repairs. At its worst, some 100,000 homes across the region were without | :01:32. | :01:37. | |

When the Prime Minister visited the South of England early in the New | :01:45. | :01:48. | |
Year, he said it was "simply unacceptable" for people to have | :01:49. | :01:51. | |
lost power for so long after the Christmas storms, and that was the | :01:52. | :01:54. | |

political frustration at the high cost of fuel and at times, the | :02:00. | :02:02. | |
Energy Select Committee did feel like a court with the power company | :02:03. | :02:06. | |

That did prompt an apology but the electricity people were adamant that | :02:34. | :02:36. | |
there were no weak spots in their network. It was simply that | :02:37. | :02:41. | |
sustained stormy weather made it difficult to get to the places | :02:42. | :02:44. | |
repairs were needed, and Mark Mathieson from Scottish and Southern | :02:45. | :02:47. | |
told MPs the damage was so widespread they couldn't draft in | :02:48. | :02:58. | |
extra help from unaffected areas. It seems a long time that customers | :02:59. | :03:03. | |
were off. When you go back 20 years, that would have been two weeks. The | :03:04. | :03:12. | |
only way we will improve its builders working relations at this | :03:13. | :03:15. | |
happens again. One of the lessons, they conceded | :03:16. | :03:18. | |

telling us they were working at the substation, we can view it from our | :04:11. | :04:15. | |
house and there was nobody there at all until day for. It's just lies. | :04:16. | :04:23. | |
Joan was the only vulnerable customer left in the dark. The | :04:24. | :04:30. | |
nursing home was also cut off and a generator arrived but no engineer | :04:31. | :04:37. | |
was sent to connect it. In Burridge, they had to throw away two fridges | :04:38. | :04:42. | |
and freezers worth of food and ended up spending Christmas Day apart. We | :04:43. | :04:52. | |
are sorry. The clips we heard today, what do you say? From watching those | :04:53. | :05:01. | |
clips, they said what they needed to say. Until we are in that position | :05:02. | :05:04. | |
again, you don't know how they will be. I hope they have learned their | :05:05. | :05:09. | |
lessons. Not sure. Lots of people affected, Peter, but | :05:10. | :05:12. | |
what reassurances were there that it won't happen again Here at | :05:13. | :05:15. | |
Westminster, the energy companies tried to say the Christmas weather | :05:16. | :05:18. | |
was unique, but it's been made clear to them that in the modern world, | :05:19. | :05:22. | |
they have to be ready to get people back on the grid more quickly, and | :05:23. | :05:26. | |
certainly to keep people better informed about what's being done. | :05:27. | :05:38. | |
But we're talking about private companies here, and it will take a | :05:39. | :05:42. | |
process of negotiation and financial sticks and carrots to persuade these | :05:43. | :05:45. | |
electricity companies to make better contingency plans. | :05:46. | :05:53. | |
The restoration of passenger trains to the Waterside branch line to | :05:54. | :05:57. | |
Fawley on the edge of the New Forest has been rejected. Hampshire County | :05:58. | :06:00. | |
Council has decided the project represents poor value for money as | :06:01. | :06:03. | |
it would need an annual subsidy approaching ?1 million. The decision | :06:04. | :06:08. | |
is seen as an indicator that other similar projects around the country | :06:09. | :06:11. | |
now won't go ahead. Our transport correspondent, Paul Clifton, | :06:12. | :06:14. | |
reports. The branch line runs between Totton, | :06:15. | :06:18. | |
west of Southampton, and Fawley Oil Refinery. Here's Hythe Station in | :06:19. | :06:26. | |
the 1950s. And this is Marchwood. It closed to passenger trains nearly 50 | :06:27. | :06:31. | |
years ago. Today it looks almost the same, with a signal box beside the | :06:32. | :06:36. | |
platform. It handles two freight trains a day, serving the refinery | :06:37. | :06:42. | |
and Marchwood Military Port. The line runs through large areas of | :06:43. | :06:45. | |
housing between Southampton Water and the New Forest National Park. | :06:46. | :06:50. | |
Hampshire County Council considered a shuttle service with a single | :06:51. | :06:53. | |
two`car train running once or twice an hour between Hythe and | :06:54. | :06:59. | |
Southampton. Running further south to Fawley was ruled out. The cost of | :07:00. | :07:04. | |
new infrastructure for a train every 30 minutes was put at ?17 million to | :07:05. | :07:08. | |
pay for new stations, track and signalling. 340,000 passengers a | :07:09. | :07:15. | |
year would use it but their fares would not cover the costs, and the | :07:16. | :07:18. | |
council would have to find ?900,000 a year in subsidy. Hampshire county | :07:19. | :07:33. | |
council are looking at this in terms of finance. I would like them to | :07:34. | :07:36. | |
look at it in terms of the social benefits that would accrue, the | :07:37. | :07:43. | |
environmental benefits, and goodness knows, we are repressed enough from | :07:44. | :07:47. | |
the government to be green. The council found passenger numbers | :07:48. | :07:50. | |
would need to double to make the service viable and most would | :07:51. | :07:53. | |
transfer not from cars but from buses and the council`subsidised | :07:54. | :07:55. | |
Hythe Ferry, undermining existing public transport. Waterside rail | :07:56. | :08:05. | |
would be in direct competition with the bath services and the ferry. The | :08:06. | :08:12. | |
idea has not been rejected altogether. It has been put on the | :08:13. | :08:22. | |
shelf to gather dust. Five years ago, the rail industry suggested the | :08:23. | :08:29. | |
case for reopening this rail line was very strong. It was considered | :08:30. | :08:32. | |
to have the highest value for money for the roots looked at. So a | :08:33. | :08:39. | |
rejection today will send a very bleak message to other projects to | :08:40. | :08:44. | |
re`open old lines for new services. Recycling targets aren't being hit | :08:45. | :08:48. | |
in many parts of the South. The European Union wants HALF of all | :08:49. | :08:51. | |
household rubbish to be recycled by 2020, but the latest figures show | :08:52. | :08:55. | |
that many of our local authorities are lagging behind. Portsmouth is | :08:56. | :09:00. | |
the worst in the region, currently recycling only 23% of its household | :09:01. | :09:06. | |
waste. James Ingham reports. Taking their message door to door, | :09:07. | :09:09. | |
Portsmouth City Council hopes a direct appeal to residents will | :09:10. | :09:12. | |
change the way they dump their rubbish. The city recycles less | :09:13. | :09:17. | |
household waste than any other local authority in the South. Instead of | :09:18. | :09:28. | |
trying to punish people who don't recycle, we are trying to reward | :09:29. | :09:33. | |
people who do. People are chosen every month for prices. Mark and his | :09:34. | :09:37. | |
son Max won one of those prizes for what they say is a pretty easy but | :09:38. | :09:42. | |
important task. You are not just wasting valuable staff, just | :09:43. | :09:48. | |
throwing it out in the bin. Instead, you can make more stuff with it. | :09:49. | :09:51. | |
Recycling collected in Hampshire is sorted at two centres in Portsmouth | :09:52. | :09:54. | |
and this one in Alton. Paper, plastic and metal are separated and | :09:55. | :09:58. | |
then sent to other plants to be re`used. 14 authorities have teamed | :09:59. | :10:01. | |
up, so all their waste is handled in bulk. Bringing councils together | :10:02. | :10:09. | |
like this makes the process more efficient but some are lagging | :10:10. | :10:26. | |
behind. An EU target demands 50% of household waste is recycled by 2020. | :10:27. | :10:32. | |
Some of our counsellors are exceeding that, though. Some other | :10:33. | :10:37. | |
councils like to sit our recycling half of their waste. Hampshire's | :10:38. | :10:40. | |
councils that are falling behind have ambitions to improve. We are | :10:41. | :10:49. | |
working towards increasing that recycling rate, but bring in an | :10:50. | :10:53. | |
ethical and wrist `` ethical and sustainable way. What's inside our | :10:54. | :10:56. | |
bins is becoming more important. Inspections like these in Portsmouth | :10:57. | :10:59. | |
may become more commonplace as increased focus is placed on how our | :11:00. | :11:12. | |

They were marketed as the "best beach huts in the world", launched | :11:23. | :11:25. | |
with much fanfare as part of the regeneration of Boscombe seafront. | :11:26. | :11:30. | |
But, five years on, a third of the luxury designer beach pods | :11:31. | :11:32. | |
overlooking the artificial surf reef remain unsold. 43 were put up for | :11:33. | :11:38. | |
sale in 2009 with prices of up to ?90,000. | :11:39. | :11:55. | |
In the 60s, the crowds came here. In later years, its charms they did, | :11:56. | :12:00. | |
but in 2009, new life was breathed into it. With designer input, the | :12:01. | :12:07. | |
chalets became beech pods, a stylish room to call your own by the sea | :12:08. | :12:13. | |
with running water and electricity, though no overnight stays. A 40 year | :12:14. | :12:19. | |
lease costs between 65 and ?90,000. Sales then slowed. In 2011, in a bid | :12:20. | :12:29. | |
to boost sales, the council changed the sales pitch, making shortest | :12:30. | :12:37. | |
leases available. There were some takers, but today, there are still | :12:38. | :12:44. | |
15 pods unsold. In 2009, your director of tourism thought there | :12:45. | :12:48. | |
was significant demand and was confident about sales. At the time, | :12:49. | :12:55. | |
