young children. -- talking. They were depraved, that is the word the

judge used. They were the most serious offences. At court Case was

:02:07.:02:12.

convicted of 18 offences committed over 35 years, ranging from

:02:12.:02:18.

indecent assault to Rangers three of his victims were foster

:02:18.:02:23.

childrens -- assault to rape. Three of the victims were forester

:02:23.:02:31.

children in his case. - foster children. Authorities did

:02:31.:02:36.

investigate but no action was taken. My personal opinion on what I have

seen of the records that exist, I have got concerns that perhaps we

weren't as robust and I say we, from a police perspective, weren't

as robust as we could have been. court the judge said it was

surprising that Case was not prevented from having access to

children after the come plaiment was made. Southampton council said

they didn't place further foster children with the family. They said

they're now reviewing their handling of the case A statement

Little comfort for the victims of a depraifrd man, but tonight they're

pleased justice has been done. -- depraved. Detectives investigating

the shooting of a 27-year-old man in Southampton on Sunday are

remains of a woman's body were found in woodland. The discovery

Government defended a �35 million grant to help Liverpool take larger

ships. It's been described as a kick in the teeth for Southampton,

gone where congestion has been found. And because there are

already a lot of people in the south-east, more and more seems to

:07:15.:07:19.

follow them. But a different rule seems to apply to north. We need

:07:19.:07:24.

more investment and that will improve the economy. The argument

:07:24.:07:27.

for subsidies in the past has been where there are problems, we need

:07:27.:07:32.

to spend money. There are problems in London's transport. It is about

:07:32.:07:36.

investment. We can't have a situation where there an ever

:07:36.:07:41.

increasingly over heated south east. Many in the south would argue the

economy here is barely simmering and robbing Peter to pay Paul is

they would have to guarantee no council tax rise this year. Instead,

the ruling group wants to raise the tax by 3.5%. But the opposition

plans to fight it all the way. Let's join Sean Killick, who's in

our Brighton studio. Well this is history in the making. It is the

first ever Green Party council budget in Britain. And there are

reporters down in the national newspapers. But it it is a

difficult time for the Greeps, they have to find �17 million of savings,

and they are alienating many of their supporters. Whatever you read,

:09:24.:09:30.

it is the Greens that want to close it down. Protesters were lobbying

:09:30.:09:34.

councillors, this group angry at the ruling Green Party's plan to

:09:35.:09:41.

scrap the mow bail library service. The profile of the people that use

:09:41.:09:49.

it. -- mobile library. They will suffer the most. A proposal to

raise allotment fees has alienated others. I have been a green party
