understand the package was sent in the post and it is not known how big | :02:04. | :02:09. | |
it was. We are told it did contain a viable explosive device and it could | :02:10. | :02:15. | |

places for students. They put it down to the number of schools | :09:17. | :09:19. | |
offering placements and the changes in Government policy. What are the | :09:20. | :09:30. | |
changes? Schemes like these schemes teach top graduates straight into | :09:31. | :09:35. | |
the classroom. Many say it has made it harder to get placements for | :09:36. | :09:40. | |
their students. More schools are reluctant to take trainee teachers. | :09:41. | :09:45. | |
We are finding it difficult to place our primary teachers even though we | :09:46. | :09:49. | |
have the number one primary programme in the country. In | :09:50. | :09:53. | |
Winchester, there is sympathy for those affected. I have contacts with | :09:54. | :09:58. | |
schools and I managed to find a place. You learn the most when you | :09:59. | :10:05. | |
are on placement. It is very hands`on. The Department for | :10:06. | :10:13. | |
Education said all students must arrange places for the students they | :10:14. | :10:19. | |
recruit. `` universities must arrange. Owl coroner who concluded | :10:20. | :10:42. | |
that a woman who died after a fractured hip could have been | :10:43. | :10:48. | |
avoided. Her family is contemplating legal action. | :10:49. | :10:51. | |
South Western Ambulance staff have suffered over 100 incidents of | :10:52. | :10:54. | |
physical abuse in the last year. The NHS Foundation Trust says it | :10:55. | :10:57. | |

There would be a minimum learning period. Within that, beginners would | :11:58. | :12:01. | |

motorways, spread over several months. After passing the test there | :12:04. | :12:09. | |
would be new restrictions, for a year or two. They could include a | :12:10. | :12:12. | |
ban on carrying young passengers, a night time curfew and zero tolerance | :12:13. | :12:19. | |
to alcohol. But the Government is wary about restricting young | :12:20. | :12:22. | |
peoples' freedom of choice and independence. And with fewer traffic | :12:23. | :12:27. | |
police around, who is going to enforce all this? | :12:28. | :12:40. | |
Cameron is 17 and drives to college each day in his car. If the new | :12:41. | :12:46. | |
rules were in place, his independence and freedom of movement | :12:47. | :12:52. | |
would be restricted. At that point I wouldn't be driving so that will be | :12:53. | :12:57. | |
very problematic. I often take my bandmates home after gigs. Young | :12:58. | :13:03. | |
drivers account for 5% of miles driven that they are involved in 20% | :13:04. | :13:12. | |

head start before everyone else. Only a handful of schools do this | :14:14. | :14:19. | |
yet almost everyone working in words `` road safety things teaching like | :14:20. | :14:23. | |
this makes drivers more aware of the rules and the risks. The rate is 60% | :14:24. | :14:36. | |
for theory. If you start when you 14 it is key. Education is better than | :14:37. | :14:42. | |
enforcement. Car insurers are keen to restrict | :14:43. | :14:45. | |
young drivers because it would reduce risk. The changes would mean | :14:46. | :14:49. | |
few 17`year`olds are out on their own. There are many road safety | :14:50. | :14:53. | |
experts who think there is a better way of educating teenagers instead | :14:54. | :15:03. | |
of restricting them. The driving test is a one`off test. What would | :15:04. | :15:09. | |
be better is to go through a system of education and getting our young | :15:10. | :15:17. | |
people on the road. Many people do this. There is lots of training like | :15:18. | :15:22. | |
driving on a motorway, my driving, all the things that we don't do in | :15:23. | :15:25. | |
this country. We asked the Department for Transport why it had | :15:26. | :15:28. | |
delayed making a decision first promised in March last year. | :15:29. | :15:46. | |
They have been considering it for years already. Plans for a Tesco | :15:47. | :15:52. | |
store behind Portsmouth Football Club's Fratton Park ground have been | :15:53. | :15:54. | |
submitted. The club is backing proposals for | :15:55. | :15:59. | |
