Hello, I'm Tony Husband. Welcome to Friday's South Today. Coming up

:00:08.:00:11.

tonight: In the political firing line. Mike Hancock carries out his

:00:12.:00:14.

first official business since being suspended from the Liberal

:00:15.:00:16.

Democrats. Rain on the way again. The Thames

:00:17.:00:19.

Valley prepares for the possibility of more flooding.

:00:20.:00:23.

After hours of delays for motorists on a major road this week, the

:00:24.:00:27.

police watchdog calling for lessons to be learned from the response to a

:00:28.:00:35.

fatal crash in Hampshire. Some members of the public were jam were

:00:36.:00:43.

in the jam for six hours. And 30 years after their historic

:00:44.:00:46.

victory over Manchester United, an Eddie Howe's men bring some Cup

:00:47.:00:53.

magic back to Bournemouth? Chance for them to go down in history. It

:00:54.:00:58.

might define your career. A wonderful opportunity to be

:00:59.:01:09.

remembered for ever. The row over the future of the

:01:10.:01:12.

Portsmouth MP and councillor Mike Hancock intensified today as the

:01:13.:01:15.

leader of the Liberal Democrats, Nick Clegg, was forced to defend his

:01:16.:01:19.

handling of the affair. Mr Hancock was at the city council carrying out

:01:20.:01:22.

his first official business since being suspended from the party. Our

:01:23.:01:25.

political editor, Peter Henley, joins me now from Portsmouth. Peter,

:01:26.:01:38.

what's the latest? Liberal Democrat councillors are meeting to decide

:01:39.:01:41.

whether they will continue to be loyal to one of the most senior

:01:42.:01:47.

colleagues, but a man who has been kicked out by Nick Clegg. Grasso

:01:48.:01:53.

stating he found the allegations against Mike Hancock appalling. Also

:01:54.:01:59.

another development: The High Court decided they would support the

:02:00.:02:06.

litigant, the woman who says she was subject to inappropriate sexual

:02:07.:02:09.

behaviour. They gave her the report which had been kept secret up until

:02:10.:02:15.

now saying that she deserved a fair hearing and a fair crack of the whip

:02:16.:02:20.

and being given the information was important. I spoke to that woman and

:02:21.:02:24.

she was delighted that she had won the first stage of a civil action.

:02:25.:02:31.

As for Mike Hancock, he's continuing to behave as if it is business as

:02:32.:02:33.

usual. A brisk departure from his midday

:02:34.:02:37.

council meeting but how much longer will it be business as usual for

:02:38.:02:40.

Mike Hancock? People in Portsmouth have been watching developments and

:02:41.:02:50.

forming their own opinions. They withdraw from now until things have

:02:51.:02:55.

been looked at. Let's wait and see the outcome. Today at the High

:02:56.:03:03.

Court, the woman who says she was sexually assaulted by Mr Hancock won

:03:04.:03:07.

a bid to force the full publication of a report into her allegations. It

:03:08.:03:10.

had been commissioned by Portsmouth Council and will now be available to

:03:11.:03:13.

her legal team at a forthcoming civil court action. Meanwhile, Lib

:03:14.:03:18.

Dem leader Nick Clegg has been answering claims his office was made

:03:19.:03:21.

aware of the allegations in March 2011, almost two years before he

:03:22.:03:32.

first took action. When I was given the specific allegations, I

:03:33.:03:38.

immediately asked are cheaper to investigate. As a result, Mike

:03:39.:03:45.

Hancock ceased to be an MP. When Bruce allegations were supported by

:03:46.:03:51.

the report, again, we acted immediately and Mike Hancock has

:03:52.:03:54.

been suspended. It's a harder line than he took when questioned on

:03:55.:04:00.

South Today in September last year. He was in the process chain claim

:04:01.:04:05.

his name. I will not confirm guilt on similar to that process is

:04:06.:04:08.

complete. Mike Hancock denies all the allegations against him. A

:04:09.:04:10.

police investigation last year found no further action should be taken.

:04:11.:04:20.

Mike Hancock was at Portsmouth today. It was his first official

:04:21.:04:30.

council business since being suspended, the agenda for the

:04:31.:04:35.

meeting still lists him as they load them. No reference was made to this

:04:36.:04:39.

week's developments and business was completed within ten minutes.

:04:40.:04:42.

Afterwards, Mr Hancock wasn't answering questions on his political

:04:43.:04:48.

future. We'll be at the meeting tonight? Things moving quickly. What

:04:49.:05:03.

happens now. Mike Hancock has says he would not comment on the

:05:04.:05:08.

allegations into the process was complete. He wants the High Court

:05:09.:05:12.

case to go ahead so he can answer this woman in court. Whether the

:05:13.:05:18.

councillors continued to back him in this situation, especially because

:05:19.:05:23.

the QC who wrote the report about him, who examined the evidence, Mike

:05:24.:05:31.

Hancock is urging the process be completed as speedily as possible.

:05:32.:05:36.

He has praised the mental strength of the women, a vulnerable woman,

:05:37.:05:41.

but he has said that if this continues longer, her mental health

:05:42.:05:44.

could be affected because she would feel she has not been believed.

:05:45.:05:51.

Without bringing in their images, the Liberal Democrats have to decide

:05:52.:05:54.

whether they support Mike Hancock, and Mike Hancock is to decide

:05:55.:05:58.

whether he wants to continue as the MP for Portsmouth.

:05:59.:06:01.

A former Dorset fire chief has been jailed for six years after being

:06:02.:06:04.

convicted of carrying out an historic sex offence on a teenage

:06:05.:06:08.

boy almost 40 years ago. 63`year`old David Bryant, who was made an

:06:09.:06:10.

honorary freeman of Christchurch in recognition of his four decades of

:06:11.:06:14.

service, was also put on the Sex Offender Register for life. His

:06:15.:06:19.

victim, aged about 14 at the time, said his decision to go to police

:06:20.:06:22.

was partly inspired by the revelations surrounding Jimmy

:06:23.:06:25.

Savile. More than 250 people have attended

:06:26.:06:28.

the funeral of a grandfather killed in a hit`and`run in Poole.

:06:29.:06:31.

69`year`old Christopher Colegate, who used two walking sticks, was on

:06:32.:06:34.

his way to Oakdale Conservative Club when he was hit and left fatally

:06:35.:06:39.

injured on December the 13th. The driver has never been found. A

:06:40.:06:42.

reward of ?2,000 is being offered for information leading to a

:06:43.:06:46.

conviction. Thames Valley Police says it's

:06:47.:06:49.

looking at using new computer software which could help the force

:06:50.:06:52.

predict where crimes will take place. The technology, which was

:06:53.:06:55.

developed in America, is already being used by some forces. It works

:06:56.:07:00.

by analysing crime data and suggests where officers should concentrate

:07:01.:07:04.

their patrols at certain times. Critics say the software doesn't

:07:05.:07:07.

give an accurate picture of crime and there are also concerns about

:07:08.:07:19.

privacy. What it ties is a year 's large quantities of data to analyse

:07:20.:07:29.

the risk of crime today. It is able to sort out the signal from the

:07:30.:07:33.

noise and put police on the right place at the right time.

:07:34.:07:35.

With more rain on the way, communities across the South are

:07:36.:07:38.

being warned that rising ground water could mean MORE flooding. In

:07:39.:07:41.

some places, water is forcing its way into the sewers, causing them to

:07:42.:07:45.

overflow. Thames Water says it's monitoring the sewer network and has

:07:46.:07:48.

tankers on stand`by to stop any raw sewage from spilling out.

:07:49.:07:55.

This summer has been nursing for days now, spilling paper and other

:07:56.:08:00.

unmentionables onto the street. There are fears noisy tankers will

:08:01.:08:07.

be needed soon. Last year, we had an operation going on for many months.

:08:08.:08:13.

We fear that will happen again. If that doesn't happen, we will get

:08:14.:08:19.

sewage coming up in people's gardens and toilets being blocked. I feel

:08:20.:08:25.

sorry for the pensioners. There was one man who couldn't flush as

:08:26.:08:29.

toilet, and he can't flush it again this year! Hopeless! Thames Water's

:08:30.:08:40.

flood bus was in Lambourn today. Regular testing of the water is

:08:41.:08:44.

showing what is coming out of the man house is not raw sewage. We have

:08:45.:08:50.

given proactive advice to the people that live closest to the Tank Ring

:08:51.:08:54.

points, but there is a possibility we may have to tanker, but we

:08:55.:08:59.

understand it is concerning the local people. At the moment, there

:09:00.:09:05.

is not a pollution risk. On Monday, Thames water were due to start work

:09:06.:09:11.

relining the entire summer to try and stop this thing happening. But

:09:12.:09:16.

the ground water levels are so high, this project has had to be

:09:17.:09:22.

postponed. So the monitoring continues and people are being

:09:23.:09:24.

warned to stay vigilant to be prepared.

:09:25.:09:39.

Councils are setting their budgets for next year but one local

:09:40.:09:42.

authority has a major additional revenue stream to draw on.

:09:43.:09:45.

Basingstoke and Deane has a property portfolio worth a quarter of a

:09:46.:09:48.

billion pounds, one of the largest of any local authority. The rental

:09:49.:09:51.

income that generates is more than the council gets from council tax or

:09:52.:09:55.

the government grant. There are many people who are saying, look of his

:09:56.:09:58.

assets. I don't mind using them. Investing wisely, see you get a

:09:59.:10:02.

return, so you can recycle the way you use the money.

:10:03.:10:06.

You can see more on that on the Sunday Politics, this Sunday on BBC

:10:07.:10:08.

One at 11 o'clock. Still to come in this evening's

:10:09.:10:12.

South Today: The Hampshire school children taking inspiration from the

:10:13.:10:13.

past to grow their own food. A motorcylist who died after hitting

:10:14.:10:33.

a horse on the A31 in the New Forest on Wednesday evening has been named.

:10:34.:10:35.

31`year`old Daniel Robins from Bournemouth was one of two riders

:10:36.:10:38.

involved in the collision. The second man, from Broadstone, remains

:10:39.:10:41.

in a critical condition in hospital. The accident left thousands of

:10:42.:10:45.

drivers stuck on the road for up to six hours. Today Hampshire's police

:10:46.:10:48.

and crime commissioner has suggested such long delays could have been

:10:49.:10:51.

avoided and the welfare of motorists taken more seriously. Our reporter,

:10:52.:10:54.

James Ingham, has been looking at today's developments. James, this

:10:55.:10:58.

accident is all subject to ongoing inquiries, isn't it?

:10:59.:11:02.

Yes, it is. The Road Death Investigation team at Hampshire

:11:03.:11:04.

Police is looking at the circumstances that led to this

:11:05.:11:17.

accident. Crucially, it's what happened before this crash that will

:11:18.:11:20.

be considered. The police had held drivers after reports that a horse

:11:21.:11:24.

was loose on the road but it was not found, so traffic was allowed to

:11:25.:11:28.

continue. The motorbikes were at the front of that queue. The collision

:11:29.:11:31.

happened shortly after they drove away. The police say motorists were

:11:32.:11:34.

told to proceed with caution but we've heard from a number who say

:11:35.:11:38.

they had no idea an animal may be in the road. That includes a lady who

:11:39.:11:42.

was first on the scene of the accident and who cared for the man

:11:43.:11:46.

as he died in her arms. Thousands of motorists were stuck for six or

:11:47.:11:49.

seven hours after this accident. What's been said about that? Well,

:11:50.:11:53.

the police say they had to close the road for that long to carry out a

:11:54.:12:01.

thorough investigation. They told me the safety of motorists was their

:12:02.:12:05.

priority but many drivers were very frustrated, telling us they received

:12:06.:12:08.

little or no information and as this road is remote, using phones was

:12:09.:12:12.

almost impossible. Hampshire's police and crime commissioner, Simon

:12:13.:12:15.

Hayes, has serious concerns. He told me the welfare of drivers was not

:12:16.:12:25.

taken seriously enough. It was right that the police closed the road.

:12:26.:12:29.

They had to close the road and look into it but the issue is, how do we

:12:30.:12:33.

deal with people who are stuck in traffic, how do we inform them of

:12:34.:12:37.

that is going on, how long they might expect to stay there? And

:12:38.:12:43.

indeed, how we can look at turning it round and a quicker way.

:12:44.:12:47.

Mr Hayes has already met the chief constable of Hampshire Police to

:12:48.:12:50.

discuss his concerns. He wants lessons to be learnt. The police say

:12:51.:12:53.

they will assess whether anything could be done better in the future

:12:54.:12:56.

and, of course, the circumstances that led to Mr Robins' death will be

:12:57.:13:07.

examined at a future inquest. It's been described as the worst

:13:08.:13:10.

building in Berkshire and this year, it looks as though the 3M building

:13:11.:13:13.

in Bracknell will be demolished as part of the town's regeneration. But

:13:14.:13:17.

before that can happen, the council has been asking residents what they

:13:18.:13:21.

want to see happen to it and the town's market that's been under the

:13:22.:13:24.

building for decades. Stall holders say the way the council has worded

:13:25.:13:27.

the consultation has already sealed their fate. Ben Moore reports.

:13:28.:13:30.

Few would deny Bracknell's skyline would look better without the 3M

:13:31.:13:32.

building but the stall holders underneath fear their fate is

:13:33.:13:36.

purposely being bound up with the behemoth that towers above them.

:13:37.:13:46.

This building, which everybody wants to see the back off, is being used

:13:47.:13:51.

as a weapon. The consultation is asking what people want about the

:13:52.:13:56.

building rather than the market, so whatever option you choose, it's all

:13:57.:14:00.

about the building coming down rather than what people want for

:14:01.:14:03.

their market. Plans for new flats on the site have already been drawn up.

:14:04.:14:07.

Now the council are asking the public whether it wants to keep the

:14:08.:14:11.

building and the market, get rid of both or get rid of the building and

:14:12.:14:15.

move the market. Stalls like Sew Devine have been here decades. The

:14:16.:14:19.

owners fear moving to an outdoor, temporary stall won't be possible.

:14:20.:14:28.

The whole thing of having the Internet marketing is another stock

:14:29.:14:32.

stays here. We can all run `` we can also have the choice and selection

:14:33.:14:37.

to the author to the customer. My parents have been here for 30 years,

:14:38.:14:43.

and we have got a lot of dedicated customers to comeback. The

:14:44.:14:49.

disassembled one, reflected by the many empty pictures. Several traders

:14:50.:14:56.

have already left. Six in the last six months. Trade and footfall is

:14:57.:14:58.

already down as Bracknell's regeneration is well underway. The

:14:59.:15:08.

council wants everyone to benefit. It would be good to have a market

:15:09.:15:13.

here, but undercover, not the greatest of doing it. Maybe

:15:14.:15:17.

somewhere else in the open. It would be nice if it was in the middle of

:15:18.:15:24.

the town. It's a very bad idea. The products are fresh. We know the

:15:25.:15:29.

people. What will ultimately happen to the 3M building will be revealed

:15:30.:15:32.

next month. Stall holders hope they can work with any proposed trade`off

:15:33.:15:47.

for the loss of the market. A new type of pub at Worthing in

:15:48.:15:51.

West Sussex is proving so popular it's applying to extend its opening

:15:52.:15:54.

hours. Anchored In Worthing opened in August as the first "micro`pub"

:15:55.:15:58.

in the county. It's a small licensed premises serving only beers and

:15:59.:16:05.

wines that are produced locally. Customers are toasting its success.

:16:06.:16:11.

But not with champagne. The pub sells only one input from Sussex.

:16:12.:16:19.

Nigel Watson believes his pub is the first so`called micro`pub in the

:16:20.:16:27.

county. It's totally different. It's a new concept or special beers. It's

:16:28.:16:34.

supporting local brews, vineyards and the community. It's an

:16:35.:16:40.

old`fashioned drinking house. However, when it opened last August,

:16:41.:16:46.

council rules meant the pub was restricted to opening only 5.5 hours

:16:47.:16:52.

a day. Those rules have now been dropped. Mr Watson wants to open

:16:53.:16:58.

longer. It makes the difference between breaking even and scraping a

:16:59.:17:04.

living. I can take advantage between opening day. Worthing Borough

:17:05.:17:13.

Council told us Mr Watson needs to be applied to changes hours of use.

:17:14.:17:20.

Onto sport now and Bournemouth fans are preparing for one of the biggest

:17:21.:17:23.

matches in the club's history. They play Liverpool in the fourth round

:17:24.:17:27.

of the FA cup tomorrow at Dean Court. 30 years ago, the club pulled

:17:28.:17:31.

off one of the biggest upsets in the history of the competition when they

:17:32.:17:34.

beat Manchester United. So can Eddie Howe's men rekindle the spirit of

:17:35.:17:38.

'84? Steve Humphrey is live at the Goldsands Stadium tonight and it's a

:17:39.:17:50.

bit wet there, Steve? Yes. The whole of the picture is now covered with

:17:51.:17:58.

this massive sheeting. The clever it happens at 10pm when they inflate

:17:59.:18:02.

this cover. It will go five metres into the air and all that rain will

:18:03.:18:08.

tumble off. The FA have helped Bournemouth pay for this coverage.

:18:09.:18:18.

Liverpool will be hoping to get this match over and done with.

:18:19.:18:23.

Bournemouth will be hoping for another slice of FA Cup magic.

:18:24.:18:35.

We are coming up against one of the best teams in the world, but we've

:18:36.:18:45.

got every chance. Welcome to match of the day. Probably the greatest

:18:46.:19:05.

day of my life. Everyone remembers the team. It will live long in the

:19:06.:19:10.

memory here. A chance for a place to take that glory. We will need to

:19:11.:19:23.

play with a lot of luck. You never know.

:19:24.:19:35.

It would be a tough game. I don't think it's about me. It's about what

:19:36.:19:43.

it would need to the supporters and the club. Speaking on behalf of

:19:44.:19:58.

them, it means everything. We're not sure what team the opposition bring

:19:59.:20:06.

down. Brendan Rodgers has been telling reporters his team need to

:20:07.:20:10.

be more motivated for this match then they would for a match against

:20:11.:20:14.

one of their Premier League rivals, so that is quite a compliment to

:20:15.:20:20.

Eddie Howe. Will the fans would be hoping to see the likes of Luis

:20:21.:20:27.

Suarez and Gerard, but there is a big chance that some of those

:20:28.:20:30.

players may be on the bench and held in reserve, in case they are

:20:31.:20:36.

needed. The Liverpool camp has been suffering from injuries and illness

:20:37.:20:40.

this week, so there is a chance that a few of the younger players could

:20:41.:20:47.

be making a appearances here. We'll have to wait and see. What we are

:20:48.:20:53.

certain about is the match is going to be a sell`out: 11,500 people will

:20:54.:20:58.

be packed into the stadium for that lunchtime kick`off. They will

:20:59.:21:11.

realise what they have today to meet that world`class standard of

:21:12.:21:16.

football. Bournemouth lost that match 6`0, but I am sure they will

:21:17.:21:21.

have picked up tips about how to handle strikers. In that friendly,

:21:22.:21:28.

Rinaldo was playing. Tomorrow, it might be Luis Suarez. Bournemouth

:21:29.:21:34.

will be hoping to repeat that cup magic whistle 30 years ago.

:21:35.:21:38.

Tomorrow's matches live on TV at lunchtime. If you're not near a TV

:21:39.:21:47.

then, it's live on BBC Radio Solent. And if you want some essential

:21:48.:21:51.

pre`match reading, then go to the BBC website and navigate to the

:21:52.:21:54.

football pages where you can find a special features on Bournemouth's

:21:55.:21:58.

big game and a look back on the 1984 upset over Manchester United.

:21:59.:22:02.

Elsewhere in round four, Southampton are without striker Dani Osvaldo for

:22:03.:22:05.

the home clash against Yeovil. He was suspended yesterday after a

:22:06.:22:07.

training ground clash with Jose Fonte. Gaston Ramirez and Dejan

:22:08.:22:11.

Lovren are both facing up to two months on the sidelines. In the

:22:12.:22:14.

Championship, Reading boss Nigel Adkins maybe resigned to not

:22:15.:22:17.

strengthening his squad this month as takeover talks rumble on at the

:22:18.:22:24.

Madejski stadium. His improving side travel to Ipswich. In League One,

:22:25.:22:27.

Swindon are at home while Portsmouth travel to Morecambe in League Two.

:22:28.:22:31.

Oxford entertain Torquay. Full commentary on BBC Local radio and

:22:32.:22:32.

the goals with us on Monday night. Rainton INN at the weekend.

:22:33.:22:56.

It was one of the most iconic campaigns of the war: Dig For

:22:57.:22:59.

Victory. Helped along by rationing, the country's push to increase the

:23:00.:23:02.

amount of home`grown fruit and veg saw food imports to the UK halve in

:23:03.:23:06.

just six years but there are lessons to be learnt NOW from this age of

:23:07.:23:09.

self`sufficiency. Today a group of school children from Stockbridge

:23:10.:23:12.

have been at a Hampshire farm, finding out how they, too, can dig

:23:13.:23:15.

for victory. Our reporter, Rob Powell, went along to see what they

:23:16.:23:17.

learnt. In charge of spring onions. In

:23:18.:23:36.

charge of carrots. The poly terminals give it away perhaps. Not

:23:37.:23:45.

the 1940s, Betty modern`day farm. Everyone had their part to play in

:23:46.:23:50.

the. Where would you miss if it was rationing again? Puddings and bacon.

:23:51.:24:03.

They had powdered eggs. We didn't think they would taste nice. Carrot

:24:04.:24:08.

soup would be nice but a carrot drink would be horrible. You got

:24:09.:24:16.

oranges? Yes. That's what they had the breakfast sometimes. I hate

:24:17.:24:25.

oranges! In winter, supplies of fresh vegetables are short... The

:24:26.:24:32.

aim was to reduce the amount of food Britain imported as cargo ships

:24:33.:24:37.

became targets for the Germans. Everyone chipped in. We want them to

:24:38.:24:42.

learn how to be sustainable for themselves and all those lessons are

:24:43.:24:45.

grandparents learned so they don't die, really. The children are

:24:46.:24:53.

fascinated by saying things grow. With their very own poly tunnel at

:24:54.:24:57.

school, they will have ample time to dig for victory.

:24:58.:25:06.

It looks kind of cold but try when that was fluent.

:25:07.:25:12.

Band of rain arriving. We started with decent weather, actually.

:25:13.:25:16.

Glorious colours from Mike Miller here. This was Sway Tower at

:25:17.:25:20.

sunrise. Martin Curtis captured a perfect

:25:21.:25:22.

reflection at Victoria Country Park in Netley today.

:25:23.:25:26.

And a serene scene in Emsworth. Thank you to Bronwyn Wotherspoon for

:25:27.:25:32.

that one. We do have that wet weather through

:25:33.:25:38.

the course of tonight. It will ease away but it does bring with it

:25:39.:25:44.

another weather warning. More unwelcome rain. That warning is for

:25:45.:25:49.

our southwestern corner. The band of rain, though, tracks eastwards. By

:25:50.:25:55.

midnight, we will seek to write conditions arriving. We will have

:25:56.:26:04.

misty and murky conditions to get us into first thing Saturday morning. A

:26:05.:26:11.

grey start, perhaps. We should start to see that band of rain easing

:26:12.:26:16.

away. A few holes developing in that cloud. Sunshine if you are lucky.

:26:17.:26:23.

Temperatures 10`11dC. The risk of one or two sharp showers. We could

:26:24.:26:27.

see Hale and Thunder tied in with those. They will journey southwards

:26:28.:26:33.

as we go through the course of tomorrow evening, so heavy showers

:26:34.:26:39.

at times. Then we will see a chilly night. Temperatures down to two or

:26:40.:26:45.

three Celsius. Frosty conditions. By doing, the cloud arrives. Two very

:26:46.:26:52.

different days. Saturday, sunny spells and scattered showers.

:26:53.:26:56.

Sunday, wet and windy weather. That's courtesy of this area of low

:26:57.:27:01.

pressure. That will bring us know that whether, strong winds as well.

:27:02.:27:12.

Blasts of 50`60 mph. The risk we could see more wet weather. By

:27:13.:27:23.

lunchtime, that band of rain is starting to ease away and then we

:27:24.:27:27.

start to see things turning cooler. Fresher conditions to come.

:27:28.:27:37.

On Monday, we will be on the buses in Bournemouth were a resident

:27:38.:27:42.

sketches the views as she rides around town. And good luck

:27:43.:27:44.

Bournemouth tomorrow!
