West Sussex. They were among 19 unexplained deaths within two years | :01:08. | :01:10. | |
at the Orchid View home in Copthorne, where residents were | :01:11. | :01:12. | |
subjected to institutionalised abuse. The coroner said that those | :01:13. | :01:18. | |
responsible who did nothing or turned a blind eye should be | :01:19. | :01:22. | |
ashamed. There was also criticism of the watchdog the Care Quality | :01:23. | :01:25. | |
Commission, whose inspections of Orchid View were described as not | :01:26. | :01:31. | |
fit for purpose. There will now be a serious case review into why there | :01:32. | :01:34. | |
were safeguarding failings, but the relatives of those who died have | :01:35. | :01:37. | |
called for a public enquiry. In a moment, we'll hear from the CQC. | :01:38. | :01:40. | |
First, here's Rebecca Williams on the background to the case. | :01:41. | :01:49. | |
Neglected and mistreated. In less than two years, five residents died | :01:50. | :01:57. | |
after the care they received at Orchid View nursing home. I was | :01:58. | :02:03. | |
repeatedly asking for help to sort out those problems, and it never | :02:04. | :02:08. | |
appears. She was left to suffer. Some relatives believed had there | :02:09. | :02:12. | |
been better care, there are loved ones may still be here. When they | :02:13. | :02:17. | |
read out on death after another, it seemed amazing that anyone came out | :02:18. | :02:24. | |
of that home alive. The home has no real and with a different name and | :02:25. | :02:28. | |
under new management. But it was here that a pattern of neglect | :02:29. | :02:33. | |
unfolded. The inquest heard how it was understaffed, and how some | :02:34. | :02:36. | |
people work working here without checks. Workers were `` residents | :02:37. | :02:43. | |
were regularly given the wrong medication and were left alone for | :02:44. | :02:50. | |
hours with soiled hands. Jean Halfpenny endured that treatment | :02:51. | :02:54. | |
until her death in 2010. The court heard how he/she had been given | :02:55. | :02:58. | |
three times her prescribed medication on several occasion. We | :02:59. | :03:03. | |
did see a huge change in that six`month period, from really | :03:04. | :03:07. | |
thinking she was in there for a short time, to seeing her sort of | :03:08. | :03:13. | |
waste away physically. One of the social workers from the local | :03:14. | :03:20. | |
authority found my mother in her room in her bed, naked, hold and | :03:21. | :03:29. | |
crying. `` cold and crying. One of the nurses, Paul Angelini, was | :03:30. | :03:35. | |
jailed last year for sexually assaulting a young boy. But it was a | :03:36. | :03:38. | |
home administrator who whistle blew. I saw people, as I said lying | :03:39. | :03:49. | |
on mattresses, eating their food of the four legged dogs. It was | :03:50. | :03:53. | |
heartbreaking. Any regrets about coming forward? No, I know morally | :03:54. | :03:58. | |
that I did it the right thing and didn't have any choice. | :03:59. | :04:06. | |
Orchid View was run by the now defunct Southern Cross which made | :04:07. | :04:13. | |
headlines in 2011 when the company was forced to close. That year, the | :04:14. | :04:17. | |
Care Quality Commission found that 40% of its homes were failing to | :04:18. | :04:22. | |
meet essential standards. But Orchid View 's damning report raised a | :04:23. | :04:27. | |
number of concerns. They said that they were understaffed and care | :04:28. | :04:32. | |
plans were not up to date. Residents were serious `` risk of neglect, . | :04:33. | :04:42. | |
It is extraordinary that in the whole period that the Care Quality | :04:43. | :04:46. | |
Commission was established, and despite the number of scandals, | :04:47. | :04:50. | |
there has not been any prosecutions. It is flawed, so we're changing it | :04:51. | :04:53. | |

don't do it. It's not a reluctance. We follow processes, and we | :06:07. | :06:11. | |
recognise... Forgive me, because that's always what someone will say, | :06:12. | :06:15. | |
we follow the process, but at the end of the day, every day that goes | :06:16. | :06:20. | |
by, is too late for some people, and quite clearly, that is what happened | :06:21. | :06:25. | |
here, because of neglect. And either he knows that that is what people | :06:26. | :06:28. | |
will think, but I don't want us to jump to conclusions at the moment, | :06:29. | :06:32. | |
and what we need to do is look at what happens, take the lessons, and | :06:33. | :06:37. | |
feed them into the proposal we have clinched this week. But you are | :06:38. | :06:42. | |
the, inspecting these homes. You had a good rating in 2010, 2011, serious | :06:43. | :06:50. | |
failings. What are the lessons to be learned, have an inspection says | :06:51. | :06:54. | |
that? Why could you not close that down? That's what we need to look | :06:55. | :07:01. | |

going to agree that that is the case. What I'm going to see is that | :07:19. | :07:23. | |
we have launched a pause or is on a consultation on how we're going to | :07:24. | :07:27. | |
regulate and inspect social care. Why has it not been done before? It | :07:28. | :07:32. | |
has been going on for a long time, and we have been developing and | :07:33. | :07:36. | |
methods of inspecting clear on is over the past couple of years, so | :07:37. | :07:40. | |
there have been changes already, which may not be evident here, | :07:41. | :07:44. | |
because that home is now closed. We are building on that in developing | :07:45. | :07:47. | |

Police Commissioner, Michael Mates, won't be prosecuted for electoral | :07:58. | :08:00. | |
fraud, partly because he's too old. The Crown Prosecution Service says | :08:01. | :08:03. | |
he could have been charged over claims he made a false statement | :08:04. | :08:06. | |
about where he lived. But the CPS has decided prosecuting the | :08:07. | :08:10. | |

Sussex. The matter was investigated and now the CPS has decided not to | :08:37. | :08:40. | |
bring charges against Mr Mates, who's 79`years`old. The CPS said: | :08:41. | :08:48. | |
Having considered the reasons why Michael Mates was at the address | :08:49. | :08:51. | |
provided, we have determined that there is sufficient evidence for a | :08:52. | :08:54. | |
realistic prospect of conviction in this case. However, in view of the | :08:55. | :08:57. | |
likely penalty that would be imposed, Michael Mates' age, the | :08:58. | :09:00. | |
fact that the election did not have to be re`run and that his | :09:01. | :09:03. | |
culpability was relatively low, we do not consider that a prosecution | :09:04. | :09:09. | |
would be in the public interest. Any comment from Michael Mates today? I | :09:10. | :09:15. | |
reached Mr Mates on the phone today, but he declined to comment to BBC | :09:16. | :09:18. | |

management. TRANSLATION: The deal is in line with Dalian Wanda's business | :11:42. | :11:45. | |
model. We have yacht clubs in southern, central, and northern | :11:46. | :11:48. | |
parts of China, and this is a high`end manufacturing business, | :11:49. | :11:53. | |
