Welcome to South Today. Tonight... In court. The former Portsmouth | :00:08. | :00:15.
manager Harry Redknapp appears to face accusations of tax evasion. | :00:15. | :00:20.
The waiting game. 3,000 workers wonder what is next for BAE Systems | :00:20. | :00:24.
in Portsmouth. How low can it go? A winter drought causes concern | :00:24. | :00:29.
across the South. And what will it mean for the Royals, as Sir John | :00:29. | :00:35.
sells his controlling share to the Russians? For the club, the fans | :00:35. | :00:45.
:00:45. | :00:50. | ||
and everybody at the club, this is Former Portsmouth manager Harry | :00:50. | :00:54.
Redknapp has appeared in court at the start of his trial for alleged | :00:54. | :01:01.
tax evasion. The court heard that during his time at the club, he | :01:01. | :01:04.
received almost $300,000, which he had no intention of declaring for | :01:04. | :01:06.
tax purposes. Mr Redknapp and former Portsmouth chairman Milan | :01:06. | :01:13.
Manderic deny charges of cheating the public revenue. Before we came | :01:13. | :01:16.
on air, I spoke to our correspondent James Pearce. I began | :01:16. | :01:21.
by asking him what happened in court. First of all this morning we | :01:21. | :01:24.
had the selection of the jury. They were told if they had football | :01:24. | :01:28.
prejudice which states said might affect their judgment and that they | :01:28. | :01:33.
must declare them. A Tottenham fan for example would have been ruled | :01:33. | :01:37.
out. Then at the prosecution started outlining the case, | :01:37. | :01:41.
explaining to the jury how they have accused Harry Redknapp of | :01:41. | :01:45.
going to Monaco and setting up a Mothercare bank account which he | :01:45. | :01:51.
did not declare for four years to the authorities. -- Monaco bank | :01:51. | :01:58.
account. They said it was named after his dog, Rose and 1947, the | :01:58. | :02:04.
year of his berth. We why was it set up? What the prosecution said | :02:05. | :02:09.
was that initially when he was at Portsmouth, he was Director Of | :02:09. | :02:14.
Football. As director, he was entitled to take 10% of the prophet | :02:14. | :02:21.
of any player transfers. But then he was manager. Then it was reduced | :02:21. | :02:27.
to 5%. The jury were told Peter Crouch had been bought for 1.25 | :02:28. | :02:34.
million and sold for 4.5 million. But instead of the 5% share, it was | :02:34. | :02:40.
double that amount. The owner of Portsmouth had put a similar amount | :02:40. | :02:44.
of money, in dollars into the Monaco back account, the jury was | :02:44. | :02:50.
Harry Redknapp and Milan Manderic deny the charges and the trial | :02:50. | :02:54.
continues. A homeless man has been convicted of murdering a terminally | :02:54. | :02:57.
ill friend who gave him a place to stay. David Sole and his girlfriend | :02:57. | :03:01.
were living at Jon Ellison's flat in Brighton last April, when he was | :03:01. | :03:04.
found beaten to death. David Sole had blamed the murder on his | :03:04. | :03:07.
partner but today was sentenced to life imprisonment. His partner | :03:08. | :03:10.
Denise Antonia was sentenced to five years for assisting an | :03:10. | :03:13.
offender. Danielle Glavin has been following the case and joins us | :03:13. | :03:15.
from our Brighton studio. The victim Jon Ellison was vulnerable | :03:15. | :03:24.
man, wasn't he? He was very vulnerable. He lived in supported | :03:24. | :03:29.
housing in Brighton. He had carers checking on him. He was very | :03:30. | :03:34.
welcoming, the court was told. That they could come and stay and do | :03:34. | :03:39.
what they liked. David Sole and Denise Antonia stayed with him last | :03:39. | :03:43.
April and admit that he was in the -- a stake in the fact when he was | :03:43. | :03:50.
attacked. They had the murder weapon with them and Denise Antonia | :03:50. | :03:54.
later threw it away. They ended up in Winchester, where they were both | :03:54. | :04:00.
arrested. Denise Antonia told the police they had been a row that | :04:00. | :04:05.
night. She said David Sole had punched a in the pace and Jon | :04:05. | :04:09.
Ellison had tried to stop them and he got a bat and told him to leave | :04:09. | :04:16.
her alone. But David Sole, she said, lashed out. He said, allegedly, I | :04:16. | :04:20.
will finish him off but the jury did not believe that. What have the | :04:20. | :04:25.
family said? After the verdict, his brothers released a statement | :04:25. | :04:29.
saying that they had never understood his way of life. But | :04:29. | :04:32.
they kept in contact with him and that they were devastated when they | :04:32. | :04:38.
heard about his murder. They said he was a kind and gentle spirit and | :04:38. | :04:42.
that they wished in peace and eternal rest. Police had said it | :04:42. | :04:46.
had been heeded the court case to investigate but that they would | :04:46. | :04:54.
Trade unions and MPs are urging BAE systems to clarify the future of | :04:54. | :04:57.
its shipyard in Portsmouth. It follows the start of a review of | :04:57. | :05:00.
the company's operations. BAE employs around 1,500 people in its | :05:00. | :05:02.
Portsmouth shipyard - and another 1,500 in support and maintenance | :05:02. | :05:05.
roles in the naval dockyard. The company says no decisions have been | :05:05. | :05:14.
There have been a series of newspaper headlines about the | :05:14. | :05:18.
shipyard in Portsmouth, sparked by the appointment of external | :05:18. | :05:22.
consultants by the company to look at maritime operations. The company | :05:22. | :05:28.
has about 3,000 staff in Portsmouth. Half are busy constructing sections | :05:28. | :05:32.
of aircraft carriers and the rest maintain warships. Work on the | :05:32. | :05:38.
aircraft carriers will keep them busy until 2016. After that, the | :05:38. | :05:44.
company is expected to get orders for the new Type 26 frigates. | :05:44. | :05:48.
Confirmation is wanted as soon as possible for that work. They have | :05:48. | :05:53.
to come out and place these orders. The government needs to support | :05:53. | :05:57.
that and they need to bring out the security that the employees of the | :05:58. | :06:02.
dockyard are seeking. The company said decisions have not been made | :06:02. | :06:05.
about the future of the shipyard in Portsmouth and nobody from the | :06:05. | :06:10.
company has been available for interview. One local MP said she is | :06:10. | :06:14.
keeping a close watch on developments. We should be | :06:14. | :06:19.
concerned about it but not worried. I would want to Wishaw workers in | :06:19. | :06:24.
Portsmouth that this is the start of the consultation. -- reassured. | :06:24. | :06:30.
A lot of speculation is unfounded. They are at the start of the review. | :06:30. | :06:35.
The controversy included this situation in the dockyard when a | :06:35. | :06:39.
ship set sail for the Middle East. The planned deployment comes as | :06:39. | :06:47.
tensions continue to escalate about A 51 year-old man has appeared | :06:47. | :06:50.
before Weymouth magistrates after a fuel tanker crashed into his wife's | :06:50. | :06:53.
house which then caught fire. Hugh Billington, of no fixed abode, has | :06:53. | :06:55.
been charged with arson with intent to endanger life, assault by | :06:55. | :06:59.
beating and theft. The incident happened at Wool in Dorset on | :06:59. | :07:05.
Friday. His wife Christine escaped unhurt. He has been remanded in | :07:05. | :07:07.
custody and will appear at Dorchester Crown Court at the end | :07:07. | :07:17.

of January. A prison officer has described to a court the moments a | :07:20. | :07:24.
riot started at Ford Open Prison on New Year's Day last year. Seven men | :07:24. | :07:27.
are on trial accused of taking part in the disturbance. The jury has | :07:27. | :07:29.
heard that staff were threatened and buildings torched causing more | :07:29. | :07:34.
than 5 million of damage. The prison officer in charge described | :07:34. | :07:39.
how he and his colleagues were confronted by a group of inmates. | :07:39. | :07:43.
He said prisoners came out of billets to see in the new year and | :07:43. | :07:47.
that there was not a difficulty at first. Next, alarms went off and he | :07:47. | :07:53.
told the jury he had men making monkey noises. He said about 40 | :07:53. | :07:56.
offenders emerged and they were masked and some were armed. There | :07:56. | :08:03.
were shouts of Kilby screws, let's do them. He said he felt vulnerable. | :08:03. | :08:08.
They jeered and threatened to kill officers. He said it was better to | :08:08. | :08:11.
walk away normally downturn had run away as that could have accelerated | :08:11. | :08:18.
the problems. Prison staff withdrew. They were just six on duty. Two | :08:18. | :08:21.
were prison officers and the rest support up as us. Within half an | :08:21. | :08:27.
hour, prisoners taking control of the prison ran a mark over the | :08:27. | :08:32.
course of 12 hours but some inmates tried to put out fires. It is the | :08:32. | :08:35.
prosecution case that there was tension in the air leading up to | :08:35. | :08:40.
the bright because prison staff had protested inmate or alcohol. Seven | :08:40. | :08:46.
men serving sentences are now on trial at Hove Crown Court. They are | :08:46. | :08:50.
charged with mutiny and violent disorder. All but one are accused | :08:50. | :08:55.
of arson. They all deny the charges. Apart from Thomas Reagan seen here, | :08:55. | :09:00.

Councils across the South have been announcing how much they intend to | :09:09. | :09:14.
put up council tax bills next year. Their budgets are under pressure | :09:14. | :09:17.
after cuts in the amount they receive from central government, so | :09:17. | :09:21.
will they pass that on to us, or try to find further savings? Our | :09:21. | :09:24.
Political Editor Peter Henley is with me. This year we had a freeze | :09:24. | :09:33.
in bills, how does it look for next year? Let's wind the clock back a | :09:33. | :09:37.
little bit. We've gone from routine increases in bills of 10% in 2003/4 | :09:37. | :09:40.
- which caused such annoyance that central government stepped in with | :09:40. | :09:43.
capping and then offering extra money if they kept rises down which | :09:43. | :09:47.
led to a freeze last year - but now the drastic cuts in all sorts of | :09:47. | :09:49.
grants means some councils are considering rises rather than cut | :09:49. | :09:55.
services. Then the government came in with capping and so on. One | :09:55. | :10:02.
place where it looks like that might happen is Brighton. This is | :10:02. | :10:06.
the first council with the Green Party in charge. Unions like that | :10:06. | :10:10.
but Labour and the Conservatives do not agree. What do people think? We | :10:10. | :10:18.
took a councillor in charge to find out. We are asking for 3.5 %. | :10:18. | :10:22.
is not much, really. We have got other things going up and we do not | :10:22. | :10:30.
get paid any more. That is not the worst. No, not really. It is still | :10:30. | :10:38.
out of order. You do not listen anyway. A cave. All right. We are | :10:38. | :10:42.
trying to survive as a business and an individual at a difficult time. | :10:42. | :10:46.
You wonder what they are spending the money on hand it is not | :10:46. | :10:51.
particularly clear. That is a difficulty. We have published the | :10:51. | :10:54.
most detailed budget information ever but unless you have got the | :10:54. | :11:01.
time had interest... Will any other bills rise as much as Brighton? | :11:01. | :11:05.
do not think so. I will think that they will be the biggest. This is a | :11:05. | :11:10.
complicated system. I think Reading will be freezing. A lot of | :11:10. | :11:13.
Conservative authorities are freezing as well. Some charges are | :11:13. | :11:18.
going up. 60 for green waste collection. Everybody will have to | :11:18. | :11:28.
:11:28. | :11:35. | ||
consult next year and we could have The former Conservative member of | :11:35. | :11:37.
parliament, David Atkinson, has died from cancer. He represented | :11:37. | :11:40.
Bournemouth East at Westminster for twenty eight years between 1977 and | :11:40. | :11:42.
2005. Before his parliamentary career, he was a director of his | :11:42. | :11:45.
family's car sales business and was the national chairman of the young | :11:45. | :11:48.
conservatives. It's been a dry autumn and the few days of rain | :11:48. | :11:51.
we've had so far this winter haven't been enough. Many areas in | :11:51. | :11:54.
the South are experiencing drought conditions, usually associated with | :11:54. | :11:57.
a long hot summer. Some rivers and reservoirs are at an all-time low | :11:57. | :11:59.
and one fishing club is so concerned it's considering its | :11:59. | :12:04.
future. For more than 30 years, Terry has fished at the Andover | :12:04. | :12:10.
Angling Club. But lack of rain is causing problems. The weather that | :12:10. | :12:15.
normally feeds the pond is running late. Consequently it would get | :12:15. | :12:19.
very low and the oxygen would be depleted. It cannot then sustain | :12:19. | :12:25.
light. The Environment Agency would on an emergency basis take the fish | :12:25. | :12:33.
out. At the moment it is about 4 ft down on what it should be. It is | :12:33. | :12:42.
normally up to the top here. across the South. -- water | :12:42. | :12:45.

If the dry conditions continue, preparations have been made to move | :13:11. | :13:18.

forecast. It will be dry and sunny this week. But there will also be | :14:20. | :14:24.
wet and windy days. We are speaking to Sir John Madejski on his hopes | :14:24. | :14:32.
for the future of Reading Football Club. | :14:33. | :14:36.
The broadcaster Sandi Toksvig has been appointed as the new | :14:36. | :14:40.
Chancellor of Portsmouth University. Comedian, author and a presenter | :14:40. | :14:44.
will take up the post in October. She succeeds the actor and author | :14:44. | :14:50.
Sheila Hancock who is coming to the end of her five year term. | :14:50. | :14:55.
It should be the busiest time of year for them but guest home owners | :14:55. | :14:58.
in Weymouth are complaining their bookings for the Olympic period are | :14:58. | :15:02.
significantly down. They say transport restrictions and | :15:02. | :15:06.
expectations of big crowds are keeping traditional holidaymakers | :15:06. | :15:10.
away. Dave Price owns the Molyneux. He has kept charges the same as | :15:10. | :15:16.
last year but he fears tourists may not fear -- when a flock to the | :15:16. | :15:23.
seaside town. Cold and quiet. The trouble is, guest house owners are | :15:23. | :15:29.
worried it will be carried -- quiet in the middle of summer. The | :15:29. | :15:34.
Molyneux reckons there bookings for the Olympic period are half of what | :15:34. | :15:39.
they normally L4 stop the other 40 guesthouses in the association are | :15:39. | :15:44.
reporting similar falls. There is a big misconception in the public | :15:44. | :15:48.
that all the hotels and restaurants in Weymouth are going to make a | :15:48. | :15:52.
fortune. He is the summer holidays, it is peak season. If these | :15:52. | :15:56.
establishments do not make the money during that period, they will | :15:56. | :16:04.
be in trouble. We have seen a number of guesthouses go. But the | :16:04. | :16:06.
Olympic organisers are unsympathetic, saying many hotels | :16:06. | :16:11.
in the area a her are actually very busy, with bookings was a bully for | :16:11. | :16:14.
the Olympics. They say instead of worrying about additional visitors, | :16:14. | :16:18.
the guesthouses should target the Olympic tourists instead. Perhaps | :16:18. | :16:22.
they are used to taking bookings for five days. I would suggest | :16:22. | :16:27.
people coming to the Olympic Games will want to come to stay overnight | :16:27. | :16:33.
or for two nights. Been is a different market. I would suggest | :16:33. | :16:40.
looking at the offer. -- it is a different market. During the | :16:40. | :16:45.
Olympics, this road will be closed to traffic for 12 hours a day. This | :16:45. | :16:49.
has also prompted complaints. The guesthouse owners are worried about | :16:49. | :16:54.
access for their customers. But special arrangements can be made if | :16:54. | :16:59.
necessary. Traditional Dorset varieties of | :16:59. | :17:03.
apple trees are being reintroduced by the National Trust. Over the | :17:03. | :17:07.
weekend, volunteers have been helping to planned 40 trees. The | :17:07. | :17:11.
project is being funded by donations from people who have paid | :17:11. | :17:16.
to dedicate some of the trees in memory of loved ones. The nice part | :17:16. | :17:20.
of it is, the families, through their donations, have paid for all | :17:20. | :17:27.
of this as a community project. They put the trees in and you end | :17:27. | :17:31.
up with a really nice area, especially when you drive into the | :17:31. | :17:36.
village. Now the sport. Let us start with | :17:36. | :17:42.
the Royals. A bit of a change on the way. The end of an era. It has | :17:42. | :17:46.
been a long search by Sir John Madejski, looking to find somebody | :17:46. | :17:51.
to invest in the club. He says he has got the right deal. He told us | :17:51. | :17:55.
he is confident the club can prosper with a new majority owner. | :17:55. | :17:58.
Thames Sports Investment, founded by a Russian businessman, is said | :17:58. | :18:03.
to live up to its name and invest money this month to strengthen the | :18:03. | :18:07.
Royals team. It is a symbolic moment of change after more than | :18:07. | :18:12.
two decades in which one man has built Reading from the bottom up. | :18:12. | :18:16.
Sir John Madejski has been patient in waiting for the right buyer for | :18:16. | :18:21.
Reading Football Club. He believes he has found him. I believe we have | :18:21. | :18:26.
a fantastic partnership which can really take Reading further to the | :18:26. | :18:31.
promised land and stay there. For Reading Football Club, for the fans | :18:31. | :18:34.
and indeed everybody at the Football Club, this is the dream | :18:34. | :18:43.
ticket. After 21 years, the change brought homes -- trepidation and | :18:43. | :18:49.
praise alike. The chairman, he is happy with the deal, he has said it | :18:49. | :18:54.
is right. I am a bit worried about being taken over by a rich Russian | :18:54. | :18:59.
but what can you do? It is an ambition to get into the Premier | :18:59. | :19:04.
League. You have to change. A bit of investment, we should be up | :19:04. | :19:08.
there soon. Sir John Madejski is at pains to point out no deal is | :19:08. | :19:13.
finalised. He is keen to point out the Russian made his fortune in | :19:13. | :19:18.
paper manufacturing and speaks for himself. A until it is a deal, I do | :19:18. | :19:24.
not think he wants people to know much about him. The time to | :19:24. | :19:31.
celebrate, with time to get enthusiastic. A smooth transition | :19:31. | :19:37.
is planned. Sir John Madejski stays imposed until 2013. Company that | :19:37. | :19:42.
will be in charge. They are coming in and they will strengthen the | :19:42. | :19:48.
squad. -- Thames Sports Investment. I think the most important people | :19:48. | :19:52.
who are the fans and I think it is very important the fans get behind | :19:52. | :19:58.
ready now. If Thames Sports Investment said no changes would be | :19:58. | :20:02.
made to management. This is a sale that seems likely to cross the | :20:02. | :20:06.
finishing line. Lead us talk to the former Reading | :20:06. | :20:14.
captain. A big weekend of change. massive weekend. Is just the | :20:14. | :20:18.
prelude to change. It is Sir John Madejski announcing the people he | :20:18. | :20:24.
was looking for. People with deep pockets that can take the club | :20:24. | :20:29.
forward. He has a particularly good relationship with the players. | :20:29. | :20:33.
wants to know what is going on. He wants to know what is in their | :20:33. | :20:38.
minds. Players are vital. They talk to him all the time. They made sure | :20:38. | :20:43.
his club is run the way they wanted to be done. I can't help thinking, | :20:43. | :20:48.
is there an element of sadness with him wanting to do this? I think | :20:48. | :20:52.
there will be. He has been there for so long. If you look at Elm | :20:52. | :20:57.
Park, where we came from, the stadium with his name on it, it is | :20:57. | :21:01.
a beautiful place. I think 20 hands over the keys, as it were, there | :21:01. | :21:06.
will be a tear in his eye. -- I think when he hands over their keys. | :21:06. | :21:10.
That will bring pressure. How do you think players will think about | :21:10. | :21:14.
it? Reading have been renowned for doing things under the radar. They | :21:14. | :21:20.
do not shout about things from the rooftops. They just go on with it. | :21:20. | :21:24.
Brian McDermott is the perfect person to take the transition in | :21:24. | :21:32.
hand. He will reveal achy signing that will bolster the squad. -- a | :21:32. | :21:41.
key signing. Sir John Madejski will not do anything that is not | :21:41. | :21:45.
sustainable. Fans do not want to say anything that is not safe or | :21:45. | :21:49.
prudent -- do not want to see anything. People build on the | :21:49. | :21:59.
:21:59. | :21:59. | ||
foundations he has in place. A new owner is exactly what | :21:59. | :22:02.
Portsmouth are looking for. They are facing a winding-up petition | :22:02. | :22:05.
after confirming they have failed to meet two tax bills. On the field, | :22:05. | :22:08.
they suffered a late defeat on Saturday but there were wins for | :22:08. | :22:14.
Brighton and Bournemouth. Here are some of the weekend highlights. | :22:14. | :22:22.
Brighton were visitors. The home side equalised in the second half. | :22:22. | :22:28.
Goals were scored a second -- a couple of minutes before the | :22:28. | :22:34.
whistle. It is magnificent we won the game. You have to look at the | :22:34. | :22:40.
Games home and away. We were prepared. We have the same way of | :22:40. | :22:44.
playing, we do not change. goals came thick and fast at | :22:44. | :22:48.
Cardiff. Bombie replied with two that either side of half-time to | :22:48. | :22:55.
recover from an early 1-0 deficit. They could not maintain that | :22:55. | :23:00.
deficit. They scored an injury-time winner. A disappointing result for | :23:00. | :23:04.
Reading who suffered their first home defeat since November at a | :23:04. | :23:09.
hands of Hull. In League One, Bournemouth came from behind to | :23:09. | :23:17.
scored twice against visitors Tranmere. The Gerry's going to a | :23:17. | :23:25.
place. We came back from one a nail down again. -- the cherries. They | :23:25. | :23:31.
did the job. They lead to our teams both took points from draws. | :23:31. | :23:39.
Crawley Town succumbed to an equaliser. | :23:40. | :23:48.
Southampton can go back to the top of the Championship. In his Saints | :23:48. | :23:58.
against Leicester this evening. It is live on BBC Radio Solent from | :23:58. | :24:02.
7:05pm. There are extended highlights on tonight's Late Kick | :24:02. | :24:12.

Off. That is all on BBC One. You were talking about it being | :24:21. | :24:27.
cold and warm. Driving back down south this afternoon, temperatures | :24:27. | :24:37.
:24:37. | :24:41. | ||
five degrees. I aborted telescope at the weekend. I spent three hours | :24:41. | :24:47.
trying to set the up. Could I see anything? No. -- I bought a | :24:48. | :24:52.
telescope. Lesley Dainton captured sheep | :24:52. | :24:55.
grazing under cloudy skies at Hooksway near Harting Down in West | :24:55. | :24:58.
Sussex. Jonno Hewitt was cycling through | :24:58. | :25:01.
the New Forest this afternoon and captured a great shot of two New | :25:01. | :25:11.
Forest ponies. It looks like he has got a tiny course on his back! -- | :25:11. | :25:14.
course. And David Healey photographed a red | :25:14. | :25:17.
squirrel in the sunshine in his back garden at Wootton Bridge on | :25:17. | :25:27.

the Isle of Wight. We have had some showers and there is a chance of | :25:27. | :25:32.
fog. You may get ice patches are through the early hours of the | :25:32. | :25:36.
morning. Temperatures will plunge to single figures. There could be a | :25:36. | :25:41.
touch of frost. Temperatures will dip to one degrees. Ice is a risk. | :25:41. | :25:46.
We will have more cloud tomorrow morning. At the rain will affect | :25:47. | :25:51.
all of us through the day tomorrow. It will clear in western areas by | :25:51. | :25:56.
tomorrow afternoon. You will see a wintry shower. Once the rain clears, | :25:56. | :26:02.
it will be a lot milder. Cooler temperatures during the morning. It | :26:02. | :26:07.
will warm up during the afternoon. The rain will clear in the early | :26:07. | :26:14.
hours of Tuesday morning. A lot of cloud around. Patchy drizzle of a | :26:14. | :26:18.
possibility. Lows of eight degrees. You can see these temperatures are | :26:18. | :26:23.
very similar to tomorrow's daytime temperatures. A not my to come | :26:23. | :26:31.
tomorrow night. Then it will turn unsettled on Wednesday. -- a mild | :26:31. | :26:36.
night. There will be a bright start for some of us on Wednesday. The | :26:36. | :26:41.
rain will come through later on Wednesday. That clears off on | :26:41. | :26:45.
Thursday and follow it there will be sunny spells with the odd | :26:45. | :26:49.
scattered heavy shower. High pressure will build in from the | :26:49. | :26:53.
Atlantic on Friday. It will be dry and settled although the nights | :26:53. | :26:58.
will be frosted. To start this week, it will be cloudy with rain at | :26:58. | :27:01.
times, mild for the time of year. Temperatures will be in double | :27:01. | :27:05.
figures. By the end of the week, sunny, dry with frosty nights. Here | :27:05. | :27:10.
is the summary. There is a lot of rain about. They could be heavy in | :27:10. | :27:16. |
