According to a report out today by the charity Family Action, many

people are having to choose between keeping their children warm or well

fed as rising food and fuel prices break the bank for people on low

incomes. It suggests that some families are spending less than �2

a head each day on food - and the effect is being felt here in the

south. In the Itchen area of Southampton, it's estimated more

than one in four children lives in poverty and on the Weston Estate

reaction to these pockets of severe deprivation in 2012? It is quite

shocking to find these pockets of deprivation today. We're in a

double century year for Dickens and people would have thought of this

as something of a Dickensian past, but unfortunate in Britain we have

:03:59.:04:02.

much higher levels of child poverty than most of the European Union,

:04:02.:04:09.

and if they can do better, we certainly should be able to. David

Cameron's suggesting he wants to change the definition of child

:04:12.:04:17.

poverty - just what defines a child as living in poverty? The current

:04:17.:04:22.

poverty line is set at �12 per family member per day, so if you're

:04:22.:04:25.

below that, you're considered in poverty and some of these families

:04:25.:04:35.
:04:35.:04:42.

are really quite a long way below that. We were told the biggest

:04:42.:04:46.

burden would be taken by the wealthiest, with matters not how it

:04:46.:04:48.

is turning it in practice and even the Treasury has published

documents that show they're not doing what they said. There they

are going to be �18 billion of benefit cuts kicking in by 2014 and

meant no heating or hot water. Already in jail for drugs offences,

last week the landlord you had a further prison term imposed. Now

Reading council is teaming up with the Citizens Advice Bureau to

establish new powers and tighter regulations to hold all landlords

to account and try to raise standards for tenants. Some things

we can do straight away in some things we have already done, some

things will take a little longer, but it is absolutely worthwhile. We
