had picked up the caravan, thrown it into the tree, resulting in this | :00:53. | :00:53. | |

council`run care homes in Hampshire are calling for plans to shut them | :01:06. | :01:09. | |
down to be scrapped, after the councillor overseeing a public | :01:10. | :01:11. | |
consultation into their closure resigned from her post. Anna McNair | :01:12. | :01:18. | |
Scott had failed to fully declare a conflict of interest. The leader of | :01:19. | :01:22. | |
Hampshire County Council has told BBC South that her resignation won't | :01:23. | :01:25. | |
affect the process to decide the future of the homes. But opponents | :01:26. | :01:30. | |
of the plans say that process is now fatally flawed. Here's our Political | :01:31. | :01:32. | |

emotional. It has highly trained and caring staff, who make the people's | :01:46. | :01:50. | |
life there worth living. The arguments over much loved relatives | :01:51. | :01:54. | |
were fiercely debated. They are treating them like cattle. But | :01:55. | :01:58. | |
Hampshire councillors seemed determined to press ahead with their | :01:59. | :02:03. | |
plan to close four homes in Petersfield, Basingstoke, Romsey and | :02:04. | :02:07. | |
Linda Hirst. On Friday, the counsellor leading the plan, Anna | :02:08. | :02:10. | |
McNair Scott, resigned from her post. Investigations by this | :02:11. | :02:16. | |
campaign forced her to admit that she had not declared an interest. | :02:17. | :02:21. | |
Her husband's involvement in a property development included flats | :02:22. | :02:25. | |
for assisted living. Once I discovered what her husband's | :02:26. | :02:28. | |
business was, I could not see how that would mean that somebody could | :02:29. | :02:35. | |
actually be impartial and those circumstances. It's only a year | :02:36. | :02:38. | |
since the closure of three other care homes in gospel, Winchester and | :02:39. | :02:43. | |
Fleet. But the council says they have to do something to tackle the | :02:44. | :02:49. | |
growing cost of old age. More than 116,000 over 75s in a county, 6000 | :02:50. | :02:54. | |
in residential care at a cost of ?480 per week. The council say that | :02:55. | :03:01. | |
the resignation will not affect the programme. I want the council and | :03:02. | :03:04. | |
public to be crystal clear there could be no conflicts of interest, | :03:05. | :03:08. | |
which is why I thought it was appropriate to accept her | :03:09. | :03:12. | |
resignation. And you continue with the process? Oh, yes. The decision, | :03:13. | :03:21. | |
in fact, had more or less arrived, the decision would be taken by the | :03:22. | :03:25. | |
whole cabinet. Campaigners say the closures should be stopped now. I | :03:26. | :03:29. | |
think the consultancy should be abandoned immediately. I think any | :03:30. | :03:35. | |
of the individuals at Hampshire County Council that have been | :03:36. | :03:39. | |
involved in this showed, frankly, back off. Hampshire County Council | :03:40. | :03:44. | |
insists they can stick to their current timetable, with a decision | :03:45. | :03:46. | |
on the future of the homes in November. | :03:47. | :03:50. | |
How significant is this resignation in the scheme of things? It is | :03:51. | :03:54. | |
embarrassing, but more important is the closure programme. Whether a | :03:55. | :04:00. | |
counsellor filed a piece of paperwork correctly is not the | :04:01. | :04:04. | |
centre of all of this. By resigning, before even taking the | :04:05. | :04:08. | |
decision, she has saved the council a lot of trouble. Is it likely that | :04:09. | :04:13. | |
the process will go ahead? There could be a legal challenge, she has | :04:14. | :04:17. | |
probably done something to avoid that by resigning. But just as in | :04:18. | :04:20. | |
the NHS, there is a move towards more care at home. Particularly for | :04:21. | :04:25. | |
those with early stages of dementia, it is much better to be treated in | :04:26. | :04:31. | |
your own home, research suggests. An assured him, there is a lot of | :04:32. | :04:35. | |
trauma involved. I think long`term, they have to be able to fund not | :04:36. | :04:41. | |
just the process, but also the change, moving residents into extra | :04:42. | :04:44. | |
care at home. A good Samaritan has been describing | :04:45. | :04:48. | |
how his life has been torn apart by a conman who repaid his kindness by | :04:49. | :04:52. | |
making a wholly false allegation of rape. Will Clark says the episode | :04:53. | :04:55. | |
led to the collapse of his charity and has left him with depression. | :04:56. | :04:59. | |
The conman, who claimed to be a gay gypsy on the run from his family, | :05:00. | :05:03. | |
has been jailed for perverting the course of justice. Will, who lives | :05:04. | :05:06. | |
in Salisbury, has been talking to our reporter Steve Humphrey. | :05:07. | :05:14. | |
Will Clark is trying very hard to rebuild his life after months of | :05:15. | :05:17. | |
turmoil and anguish caused by a conman. What do I think of him? I | :05:18. | :05:23. | |
hate him. I absolutely hate him. I have tried to use the old head that | :05:24. | :05:29. | |
I had, with the charity, to try to understand what could have damaged | :05:30. | :05:34. | |
him to do this. As I can't. I absolutely hate him for what he has | :05:35. | :05:38. | |
done. This is Shane Peek, the man that caused the heartache. He used | :05:39. | :05:44. | |
the name Stephen Shaw, one of his many aliases. In Salisbury, he told | :05:45. | :05:48. | |
people he was a 17`year`old gay gypsy, on the run from his family in | :05:49. | :05:53. | |
South Yorkshire. In fact, he was a 26`year`old conman who told some | :05:54. | :05:59. | |
very elaborate lies. He was put in contact with will Clark's charity, | :06:00. | :06:08. | |
which had won plaudits for supporting gay, lesbian and bisexual | :06:09. | :06:12. | |
people. Will let him stay at his home, but became suspicious and | :06:13. | :06:18. | |
confronted him. At that point, he removed himself, with the help of a | :06:19. | :06:21. | |
friend he had made, called his social worker and told them I had | :06:22. | :06:29. | |
raped him. When Wiltshire Police began investigating, they soon | :06:30. | :06:33. | |
discovered Shane Peek's true identity and evidence of other | :06:34. | :06:36. | |
offences. Here at Salisbury Crown Court, he was jailed for four and a | :06:37. | :06:43. | |
half years, after he admitted perverting the course of justice and | :06:44. | :06:48. | |
other offences including burglary, theft and fraud. The trial judge | :06:49. | :06:51. | |
said he had targeted people who had gone out of their way to help him. | :06:52. | :06:59. | |
Will says that episode has had a profound impact. He has closed down | :07:00. | :07:02. | |
his charity and is now receiving medical help. I have a psychiatric | :07:03. | :07:09. | |
treatment with a psychologist, this coming week. That is going to be one | :07:10. | :07:15. | |
of many. You are the classic good Samaritan who has tried to do | :07:16. | :07:19. | |
something to help. But all you have hard in return is grief and | :07:20. | :07:25. | |
anguish? Yes, and it does take away your trust in people. I have zero | :07:26. | :07:30. | |
trust. I will not allow myself to be in a position where I can be even | :07:31. | :07:36. | |
looked at or miss read in any way. So I just avoid people. I go out in | :07:37. | :07:42. | |
the daytime, to go to the shops, at certain times of the day when I know | :07:43. | :07:46. | |
there will be less people around will stop taking the dogs out, I do | :07:47. | :07:49. | |
the same. I don't have trust in people any more. | :07:50. | :07:51. | |
A woman has gone into hiding with her dogs after a court ordered that | :07:52. | :07:55. | |
they should be destroyed. The Staffordshire Bull Terriers attacked | :07:56. | :07:57. | |
and killed another dog in Wimborne in Dorset. The owner says it was an | :07:58. | :08:01. | |
accident and she's willing to move away from her home permanently if | :08:02. | :08:03. | |
they could be spared. Back in March, Nadine Deuters had | :08:04. | :08:16. | |
just taken her three staffies out for a walk in a field near her home. | :08:17. | :08:21. | |
Two of them suddenly attacked and killed another dog being walked | :08:22. | :08:24. | |
nearby. In the fracas, the elderly owner broke his ankle. Her dog later | :08:25. | :08:31. | |
died. Mum and son just went direct to the dog, and I did my utmost to | :08:32. | :08:38. | |
save the little thing. And at one stage I know I was able to hold | :08:39. | :08:42. | |
Diamond's lead and I tried so hard to pull her away, but she was just | :08:43. | :08:59. | |
so strong. The dogs have been in trouble before. . This summer a | :09:00. | :09:07. | |
court decided that the two dogs involved should be destroyed. I did | :09:08. | :09:12. | |
say that even if I never came back to Dorset with the dogs would they | :09:13. | :09:16. | |
spare their lives and could there be a reprieve? Because it was an | :09:17. | :09:19. | |
accident, it wasn't intentional. I'm full of deep regret and remorse. | :09:20. | :09:25. | |
Nadine's now gone in to hiding and says her dogs are part of her | :09:26. | :09:30. | |
family. The BBC approached Christchurch and | :09:31. | :09:32. | |
East Dorset Councils for an interview. It told us in a statement | :09:33. | :09:36. | |
that the order to destroy the dogs still stands, and that they must be | :09:37. | :09:40. | |

there, I can't see how they can justify closing somewhere that would | :12:06. | :12:08. | |
give our children the best start in life. Dorset County Council say the | :12:09. | :12:13. | |
loss of the Government's Early Years Foundation grant means that its two | :12:14. | :12:16. | |
nurseries, at Sure Start centres in Shaftsbury and Blandford, as well as | :12:17. | :12:20. | |
an out of school club there, are losing around ?130,000 a year and | :12:21. | :12:21. | |
are no longer financially Viable. It is unusual for councils | :12:22. | :12:32. | |
to directly operated nurseries for children. It becomes increasingly | :12:33. | :12:37. | |
difficult, when there is a deficit budget, to keep those sorts of | :12:38. | :12:42. | |
facilities open. It is with a heavy heart we are having to take this | :12:43. | :12:45. | |
decision. Parents have until the end of March to find somewhere else for | :12:46. | :12:49. | |
their children to go, and are being offered support. These mums says | :12:50. | :12:51. | |
Shaftsbury's only other nursery and pre`school are full. They're working | :12:52. | :12:55. | |
together to try and to persuade the council to rethink a decision they | :12:56. | :13:00. | |
find hard to accept. Claims of poor pay and zero hour | :13:01. | :13:05. | |
contracts for cleaners working on First Great Western trains have | :13:06. | :13:06. | |
resulted in further strike action this Friday. Members of rail union | :13:07. | :13:11. | |
RMT, working for sub`contractors Mitie, will take industrial action | :13:12. | :13:15. | |
for 24 hours from Friday morning. The union say it's a fight for a | :13:16. | :13:19. | |
