It has been a very foggy day for a naval dress rehearsal. The idea was

to get this big American ship into Portsmouth to test some of the

facilities that have been built for the Royal Navy's big new aircraft

:02:06.:02:13.

carriers. This ship is around 40,000 tonnes, the new aircraft carriers

:02:14.:02:18.

will be about 65,000 tonnes, and they are substantially longer and a

:02:19.:02:24.

bit taller than the American ship. This ship was supposed to arrive in

:02:25.:02:28.

Portsmouth this morning but because of the fog she only crept into

:02:29.:02:30.

harbour this afternoon. They're just putting the finishing

:02:31.:02:32.

touches to the ?100 million project to prepare Portsmouth's naval base

:02:33.:02:34.

for the arrival of the A huge jetty has been re-built,

:02:35.:02:37.

buildings have been upgraded and shipping channels

:02:38.:02:43.

are being dredged, making It's all giving the city

:02:44.:02:45.

an economic boost. The whole of Portsmouth will benefit

from these carriers. People will want to come from miles

around to see her and I think it will be fantastic,

so I hope everybody benefits from that, and they're an amazing

feat of engineering and I think they will be fantastic

Three new road upgrades have been announced for our region.

:06:01.:06:02.

They're aimed at tackling some of the worst bottleneck

:06:03.:06:04.

junctions in the South, where tens of thousands of drivers

:06:05.:06:07.

find themselves stuck in long queues day after day.

:06:08.:06:09.

The announcement comes a little more than a week since a scheme

:06:10.:06:12.

to upgrade the A27 at Chichester was suddenly ditched

:06:13.:06:14.

The big winner - or loser, depending on your point of view -

:06:15.:06:22.

is Guildford, with two junctions off the A3 both getting upgrades.

:06:23.:06:26.

They are the northbound off slip at the university interchange

:06:27.:06:29.

and the southbound off slip at the Stoke interchange.

:06:30.:06:34.

The schemes will cost a little over ?4 million in total.

:06:35.:06:38.

Both are notorious traffic hotspots getting in and out of the town -

:06:39.:06:42.

I think the town centre needs more attention.

There is too much traffic going through the town centre, we

could do with a bypass, to be honest.

The other scheme getting money is improvements to the M27

Now, this comes just over a week since a scheme to upgrade the A27

:07:18.:07:24.

So is the ?250 million earmarked for that now going to smaller

:07:25.:07:30.

This is what the Secretary of State for Transport,

:07:31.:07:34.

The decision in Chichester was a difficult one.

:07:35.:07:39.

The divisions in the local community about what is the right solution

:07:40.:07:42.

for Chichester are so pronounced that I felt it better not to go

:07:43.:07:46.

We are making the improvements at Arundel and we're not

:07:47.:07:53.

simply diverting the money into today's announcement.

:07:54.:07:55.

We will spend the money thoughtfully and carefully that isn't

:07:56.:07:57.

Well, West Sussex County Council has got together with other interested

:07:58.:08:01.

parties to lobby to get the scheme reinstated.

:08:02.:08:05.

So far they've written to the Secretary of State

:08:06.:08:07.

to try to get him to reconsider the decision.

:08:08.:08:12.

They've requested a meeting to talk about the way forward

:08:13.:08:15.

and are arranging community workshops to build a case to get

:08:16.:08:18.

Chris Grayling did sound pretty resolute, though,

:08:19.:08:28.

so we'll have to wait to see if that really is a road to nowhere.

:08:29.:08:31.

The road schemes announced today are due to be completed

:08:32.:08:34.

It's the South's biggest new housing development, with 6000 homes,

:08:35.:08:37.

shops and services planned for fields outside

:08:38.:08:39.

Welborne Garden Village has backing from the Government but hasn't been

:08:40.:08:46.

without controversy and there've been months of arguments and delays.

:08:47.:08:48.

A planning application has now been submitted,

:08:49.:08:50.

allowing people to see what it might eventually look like.

:08:51.:08:53.

It's been a bumpy ride but the path now seems clear

A row between landowners about releasing land had to be

resolved in the High Court, and Fareham Borough Council

threatened compulsory-purchase orders to speed up the project.

But now an outline planning application has

This is the masterplan for the Garden Village.

This is the M27 along the bottom here, junction 10,

alongside the motorway, and then this is the land dedicated

There will also be three primary schools, and a secondary

:09:33.:09:37.

school, as well as shops and community facilities.

Nearly 2,000 of the homes will be affordable, and the official garden

:09:42.:09:48.

village status opens the door to extra funding

The developers and the council blame each other for the year's delay,

:09:51.:09:56.

Well, I think there is a wonderful opportunity now to start again.

They have everything that they've asked for,

:10:02.:10:03.

they can now get behind us and work with us, and if they are working

:10:04.:10:07.

with us everything can go on awful lot faster to get quality houses

The council, though, remains cautious.

We are concerned enough to continue with our development strategy,

which is that we will continue to consider compulsory

purchase should that become necessary, so that rolls on,

but if in the meantime all of the landowners say,

yes, we are in control, we're ready to roll,

If the planning application is approved later this year,

A care worker from West Sussex who stole from a vulnerable

pensioner she was looking after has been given a suspended

39-year-old Theresa Stratton from Littlehampton was caught
