driving licence. Unofficially, a senior police officer told us it was | :01:18. | :01:20. | |
because there aren't enough traffic police to enforce the law. Here's | :01:21. | :01:23. | |

People are like sheep. If everyone does it, they do it. It is easy to | :01:54. | :01:59. | |
find others doing the same. Sitting in an overtaking lane, even when | :02:00. | :02:04. | |
they are not passing. Tailgater is often have baby on board stickers | :02:05. | :02:09. | |
and the biggest risk to their family is their own driving because | :02:10. | :02:14. | |
tailgaters gets hit in the back a great deal because they have to | :02:15. | :02:21. | |
break so sharply. All the conscientious drivers had to pay | :02:22. | :02:24. | |
bigger premiums because we are sharing the roads with such people. | :02:25. | :02:30. | |
A survey by the AA found that in this region, almost one driver in | :02:31. | :02:34. | |
three tends to stay in the middle lane. It seems that most are still | :02:35. | :02:39. | |
getting away with it. A request under the Freedom of Information Act | :02:40. | :02:42. | |
reveal that Thames Valley Police have only issued around 20 fixed | :02:43. | :02:47. | |
penalty notices a month for driving without due care and attention. Look | :02:48. | :02:53. | |
at the detail for November. Of the 16 penalty notices, three with a | :02:54. | :02:58. | |
tailgating. Other categories include failing to give way at a junction, | :02:59. | :03:03. | |
pushing into a queue of traffic, and poor lane discipline. Thames Valley | :03:04. | :03:08. | |
claim to prosecute more careless drivers than any other force but | :03:09. | :03:13. | |
figures from the region's other forces were similar. Our members are | :03:14. | :03:21. | |
very concerned about it. Many think tailgating is very anti`social. | :03:22. | :03:26. | |
Others think lane hogging is equally anti`social. Perhaps the police do | :03:27. | :03:29. | |
not see it as dangerous, merely an irritant. Would you like to see | :03:30. | :03:35. | |
penalties enforced more rigorous de? Absolutely. There will be dashed the | :03:36. | :03:43. | |
roads would be a whole lot more relaxed. | :03:44. | :03:49. | |
We asked some drivers were they made of the new laws. This country has | :03:50. | :03:58. | |
never coped with employing new Moto weight`loss. If they bring one in, | :03:59. | :04:01. | |
it needs to be enforced. It is a great idea, but identical I've | :04:02. | :04:07. | |
noticed any difference. The same people who don't notice you are | :04:08. | :04:11. | |

people being caught? The lack of enforcement was widely predicted. | :04:30. | :04:32. | |
One senior officer told me privately that it is because there are now far | :04:33. | :04:37. | |
fewer traffic officers on the road. It has been difficult to get all the | :04:38. | :04:42. | |
facts for this. Different police forces record and gather their | :04:43. | :04:46. | |
information in different ways. I want to know how many more people | :04:47. | :04:51. | |
are being sent on drive awareness courses at ?95 a go instead of | :04:52. | :04:55. | |
paying the new fines with points on their licences. Over 1 million | :04:56. | :04:59. | |
people went on these courses last year. One in ten of all drivers, in | :05:00. | :05:05. | |
the last three years. In the Thames Valley, of the 180,000 people caught | :05:06. | :05:11. | |
speeding, 80,000 of them went on these courses. We all see these | :05:12. | :05:19. | |
people breaking these laws every day, does it matter that so few are | :05:20. | :05:24. | |
being caught? I think it is fair to say that the police have limited | :05:25. | :05:28. | |
resources and they are focusing on the four big killers, speeding, | :05:29. | :05:34. | |
drink`driving, not wearing seat belts and the misuse of hand`held | :05:35. | :05:38. | |
phones. That is where more lives can be saved. Thames Valley Police are | :05:39. | :05:44. | |
catching 40 people a month on the new penalties. They are catching 800 | :05:45. | :05:50. | |
people a month for speeding. Mostly by camera, but nobody that I have | :05:51. | :05:55. | |
spoken to think that balance is wrong. Has it changed driving habits | :05:56. | :06:00. | |
on the motorway? No, because people know they will not be caught. We | :06:01. | :06:05. | |
know that the much bigger problem is speeding in a 30 mile an hour zone, | :06:06. | :06:09. | |
that is far more risky than staying in the middle lane when you should | :06:10. | :06:11. | |
not. A Hampshire woman who's been | :06:12. | :06:15. | |
harassed by bailiffs for a week says nobody should have to experience | :06:16. | :06:17. | |
what she's gone through. Ria Skelton from Romsey paid off her debts to | :06:18. | :06:21. | |
Southampton City Council earlier this month after she realised bills | :06:22. | :06:24. | |
had been going to the wrong address. But despite numerous calls to the | :06:25. | :06:28. | |
council and an admission of error on their part, it's taken them several | :06:29. | :06:31. | |
weeks to resolve the situation and call off the bailiffs. Dani Sinha | :06:32. | :06:33. | |
reports. Early wake`up calls have been a | :06:34. | :06:36. | |
regular occurrence at this household all week. Ria Skelton has lived in | :06:37. | :06:41. | |
fear of bailiffs turning up. Last week, she opened the door to one who | :06:42. | :06:47. | |
demanded payment of more than ?500. She's had at least four visits in | :06:48. | :06:55. | |
total. It feels like our life has been on hold. We can't go about our | :06:56. | :06:59. | |
business. When we leave to go to school in the morning, I am rushing | :07:00. | :07:03. | |
my daughter out because I don't know if he is waiting on the doorstep. I | :07:04. | :07:08. | |
don't want to explain to my child what a bailiff is and why I am not | :07:09. | :07:11. | |
answering the door. She traced the problem back to this property in | :07:12. | :07:14. | |
Southampton where she wasn't living at the time. Unpaid council tax | :07:15. | :07:17. | |
bills had been forwarded to the wrong address. She chased the | :07:18. | :07:20. | |
council to square her debts, but only became aware of the amount in | :07:21. | :07:24. | |
December. She paid everything off in full immediately. To have somebody | :07:25. | :07:28. | |
turn up on your doorstep and keep telling you you owe the money, | :07:29. | :07:33. | |
although I note `` although I know I don't, it is a scary experience. I | :07:34. | :07:39. | |
can't get it to stop. I phoned the council and I am powerless. For the | :07:40. | :07:49. | |
past week, rear and her daughter `` Ria and her daughter had not been | :07:50. | :07:53. | |
able to leave the house for fear a bailiff would turn up. She has paid | :07:54. | :07:56. | |
up`to`date and even though the council have admitted the error, the | :07:57. | :08:00. | |
answer they `` the advice they have given it is not to answer the door. | :08:01. | :08:04. | |
I have not been able to get anything done. A tearful Ria broadcast her | :08:05. | :08:07. | |
story to Radio Solent this morning. She got this reaction from the | :08:08. | :08:10. | |
leader of Southampton City Council. If what you say is the case, I can | :08:11. | :08:16. | |
only apologise. It is not acceptable that people, having done the right | :08:17. | :08:19. | |
thing, are threatened with bailiffs. I will be holding a short | :08:20. | :08:22. | |
and sharp investigation. Hours later, the council apologised to | :08:23. | :08:25. | |
Miss Skelton and assured her the bailiffs would not return. No longer | :08:26. | :08:32. | |
prisoners in their own home. A man accused of killing two teenage | :08:33. | :08:36. | |
girls when his car hit them in Gosport has pleaded not guilty to | :08:37. | :08:39. | |
two counts of manslaughter. Samuel Etherington, who's 20 and an | :08:40. | :08:42. | |
unemployed sports coach, was charged after 14`year`old Jasmine Allsop and | :08:43. | :08:45. | |
16`year`old Olivia Lewry died in November last year. He'll appear | :08:46. | :08:50. | |
again at Winchester Crown Court at the end of February. | :08:51. | :08:54. | |
The Liberal Democrat leader Nick Clegg has said party members in | :08:55. | :08:57. | |
Dorset made a "very serious mistake" by not telling his headquarters that | :08:58. | :09:00. | |

to get houses, so when you see a house like that, it is not nice. The | :13:37. | :13:42. | |
demand for houses in Redding is huge. Rents and prices are high and | :13:43. | :13:47. | |
there are people on the waiting list for social housing. This house has | :13:48. | :13:52. | |
been empty for 18 months. It is this man's job to see it occupied again. | :13:53. | :13:58. | |
The main reason for owners stuck with empty homes is that they do not | :13:59. | :14:02. | |
have the money or the skill to bring that home back into views. The. `` | :14:03. | :14:11. | |
the owners asked the council for help. They release it back to a | :14:12. | :14:16. | |
housing authority `` housing association. They could do the work | :14:17. | :14:20. | |
in about six months and at the end of that, the property will be let to | :14:21. | :14:23. | |
people on the council housing register. Once an eyesore, this | :14:24. | :14:30. | |
house is finally occupied again. The owner had gone bankrupt, moved to | :14:31. | :14:34. | |
India, and died. After detective work by the council, the creditor | :14:35. | :14:40. | |
was persuaded to renovate and sell it to recover their debt. People | :14:41. | :14:44. | |
notice when there are long`term empty homes in their area. They can | :14:45. | :14:49. | |
attract anti`social behaviour and do not look nice. We need people to be | :14:50. | :14:54. | |
our eyes and ears in the community so that we can deal with them. The | :14:55. | :14:59. | |
results are fantastic. We now have a home before we had a problem for the | :15:00. | :15:05. | |

problem of all is people who have to check their pumps all through the | :17:34. | :17:41. | |
night. Sleep is a bonus. The village expects to be like this until the | :17:42. | :17:45. | |
