Getting the right prescription for our health service - controversial | :00:09. | :00:15.
plans to overhaul the NHS. Good evening. We'll be talking | :00:15. | :00:19.
through the details of what the reforms will mean for us all in a | :00:19. | :00:20.
moment. Also tonight... | :00:20. | :00:22.
Tracking the scent - an investigation is launched after | :00:22. | :00:26.
hunting hounds follow a fox on to a mainline railway. | :00:26. | :00:33.
A safe harbour - the new hostels offering care, therapy and support. | :00:33. | :00:37.
Look to the skies and remember - the RAF tribute to honour those who | :00:37. | :00:47.
risked their lives. It was the their role that was key to | :00:47. | :00:53.
everything that happened thereafter, the liberation of Wester Europe. | :00:53. | :00:56.
South West MPs will have their say on the controversial Health and | :00:56. | :00:59.
Social Care Bill when it returns to Parliament tomorrow for further | :00:59. | :01:02.
debate. The reforms are seen as a crucial part of the government's | :01:02. | :01:05.
vision to modernise the NHS. Changes have been made from the | :01:05. | :01:07.
original version as a result of demands from the Liberal Democrats | :01:07. | :01:11.
and the medical profession. The key points are... Primary care trusts | :01:11. | :01:16.
will go. Doctors and nurses will commission care. There will be more | :01:16. | :01:20.
private sector involvement in the NHS. In a moment, will be | :01:20. | :01:22.
discussing these proposals with Conservative MP for South West | :01:22. | :01:32.
Devon, Gary Streeter. But first, this report from Simon Alexander. | :01:32. | :01:37.
The Health Bill will see the biggest shake-up of the NHS in a | :01:37. | :01:41.
generation, a move that will affect the way health services are | :01:41. | :01:45.
delivered in the south-west. It will see an end to primary care | :01:45. | :01:52.
trusts, which decide where NHS money is spent. It will go to GPs, | :01:52. | :01:56.
medical staff and nurses. It will encourage more involvement from the | :01:56. | :02:01.
private sector and charities, which is proving controversial. For some, | :02:01. | :02:08.
a bitter pill to swallow. This is unnecessary and hugely costly at a | :02:08. | :02:13.
time when health care professionals are doing their best to maintain | :02:13. | :02:16.
quality services faced with the most difficult but did they have | :02:16. | :02:21.
ever had. I think the Government should go back to the drawing board. | :02:21. | :02:26.
The changes are purely cosmetic. key part is offering patients a | :02:26. | :02:32.
chance -- a choice between a Test and private care. Some doctors | :02:32. | :02:36.
worried they will be first in line for criticism. Others are | :02:36. | :02:43.
supporting change. We are in support of change for a clinical | :02:43. | :02:48.
commissioning, putting clinicians in the driving seat of what local | :02:48. | :02:52.
services look like. We are in favour of those reforms but we have | :02:52. | :02:58.
reservations. Last week, Andrew George, who has tabled 40 | :02:58. | :03:02.
amendments alone, said he believes bringing in competition between | :03:02. | :03:06.
providers will not work and the changes are too drastic. These | :03:06. | :03:10.
feelings are echoed by the BMA and some unions, one of which described | :03:10. | :03:17.
the Bill as nothing short of catastrophic. The NHS is being | :03:17. | :03:20.
opened up to private sector competition and we will see the | :03:20. | :03:24.
whole NHS fragmented. Department of Health says it will | :03:24. | :03:29.
never privatise the NHS. However, some MPs and health organisations | :03:29. | :03:37.
have been lobbying for a rethink over their health bill ahead of | :03:37. | :03:43.
tomorrow's Debate. Joining us now is Gary Streeter. | :03:43. | :03:49.
Can you tell us why these reforms are needed? Basically, we have a | :03:49. | :03:56.
model for the NHS which is 60 years old. It has been fantastic over | :03:56. | :04:01.
much of that time but with many of us living longer, and the cost of | :04:01. | :04:05.
treatment spiralling, we cannot go into the future with this model. It | :04:05. | :04:11.
needs a fresh lick and a generational change to make sure we | :04:11. | :04:16.
have an NHS we are proud of it. It will still be free at the point of | :04:16. | :04:21.
use. If we do not amended we fear it will not withstand the pressure | :04:21. | :04:27.
-- pressures I have just described. Are there going to be shorter | :04:27. | :04:31.
waiting times and is there going to be a high quality of care? Will the | :04:31. | :04:37.
reforms deliver this to be quit -- patient? We think it is a good idea | :04:37. | :04:41.
for clinicians to decide what to commission in any particular area | :04:41. | :04:46.
and also, what we have found in every sector, is that competition | :04:46. | :04:54.
is a good thing. It drives down costs and eradicates waste. I | :04:54. | :04:58.
believe that this will lead to an NHS we can be proud of. It will be | :04:58. | :05:03.
free at the point of use and do not forget, the government is committed | :05:03. | :05:08.
to increasing its budget, year on year, after inflation, for the | :05:08. | :05:13.
whole of the parliament. Our GPs still on board? Some are saying | :05:13. | :05:18.
they are confused and if they are, the patients will be. The patient | :05:18. | :05:24.
should be helped through this process that by GPs. Not everyone | :05:24. | :05:29.
is on board. No one ever likes change of this magnitude but I am | :05:29. | :05:34.
satisfied there if we do not change the NHS, it will not be able to | :05:34. | :05:39.
survive into the future. It is not that we do not supported, it is | :05:39. | :05:42.
because we love it and we are committed to it and that is why we | :05:42. | :05:45.
are bringing about these changes. The police have promised an | :05:45. | :05:48.
investigation after hounds from a Somerset hunt followed a fox on to | :05:48. | :05:52.
the mainline railway. The BBC has been handed film of the incident | :05:52. | :05:55.
taken by anti hunt protesters. They say it could have caused a serious | :05:55. | :05:59.
accident - a view backed by the train drivers' union, ASLEF. The | :05:59. | :06:02.
Countryside Alliance say it was an isolated case but it too has | :06:02. | :06:12.
:06:12. | :06:14. | ||
promised an investigation. The main line from Exeter to | :06:14. | :06:21.
Waterloo in London, suddenly it has an unwanted travellers. The fox is | :06:22. | :06:26.
running to escape hounds from a hand in Somerset which appear on | :06:26. | :06:32.
the track to less than two minutes later. The incident was filmed by a | :06:32. | :06:36.
member of the International Fund for Animal Welfare, an anti hunt | :06:36. | :06:41.
with. He has asked not to be identified. I have seen a lot of | :06:41. | :06:49.
things over the years. This was irresponsible. This is a mainline | :06:49. | :06:52.
railway. I do not know what would have happened if they had hit the | :06:52. | :07:00.
Heinz. Trains pass this spot at Clacton at more than 80 mph. It | :07:00. | :07:07.
would take the driver a mild to stop in an emergency. On Saturday, | :07:07. | :07:10.
these towns spend around two minutes on the track. It is clear | :07:10. | :07:14.
that when hunt members see what is going on, they try to get the | :07:14. | :07:20.
stalks back. The person taking the film is angry enough to make a 999 | :07:20. | :07:22.
cough. Even and Somerset police have confirmed they are | :07:23. | :07:29.
investigating. They have asked the hunt liaison officer to ask if what | :07:29. | :07:33.
happened here amounted to illegal hunting. As for dogs on the track, | :07:33. | :07:38.
that is a matter for British Transport Police. As no people | :07:38. | :07:43.
walked onto railway property, no offence was committed. This | :07:43. | :07:46.
afternoon, a Countryside Alliance, which represents Homs, insisted | :07:46. | :07:52.
there hunters were not acting illegally. It said it would | :07:52. | :07:56.
investigate what happened. We need to investigate why the hounds went | :07:56. | :08:00.
on. They were there for less than two minutes and had acted | :08:00. | :08:04.
professionally in common them off as quickly as they could. A we | :08:04. | :08:07.
showed the footage to an official from the train drivers' union, | :08:07. | :08:13.
ASLEF. He was dismayed. It is shocking, really, the amount of | :08:13. | :08:19.
dogs on the line. It is considerable. There are around a | :08:19. | :08:23.
dozen on their at one point, consider what threat to a train. | :08:23. | :08:27.
Network Rail, which is responsible for safety on the railways, has | :08:27. | :08:33.
asked to see the footage. A motorcyclist believed to be in | :08:33. | :08:35.
his seventies has died after a collision in Paignton this morning. | :08:35. | :08:38.
Police say it's the eighth such motor cycle death in Devon and | :08:38. | :08:41.
Cornwall this year. It happened in Broadsands just after 9 o'clock. | :08:41. | :08:44.
The road was closed for more than six hours. | :08:44. | :08:47.
Business leaders say plans for a major rail scheme linking the | :08:47. | :08:50.
region with Heathrow could ease the damage caused by the closure of | :08:50. | :08:54.
Plymouth Airport. Air Southwest has pulled out of Plymouth because of | :08:54. | :08:57.
falling passenger numbers. The Government is drawing up plans for | :08:57. | :09:00.
a transport hub at Heathrow with a direct link to the Great Western | :09:00. | :09:04.
line. Devon and Cornwall Business Council says it could cut journey | :09:04. | :09:08.
times by up to an hour. A family from north Devon have | :09:08. | :09:11.
described the moment a car crashed into the side of their farm house | :09:11. | :09:14.
as "like a bomb going off". Caroline Thorne from Ashreigney | :09:14. | :09:17.
said the whole house shook with the impact after the vehicle flew over | :09:17. | :09:21.
the garden wall like a rocket. An elderly woman was flown to hospital | :09:21. | :09:24.
by the Devon air ambulance following the incident yesterday | :09:24. | :09:32.
afternoon. It came down a straight piece of | :09:32. | :09:37.
road, called the corner of my drive, which made it airborne, and came | :09:37. | :09:41.
straight over the garden wall at high speed just like a rocket, | :09:41. | :09:45.
straight into the chimney breast on the gable end, and into my living | :09:45. | :09:55.
:09:55. | :09:55. | ||
room. An appeal to raise millions of | :09:55. | :09:58.
pounds for a children's hospice in Cornwall has reached its target. | :09:58. | :10:01.
With the help of BBC Radio Cornwall listeners, the Precious Lives | :10:01. | :10:04.
appeal has raised 5 million in just under four years. The building, | :10:04. | :10:06.
called Little Harbour, at Porthpean near St Austell, has now been | :10:06. | :10:09.
handed over to the Children's Hospice South West charity by the | :10:09. | :10:12.
builders. David George joined some of the families who will use the | :10:12. | :10:17.
building for a look around. Less than two years ago this was a | :10:17. | :10:22.
feast donated by a local farmer. Now, Little Harbour is a reality | :10:22. | :10:27.
and just a few weeks away from providing care for terminally ill | :10:27. | :10:35.
children and their families. The building has bedrooms and other | :10:35. | :10:39.
facilities, like this Jacuzzi, for six children, who will come to stay | :10:39. | :10:46.
with their families, saving them a long trip to Barnstaple. It is | :10:46. | :10:55.
fantastic. Because we have got used to things, you do not feel anywhere | :10:55. | :11:00.
will live up to expectations, but it does. We have been going to | :11:00. | :11:05.
Barnstaple for 10 years. Each trip takes two ours. It is a trek on the | :11:05. | :11:10.
roads in summer. Now it is just half an hour. Today, the families | :11:10. | :11:13.
were told that through coffee mornings, but sales, sponsored | :11:13. | :11:18.
events and God knows what else, the Precious Lives appeal had reached | :11:18. | :11:27.
its target. It was run from the beginning of 2008 and here we are | :11:27. | :11:33.
in 2011, in one of the worst economic crisis the world has ever | :11:33. | :11:38.
seen, and what does that say about people's generosity and the regard | :11:38. | :11:42.
that they hold children who will not live to adults had? The fund- | :11:42. | :11:47.
raising does not stop. They will need more than 1 million per year | :11:47. | :11:56.
to run Chase -- Little Harbour. get a small amount of minding -- | :11:56. | :12:03.
funding when the Open but we need it to keep going. The building | :12:03. | :12:07.
includes a watchtower, to give a view over St Austell Bay. The | :12:07. | :12:11.
building will be ready from December. In the meantime there | :12:11. | :12:15.
will be open days so that the people who have raised so much | :12:15. | :12:18.
money in such a relatively short time can see watch their generosity | :12:19. | :12:25.
has paid for. If you've just joined us, hello, | :12:25. | :12:29.
welcome to the programme. Still to come... Who's got the best silage | :12:29. | :12:39.
:12:39. | :12:42. | ||
in Dorset? I've been investigating. No competition! | :12:42. | :12:46.
A great end to the country show season and a great start to the | :12:46. | :12:49.
rugby season for the Exeter Chiefs. We will have all the weekend's | :12:49. | :12:51.
sport. They risked life and limb in during | :12:51. | :12:56.
the war ended the day, there's little to remember them. Soon, the | :12:56. | :13:00.
many air men who flew from local air bases to protect our naval | :13:00. | :13:02.
stations will have a fitting memorial. The airfield at Exeter | :13:02. | :13:05.
played a vital role during the Second World War and today, a | :13:05. | :13:15.
:13:15. | :13:19. | ||
tribute to it and the pilots who flew from there is taking shape. | :13:19. | :13:24.
A Spitfire, common in the skies above Exeter in the Second World | :13:24. | :13:27.
War. The fighters protected naval bases like Portland and took on | :13:27. | :13:31.
Emily -- enemy bombers targeting cities like Plymouth and Exeter in | :13:31. | :13:36.
the Blitz. MN from countries like Poland, Czechoslovakia and New | :13:36. | :13:40.
Zealand flew from RAF Exeter, particularly during the Battle of | :13:40. | :13:47.
Britain. 22 men were killed in a period of weeks. Eight of them | :13:47. | :13:56.
within fault -- four days. There is very little to recognise RAF | :13:56. | :14:03.
Exeter's contribution. That could soon change. This is a mould for a | :14:03. | :14:07.
larger-than-life bronze statue of a Battle of Britain fighter pilot, | :14:07. | :14:14.
that could soon be standing tall outside Exeter airport. This shows | :14:14. | :14:19.
what the finished cast should look like. He is holding his hand aloft, | :14:19. | :14:24.
he has just got out of his plane, and he is waiting for his friends | :14:24. | :14:28.
and the rest of the flight to come home, shielding his eyes from the | :14:28. | :14:33.
sun. He is looking into the sky into the distance and wondering how | :14:33. | :14:37.
many will come back, and if some of them will come back, all the | :14:37. | :14:44.
thoughts that go through your head, and how can you describe it. | :14:44. | :14:49.
memorial project has been running since 2007, with an estimated cost | :14:49. | :14:53.
of 50,000. More money and donations are needed for the | :14:53. | :14:59.
statue's plinth, but those involved say Exeter airport should soon have | :14:59. | :15:06.
a symbol of its historical legacy. The country show season finished on | :15:06. | :15:10.
a high this weekend as the record- breaking crowd turned out to enjoy | :15:10. | :15:13.
everything the Dorset countryside has to offer. About 57,000 people | :15:13. | :15:18.
passed through the gate at the showground in Dorchester. I was one | :15:18. | :15:26.
of them. Touch the countryside, taste the | :15:26. | :15:29.
countryside, smell the countryside. Welcome to the Dorset County Show | :15:29. | :15:39.
2011. Poultry was the theme next -- this year. Think of a chicken... | :15:39. | :15:46.
There are dozens of varieties. They are quite individual. They are very | :15:46. | :15:51.
individual. We have a 50 different breeds. It seems to be the in thing, | :15:51. | :16:00.
to pick up your own eggs in the morning. There is nothing better. | :16:00. | :16:06.
There were a record number of trade stands this year. Do you think you | :16:06. | :16:14.
will be investing in a came? I was just enjoying them. In one sense, a | :16:14. | :16:19.
county show is about uniting the town with the country. Sometimes it | :16:19. | :16:23.
may take to the air... And then there is the more down-to-earth | :16:23. | :16:28.
business have to do the animals. Can you see a good blow? It takes | :16:28. | :16:35.
years of training. You are winding me up! How does it feel to be the | :16:35. | :16:42.
signage champion of Dorset? It is a nice surprise. We did put a bit of | :16:42. | :16:52.
:16:52. | :16:53. | ||
effort into it be sure. competition! We have improved year | :16:53. | :16:57.
on year, and this has been back -- on the back of other good shows. | :16:57. | :17:01.
People will come back next year and bring their friends. The county | :17:01. | :17:05.
shows seem to exist in an economic micro-climate. The weather was not | :17:05. | :17:13.
too bad either. It rained before and after, but for | :17:13. | :17:23.
those two days, it was beautiful. Time for a look at the sport. Is | :17:23. | :17:29.
there some good news? What a start to the season for | :17:29. | :17:33.
Exeter Chiefs. They became the second side in three years to win a | :17:33. | :17:37.
Premiership match away at the mighty Leicester Tigers. They took | :17:37. | :17:41.
the match 30-28. Brent Pilnick has more on that now famous win and the | :17:41. | :17:51.
:17:51. | :17:52. | ||
rest of the rugby. Exeter jail had not when it script | :17:52. | :17:59.
as they crossed the line after less than a minute. They are not known | :17:59. | :18:08.
as Leicester Tigers for nothing, as they took the lead. Many would have | :18:08. | :18:18.
thought that would spend -- be the end, but they got the ball grounded. | :18:18. | :18:22.
Leicester Tigers refused to lie down. They were within two points | :18:22. | :18:29.
of Exeter and George Ford had a last the second drop-goal attempt. | :18:29. | :18:34.
It drifted just wide, to the delight of Exeter's players. | :18:34. | :18:39.
Meanwhile, Plymouth Albion fans may have to like it they were going to | :18:39. | :18:47.
fall head over heels are with James loved. He marked his debut with | :18:47. | :18:51.
impressive scoring. There was disappointment for the Cornish | :18:51. | :18:55.
Pirates as they threw away a lead at half-time to draw at Moseley. | :18:55. | :18:58.
It's a relief that our rugby sides did OK, because things weren't too | :18:59. | :19:05.
bright on the football front again. Only Torquay United emerged | :19:05. | :19:12.
victorious this weekend. Exeter City and Plymouth both lost away. | :19:12. | :19:15.
Earlier, former Torquay and Argyle player, Chris Hargreaves, joined me | :19:15. | :19:18.
to dissect the action. I asked him what, if anything, was going wrong | :19:18. | :19:25.
for Exeter City. Not a great deal. We lost two good players, we are | :19:25. | :19:34.
5th from bottom, but it is not a worry. This goal was a bit of a | :19:34. | :19:39.
comedy goal. Exeter had some chances, this being the best one. A | :19:39. | :19:45.
good save, if that goes in it is a different game. In the last minute | :19:45. | :19:50.
of the game, Exeter were pushing for a goal. It was a good finish. | :19:50. | :19:58.
At this stage of the season I am not worried. If we can't sandwich | :19:58. | :20:04.
some brightness between the poor results, they did well, Torquay! | :20:05. | :20:09.
The one bright moment in the weekend. There was a disallowed | :20:09. | :20:18.
goal. It was borderline offside. That was a great way to attack a | :20:18. | :20:27.
corner. But steady been nerves. -- ate great weight to steady the | :20:27. | :20:37.
:20:37. | :20:38. | ||
nerves. Exeter were in the right place at the right time. Great | :20:38. | :20:48.
:20:48. | :20:50. | ||
finish from Eunan O'Kane. He is a good player. Let's go to Plymouth | :20:50. | :20:56.
Argyle. The situation is dire. cannot get worse, they are propping | :20:56. | :21:04.
up the Football League. It is awful. It was not easy. The players did | :21:04. | :21:13.
not train on Friday and you can tell. The keeper flaps a little bit. | :21:13. | :21:21.
You have to credit Plymouth players before fighting back. They kept | :21:21. | :21:30.
going. They have a good finish and I am sure the manager will be | :21:30. | :21:35.
pleased. It must be unsettling for the players, given that some of | :21:35. | :21:41.
them were going to strike on Friday. How can I get out of this? Only two | :21:41. | :21:46.
ways, wins on the pitch or money off it. Ideally, both. | :21:46. | :21:49.
Cricket, and tickets have gone on sale for Somerset's CB40 cup final | :21:49. | :21:52.
against Surrey. Yesterday, without three key players including Marcus | :21:52. | :21:55.
Trescothick, they beat Durham in the semi-finals. Incredibly, they | :21:55. | :21:59.
have now made it to all of the last five domestic finals in one-day | :21:59. | :22:03.
cricket, an incredible record. Hopefully this time they can go on | :22:03. | :22:08.
and win the trophy. Devon event rider, Mary King, | :22:08. | :22:11.
finished third at the Burghley Horse Trials at the weekend on her | :22:11. | :22:14.
home-bred mare, King's Temptress. The 50 year-old from Salcombe Regis | :22:14. | :22:17.
was ranked world number one in the HSBC rankings, but she's just been | :22:17. | :22:25.
overtaken by Dorset rider, William Fox-Pitt, who won Burghley. There's | :22:25. | :22:28.
one more competition left in the series for her to try to regain the | :22:28. | :22:34.
top spot. That's all the sport for now. | :22:34. | :22:37.
Around 30 hot air balloons took part in this weekend's West Country | :22:37. | :22:42.
Balloon Fiesta in Tavistock. Teams from around the country were there, | :22:42. | :22:52.
:22:52. | :22:53. | ||
although at times difficult weather made taking off a challenge. | :22:53. | :22:58.
Where else could you get such great in use while enjoying some | :22:58. | :23:03.
champagne? Visitors were given a chance to go up in a balloon and | :23:03. | :23:06.
enjoy the countryside. If you have never been up in a balloon, you | :23:06. | :23:10.
will wonder how they steer. To a certain extent they are relying on | :23:10. | :23:17.
the wind, but the pilots still have good control. Just over the top of | :23:17. | :23:22.
the trees, it is the best thing. Enthusiasts agree, balloonists have | :23:22. | :23:28.
travelled from far and wide to enjoy the festival. We fly over the | :23:28. | :23:34.
moor and little villages and meat really nice people. Ballooning may | :23:34. | :23:38.
seem like a sport out of reach too many people, but the organisers | :23:38. | :23:43.
disagree. We have a conscious decision to make the event as | :23:43. | :23:47.
approachable as possible. People can find out more. We are trying to | :23:47. | :23:52.
build a new level of enthusiasm. This festival has been running | :23:52. | :23:55.
since 1992 and like previous years, they are hoping to raise thousands | :23:55. | :24:05.
of pounds for charity. Beautiful! I believe we are in for | :24:05. | :24:15.
If you like rain, it is all right. Wet and windy weather to come later | :24:15. | :24:18.
on tonight and first thing tomorrow morning. The week ahead does not | :24:18. | :24:23.
look promising. It is cool, windy and unsettled with further rain as | :24:23. | :24:29.
well as the winds. The strongest wind is likely between 6 and 10 | :24:29. | :24:38.
o'clock tomorrow morning. A weather front is appearing now, coming in | :24:38. | :24:43.
from the south-west of Ireland. That has got heavy rain made in in. | :24:43. | :24:47.
There will be outbreaks of rain from midnight, through to midday | :24:47. | :24:53.
tomorrow, before it moves out of the way. Notice how trip -- | :24:53. | :24:56.
tightly-packed the isobars are. That is where the wind will be, | :24:56. | :25:03.
around the middle of the day, particularly strong in the Channel. | :25:03. | :25:07.
By the time we get to when state has quietened down, but we still | :25:07. | :25:12.
have a brisk west or north-westerly breeze. Showers and sunshine before | :25:12. | :25:16.
wet weather on Thursday. This is the picture for the last few hours | :25:16. | :25:24.
over the south-west. Rain appearing over Ireland and Wales. Some of the | :25:24. | :25:28.
rain is sinking southwards later today. We had some sunshine. This | :25:28. | :25:32.
was Plymouth Sound for the America's Cup. These catamarans | :25:32. | :25:38.
have been training today. There were some gusty winds and this | :25:38. | :25:43.
catamaran came a cropper. It capsized, but the team got rid of | :25:43. | :25:48.
right and eventually it managed to sail away. These yachts can do in | :25:48. | :25:56.
the order of 30 knots or so. These Sharon's will tend to fade away | :25:56. | :26:04.
this evening. The more persistent rain returns. It was thinks of | :26:04. | :26:07.
words. By the morning, all of us will have some rain. Notice also | :26:07. | :26:12.
the strength of when. It could be at gale-force at times on the | :26:12. | :26:19.
headlands. Tomorrow morning, a fairly wet start. The rain is | :26:19. | :26:26.
moving and by afternoon, dry conditions. Some showers following | :26:26. | :26:33.
behind. A blustery south-west wind are veering westerly, not as strong | :26:33. | :26:41.
as the morning. We should see some sunshine once and then me and -- | :26:41. | :26:51.
