congestion in the narrow streets. It is very difficult to park on a | :02:03. | :02:09. | |
daily basis. St Ives town council believes it | :02:09. | :02:18. | |
can run its carparks better and make it cheaper for locals. We feel | :02:18. | :02:25. | |
we are closer on the ground and no the problems associated with car | :02:25. | :02:30. | |
parks and the charging structure. It makes better sense for us to set | :02:30. | :02:35. | |
the charges. Ideas include higher charges in the | :02:35. | :02:38. | |
summer and lower in the winter. St Ives has the rare advantage of its | :02:38. | :02:42. | |
own railway line. But a park-and- ride scheme using the train costs | :02:42. | :02:47. | |
more than parking in the town. The council says it would like to | :02:47. | :02:51. | |
start its own cheaper bus-based version. | :02:51. | :02:54. | |
Across the border in Devon, Totnes has a scheme where the first hour's | :02:54. | :03:01. | |
parking is refunded by some shops. A similar scheme is just starting | :03:01. | :03:11. | |
at Helston. The cost of the refund crumbs from the businesses | :03:11. | :03:17. | |
themselves. It comes out of their pocket. The money is not reimbursed | :03:17. | :03:21. | |
by the county council so we are in effect subsidising the county | :03:21. | :03:24. | |
council. Back in St Ives, the carparks make a profit of about | :03:24. | :03:27. | |
�1.3 million a year, with costs of �300,000. Cornwall Council says if | :03:27. | :03:30. | |
it devolves control of the carparks, it will still want the �1.3 million | :03:30. | :03:40. | |

charges in east Devon are crazy. �1 per hour in some places. And | :04:53. | :04:57. | |
another it says that councils do not own the car parks, they manage | :04:58. | :05:03. | |
them on their behalf. The charges were initially for their upkeep but | :05:03. | :05:08. | |
now we are paying to swell the council coffers. And don't forget | :05:08. | :05:12. | |

Newquay is a mecca for triumpahnt teenagaers, fresh from their exams. | :06:19. | :06:28. | |
But for some, the party ends in tragedy. They always think it will | :06:28. | :06:36. | |
never happen to them. But we had one lad staying at you years ago | :06:36. | :06:40. | |
that had one of those incidents, he was severely injured. And worse | :06:40. | :06:43. | |
still, fatalities. 18-year-old Andrew Curwell fell to his death | :06:43. | :06:47. | |
while on an organised drinking binge. He'd been celebrating | :06:47. | :06:50. | |
finishing his A-levels. Just days later, 16-year-old Paddy Higgins | :06:50. | :06:56. | |
died when he fell from cliffs above Tolcarne beach. With the deaths | :06:56. | :06:59. | |
came a wave of negative publicity about Newquay and its drinking | :06:59. | :07:09. | |

culture. Now it's a zero tolerance approach. The alcohol you see here | :07:11. | :07:19. | |
has just been seized in one day so it has been successful. A lot of it | :07:19. | :07:24. | |
has been provided by parents at home. And then there's the problem | :07:24. | :07:34. | |

of fake ID. A lot of the Young ones will have a brand new licence. | :07:36. | :07:43. | |
These licences were completely genuine, but many aren't. If you | :07:43. | :07:50. | |
shine a UV light you can see a hologram. And if it is a fake it | :07:50. | :07:54. | |
will be low quality. This weekend's operation is | :07:54. | :08:01. | |
claiming early success, but there is a long summer ahead. | :08:01. | :08:04. | |
Well earlier, I spoke to the police officer in charge of the weekend's | :08:04. | :08:07. | |
crackdown in Newquay, Inspector Ian Drummond-Smith. I asked him how he | :08:07. | :08:15. | |
felt it had gone. It was a very productive weekend, | :08:15. | :08:20. | |
the first of Operation Exodus which is how we deal with the massive | :08:20. | :08:28. | |
influx of under 18 year-olds coming into Newquay. We seized many | :08:28. | :08:32. | |
because of alcohol from the under 18 age group will stop some people | :08:32. | :08:37. | |
still seem unclear what the regulations are in Newquay. What | :08:37. | :08:44. | |
exactly are you reinforcing? Well people who are under 18 cannot | :08:44. | :08:49. | |
bring alcohol with them or drink alcohol if they are here. In fact | :08:49. | :08:53. | |
nobody can drink a call on the streets of Newquay for stock and | :08:53. | :08:57. | |
some of that it has been said is being supplied by the parents. | :08:57. | :09:03. | |
do you make of that? That is disappointing. We have asked | :09:03. | :09:08. | |
parents not to send their under 18 year-old down to Newquay with | :09:08. | :09:14. | |
alcohol. We know the harm that it can cause. And did anyone purchases | :09:14. | :09:18. | |
alcohol for someone aged under 18, they are committing an offence was | :09:18. | :09:22. | |
stuck out you think the picture is looking in you keep more generally | :09:23. | :09:28. | |
compared to previous years? their continuing increase in | :09:28. | :09:33. | |

more than �23,000 in savings, she has to pay for her care. The cost | :12:08. | :12:10. | |
of her nursing home is �855 per week. There are payments totalling | :12:10. | :12:13. | |
�181 from the state for her nursing care and an attendance allowance. | :12:13. | :12:17. | |
But that still leaves the family to find �674 per week. Over a year | :12:17. | :12:27. | |

that comes to a total of more than �35,000. Debbie is angry that under | :12:31. | :12:36. | |
the current system people who saved appear to be punished. The report | :12:36. | :12:45. | |

up to �10,000 in living costs. Dilnot believes insurance could | :12:49. | :12:51. | |
cover care bills, which would avoid pensioners having to sell their | :12:51. | :12:54. | |
houses. But how will the government find the �2 billion needed to fund | :12:54. | :13:03. | |
this? It comes with a pretty hefty price tag and this is a difficult | :13:03. | :13:07. | |
financial environment to be making such big policy changes, but it is | :13:07. | :13:11. | |
