can see the river has topped its banks and is flowing at a rate of | :01:59. | :02:03. | |

here which would be a reservoir. This will hold the water and | :02:14. | :02:17. | |
hopefully, stop it passing to the other side of the street. Also, the | :02:18. | :02:22. | |
river water are long here, and the trains that are popping up, so the | :02:23. | :02:28. | |

disturbs your sleep, yes. The Environment Agency has stressed | :04:12. | :04:15. | |
there is no threat, its state`of`the`art motorboat will | :04:16. | :04:25. | |
continue to monitor the river level. Engineers are monitoring this to | :04:26. | :04:30. | |
make sure that we will not be increasing the flood risk of the | :04:31. | :04:40. | |
stream. The water is still holding back, it could yet pour into the | :04:41. | :04:44. | |
city. The water in the channel here, it is | :04:45. | :04:49. | |
about six to eight weeks old, it has taken that long for the heavy rain | :04:50. | :04:54. | |
to filter down and come down the basin of the river. The Environment | :04:55. | :04:57. | |
Agency are working with people here to make sure the city doesn't go | :04:58. | :05:01. | |
under, not least dead in the village where one of the farmers has | :05:02. | :05:05. | |
volunteered his land to also help to save the city. We expect when we | :05:06. | :05:11. | |
wake up tomorrow morning to see this whole area, as far as you can see, | :05:12. | :05:16. | |
maybe two, three feet deep in water. We would have expected to see this | :05:17. | :05:21. | |
flow coming up anyway, given the amount of rain we had in the last | :05:22. | :05:25. | |
few days, but the water is further downstream and it is rising there | :05:26. | :05:29. | |
are the moment. One of the striking things about this as when you look | :05:30. | :05:33. | |
to the north of our patch, we look at Berkshire and homes close to the | :05:34. | :05:36. | |
Thames. This is the first time that the city, Hampshire's capital has | :05:37. | :05:44. | |
been threatened, so defending it is absolutely a priority for those in | :05:45. | :05:48. | |
charge to. We are creating a reservoir at the other side of the | :05:49. | :05:53. | |
M3 is that we can stop the water coming down on the river, and that | :05:54. | :05:58. | |
will help, but it will not solve the whole problem. There are many other | :05:59. | :06:02. | |
villages that have problems already, and I am afraid we are doing what we | :06:03. | :06:09. | |
can, but there is a limit. The importance of what is going on here | :06:10. | :06:13. | |
cannot really be underestimated. If you go down the reverend bit | :06:14. | :06:16. | |
further, there are shops and businesses, and before that, the | :06:17. | :06:20. | |
water as to pass through the old rail and through a tunnel, almost, | :06:21. | :06:27. | |
and the brewery is, if this cat block is, it will pack up the river. | :06:28. | :06:32. | |
`` and the worry is. Heavy rain falling on already | :06:33. | :06:35. | |
saturated ground has led to more problems elsewhere in the region. | :06:36. | :06:38. | |

from the west along the coast of Dorset as predicted. The only | :07:07. | :07:08. | |
question, where the damage might be done will stop I can hardly open my | :07:09. | :07:15. | |
eyes against the wind and the brain which is reaching its peak with | :07:16. | :07:19. | |
gusts of up to 70 mph. The high wind soon brought trouble in nearby | :07:20. | :07:25. | |

emergency services, the Environment Agency and utility companies are | :08:17. | :08:22. | |
working together. Lots of vulnerable people out there, people whose | :08:23. | :08:26. | |
livelihoods could be shattered potentially by these recent events. | :08:27. | :08:31. | |
We need to try to support these individuals and provide them with | :08:32. | :08:35. | |
some reassurance, but also keep the road networks open to keep | :08:36. | :08:39. | |
businesses able to operate as normal as possible. These are extreme | :08:40. | :08:43. | |
circumstances, and our job is very much to support them. As well as the | :08:44. | :08:48. | |
official help, many other communities to helping each other. | :08:49. | :08:52. | |
This local farmer has noted the trails down a road that is supposed | :08:53. | :08:56. | |
to be closed after a succession of drivers have ignored warning signs. | :08:57. | :09:02. | |
I have pulled out several fans, a lorry yesterday, a car just now. The | :09:03. | :09:07. | |
water is going into the air intake, they think they are in a diesel car | :09:08. | :09:12. | |
and it is fine, but if the air intake is low, it goes into the | :09:13. | :09:17. | |

Berkshire the Army joined the fight to hold back the flood waters. | :12:45. | :12:47. | |
Around eighty homes have been affected, and the police say they | :12:48. | :12:50. | |
will issue fines to motorists ignoring road closed signs. | :12:51. | :13:01. | |
All afternoon, it has been a case of watching and waiting as the waters | :13:02. | :13:06. | |
get ever closer. It is getting higher and higher and we are very | :13:07. | :13:12. | |
worried and panicking and scared. It came underneath the house, we | :13:13. | :13:15. | |
managed to get this board appear, and inside, you can see the water is | :13:16. | :13:20. | |
already underneath the house. It is a matter of moving everything we can | :13:21. | :13:24. | |
and then keeping our fingers crossed. Council staff are much in | :13:25. | :13:29. | |
evidence today, but for some, there are rival is too late and anger is | :13:30. | :13:36. | |
rising almost as the river. The buck is being passed to left, right and | :13:37. | :13:39. | |
centre and nobody seems to be able to make a decision, and now it is | :13:40. | :13:43. | |
too late, because there are thousands of tonnes of water in that | :13:44. | :13:47. | |
river and it has now reached the banks, so we do not know how deep it | :13:48. | :13:53. | |
will get. There is a two centimetre rise in the river which would mean | :13:54. | :13:56. | |
that most properties internally could remain dry. With water and | :13:57. | :14:03. | |
sewerage coming up from a low, using nearby troops to build a sandbag | :14:04. | :14:10. | |
wall wasn't the answer. Sandbags can be very effective in some locations, | :14:11. | :14:14. | |
but in some places, they can create a down and make it worse. Tonight, | :14:15. | :14:18. | |
the police began fining motorists who ignored road closures as the | :14:19. | :14:28. | |
water begins to rise. The water rising is just one concern with the | :14:29. | :14:32. | |
people charged with making sure people stay safe. The concern is | :14:33. | :14:37. | |
that children on their half term holidays will find the water too | :14:38. | :14:41. | |
tempting and could be swept away if they get too close to these fast | :14:42. | :14:44. | |
flowing rivers. Almost every railway route in the | :14:45. | :14:47. | |
region has seen delays or cancellations. But by far the most | :14:48. | :14:55. | |
critical problem is in the Thames Valley. Tonight there are | :14:56. | :14:58. | |
suggestions that it might not be fixed for weeks. Our Transport | :14:59. | :15:00. | |

When a train company advises people not to travel by train, you know | :15:05. | :15:09. | |
things are really bad. I want to show you a picture of a metal box. | :15:10. | :15:14. | |
Here it is. It contains signalling equipment on the Great Western at | :15:15. | :15:17. | |
Maidenhead, and it's not working. This isn't a flooding river, it's | :15:18. | :15:21. | |
ground water bubbling up. Network Rail has no idea when this will be | :15:22. | :15:27. | |
sorted out but it could take weeks. It means instead of running 25 | :15:28. | :15:30. | |
trains an hour each way, First Great Western can only run five. Remember | :15:31. | :15:35. | |
the sea wall collapsing in Devon, and taking the railway line with it? | :15:36. | :15:42. | |
The train company says that in terms of disruption, the problem at | :15:43. | :15:50. | |
Maidenhead is very much worse. The fact that we have got the signalling | :15:51. | :15:56. | |
out of use in such a critical part of the network is a massive issue, | :15:57. | :16:00. | |
and I would not want anybody to be in any doubt that we face a very | :16:01. | :16:11. | |
major challenge running the railways without this signalling available. | :16:12. | :16:14. | |
Clearly a very serious problem And it is by no means the only problem | :16:15. | :16:17. | |
on the railways. All our train operators have had | :16:18. | :16:21. | |
disruption today. For hours there were no services west of Salisbury | :16:22. | :16:24. | |
or west of Bournemouth. There were delays and cancellations around | :16:25. | :16:27. | |
Southampton, and Portsmouth, and in West Sussex. They can be fixed. The | :16:28. | :16:31. | |
Great Western in Berkshire is in a completely different league. And | :16:32. | :16:33. | |
road closures too. So many I couldn't begin to list them. Dorset | :16:34. | :16:36. | |
Police took the unprecedented step this afternoon of telling people not | :16:37. | :16:40. | |
to travel at all. And tonight there are several main roads in Wiltshire | :16:41. | :16:48. | |
that are only just about passable. Thank you. Get all the local | :16:49. | :16:52. | |

The Enterprise Zone at Lee`on`Solent is part of a key Government strategy | :16:55. | :16:58. | |

to 15 people. They would renovate this disused hangar and slipway | :17:26. | :17:28. | |
leading into the Solent, and open a boat storage facility plus chandlery | :17:29. | :17:31. | |
and workshop. They started speaking with the Homes Communities Agency | :17:32. | :17:35. | |
a year ago after seeing adverts offering commercial development | :17:36. | :17:37. | |
opportunities at Daedalus for marine businesses. They commissioned plans | :17:38. | :17:42. | |
and impressions of how their operation would look and hoped to | :17:43. | :17:47. | |
open this spring. They also bought lifting equipment which they've | :17:48. | :17:49. | |
stored on a car parking area they're renting on a short`term basis close | :17:50. | :17:54. | |
to the hangar. They say so far they've spent more than ?50,000 on | :17:55. | :17:58. | |
setting up the business. Mr Mamczur says although they hadn't received a | :17:59. | :18:02. | |
written agreement, they were led to believe that would happen. There are | :18:03. | :18:10. | |
asked to jump through hoops from the homes and community agency. We had | :18:11. | :18:16. | |
preplanning applications with Gosport, we had all of her livery | :18:17. | :18:20. | |
made, they actually told us at one point, that we could go out and | :18:21. | :18:25. | |
celebrate, because it was in the bag for us. But Mr Mamczur says last | :18:26. | :18:35. | |
month everything changed. We had a meeting with the Homes Communities | :18:36. | :18:38. | |
Agency at their Bristol office where they told us their intention was to | :18:39. | :18:42. | |
clear most of the businesses off the site and sell it to a developer. How | :18:43. | :18:49. | |
do you feel about that? They were advertising one thing publicly, they | :18:50. | :18:52. | |
wanted marina assessment, but behind closed doors, all they want to do is | :18:53. | :18:56. | |
sell this entire area to a developer. In December another | :18:57. | :19:00. | |
company, Sapphire Aviation, pulled out of Daedalus after 14 months | :19:01. | :19:04. | |
there, saying they had "got their fingers burned". They'd restored | :19:05. | :19:06. | |
three derelict hangars for cleaning and storing planes and say they had | :19:07. | :19:09. | |
a non`binding agreement to lease more land. But then the agency let | :19:10. | :19:13. | |
it to Fareham Borough Council, so Sapphire moved out with the loss of | :19:14. | :19:17. | |
six jobs. The Homes Communities Agency told us the land will be used | :19:18. | :19:21. | |
for a new innovation centre for start`up businesses, creating 150 | :19:22. | :19:24. | |
new jobs, and that Sapphire had been offered different plots, discounted | :19:25. | :19:26. | |
accommodation and an extended lease on its current premises. In relation | :19:27. | :19:34. | |

Mr Mamczur and Mr Horrocks say if their boat yard plan here is | :20:02. | :20:06. | |
thwarted they'll consider taking legal action to recoup some of the | :20:07. | :20:28. | |
