Thousands of public sector workers go out on strike, causing massive | :00:09. | :00:13.
disruption to the south-west. members are no longer prepared to | :00:13. | :00:17.
lie down and play dead for a government that is not playing ball | :00:17. | :00:21.
with us. I am sick to death of people who do not pay pensions, and | :00:21. | :00:28.
real workers are going down the pan. They have got it easy. | :00:28. | :00:31.
Good evening and welcome to Spotlight. We will be live in | :00:31. | :00:34.
Exeter for the latest on the protests, and at Westminster for | :00:34. | :00:35.
political reaction. Also tonight: | :00:35. | :00:39.
A 250 million development gets the thumbs up. Cornwall councillors | :00:39. | :00:45.
vote in favour of controversial plans for Carlyon Bay. | :00:45. | :00:48.
And the main attraction - Dartmoor get ready as the Hollywood big-time | :00:48. | :00:57.
Thousands of public sector workers across the south-west went on | :00:57. | :00:59.
strike today, closing schools, colleges, Jobcentres and other | :00:59. | :01:04.
government buildings. Unions say more than 11,000 teachers stayed | :01:04. | :01:11.
off work. More than 300 schools were forced to close. And the PCS | :01:11. | :01:14.
union claims 95% of its staff walked out, although the government | :01:14. | :01:20.
says it was much less. They are coming for your pensions. | :01:20. | :01:23.
Exeter, and a rallying cry from national spokesman Brendan Barber, | :01:23. | :01:33.
:01:33. | :01:35. | ||
the general secretary of the TUC. When unfairness is piled on | :01:36. | :01:44.
injustice, you are right to take a stand. 700 marched through the city | :01:44. | :01:48.
centre, and there were nearer 1000 by the end of the day at a rally at | :01:48. | :01:55.
Belmont Park. If you do not stand up to have the right funding and | :01:55. | :01:59.
the right people brought into the profession over the years, the | :01:59. | :02:03.
children will not get the education they deserve. People's prospects | :02:03. | :02:06.
for the rest of their lives are being affected by decisions being | :02:06. | :02:11.
made by politicians. They should not be making those on the basis of | :02:11. | :02:14.
short-term considerations to ease their immediate political problems | :02:14. | :02:18.
over the next few years with the deficit. Pensions policy ought to | :02:18. | :02:24.
be based on something fairer. ifs, no buts, no public sector cuts. | :02:24. | :02:31.
Hundreds more gathered in Plymouth, the anger just as intense. Security | :02:31. | :02:41.
:02:41. | :02:42. | ||
was at a premium. These unfair cuts will hit young teachers more than | :02:42. | :02:46.
anyone else. If they make it to 68, they have to pay more, work longer | :02:46. | :02:54.
and get less at the end. But not everybody was behind the protest. | :02:54. | :02:57.
Rather than walk up the street shouting, why not speak to the | :02:57. | :03:00.
local MP? So you do not have a lot of sympathy for them? | :03:01. | :03:06.
particularly. I do sympathise occasionally, but they have to be | :03:06. | :03:10.
better ways than making a nuisance of yourself. I am sick to death of | :03:10. | :03:13.
these people with their gold-plated pensions and everything else. Real | :03:13. | :03:18.
workers are going down the pan. They have got it easy. Is it really | :03:18. | :03:23.
gold-plated pensions? I do not have a pension. I cannot afford one. | :03:23. | :03:27.
does it make you feel seeing this? Us sick. In Truro, 300 teachers and | :03:27. | :03:30.
public service workers were joined by more than 50 anti-cuts alliance | :03:30. | :03:33.
protesters. In all, unions say more than 11,000 teachers in the region | :03:33. | :03:42.
stayed off work. There are loads of primary school teachers here, loads | :03:42. | :03:48.
of teachers from a mine nearby schools. My old school teachers | :03:49. | :03:53.
that used to teach me are here as well. The negotiations that Cameron | :03:53. | :03:58.
keep talking about this week are an absolute farce. They are not | :03:58. | :04:02.
talking to us, they are making decisions and then just telling us. | :04:02. | :04:05.
It is not right. Unions are claiming today's strike was a | :04:05. | :04:07.
success, and they are warning there could be further industrial action | :04:08. | :04:15.
unless their demands are met. Well, as we've seen, demonstrations | :04:15. | :04:18.
have been taking place across the region. One of the largest rallies | :04:18. | :04:21.
has been in Exeter, where protests continue tonight. Our correspondent | :04:21. | :04:31.
:04:31. | :04:31. | ||
is there. Simon, what is going on now? There are still pickets out | :04:31. | :04:36.
tonight, as you can see. Award with the marchers to Exeter City Centre | :04:36. | :04:40.
today. Interesting reaction from the public. Most were supportive. A | :04:40. | :04:44.
few started clapping. Some were critical, but most supported what | :04:44. | :04:48.
was going on. And that is important, as the strikers need public opinion | :04:48. | :04:55.
on their side. He an impassioned protest today. I have spoken to | :04:55. | :04:58.
people here and lots more in the march today, and they all said they | :04:58. | :05:01.
are prepared to strike again to defend their pensions. They want to | :05:01. | :05:06.
see what the government will do now and how it will react to these | :05:06. | :05:10.
marches. But they do emphasise that they are prepared to strike again | :05:10. | :05:14.
to defend their pensions. In amongst the hundreds of teachers | :05:14. | :05:17.
and civil servants from Dorset who marched through the streets of the | :05:17. | :05:20.
county town today was Clare Blake. She's a 37-year-old mother of two | :05:20. | :05:24.
who works at a local primary school. Our Dorset reporter Simon Clemison | :05:24. | :05:31.
followed her throughout the day to find out what led her to strike. | :05:31. | :05:34.
Clare Blake is normally preparing for a day's teaching at 7.30 in the | :05:34. | :05:38.
morning, but right now, she's on strike. She's got permission to | :05:38. | :05:41.
take her two daughters out of their lessons, which are still running. | :05:41. | :05:45.
Today they'll learn about industrial relations instead. So | :05:45. | :05:48.
this is a time of your life when you've started to think about your | :05:48. | :05:52.
pension? Yes, I've always paid into a pension, but as my children get | :05:52. | :05:59.
older, I realise the importance even more. My mum has given her | :05:59. | :06:02.
time to look after my children. That is something I would like to | :06:02. | :06:06.
do for my girls. But providing for future generations is the problem | :06:06. | :06:10.
here. Children born today can expect to live into their eighties. | :06:10. | :06:13.
And so Clare, who's part-time, believes her payments will climb by | :06:13. | :06:17.
about 50 a month. She'll have to work until she's 67, and she says | :06:17. | :06:21.
she'll get less money back. But if she doesn't, there could be a real | :06:21. | :06:25.
slide into the red. The cost of paying public sector pensions, | :06:25. | :06:28.
according to the treasury watchdog, will reach 9.4 billion by 2015, | :06:28. | :06:31.
meaning higher taxes or more cuts, not something Clare, who's now off | :06:31. | :06:41.
:06:41. | :06:43. | ||
to match through the streets, entirely agrees with. How do they | :06:43. | :06:47.
know that the current scheme is not sustainable? Without doing a review | :06:47. | :06:51.
of the current scheme, which they promised us, how can they say what | :06:51. | :07:01.
:07:01. | :07:02. | ||
the deficit is? Thank you to those of you who outcome. We will be | :07:02. | :07:06.
moving on in five minutes. Being out of school for a day obviously | :07:06. | :07:10.
affects children's education, but it is a good cause. Do you think | :07:10. | :07:15.
parents sympathise with you? I hope parents can sympathise and look to | :07:15. | :07:19.
the future to see that we are aiming to maintain standards of | :07:19. | :07:22.
education. The police told me they were expecting 250 demonstrators, | :07:22. | :07:29.
but in the end almost double that number filled the streets. Do you | :07:29. | :07:32.
feel like you are achieving anything? It is good to see how | :07:32. | :07:35.
many teachers have turned out today to support the cause and stand up | :07:35. | :07:40.
and say we deserve our pensions and we do not need the changes made to | :07:40. | :07:43.
them. But do they deserve their pensions? The government says | :07:43. | :07:53.
they'll still be among the very best. Some people will be watching | :07:53. | :07:57.
this and saying, teachers are for a long holiday soon. This is a small | :07:57. | :08:02.
price to pay, the pension. Well, the teachers have already had their | :08:02. | :08:07.
pay frozen for the last two years. We cannot afford to pay more into | :08:07. | :08:10.
our pensions. They have frozen our pay and now they want to take more | :08:10. | :08:15.
money away. Where do you go from here? If needed, I will strike | :08:15. | :08:19.
again. Well, today's action has been condemned by the Prime | :08:19. | :08:22.
Minister and the Labour leader Ed Milliband. We can go live to | :08:22. | :08:25.
Westminster now for local political reaction. Our Political Editor | :08:25. | :08:32.
Martyn Oates is there. On this day of discord across the | :08:32. | :08:36.
country, to some extent there has been a remarkable degree of | :08:36. | :08:40.
consensus across the road behind me. Everybody, including the unions, | :08:40. | :08:44.
seem to agree that the way forward should be based on negotiation. But | :08:44. | :08:48.
there is a lot of disagreement as to what that means and whether the | :08:48. | :08:53.
government's plans are fair or necessary. I am joined now by Neil | :08:53. | :08:58.
Parish, the Conservative MP for Tiverton, to discuss that further. | :08:58. | :09:01.
Is it the case that teachers and other public sector workers are | :09:01. | :09:04.
paying with their pensions for the mess the bankers got the country | :09:04. | :09:08.
into? No. It is a case of the Labour government borrowing and | :09:08. | :09:13.
spending through the good times and after us with a huge deficit. So we | :09:13. | :09:17.
have to tackle everything. His it a knee-jerk reaction? No, we have to | :09:17. | :09:21.
make sure there are fair pensions for everybody. It is wrong to let | :09:22. | :09:25.
the private sector taxpayer have to contribute too much to the public | :09:25. | :09:29.
sector pension. We have to make sure the contributions from public | :09:29. | :09:34.
sector workers are enough to cover their long-term pensions. At this | :09:34. | :09:40.
point in time, it is a double whammy. It is, but we are providing, | :09:40. | :09:46.
in the future, a good public sector pension. We are looking at ways to | :09:46. | :09:50.
help the public sector pension. is not as good. But we are looking | :09:50. | :09:55.
at helping public sector workers on low wages, to protect them through | :09:55. | :09:59.
our changes. We are still negotiating. I do not think it is | :09:59. | :10:02.
time for these demonstrations when people are working to make ends | :10:02. | :10:08.
meet. The government says it is negotiating. The unions say you are | :10:08. | :10:11.
not prepared to negotiate on anything that matters, on raising | :10:11. | :10:15.
the retirement age, on raising the amount of pension contributions. So | :10:15. | :10:19.
they are forced into taking other kinds of action. I do not believe | :10:19. | :10:23.
so, because we are still talking about how to protect the lowest | :10:23. | :10:27.
paid public sector workers. But a lot of these important issues are | :10:27. | :10:32.
off-limits. They are not, and we are still negotiating. To have | :10:32. | :10:39.
demonstrations across the country today is wrong. You are making | :10:39. | :10:42.
parents find people to look after their children and affecting | :10:42. | :10:46.
workers and businesses across the country. We are trying to get this | :10:46. | :10:52.
country out of recession and build up a public sector and a private | :10:52. | :10:56.
sector economy. This is just damaging us up, and it is not | :10:56. | :11:00.
helping the public sector workers one iota, because we actually want | :11:00. | :11:04.
to provide them with a far better pension than many in the private | :11:04. | :11:10.
sector enjoy. It remains to be seen whether this important disputed | :11:10. | :11:13.
dominated in future bind the negotiation everybody says they | :11:13. | :11:19.
want to see, or more strikes. More on the strike later in the | :11:19. | :11:22.
programme, when we visit a school that managed to stage its sports | :11:22. | :11:25.
day, despite the disruption. HMS Cornwall has been | :11:25. | :11:28.
decommissioned today. Stay with us for coverage of the ceremony at | :11:28. | :11:33.

tide rushed in; dramatic new footage of the freak surge that | :11:39. | :11:48.
:11:49. | :11:50. | ||
swept along our rivers. The Exeter based low cost airline | :11:50. | :11:54.
Flybe has reported making a 4.3 million loss in the year to March. | :11:54. | :11:58.
That's compared to a profit of more than 24 million the previous year. | :11:58. | :12:00.
It's thought that disruption due to the Icelandic volcanic ash cloud | :12:00. | :12:04.
and last winter's bad weather contributed to the losses. | :12:04. | :12:06.
Princess Yachts has applied for funding from the Government to | :12:06. | :12:09.
build its new multi-million pound hi-tech factory at Plymouth's | :12:09. | :12:11.
Devonport dockyard. The new facility would be used to build a | :12:11. | :12:14.
range of 100ft-plus yachts, which the company says is to meet growing | :12:14. | :12:21.
global demand. Carlyon Bay was once one of | :12:21. | :12:24.
Cornwall's most popular beaches, but in recent years it's been | :12:24. | :12:28.
blighted by half completed flood defences and derelict buildings. | :12:28. | :12:31.
Today after more than 20 years of debate, planners have agreed a | :12:31. | :12:33.
controversial development including hundreds of new homes close to the | :12:33. | :12:38.
beach. The rusty looking metal sticking | :12:39. | :12:41.
out above the beach at Carlyon Bay had become a striking local | :12:42. | :12:46.
landmark. It was put there in 2004 as part of planned flood defences | :12:46. | :12:49.
by developers seeking to build on land close to the old Cornwall | :12:49. | :12:56.
Coliseum. But then everything ground to a halt. Local residents | :12:56. | :13:03.
say the planning process has not served this area well. Today | :13:03. | :13:06.
planners approved a scheme which promises to create more than 500 | :13:06. | :13:12.
homes here and bring 250 million into Cornwall's economy. | :13:12. | :13:16.
everybody knows the financial prospects of the country are | :13:16. | :13:21.
difficult at the moment, and this is attracting huge investment. 250 | :13:21. | :13:26.
million is a huge amount for this community. There is hope here. | :13:26. | :13:30.
are confident about the marketability of the development | :13:30. | :13:34.
and the interests and demand that would be there for something of | :13:34. | :13:42.
this quality. Local people have told us it is only in recent weeks | :13:42. | :13:44.
that the shuttering has been removed from the beach, and their | :13:44. | :13:47.
attention has focused on the question of accessibility. They say | :13:47. | :13:52.
in the past, this beach was open to everybody, but they are now | :13:52. | :13:55.
concerned that it may only be available for relatively few. We | :13:55. | :13:58.
met with some local people on the beach this afternoon who've opposed | :13:58. | :14:05.
this development. The idea of putting 500 residential units on | :14:05. | :14:09.
the beach is madness, given that we do not have a future in terms of | :14:09. | :14:17.
sea level rise and climate change. It is a massive development. On a | :14:17. | :14:20.
beach, 500 apartments. That virtually doubles the size of the | :14:20. | :14:24.
local community. No one has taken account of that, despite the putter | :14:24. | :14:29.
stations. The scheme will now be considered by the Secretary of | :14:29. | :14:39.

State, but the developers hope to Sailors and their families gathered | :14:39. | :14:45.

They are huge fun and they are great people to serve with. They | :15:49. | :15:58.
are what make the ship a great place to be. I think it is probably | :15:58. | :16:02.
one of the hardest things I have done in my life but I look back on | :16:02. | :16:06.
the last 13 months with enormous pride and that will be with make | :16:06. | :16:16.

HMS Cornwall has circumnavigated the globe and sailed in every ocean. | :16:24. | :16:30.

last to enter service for the British Royal Navy. -- end her | :16:35. | :16:39.
service. A poignant day. | :16:40. | :16:43.
Back to the strike now and one school in Devon went to great | :16:43. | :16:47.
lengths to go ahead with its sports day despite a third of its teachers | :16:47. | :16:53.
going on strike. Dartmouth Academy has a special relationship with the | :16:53. | :16:56.
near by it Britannia Naval Academy and that is where they held their | :16:56. | :17:01.
sports it. No wonder they did not want to miss | :17:01. | :17:08.
their sports day - what a stunning location. This community college | :17:08. | :17:12.
became an Academy last September and that means it can now make use | :17:12. | :17:17.
of the facilities here at Britannia Naval College. We are delighted to | :17:17. | :17:21.
have it here in the first place. This was planned about three months | :17:21. | :17:25.
ago and it has been run our calendar and the are pleased it can | :17:25. | :17:30.
go ahead. 15 teachers were striking today, that is about one-third of | :17:30. | :17:35.
staff. You could argue it is easier to hold a sports day rather than a | :17:35. | :17:43.
teaching day, but three-quarters of the peace staff were also on strike. | :17:43. | :17:47.
-- physical education staff. Most of my colleagues found it hard to | :17:47. | :17:51.
make the decision. Two of them and missing their own children taking | :17:51. | :17:56.
part because they are on strike. said they did not need to recruit | :17:56. | :18:00.
any extra staff. I asked one geography teacher why he is not | :18:00. | :18:10.
striking. I not striking. My union has not called a ballot to yet, | :18:10. | :18:13.
they are waiting talks with the Government. So I have not been | :18:13. | :18:18.
asked to strike. If the sports they had not gone ahead, the pupils say | :18:18. | :18:22.
they would have been very disappointed. I would have been | :18:22. | :18:31.
upset. Coming down here it is just fun. More so than staring up at | :18:31. | :18:36.
school up day. It would have been upsetting because it has one day of | :18:36. | :18:42.
the year when everyone gets together and tears on their friends. | :18:42. | :18:51.
-- cheers. Exeter reduce have a tough opener | :18:51. | :18:59.
end up the's Premiership next season. The start with a visit to | :18:59. | :19:04.
last year's runners up Leicester Tigers. | :19:04. | :19:09.
You can see the full fixture list on the BBC Devon website. | :19:09. | :19:13.
You might remember a few months ago be featured a bunch of German | :19:13. | :19:18.
shepherd puppies being groomed to one day become police dogs. | :19:18. | :19:23.
They are six-month-old and training at -- training every week. As we | :19:23. | :19:26.
have found out, learning to overcome everyday obstacles is not | :19:26. | :19:35.
At 10 weeks old, they were more interested in play fighting than | :19:35. | :19:39.
fighting crime. This puppy showed early promise with his attacking | :19:39. | :19:46.
skills. Now six months old, he is developing well. He has overshot | :19:46. | :19:55.
about one yard. That is lovely. Just coming up to the turn again. | :19:55. | :20:05.
:20:05. | :20:05. | ||
He has got across wind that is taking him across slightly. They | :20:05. | :20:09.
have to be able to track to a very high level because that is probably | :20:10. | :20:16.
90% of the work that we do. This game will eventually equate to the | :20:16. | :20:22.
person on the end that he wants to find. Whether that be a criminal or | :20:22. | :20:26.
a missing person. Getting the puppies used to new environments | :20:26. | :20:32.
and services is important. The spiral staircase proves an awkward | :20:32. | :20:41.
challenge for some of the puppies. This one makes a good start but | :20:41. | :20:48.
halfway up gets into difficulty. This other dog is struggling. | :20:48. | :20:54.
find that a lot of dogs struggle with the staircase. It is very | :20:54. | :20:59.
daunting for a new puppy to negotiate. The puppies have a few | :20:59. | :21:02.
more months to work on problem areas, then it is decision time to | :21:02. | :21:11.
see which of them will be selected for intensive police dog training. | :21:11. | :21:14.
Big breed dogs are thwarted by a spiral staircase! I am sure they | :21:14. | :21:20.
will get over their fear. Amazing how big they are! | :21:20. | :21:25.
Steven Spielberg has been keeping us all waiting, but one some are on | :21:25. | :21:29.
we can finally get a first glimpse of Warhorse the movies. | :21:29. | :21:34.
He has just released the trailer. When it hits the big screen, it | :21:34. | :21:40.
should prove a boost to tourism in Devon. | :21:40. | :21:47.
Steven Spielberg's team on dart mass -- Dartmoor filming Warhorse. | :21:47. | :21:51.
It is the story of a Devon farm lad and his horse going to the trenches | :21:51. | :21:56.
and has already been a huge stage it. Screen portrayal of debt -- of | :21:56. | :22:04.
Devon cooked boost tourism. Here is an early taster. Devon comes out | :22:04. | :22:08.
looking gorgeous, especially in contrast to the war scenes. But do | :22:08. | :22:13.
not expect an influx of visitors yet, the trailer does not actually | :22:13. | :22:16.
mean Devon or Dartmoor. How clearly the film refers to local places is | :22:17. | :22:22.
not yet known. As long as it does name some, Devon well benefit from | :22:22. | :22:30.
the attractiveness of other out UK locations. 1% recently told us how | :22:30. | :22:35.
he watched Spielberg using other places to represent parts of Devon. | :22:35. | :22:44.
-- this man. He used another beautiful little village for the | :22:44. | :22:50.
going away seen. On Dartmoor, there would be the heart scenes of a | :22:50. | :22:56.
farming family and everything I saw convinced me that if -- that this | :22:56. | :23:00.
man has got the right sense of the story. In case you missed it, at | :23:00. | :23:04.
this is how one field looked on the day and this is the same scene | :23:05. | :23:09.
after a little Hollywood post- production. What horse hits the big | :23:09. | :23:15.
screen around the end of the year. Amazing what a bit of treatment can | :23:15. | :23:25.
:23:25. | :23:26. | ||
I wish we could have the same! Now the weather. | :23:26. | :23:35.
You have more news about the tidal I do. Thank you for all the e-mails | :23:35. | :23:39.
and comments. We are still investigating but we have had some | :23:40. | :23:45.
new video. One Monday there was a real surge coming through them at - | :23:45. | :23:52.
- coming through the river. You can see how strong the flow is there. | :23:52. | :23:55.
The tidal flow is normally no more than three or four knots but this | :23:56. | :24:02.
is at least eight to 10 knots. It is causing some real problems for | :24:02. | :24:06.
some of these boats. Earlier today we managed to get hold of the | :24:06. | :24:09.
person who has to look after these boats and this is what he had to | :24:09. | :24:14.
say. The tide was coming in as usual and then we saw something on | :24:14. | :24:21.
the other side of the river, a wave, it came round, the tide had turned | :24:21. | :24:26.
and Bennett raced out as fast as we have ever seen it. What did you do? | :24:26. | :24:31.
We raced down and check the books. There was not a lot we could do. We | :24:31. | :24:39.
stopped one from going under. It was all over in about six minutes. | :24:39. | :24:42.
Hopefully we will get some more information for you. If you have | :24:42. | :24:47.
any more information, please let us know. Here is the forecast for the | :24:48. | :24:54.
next few days. Tomorrow is another fine and dry day. Lots of cloud out | :24:54. | :25:03.
to the West Show. -- out to the West. For the next three days, | :25:03. | :25:10.
there is a lot of fine weather. High pressure will be in charge. An | :25:10. | :25:14.
easterly breeze developing into the second half of the weekend. We have | :25:14. | :25:18.
had some patchy cloud today but this evening will be a fine evening. | :25:18. | :25:25.
A nice night for a barbecue. It will turn chilly. The overnight | :25:25. | :25:29.
temperatures are fairly low for this time of year. Hardly a breeze. | :25:29. | :25:33.
We could see temperatures down as low as six degrees in their | :25:33. | :25:40.
countryside. Not quite time to put the heating on just it! Tomorrow we | :25:40. | :25:47.
have some sunshine. It will gradually cloud over. There will be | :25:47. | :25:52.
some sunny spells but do not expect blue skies all day. Temperatures of | :25:52. | :25:59.
18 or 19 degrees, perhaps a little cooler on the coast. There is the | :25:59. | :26:05.
forecast for the Isles of Scilly. It will be fine and dry. A gentle | :26:05. | :26:15.
:26:15. | :26:18. | ||
breeze. Times of high water. For a surfer's both tomorrow and into the | :26:18. | :26:24.
weekend, the waves are going to be fairly small. Just a little bit of | :26:24. | :26:30.
an onshore breeze. The South Coast about half were fit to have it. | :26:31. | :26:35.
Coastal waters forecast, at the wins are essentially going to be | :26:35. | :26:38.
variable throughout the day but eventually an onshore Sea breeze | :26:38. | :26:46.
developing. Generally fair. Excellent visibility. The air is | :26:46. | :26:52.
really clear. You can see for miles. There is the forecast as we carry | :26:52. | :26:56.
through into the weekend. Note that temperatures rise through Saturday | :26:56. | :27:01.
and Sunday. Saturday's forecast is a fine start to the day with some | :27:01. | :27:05.
sunshine, clouding over for a time in the middle of the day and then | :27:05. | :27:10.
more sunshine in the afternoon. A gentle breeze. On Sunday we have a | :27:10. | :27:18.
lot more cloud. Perhaps on Sunday it if it clouds over, up the | :27:18. | :27:23. |
