administration. At the end of the week, no work at | :01:58. | :02:03. | |
all for these subcontractors. They arrived here to discover the | :02:03. | :02:12. | |
contraction site was shut down. We turned up this morning and the | :02:12. | :02:18. | |
security guard said it was closed. We thought it was running until | :02:18. | :02:21. | |
February and our jobs were safe until Christmas. It looks a bit | :02:22. | :02:29. | |
worrying now. One subcontractor got their air—conditioned units of the | :02:29. | :02:36. | |
site. Why were you so kind? There is a lot of money there. We want to | :02:36. | :02:44. | |
keep our staff. The company overseeing the building has gone | :02:44. | :02:46. | |
into administration. It has been a controversial | :02:46. | :03:10. | |
development, backed by taxpayers' money. Eastleigh Council has | :03:10. | :03:19. | |
invested millions and there is £30 million earmarked to buy the | :03:19. | :03:26. | |
completed hotel. We wanted to make sure that council taxpayers were | :03:26. | :03:28. | |
protected in the event of unforeseen circumstances. This is one of them. | :03:28. | :03:37. | |
The Hotel is about 75% complete. It is not actually a massive project | :03:37. | :03:42. | |
which needs to be done now. We are confident it can be back up and | :03:42. | :03:47. | |
running sooner rather than later. Any statement, Hampshire County | :03:47. | :03:50. | |

work and the main task is to find a financially stable backer. | :04:45. | :04:53. | |
Her family says she was a shining light who brought happiness to many | :04:53. | :04:56. | |
during her short life. Payton Sparks was 16 when she died in a car driven | :04:56. | :05:01. | |
by her boyfriend, a man police say should never have been on the roads. | :05:01. | :05:04. | |
Lewis Young was jailed for eight years today after admitting causing | :05:04. | :05:07. | |
death by dangerous driving in Havant in May this year. James Ingham | :05:07. | :05:10. | |

pole, a tree and a building, impacting hardest on the passenger | :05:41. | :05:51. | |
side where Payton was sat. He didn't care about anyone, let | :05:51. | :05:58. | |
alone himself. It was a busy Saturday evening and many people | :05:58. | :06:03. | |
were around. He had a total disregard for them, the law and the | :06:03. | :06:08. | |
safety of his passengers. Evidence was given that during the drive, his | :06:08. | :06:13. | |
passengers were asking him to slow down. | :06:13. | :06:15. | |
Flowers were laid after the crash on Patersfield Road. Payton's friends | :06:15. | :06:18. | |
paid tribute to a beautiful princess they knew as Poppy. Tonight, her | :06:18. | :06:21. | |
killer begins an eight—year stretch in prison. | :06:21. | :06:36. | |
The dedication, commitment and heroism of Britain's servicemen and | :06:36. | :06:39. | |
women in Afghanistan was recognised today. Over 100 have received | :06:39. | :06:42. | |
honours for their bravery, including an RAF helicopter pilot from | :06:42. | :06:44. | |
Swanage. Flight Lieutenant Chris Gent, who is based at RAF Odiham | :06:44. | :06:47. | |
near Basingstoke, flew through atrocious weather to try to save a | :06:47. | :06:50. | |
soldier's life. He's been talking to our reporter Steve Humphrey. | :06:51. | :07:02. | |
At the age of 31, Chris Gent is a veteran of six tours of duty in | :07:03. | :07:07. | |
Afghanistan. He has been awarded the Queen 's commendation for bravery | :07:08. | :07:13. | |
because he flew his helicopter through dense fog to try to save the | :07:14. | :07:20. | |
life of an Afghan soldier. The weather was terrible. I remember | :07:20. | :07:25. | |
going to the aircraft thinking it would be quite a cheeky shout | :07:25. | :07:33. | |
because of the fog. Did you have time to feel brave? Not at all. The | :07:33. | :07:42. | |
only thought at the time is, this guy needs medical help. Let's get | :07:42. | :07:47. | |
there as soon as possible and give him the best chance of survival. | :07:48. | :07:52. | |
Unfortunately, the soldier died from his injuries. Chris Gent is the | :07:52. | :08:01. | |
latest in a long line of personnel honoured for their bravery in | :08:01. | :08:06. | |
Afghanistan. There is a powerful sense of team effort here. All the | :08:07. | :08:16. | |
staff here. Chris Gent is very modest. It was great to receive but | :08:16. | :08:24. | |
I was hugely surprised because the sort of things that go on in | :08:24. | :08:31. | |
Afghanistan on a delayed basis are incredible and to be picked out from | :08:31. | :08:35. | |
that, I thought it was fairly embarrassing actually because stuff | :08:35. | :08:40. | |
goes on that doesn't get recognised that maybe should. He has been | :08:40. | :08:50. | |
flying helicopters since 2008 and will go back to Afghanistan in a few | :08:50. | :08:59. | |

surrounding London. Waverley could be the first local authority to | :13:04. | :13:18. | |
build on its protected spaces. The ministers won't speak to the local | :13:18. | :13:26. | |
councils. Attempts have been made to speak to the local minister and he | :13:26. | :13:31. | |
refuses. What do you make of that? We can assume they're not interested | :13:31. | :13:36. | |
and have a policy of build, build, held. Critics say that once this | :13:36. | :13:44. | |
landscape is lost, it is gone forever. | :13:44. | :13:48. | |

housing such a difficult problem to solve? Everyone agrees the waiting | :13:52. | :13:59. | |
lists are too long. Everyone agrees more houses are needed. No—one can | :13:59. | :14:02. | |
agree where. There was a system — the South—East Plan — an assessment | :14:02. | :14:06. | |
of the best places to build more homes that was scrapped by the | :14:06. | :14:15. | |
Coalition Government. You can see what is happening there with so much | :14:15. | :14:22. | |
green belt land, they say no. In reply to this suggestion from | :14:22. | :14:24. | |
Conservative councillors that they were being pressured to build on | :14:24. | :14:27. | |
green belt, the Communities Department said, "With the abolition | :14:27. | :14:30. | |
of regional targets, the council can no longer hide behind anyone else. | :14:30. | :14:37. | |
The green belt remains protected robust lay in a national planning | :14:37. | :14:40. | |
rules. Local councillors have to take responsibility for deciding | :14:40. | :14:42. | |
where to provide homes for local people and how to ensure protection | :14:43. | :14:46. | |
of the local environment at the same time." The problem with that is | :14:46. | :14:53. | |
there is a market assessment system which suggests you could build 500 | :14:53. | :14:58. | |
homes per year. But will building more houses make them more | :14:58. | :15:04. | |
affordable? The suggestion is that the price will come down. In London, | :15:04. | :15:09. | |
that is not happening. That is partly foreign investment. We see | :15:09. | :15:16. | |
that spelling out all around in the green belt. You probably have to | :15:16. | :15:22. | |
have a more regional strategy to build them in some parts but not in | :15:22. | :15:26. | |
others. Then it becomes a centralised system, which the | :15:26. | :15:30. | |
government tried to throw out in the first place. | :15:30. | :15:38. | |
A safer driving group in Chichester says motorists are getting away with | :15:38. | :15:41. | |
speeding because not enough people have come forward for voluntary | :15:41. | :15:44. | |
patrols. The city's "20's Plenty" group says that, while a majority | :15:44. | :15:47. | |
