judge used. They were the most serious offences. At court Case was | :02:07. | :02:12. | |
convicted of 18 offences committed over 35 years, ranging from | :02:12. | :02:18. | |

of ships and the jobs that depend on it is also hidden, not realised | :05:32. | :05:37. | |
by most people. But as money becomes tighter, this bitter | :05:37. | :05:40. | |
dispute between Southampton and Liverpool is also increasingly | :05:40. | :05:49. | |
coming out into the open. It is the Government's equivalent of the | :05:49. | :05:54. | |
lottery's good causes and the regional growth fund got an extra | :05:54. | :05:57. | |
�1 million this morning. But if you're a business in the south of | :05:57. | :06:03. | |
England, what are your chances of hitting the jackpot? Liverpool | :06:03. | :06:07. | |
scooped �35 towards the cost of dredging the Mersey to bring in | :06:07. | :06:11. | |
larger ships, Southampton picked up just �5 million for a docks access | :06:11. | :06:15. | |
road. It can't be allowed to go unchallenged. I'm over in Brussels | :06:15. | :06:21. | |
next week and I'm going to lobby one of the south-east'ss MEPs and | :06:21. | :06:26. | |
get this raised in the European Parliament. It is state aid | :06:26. | :06:31. | |
disadvantaged one part of the UK. Southampton's had to wait five | :06:31. | :06:34. | |
years for permission to rebuild for larger ships. The private sector is | :06:35. | :06:40. | |
meeting the costs. But the Government says it has to award | :06:40. | :06:47. | |
cost that will benefit the UK as a whole. The first two rounds have | :06:47. | :06:52. | |
produced 330,000 jobs. For people to be cynical about anything that | :06:52. | :06:56. | |
produces new jobs, they have got to examine their own priorities. | :06:56. | :07:00. | |
Liverpool, they're unhappy about the amount of subsidy the south | :07:00. | :07:06. | |
gets to deal with overcrowded road and rail routes. Subsidies have | :07:06. | :07:09. | |
gone where congestion has been found. And because there are | :07:09. | :07:15. | |
already a lot of people in the south-east, more and more seems to | :07:15. | :07:19. | |
follow them. But a different rule seems to apply to north. We need | :07:19. | :07:24. | |
more investment and that will improve the economy. The argument | :07:24. | :07:27. | |
for subsidies in the past has been where there are problems, we need | :07:27. | :07:32. | |
to spend money. There are problems in London's transport. It is about | :07:32. | :07:36. | |
investment. We can't have a situation where there an ever | :07:36. | :07:41. | |
increasingly over heated south east. Many in the south would argue the | :07:41. | :07:44. | |
economy here is barely simmering and robbing Peter to pay Paul is | :07:44. | :07:48. | |
not the answer. Even if it would be years before Liverpool catches up | :07:48. | :07:53. | |
with the south coast economy. With the dredging, Liverpool will only | :07:53. | :07:58. | |
just be catching up with where Southampton was three years ago. | :07:58. | :08:02. | |
Taking the sort of ships they can take. Some dismiss the argument | :08:02. | :08:06. | |
between the two, saying the natural advantages are on the south coast, | :08:06. | :08:10. | |
close to the shipping lanes. But the economy is slowing down. Money | :08:10. | :08:17. | |
is tight. And this is becoming a very difficult argument. The public | :08:17. | :08:19. | |
got the chance to watch Hampshire County Council's budget meeting | :08:20. | :08:24. | |
live on the internet today. It's the first in a project which will | :08:24. | :08:26. | |
televise all future council meetings and which is costing the | :08:26. | :08:29. | |
taxpayer just over �200,000 Opponents say it's a waste of money, | :08:29. | :08:34. | |
but the council says it brings greater transparency. And if you | :08:34. | :08:37. | |
missed the Hampshire meeting, you can always tune in to the budget | :08:37. | :08:40. | |
meeting taking place right now in Brighton and Hove. The ruling Green | :08:40. | :08:43. | |
party has refused a Government handout of �3 million, for which | :08:43. | :08:46. | |
they would have to guarantee no council tax rise this year. Instead, | :08:46. | :08:51. | |
the ruling group wants to raise the tax by 3.5%. But the opposition | :08:51. | :08:54. | |
