So Hello, I'm Sally Taylor. Welcome to South Today. In tonight's | :00:04. | :00:08.
programme: Struggling to support the Ghurkas. | :00:08. | :00:16.
Will financial help ease the pressure? It will not be enough. | :00:16. | :00:19.
And long-running planning battle to develop an historic building | :00:19. | :00:23.
finally gets approval for hundreds of homes. | :00:23. | :00:27.
Fit teenager coping with ME. Her family claim they are losing a | :00:27. | :00:35.
vital service. It is just so isolating. To not be able to do | :00:35. | :00:39.
anything with your friends at the weekend or anything. | :00:39. | :00:44.
And goals galore, as the FA Cup serves up a dream tie for AFC | :00:44. | :00:54.

Totton. It was just like, is that The government has announced it is | :01:01. | :01:05.
to give 1.5 million to help councils cope with the big increase | :01:05. | :01:08.
in the number of Ghurkas who have settled here since winning the | :01:08. | :01:14.
right to do so two years ago. In particular, it aims to ease | :01:14. | :01:18.
exceptional pressures on Rushmoor Council in Hampshire, were around | :01:18. | :01:22.
10 % of the population is now Nepalese. Already, questions are | :01:22. | :01:27.
being raised about whether the money will be enough. | :01:27. | :01:32.
Joe Campbell is in Rushmoor. Ever since the door was opened a | :01:32. | :01:35.
couple of years ago, councils have been bubbling under the strain of | :01:36. | :01:41.
the extra service. Take a look of this -- at this, leaflets on fire | :01:41. | :01:45.
safety, getting access to a doctor, which have had to be translated at | :01:45. | :01:50.
extra cost. After several months of complaining, the government has | :01:50. | :01:54.
been listening and has announced 1.5 million extra for authorities | :01:54. | :02:00.
dealing with the influx. Rushmoor, her between six and 12,000 people | :02:00. | :02:04.
out of a population of 90,000 are from the Paul, expect the lion's | :02:04. | :02:11.
share. The rest of that money will be spent -- being spent in a port | :02:11. | :02:21.
:02:21. | :02:22. | ||
trying to stop more people from Their Ghurkas were at a heart of | :02:22. | :02:25.
events over the weekend, honouring those who have served in the | :02:25. | :02:31.
military. The Nepalese veterans have been stirring up a song and | :02:31. | :02:34.
dance here as thousands have settled in and around the town. | :02:34. | :02:41.
They proudly boasted is the home of the British Army, raising an extra | :02:41. | :02:47.
burden on the council and the NHS. We are very pleased the Government | :02:47. | :02:50.
had recognised the pressures we face. The money will be very useful. | :02:50. | :02:54.
We understand that is a national settlement, but we would expect the | :02:54. | :02:58.
large proportion to come to Rushmoor, recognising that | :02:58. | :03:01.
particular challenge we face. right of all the veterans to settle | :03:01. | :03:05.
in Britain was backed by both parties in the coalition when they | :03:05. | :03:10.
were in opposition. Now in government, they are using money | :03:10. | :03:13.
from the Home Office, communities and defence ministries to establish | :03:13. | :03:18.
the fund. But while the arrangement shows how difficult it is to raise | :03:18. | :03:21.
cash in times of austerity, questions remain about whether it | :03:21. | :03:25.
will be even a. It is a relief to hear that at least the government | :03:25. | :03:34.
is waking up to the cry of help from Rushmoor. But having said that, | :03:34. | :03:39.
1.5 million, for a size of this population, will not be enough. It | :03:39. | :03:44.
might fill stockings for this Christmas, but that is it. Four | :03:44. | :03:48.
groups say the labelling of the cash could be counter-productive. | :03:48. | :03:53.
Making this area even more appealing as a place to settle. | :03:53. | :03:57.
We saw in your piece that quite a number of the Ghurkas were quite | :03:57. | :04:01.
elderly. Surely that in itself is cause for concern? | :04:01. | :04:05.
For yes, the situation was that when the changes came in a couple | :04:05. | :04:09.
of years ago, they opened the door to former Ghurkas who had served | :04:09. | :04:14.
between the late 1940s and 1997. Inevitably a lot of them are a bit | :04:14. | :04:19.
older. And with quite a few of them, in the next few years they will be | :04:19. | :04:24.
needing to move into care homes. Ghurka charities are warning that | :04:24. | :04:29.
should be a concern. Earth a 46-year-old man has | :04:29. | :04:33.
appeared before magistrates in Reading charged with murder. Sandra | :04:33. | :04:38.
Maralha's body was found on Friday last week. Luis Marrafa from | :04:38. | :04:41.
Coronation Square has been remanded in custody and will appear before | :04:41. | :04:46.
Reading Crown Court later this week. The Sussex Police have apologised | :04:46. | :04:52.
to the family of a mother who died in police custody last year. Sharon | :04:52. | :04:55.
McLaughlan was 32 and had been arrested for shoplifting. She was | :04:55. | :04:59.
found unconscious in her cell in Worthing. The inquest started today | :04:59. | :05:04.
and will run for two weeks. The he was a self-styled | :05:04. | :05:06.
international money trader who promised his investors a fantastic | :05:06. | :05:13.
rate of return. They believed him, handing over 750,000. Today, Golam | :05:13. | :05:17.
Rashed Choudhray from Portsmouth went on trial accused of defrauding | :05:17. | :05:23.
members of the city's Bangladeshi community. The prosecution and -- | :05:23. | :05:26.
claims much of the money ended up in his own pocket. | :05:26. | :05:29.
Golam Rashed Choudhray was described in court as a prominent | :05:29. | :05:33.
member of the Bangladeshi community in Portsmouth. But he was said to | :05:33. | :05:38.
have abused the Trust and respect he received. He defrauded people | :05:38. | :05:43.
out of a total of 750,000. The prosecutor told the court that he | :05:43. | :05:47.
would offer people different ways of investing their money, these | :05:47. | :05:51.
included buying cheap air tickets and the chance to invest in a car | :05:51. | :05:55.
parts business or at Bangladeshi tea garden - businesses that did | :05:55. | :05:59.
not exist. He also claimed he could invest or transfer money to | :05:59. | :06:04.
Bangladesh at preferential rates, rates the prosecution described as | :06:04. | :06:09.
too good to be true. One alleged victim gave him 20,000 due in rest | :06:09. | :06:14.
and was promised dividends of 800 per week. After the first payment, | :06:14. | :06:18.
she received nothing. Golam Rashed Choudhray told her he had been | :06:18. | :06:22.
kidnapped and lost the money to the Mafia. When he was arrested, he | :06:22. | :06:26.
told police he had never promised to invest money for everyone -- any | :06:26. | :06:32.
one. He denies 10 counts of fraud, and the first witnesses will appear | :06:32. | :06:39.
at his trial tomorrow. A few months ago, a controversial | :06:39. | :06:44.
plans to build homes at a site in the South Downs National Park were | :06:44. | :06:48.
thrown out. Today, the scheme was given conditional approval. | :06:48. | :06:51.
Developers want to convert their historic King Edward VII Hospital | :06:51. | :06:55.
near Midhurst into accommodation, and build new properties in the | :06:55. | :06:58.
grounds. Objectors say it is the wrong place for such a large | :06:58. | :07:04.
development, and the scheme is not viable. | :07:04. | :07:08.
There has been a chorus of disapproval about so many new homes | :07:08. | :07:12.
at a King Edward VII Hospital near Midhurst. Sat at a meeting of the | :07:12. | :07:15.
South Downs National Park austerities planning committee, | :07:15. | :07:20.
property developers were given conditional approval. The idea is | :07:20. | :07:24.
for 410 homes on the site. Some would be in the old hospital, but | :07:24. | :07:28.
there would be new properties built in the grounds. It's the extra | :07:28. | :07:33.
development would pay to save these decaying historic buildings. They | :07:33. | :07:37.
are of national importance. But opponents think the plans are not | :07:37. | :07:41.
viable. Four we are concerned about hundreds of houses being parachuted | :07:41. | :07:45.
into an area of woodland miles from the nearest town, and further from | :07:45. | :07:51.
a railway station. It is so isolated. It was billed as an | :07:51. | :07:55.
isolation unit. This is just creating a gated community in the | :07:55. | :07:59.
middle of nowhere. But the planning committee approved the project, on | :07:59. | :08:03.
condition that developers agreed to more controls to protect the | :08:03. | :08:06.
landscape and wildlife. We could have been under a lot of pressure | :08:06. | :08:10.
to go with the local people. But you cannot get away from the fact | :08:10. | :08:14.
that that building has to have something done to it. It is a | :08:14. | :08:18.
listed building. They were refused planning permissions earlier this | :08:18. | :08:22.
year, but have since agreed to work on the Grade two Style listed | :08:22. | :08:27.
sanatoriums and the chapel before any new buildings go up. There have | :08:28. | :08:32.
been concerns around viability. Us we had been in business for 40 | :08:32. | :08:36.
years with specialists in this type of development. That should give | :08:36. | :08:39.
people the confidence to know that we can deliver, and everyone should | :08:39. | :08:43.
be proud of the end result. Its so developers say they want to start | :08:44. | :08:49.
work as soon as possible. It is a controversial scheme, as the most | :08:50. | :08:52.
difficult planning case the new South Downs National Park of | :08:52. | :08:57.
authority has had to consider in his short existence. | :08:57. | :09:01.
And mother from Hampshire whose daughter has ME says vital home | :09:01. | :09:07.
support is being withdrawn because of NHS cutbacks. Eleanor Read has | :09:07. | :09:11.
chronic fatigue, and until two months ago was helped by a | :09:11. | :09:15.
specialist nurse from Frimley Park Hospital. That has now stopped. Tha | :09:15. | :09:20.
hospital says the service is no longer sustainable. | :09:20. | :09:25.
Eleanor Read can spend 12 hours a day too tired to do anything. Today | :09:25. | :09:34.
is a good day - she is making charity cards. It is kind of like | :09:34. | :09:37.
having a really rocky day, your legs are very heavy and you just | :09:37. | :09:43.
cannot really do anything. It is like having that every day. She has | :09:43. | :09:49.
ME. Her leg shaking is a sign of extreme physical fatigue. This is | :09:49. | :09:54.
higher in 2007, an active little nine-year-old. Now she struggles to | :09:54. | :10:02.
leave a house. It is just so isolating. Two not be able to do | :10:02. | :10:07.
anything with your friends at the weekend or anything. Four she has | :10:07. | :10:10.
been in part-time school for five years, she has not really been in | :10:10. | :10:16.
schools since Christmas 2010. She gets bored, lonely, frustrated, I | :10:16. | :10:21.
am happy. She has been helped by a specialist nurse in the four years | :10:21. | :10:26.
since these pictures were taken. Without a specialist services, we | :10:26. | :10:31.
know the prognosis is poor. To allow these children to lose their | :10:31. | :10:36.
childhood, their teenage years, and going to have a life with a long | :10:36. | :10:39.
term, debilitating condition is a travesty. It must not be allowed to | :10:39. | :10:44.
happen. The hospital says the role was part of a limited national | :10:44. | :10:48.
pilot scheme. There are only nine similar posts across the country, | :10:48. | :10:54.
and the service was no longer sustainable. One in 1000 secondary | :10:54. | :10:57.
school children are affected by ME. The hospital says it is committed | :10:57. | :11:01.
to providing an excellent service. But the family are worried that she | :11:01. | :11:06.
will get worse, Nat -- rather than better. | :11:06. | :11:10.
Imagine being tricked out of the home you have lived in for decades | :11:10. | :11:14.
and forced to move out. That is what has happened in a pensioner | :11:14. | :11:19.
from West Sussex. Tonight's Inside Out examines whether her solicitor | :11:19. | :11:25.
failed to protect our interests. Four this woman had lived in her | :11:25. | :11:32.
family home for almost 40 years. She was tricked into taking out a | :11:32. | :11:36.
1 million loans By Sheila Mason, who used Treharris as security. | :11:36. | :11:43.
whole life has been ruined. That is what has happened. I have not the | :11:43. | :11:47.
courage to commit suicide. They travelled to Wales, where she met | :11:48. | :11:53.
her lawyer, Geoffrey Townsend, and the broker for that alone. Not only | :11:53. | :11:57.
was he and business partner of the broker, he also represented Sheila, | :11:57. | :12:02.
who eventually walked off with her money. Two very clear conflict of | :12:02. | :12:05.
interest. There was a risk that if the loan | :12:05. | :12:13.
was called in, only one party would have the ability to meet that | :12:13. | :12:16.
obligations. In those circumstances, it is foolhardy to accept | :12:16. | :12:20.
instructions from both parties. I think it would have been evident to | :12:20. | :12:24.
even a solicitor who was only just qualified that he had difficulties | :12:24. | :12:28.
in this situation. When we showed him and evidence, he was so | :12:29. | :12:32.
concerned he reported Mr Townshend to the regulator. | :12:32. | :12:38.
Did you ever think this day would come? Well, I had hoped it would | :12:38. | :12:45.
not. Why I have been hit in this way I do not know. Thefts her fight | :12:45. | :12:49.
for justice goes on, but she has got to leave her home for the last | :12:49. | :12:59.
time. It has all ended. All due to something I never really understood. | :12:59. | :13:09.
:13:09. | :13:10. | ||
More on that story on Inside Out Coming up, it is Children In Need | :13:10. | :13:19.
week. The fund-raising starts here. Fire has destroyed be thatched | :13:19. | :13:24.
cottage near Petersfield. Fire- fighters from Hampshire were sent | :13:24. | :13:28.
to tackle the blaze. It happened in South Lane in Buriton just after 7 | :13:28. | :13:35.
o'clock last night. Wind helped the flames engulf the roof. They are | :13:35. | :13:39.
trying to extinguish the fire and nobody has been injured. A night | :13:39. | :13:45.
shelter in Brighton open for more than 25 years is closing. The | :13:45. | :13:48.
Riverside group that operates St Patrick's says the accommodation is | :13:48. | :13:52.
basic and needs development. The housing scheme at the former judge | :13:52. | :13:58.
will remain open but the night shelter closes in January. A | :13:58. | :14:02.
Berkshire father is encouraging parents to wise up to the risk of | :14:02. | :14:08.
supplying alcohol to their children. The son of John Higgins died after | :14:08. | :14:11.
falling from a cliff in Newquay. He was celebrating the end of his | :14:11. | :14:16.
exams and had been drinking. One MP is calling for parents to be | :14:16. | :14:22.
prosecuted for giving their children alcohol. For the pupils at | :14:22. | :14:27.
this school, this is just another teacher. This was the day they | :14:27. | :14:33.
found out he was the father of John Higgins, who died after falling off | :14:33. | :14:40.
the cliffs in Newquay. To see how such a story would affect somebody | :14:40. | :14:44.
personally, hits it home. A my mum says at the end of exams I can go | :14:45. | :14:52.
on holiday and now I am a bit nervous. Trying to make sure they | :14:52. | :14:57.
learn about the potential dangers, they talked about the dangers on | :14:57. | :15:02.
the coast. They launched a video and education pack distributed | :15:03. | :15:06.
throughout Berkshire and Cornwall. But the message must go further | :15:07. | :15:13.
afield. The minister James Birkenshaw talk about the safety | :15:13. | :15:17.
pack and said we do not need to legislate against binge drinking, | :15:17. | :15:22.
we must educate and this is the project we must support. | :15:22. | :15:25.
authorities have learned the lessons of the summer but some | :15:25. | :15:30.
parents have not and one MP has called for the law to be used | :15:30. | :15:34.
against parents sending children to the south-west stock up with | :15:34. | :15:39.
alcohol. I am not a lawyer and politician and I did not know where | :15:39. | :15:43.
the line is drawn but it is about educating the parent so that they | :15:44. | :15:50.
take their responsibility properly. This was a hard-hitting lesson but | :15:50. | :16:00.
:16:00. | :16:01. | ||
one parents cannot ignore. On to sport and what a weekend for AFC | :16:01. | :16:06.
Totton. They did it on Friday. They set the records tumbling on | :16:06. | :16:12.
Saturday. Eight goals. I was watching the fans and they could | :16:12. | :16:18.
not believe it. Fantastic. first non-League team to score | :16:18. | :16:23.
eight since the 1930s. Walthamstow did it. A hat trick in 15 minutes | :16:23. | :16:29.
and it was the parties to hat-trick by a substitute in the FA Cup. -- | :16:29. | :16:36.
fastest. Everybody is watching. We can take a look at the reaction to | :16:36. | :16:46.
:16:46. | :16:50. | ||
the draw. AFC Totton! The Mighty stags from Hampshire, Bristol | :16:50. | :16:58.
Rovers. I think they enjoyed that. It was a tremendous draw for them. | :16:58. | :17:04.
Great scenes yesterday at the stadium. A plum draw in round two. | :17:04. | :17:12.
They could get 100,000 from ticket sales and further inducements. | :17:12. | :17:16.
is a small club making big ways. The magic of the Cup is rubbing off | :17:17. | :17:22.
on the minnows and a lucrative prize awaits after the staggering | :17:22. | :17:26.
win at Bradford Park Avenue. They only move to their new ground this | :17:26. | :17:32.
year. We might got -- and not get many days like this. It was not | :17:32. | :17:36.
helped when they lost a couple of players to red cards. But the team | :17:36. | :17:38.
players to red cards. But the team produced a clinical finishing to | :17:38. | :17:45.
earn their place in round two. By the time the substitute scored the | :17:45. | :17:51.
first goal of his 15 minute hat- trick, they led 4-1. Park Avenue | :17:51. | :17:56.
crumbled after they took their crumbled after they took their | :17:56. | :18:01.
chances to rub salt into the wind. It was the headline result of the | :18:01. | :18:08.
round. It was joy yesterday as they prepare to face Bristol Rovers. | :18:08. | :18:14.
last couple of games, we have come out really well. It is a fantastic | :18:15. | :18:20.
draw and it will really grab the imagination of everybody. It was | :18:20. | :18:24.
such a highlight yesterday. I was thinking about the draw and could | :18:24. | :18:28.
not get to sleep and I made a cup of tea and could not get back to | :18:28. | :18:34.
sleep. It was like a late shift. They are consulting with the | :18:34. | :18:38.
authorities before confirming that the stadium can accommodate the | :18:38. | :18:42.
second round match. On this evidence, they would not want to | :18:42. | :18:49.
give up home advantage! I will show you the full draw later it. Five | :18:49. | :18:54.
other clubs are hoping to make it into the next round. The round-up | :18:54. | :18:58.
into the next round. The round-up starts at Griffin Park. One a | :18:58. | :19:02.
moment of quality and did Basingstoke. It was a free kick to | :19:02. | :19:09.
send them out. Salisbury were in charge for much of the match here. | :19:09. | :19:16.
They took an early lead. Then, Salisbury went back in front. The | :19:16. | :19:22.
substitute curled in the third. Crawley's lost a Cup tie was in | :19:22. | :19:30.
Manchester, beaten at Old Trafford. But a victory two-0 at Bury. | :19:30. | :19:34.
Bournemouth's lead against Gillingham. A great goal head. But | :19:35. | :19:40.

for Children In Need. This went all out on Hallowe'en night. After a | :22:21. | :22:26.
