South Today. In tonight's programme: Public

:00:06.:00:09.

services face a further squeeze. We gauge reaction to the cuts here

:00:09.:00:17.

in the South. We were told that it would be

:00:17.:00:20.

hard-fought local governor, and it has been hard again, and guess what,

:00:20.:00:23.

had again today. Taking delivery of their flagship

:00:23.:00:26.

and showing off the South's expertise - a special ceremony in

:00:26.:00:28.

Portsmouth for the Oman Navy. Protesting to keep a facility afloat

:00:28.:00:34.

- swimmers plead for the future of a pool in a special hotel.

:00:34.:00:37.

And hoping to get back on board. We meet the Winter Olympic hopeful

:00:37.:00:47.
:00:47.:00:52.

pulling her weight as she fights for fitness.

:00:52.:00:55.

The cuts were never in any doubt, but just what will today's Spending

:00:55.:00:58.

Review mean for us here in the South? Chancellor George Osborne set

:00:58.:01:01.

out his plans for cutting another 11.5 billion from public spending

:01:01.:01:06.

today. And with just a few exceptions, such as the Health

:01:06.:01:09.

Service, most sectors of public life will face cuts. Today's overall

:01:09.:01:15.

announcement will be followed in the next few days with specific detail.

:01:15.:01:18.

But many organisations here in the South such as councils and police

:01:18.:01:21.

forces are already working out what it means for them, their staff, and

:01:21.:01:26.

their services. In a moment, we'll be getting political reaction to

:01:26.:01:29.

today's Spending Review. But first, Briony Leyland has been gauging

:01:29.:01:38.

reaction to it. Southampton city Art Gallery is one

:01:38.:01:42.

of the best places to see a heart in the South, but these days, you can't

:01:42.:01:45.

see it after three o'clock on a weekday. Council cuts mean reduced

:01:45.:01:52.

opening hours. I would expect a normal art gallery for a city of

:01:52.:01:57.

this time to be at least open from nine o'clock in the morning to five

:01:57.:02:01.

o'clock at night. Dack times at the act gallery are just one example of

:02:01.:02:06.

cuts which have seen 200 posts going at Southampton Council. The leader

:02:06.:02:11.

says that 10% reduction and ends today will put jobs at risk and

:02:11.:02:16.

services under strain. It is profoundly disappointing. It is to

:02:16.:02:19.

-- disappointing to me and my staff and will be disappointing to the

:02:19.:02:23.

people we represent. Whilst we are here to protect front-line services

:02:23.:02:28.

as best we can, this will have a real impact on them. All that in the

:02:28.:02:33.

Conservative run Bournemouth, there is optimism that front-line services

:02:33.:02:36.

can be protected. But the message to the Chancellor is that he can't keep

:02:36.:02:44.

taking and keep expecting ten holes to deliver. It does seem that local

:02:44.:02:49.

councils have taken the biggest hit. They do talk about the net effect

:02:49.:02:52.

being substantially less than 10%, but we will have to wait and see

:02:52.:02:56.

what that means. Anti-cuts campaigners say councils could do

:02:56.:03:01.

more to stand up to the Government. They need to put much more pressure

:03:01.:03:04.

on the Government to stop your steady programme, whether that is

:03:04.:03:11.

housing, benefits or whatever. -- austerity programme. Police forces

:03:11.:03:17.

face cuts to. He Chancellor's figure of around 6% is more than feared,

:03:17.:03:25.

but still hardly welcome news. Suri and Hampshire police both talk to

:03:25.:03:31.

the -- talk today about how decisions having to be made.

:03:31.:03:35.

public have the Chief Constable and let them know what they want from

:03:35.:03:39.

the police. What do they want the police not to do? Something has to

:03:39.:03:47.

give. There is no Mac -- there is no more slack in the system.

:03:47.:03:50.

planned cuts will take many organisations into uncharted waters

:03:50.:03:57.

as they think hard about the best way to face the future.

:03:57.:04:03.

We will have some -- that some people from across the South. Let's

:04:03.:04:05.

have some reaction from Westminster. Political editor Peter Henley was in

:04:05.:04:08.

the House of Commons today as the Chancellor made his statement, and

:04:08.:04:13.

afterwards sent us this report. This was a very political Spending

:04:13.:04:16.

Review, making decisions for a period after the next election and

:04:17.:04:20.

putting Labour on the spot. There were also real decisions which will

:04:20.:04:24.

make an impact on people's lies. With me are two MPs from the South

:04:24.:04:31.

of England. -- people 's lives. This may -- this renegotiation of

:04:31.:04:37.

contracts for the MoD, will that mean jobs have to go? No, there have

:04:37.:04:40.

been no announcements on that today. I am optimistic about Portsmouth's

:04:40.:04:46.

future. We have had an increase in the equipment budget spend and more

:04:46.:04:50.

money for the Armed Forces. Portsmouth has a very bright future.

:04:50.:04:55.

We will have 200,000 tonnes of warship in that harbour. It is all

:04:56.:05:00.

to be cheery about. George Osborne said money would continue for

:05:00.:05:05.

funding the Armed Forces, talking about them getting increases every

:05:05.:05:11.

year. That won't happen in local Government. Taking away public

:05:11.:05:18.

sector increases? Indeed. The cuts are coming above the cuts already in

:05:18.:05:21.

local Government funding, and that will mean a very bleak future in the

:05:21.:05:29.

immediate future for local funding overall. That will very impact how

:05:29.:05:33.

Southampton local Government is able to continue to run the very basic

:05:33.:05:37.

services that we rely on. This is asking local governance to do the

:05:38.:05:42.

dirty work of national Government, isn't it? Local governor can do

:05:42.:05:49.

more. In Portsmouth, the opposition groups, our councils didn't even get

:05:49.:05:53.

to see the budget. They couldn't comment on and on what they thought

:05:53.:05:59.

could happen. We have seen recently that there is other money out there.

:05:59.:06:02.

Tomorrow there is a big announcement on infrastructure projects. We have

:06:02.:06:07.

money available to spend the local enterprise partnerships over the

:06:07.:06:11.

cause of the next Parliament. You have got to create real jobs and

:06:11.:06:16.

grow the private sector. For every job in the public sector, we growing

:06:16.:06:20.

three in the private sector. That is what will get this country back on

:06:20.:06:24.

track. Everybody knows the difference between realising and

:06:24.:06:29.

asset making and make it work. The trouble is, what the Chancellor has

:06:29.:06:35.

done over the last three years is simply close the country down. Of

:06:35.:06:38.

course, that has meant the economy has bumped along the prop -- the

:06:38.:06:43.

bottom. We need to do more to get is investing and getting assets

:06:43.:06:49.

working. More jobs have been created since we have been in Government.

:06:49.:06:53.

Yes, we will hear more details from the Liberal Democrats, from Danny

:06:53.:06:59.

Alexander, about exactly where that infrastructure money will be spent.

:06:59.:07:03.

To find out how today's Spending Review might affect you, go to the

:07:03.:07:07.

BBC website. A Winchester woman who died in

:07:08.:07:10.

hospital eight days after giving birth to triplets had a previously

:07:10.:07:12.

undiagnosed heart condition. 34-year-old Isabel Mason gave birth

:07:12.:07:15.

to healthy triplets at the Royal Hampshire County Hospital in March

:07:15.:07:21.

last year. An inquest in Winchester today recorded a verdict of death by

:07:21.:07:25.

natural causes. Four people have been jailed for

:07:25.:07:29.

life for the torture and murder of a homeless man in Southampton. Jamie

:07:29.:07:32.

Dack's body was discovered by firefighters. He had been dumped in

:07:32.:07:38.

a bin which had then been set alight. Tom Hepworth is with me now.

:07:38.:07:43.

Remind us of what happened. Jamie Dack met Lee Nicholls at the

:07:43.:07:46.

Patrick House Hostel, and through him, Donna Chalk, Ryan Woodmansey

:07:46.:07:51.

and Andrew Dwyer-Skeats. They held Jamie captive in this one-bedroomed

:07:51.:07:55.

flat and stole his laptop, hoping to sell it so they could go to a rave

:07:55.:08:01.

in Bournemouth. They also took his cashpoint card and tortured him to

:08:01.:08:05.

get his PIN number. He was attacked with baseball bats, bottles and

:08:05.:08:08.

knives before being tied up, gagged and locked in a wardrobe while they

:08:08.:08:12.

went out. They returned the following day and stabbed him to

:08:13.:08:18.

death to stop him going to police. Then they put him his body in a bin,

:08:18.:08:21.

covered him in petrol, and set it on fire. How long will his killers

:08:21.:08:26.

serve in prison? A long time. They were sentenced to a total of more

:08:26.:08:28.

than 120 years. In many circumstances, the minimum term

:08:28.:08:31.

someone convicted of murder serves is 15 years, with a reduction for

:08:31.:08:36.

pleading guilty. Lee Nicholls did so, but he'll serve 34 years, Donna

:08:36.:08:39.

Chalk will serve 25 years, Ryan Woodmansey received 30 years, and

:08:39.:08:49.

Andrew Dwyer-Skeats was sentenced to 32 years in prison. How unusual is

:08:49.:08:54.

that? Under Crown Prosecution Service guidelines, a minimum term

:08:54.:08:57.

of 30 years reflects a crime of particular seriousness. The judge

:08:57.:09:00.

has to take into account aggravating factors like intending to interfere

:09:00.:09:03.

with the course of justice, sadistic conduct and the mental or physical

:09:03.:09:07.

suffering inflicted on the victim. A man has been remanded in custody

:09:07.:09:11.

after appearing in court accused of killing a man at a house party in

:09:11.:09:13.

Newbury. Simon Velvick, who is 41, is charged with murdering

:09:13.:09:16.

42-year-old Mark Campbell. A post-mortem examination revealed

:09:16.:09:20.

that he died as a result of a brain haemorrhage. The defendant is due to

:09:20.:09:25.

appear again at Reading Crown Court in September. Nearly 1,000 lives a

:09:25.:09:28.

year are being saved by new NHS trauma centres like the one at

:09:28.:09:31.

Southampton General Hospital. The centres are designed to treat

:09:31.:09:35.

seriously injured patients involved in major accidents. Southampton is

:09:35.:09:38.

now the major trauma centre for the South and has dealt with more than

:09:38.:09:42.

230 life and death cases in its first year. Many were brought to the

:09:42.:09:45.

hospital by air ambulance which can now land at a new helipad on the

:09:46.:09:49.

site. Still to come in this evening's

:09:49.:09:52.

South Today: Setting her sights on the Winter Olympics.

:09:52.:10:01.

We meet the bobsleigher putting in the hard work to regain her fitness.

:10:01.:10:03.

Sussex Police are investigating claims of assault against an elderly

:10:03.:10:06.

resident at a care home that has since been shut down in

:10:06.:10:09.

controversial circumstances. The privately-owned Oakhurst Grange, in

:10:10.:10:12.

Crawley, was closed by BUPA after West Sussex County Council withdrew

:10:12.:10:19.

more than 50 residents because of concerns for their wellbeing. Today,

:10:19.:10:22.

a damning report from the Care Quality Commission found a series of

:10:22.:10:28.

failings including dehydrated residents being ignored by staff.

:10:28.:10:35.

Jon Hunt reports. An appalling catalogue of failure at

:10:35.:10:42.

a private run care home, where even the basic care needs were not met.

:10:42.:10:46.

These are very fundamental, basic things. Nutrition, the hygiene, the

:10:46.:10:52.

dignity. All of those things are fundamental to the delivery of good

:10:52.:10:57.

care. It is unacceptable. It is an acceptable to the public, it is

:10:57.:11:00.

unacceptable to care providers that are responsible and doing the job

:11:00.:11:06.

properly. That should never be allowed to happen. The CQC report

:11:06.:11:10.

reveals that a resident was found incontinent of faeces and their

:11:10.:11:16.

bedlinen was heavily soiled. The catheter bag was absolutely filled,

:11:16.:11:18.

a clear indication inspectors say that it had not been checked for

:11:18.:11:24.

hours. Iran to told inspectors be found their family member in bed at

:11:24.:11:28.

12:30 p.m. And they were soaked up to the chest in union. There were

:11:28.:11:35.

serious reports back in 2009 showing that poor care and most of all most

:11:35.:11:41.

inadequate staffing throughout the period. There is really no excuse

:11:41.:11:44.

not to have done something very dramatic to improve the state of the

:11:44.:11:49.

people in that home much earlier. The council began moving residents

:11:49.:11:52.

from the home two weeks ago because of serious concerns about their

:11:52.:11:56.

safety. The bar, which runs the home, and instead was causing it. --

:11:56.:12:04.

Gipper. The report is the first time the true extent of the offences have

:12:04.:12:08.

come to light. Lease and investigating a member of staff for

:12:08.:12:15.

assault. We identified the problem quickly. The council removed their

:12:15.:12:19.

residents from the home very swiftly. They looked to address the

:12:19.:12:28.

problem straightaway. BUPA said they worked hard to improve the home, but

:12:28.:12:32.

despite their efforts, they are sorry to say that they did not meet

:12:32.:12:36.

expectations of their residents. There were fireworks in Portsmouth

:12:36.:12:39.

today as the Royal Navy of Oman took delivery of the country's new

:12:40.:12:44.

flagship. The corvette Al Shamikh is one of three ships built by BAE

:12:44.:12:48.

Systems at the city's shipyard as part of a 400 million contract. The

:12:48.:12:52.

big export deal has helped sustain jobs at the yard where workers are

:12:52.:12:56.

waiting to find out if it will remain open in the long term. Steve

:12:56.:13:06.
:13:06.:13:09.

Humphrey reports. Streamers in Oman's national colours

:13:09.:13:12.

were fired high as the Gulf state took ownership of its new warship.

:13:12.:13:17.

The Al Shamikh is equipped with missile systems. BAe inherited the

:13:17.:13:22.

contract to build the Corvette when it took over DVT shipyard in

:13:22.:13:28.

Portsmouth. It is a very proud day for us. This is what we come to work

:13:28.:13:35.

for. Very proud. The 85 strong crew will now undergo training in the UK

:13:35.:13:42.

before selling their ship to the Gulf. She will be the flagship and

:13:42.:13:46.

pride of the Armed Forces. people who built the free Corvettes

:13:46.:13:53.

and Paul Smith are still waiting to hear what the future holds for them.

:13:53.:14:00.

-- PIII Corvettes in Portsmouth. We're still working through that

:14:00.:14:03.

with the Ministry of Defence. It is a very complex subject and important

:14:03.:14:05.

that we find the right solution for the Government, Navy and the

:14:05.:14:12.

company. BAe would like many more contracts like this one. But with

:14:12.:14:16.

many more nations no choosing to build their own warships, or work

:14:16.:14:21.

like this is very difficult to come by. The company says a growing part

:14:21.:14:24.

of its business is in supplying ship designs and engineering expertise to

:14:24.:14:34.
:14:34.:14:36.

countries around the world. A life-size bronze sculpture of a

:14:36.:14:42.

polar bear skeleton has been stolen in Wiltshire. The figure, worth more

:14:42.:14:47.

than 15,000, was taken on Monday night. It was collated -- created by

:14:47.:14:54.

a local sculptor to highlight the plight of polar bears.

:14:54.:14:58.

Footprints are all that remains of this half tonne bronze bear. It took

:14:58.:15:04.

three years to make but vanished overnight. It is very shocking. We

:15:04.:15:07.

weren't expecting this to happen. You just don't expect someone to

:15:07.:15:13.

steal something as large as this, and also have a Littlemore

:15:13.:15:16.

sensitivity. We're guessing the people that took this didn't realise

:15:16.:15:21.

what this exhibit what the sculpture, was all about.

:15:21.:15:27.

sculpture is a centrepiece of the campaign to save polar bills. The

:15:27.:15:30.

skeleton is sealed and a ten tonne block of ice and they poured beer is

:15:30.:15:34.

sculpted. As the statue melts in full public view, the skeleton in

:15:35.:15:37.

the pool of water are all that remains. Least say this no

:15:37.:15:44.

opportunist crime. Due to the size and weight of the sculpture, we

:15:44.:15:51.

suspect that the device was used in order to rip the sculpture from its

:15:51.:15:57.

moving -- its moving and remove it. These kind of sculptures are often

:15:57.:16:01.

sold as scrap and melted down from a scrap value. We need the help of the

:16:01.:16:04.

members of the public to locate the sculpture and do -- return it to its

:16:04.:16:09.

owners. The sculptor is abroad, but he has told the BBC he is

:16:09.:16:14.

devastated. The concept came to him as he spent time with Inuit in the

:16:14.:16:19.

Arctic. A statue has been displayed in six issue # cities around the

:16:19.:16:26.

world. This is not the end for the project. There are two identical

:16:26.:16:30.

sculptors, but there are thousands of miles away. One is in Canada and

:16:30.:16:35.

one is in Australia. The original mould has been destroyed, so to make

:16:35.:16:39.

a replacement from scratch would be a great expense to the project.

:16:39.:16:49.
:16:49.:16:50.

is worth over 50,000. Far more than its scrap value. It's powerful

:16:50.:16:52.

environmental message is worth far more than scrap value, so we are

:16:53.:16:56.

very seen to keep -- seed come back us. Please have appealed for

:16:56.:17:01.

witnesses, but this investigation reflects the fate of the polar bear

:17:01.:17:05.

in the wild. Time is of the essence. A demonstration has been held

:17:05.:17:08.

against the closure of a hotel in West Sussex designed for blind

:17:08.:17:10.

people. About 80 protestors, including some guests, gathered

:17:10.:17:15.

outside the Russell Hotel in Bognor Regis. As well as blind visitors,

:17:15.:17:19.

the hotel is used by other disabled guests and local swimmers use the

:17:19.:17:22.

pool. The charity selling the hotel says the money from the sale will

:17:22.:17:29.

help people who have lost their sight. Mark Sanders reports.

:17:29.:17:33.

They don't want this much loved hotel to close. Visitors and locals

:17:33.:17:38.

alike. This man has been coming to the Russell Hotel for the last nine

:17:38.:17:43.

years. Is part of a group of 15, friends from the British Polio,

:17:44.:17:52.

fellowship. We came here after a hotel in Worthing closed, because it

:17:52.:17:55.

has wheelchair accessible rooms. It is ideal for people with

:17:55.:17:59.

wheelchairs, it is ideal for blind people. What alternative do you

:17:59.:18:06.

have? None. The hotel was designed with blind people in mind, but other

:18:06.:18:11.

disabled guests stay here and local swimmers use the pool. It is a

:18:11.:18:21.

bereavement for us. We swing here -- we swing here and it is a tremendous

:18:21.:18:29.

sort of company and camaraderie. There is a lot of love here. The

:18:29.:18:32.

hotel has been sold to another charity. It will become a care home

:18:32.:18:37.

for the disabled. The charity said the Russell had the fewest blind

:18:37.:18:41.

visitors out of all so tells, and the money from the sale will help

:18:41.:18:45.

blind and partially sighted people. For those people coming to our hotel

:18:45.:18:49.

for a long time, it will be a real wrench. They will be disappointed

:18:49.:18:55.

and anxious about if and when they can have holidays and someone else.

:18:55.:19:00.

We didn't make the decision lightly. The new owners say they will look at

:19:00.:19:04.

whether local swimmers can have access to the pool here, but has a

:19:04.:19:14.
:19:14.:19:14.

hotel, Russell is due to close. To sport now. It is lovely, hot and

:19:14.:19:22.

clammy outside, but we're going to do Bob slaying! Yes, we are. We're

:19:22.:19:30.

dealing in the difference between 0.5% in getting an athlete fit and

:19:30.:19:35.

ready when they have added not. -- had a knock.

:19:35.:19:37.

Some of the cutting-edge rehabilitation of Britain's athletes

:19:37.:19:40.

is going on up the road from Reading in Bisham Abbey, home to the

:19:40.:19:44.

National Sports Centre. I've been to catch up with one of our best medal

:19:44.:19:47.

prospects for the Olympic Winter Games in Sochi, but only if she can

:19:47.:19:53.

regain her full fitness. For now, this is home to this great

:19:53.:20:00.

British bobsleigher. Olympic hopes rest on successful recovery from an

:20:00.:20:06.

injury at this rehab unit, a special centre for elite athletes. I had an

:20:06.:20:09.

operation that could have made me miss the season. I would have felt I

:20:09.:20:15.

left the team -- let the team down. By doing the rest of the season, it

:20:15.:20:19.

meant we got three sleds for the women, which is the first time it

:20:19.:20:24.

has happened. Paula had her knee surgery in May. The rehab consists

:20:24.:20:28.

of 14 sessions every five days. Sessions which are to sort will get

:20:28.:20:33.

little bit of rain in the forecast. We have a fairly dry night ahead.

:25:26.:25:31.

Any showers will fizzle out and we're left with the skies clearing.

:25:31.:25:37.

That cloud will break apart. One or two pockets of missed, particularly

to see a front arriving from the West. This will bring thick cloud

and spits and spots of light rain and drizzle. Eastern parts,

particularly across the course, seeing some decent brightness. That

evening. Tomorrow night, there will be patchy rain. Yes, a bit of

respite and perhaps a few breaks from that dream, but we will see

:26:23.:26:28.

rain into the early hours of Friday morning. Temperatures are likely to

be around 12 or 13 degrees. We have got that band of rain. We have got

:26:33.:26:37.

that cleaving through into the course of Thursday night. A bit of

:26:37.:26:40.

respite for another one arrives on Friday. A soggy start to Friday

morning. Friday's and improving picture. It looks like we will start

:26:47.:26:51.

with wet weather, but it will brighten up. In western parts, we

:26:51.:26:56.

should see decent sunny sparks -- sunny spells into the afternoon.

:26:56.:27:00.

Eastern areas may brighten up as well. Taking a look ahead to the

rain, yes. But pretty decent. I can tell you that Anna Wardley,
