Enter the | :15:31. | :15:36. | |
friends of Lancing Chapel. They have already raised �2 million for | :15:36. | :15:40. | |
vital restoration work, now it is the final push to finish the job. | :15:40. | :15:44. | |
The great thing about finishing the building is that will then draw a | :15:44. | :15:49. | |
line under the sense of, we have to raise money to complete it, and | :15:49. | :15:54. | |
enable us to concentrate on maintaining the building for future | :15:54. | :16:00. | |

It is irregular -- a regular and much loved duty. She is their local | :16:56. | :17:03. | |
volunteer for the Church's concentration -- Conservation Trust. | :17:03. | :17:07. | |
I just check that everything is still here that should be here. I | :17:07. | :17:11. | |
then sit down and say a few words to myself and anybody else who | :17:11. | :17:18. | |
might listen. Saint Thomas is Norman dating back to 1100. It owes | :17:18. | :17:24. | |
its existence to a family who lived in a near by manor-house. The 15th | :17:24. | :17:31. | |
century tomb contains St Thomas and Lady Beatrice. Regular worship | :17:31. | :17:37. | |
ended here in 1870, but sent Thomas's was one of the first | :17:37. | :17:40. | |
judges rescued by the Conservation Trust and today their chairman is | :17:41. | :17:47. | |
paying a visit. You may recognise him. It is so beautiful and it is | :17:47. | :17:52. | |
so intimate and then you realise when you are in here you are coming | :17:52. | :17:56. | |
face-to-face with this incredible bit of English history. You can | :17:56. | :18:01. | |
actually see the Reformation happening in the up. You have these | :18:01. | :18:05. | |
medieval wall paintings which remind us that medieval churches | :18:05. | :18:10. | |
were very vibrant and colourful and then suddenly the Reformation | :18:10. | :18:15. | |
arrives and the colourful walls are covered in white wash and inscribed | :18:15. | :18:20. | |
with tax. The Church of England decides which judges should be | :18:20. | :18:27. | |
saved and the Conservation Trust now looks after over 300 of them. | :18:27. | :18:31. | |
Our parish churches have always shown us what we aspire to it as a | :18:31. | :18:37. | |
society. This is the best it gets. This is always the best that we can | :18:37. | :18:42. | |
do exemplified in how beautiful our parish churches are. The whole job | :18:42. | :18:46. | |
of the churches Conservation Trust is to save historic churches and to | :18:46. | :18:50. | |
make sure that our children, grandchildren, future generations | :18:50. | :18:56. | |
can get the same amount of pleasure and inspiration from parish | :18:56. | :19:02. | |
churches that people have been getting for generations. Halma has | :19:02. | :19:06. | |
organised a flower festival here and a Christmas event. Her daughter | :19:06. | :19:10. | |
was married here, but only after permission from the Archbishop of | :19:10. | :19:16. | |
Canterbury and a lot of hard work. There was no water, electricity or | :19:16. | :19:21. | |
water here say you have to organise everything. It was worth it, it was | :19:21. | :19:27. | |
a wonderful day. Everybody enjoyed it very much. I think there is | :19:27. | :19:32. | |
something lovable about this little church, isn't there? The scale is | :19:32. | :19:39. | |
terrific. It is almost a domestic scale. You can just relate to the | :19:39. | :19:44. | |
past so vividly when you are in a setting like this, I think. What is | :19:44. | :19:49. | |
it that brought about your love of judges? I often think, what is then | :19:49. | :19:59. | |

not to love? When you look at a parish church like this, you see, | :19:59. | :20:05. | |
you know, the story of the land and the people and the development of | :20:05. | :20:11. | |
the culture. Everything about England is embodied in our parish | :20:11. | :20:18. | |
churches. How can anybody not be fascinated by them? Beautiful | :20:18. | :20:23. | |
