original version as a result of demands from the Liberal Democrats

The Health Bill will see the biggest shake-up of the NHS in a

generation, a move that will affect the way health services are

:01:41.:01:45.

delivered in the south-west. It will see an end to primary care

:01:45.:01:52.

trusts, which decide where NHS money is spent. It will go to GPs,

:01:52.:01:56.

medical staff and nurses. It will encourage more involvement from the

:01:56.:02:01.

private sector and charities, which is proving controversial. For some,

:02:01.:02:08.

a bitter pill to swallow. This is unnecessary and hugely costly at a

:02:08.:02:13.

time when health care professionals are doing their best to maintain

:02:13.:02:16.

quality services faced with the most difficult but did they have

:02:16.:02:21.

ever had. I think the Government should go back to the drawing board.

The changes are purely cosmetic. key part is offering patients a

feelings are echoed by the BMA and some unions, one of which described

the Bill as nothing short of catastrophic. The NHS is being

opened up to private sector competition and we will see the

:03:20.:03:24.

whole NHS fragmented. Department of Health says it will

:03:24.:03:29.

never privatise the NHS. However, some MPs and health organisations

:03:29.:03:37.

have been lobbying for a rethink over their health bill ahead of

:03:37.:03:43.

tomorrow's Debate. Joining us now is Gary Streeter.

Can you tell us why these reforms are needed? Basically, we have a

:03:49.:03:56.

model for the NHS which is 60 years old. It has been fantastic over

:03:56.:04:01.

much of that time but with many of us living longer, and the cost of

:04:01.:04:05.

treatment spiralling, we cannot go into the future with this model. It

:04:05.:04:11.

needs a fresh lick and a generational change to make sure we

:04:11.:04:16.

have an NHS we are proud of it. It will still be free at the point of

:04:16.:04:21.

use. If we do not amended we fear it will not withstand the pressure

:04:21.:04:27.

-- pressures I have just described. Are there going to be shorter

:04:27.:04:31.

waiting times and is there going to be a high quality of care? Will the

:04:31.:04:37.

reforms deliver this to be quit -- patient? We think it is a good idea

:04:37.:04:41.

for clinicians to decide what to commission in any particular area

:04:41.:04:46.

and also, what we have found in every sector, is that competition

:04:46.:04:54.

is a good thing. It drives down costs and eradicates waste. I

:04:54.:04:58.

believe that this will lead to an NHS we can be proud of. It will be

:04:58.:05:03.

free at the point of use and do not forget, the government is committed

:05:03.:05:08.

to increasing its budget, year on year, after inflation, for the

:05:08.:05:13.

whole of the parliament. Our GPs still on board? Some are saying

:05:13.:05:18.

they are confused and if they are, the patients will be. The patient

:05:18.:05:24.

should be helped through this process that by GPs. Not everyone

facilities, like this Jacuzzi, for six children, who will come to stay

with their families, saving them a long trip to Barnstaple. It is

fantastic. Because we have got used to things, you do not feel anywhere

will live up to expectations, but it does. We have been going to

Barnstaple for 10 years. Each trip takes two ours. It is a trek on the

roads in summer. Now it is just half an hour. Today, the families
