bars tonight after being jailed for a year for using his work laptop to | :00:58. | :01:00. | |

was to advise the Church in Plymouth on how to protect children | :01:03. | :01:06. | |
from abuse, but he had more than 4,000 pornographic images of | :01:06. | :01:09. | |
children. The judge told Jarvis that children who had confided in | :01:09. | :01:13. | |
him might feel sullied and let down when they found out the person they | :01:13. | :01:15. | |
were confiding in was downloading images in this way. Spotlight's | :01:16. | :01:23. | |

want to show his face as he arrived in court and this is why. Back in | :01:28. | :01:32. | |
2002, he was taken on by the Plymouth diocese in a role to | :01:32. | :01:37. | |
safeguard children, investigating historic claims of child abuse. | :01:37. | :01:42. | |
Unbeknown to the church, he was using his laptop to download child | :01:42. | :01:50. | |
pornography. What we must remember is these images are of child abuse | :01:50. | :01:54. | |
in action. At the time of the offending, he held a responsible | :01:54. | :02:02. | |
position within the agency. He was caught after uploading images on to | :02:02. | :02:06. | |
a social network inside. The Church has welcomed the sentence. It | :02:06. | :02:10. | |
insists is committed to providing a safe environment for everyone. | :02:10. | :02:13. | |
Having looked at this case very carefully at the details of the | :02:13. | :02:17. | |
appointment, everything was done that could have been done. I regret | :02:17. | :02:24. | |
to say I think this is again an isolated incident of an individual | :02:24. | :02:28. | |
who has been able to access the sort of organisation. The pictures | :02:28. | :02:31. | |
were downloaded privately by Christopher Jarvis and were not | :02:31. | :02:37. | |
linked in any way to his work. The judge told Christopher Jarvis, you | :02:37. | :02:41. | |
were a responsible officer in the church. Children confiding you and | :02:41. | :02:44. | |
will feel let down when they find out that the person they were | :02:44. | :02:48. | |
confiding in was downloading images in this way. He went on to centres | :02:48. | :02:52. | |

won a �32 million deal to provide the care for the next five years, | :03:07. | :03:12. | |
despite a series of failings. The decision by the Primary Care Trust | :03:12. | :03:16. | |
has been criticised by the St Ives MP Andrew George. But as Emma | :03:16. | :03:25. | |
Ruminski, reports the company claims patient satisfaction is good. | :03:25. | :03:29. | |
Serco has been in the headlines a number of times while providing | :03:29. | :03:39. | |

The inquest was told that the boy had been unwell with stomach pains | :03:48. | :03:54. | |
and vomiting for several days before he died. | :03:54. | :03:57. | |
When Richard Blake from North Cornwall became very ill one night, | :03:58. | :04:03. | |
and out-of-hours doctor refused to visit. Later, Serco apologised and | :04:03. | :04:09. | |
said the medic would be retrained. Given some past issues, a Unison | :04:09. | :04:14. | |
say they want to know why five bat secured another five-year contract. | :04:14. | :04:18. | |
We think people will simply not use the service. They will either go | :04:18. | :04:22. | |
straight to the emergency department or they will ring the | :04:22. | :04:26. | |
ambulance service. The NHS will pick up the bill because people do | :04:26. | :04:32. | |
not trust the Serco service. The MP Andrew George says concerns about | :04:32. | :04:35. | |
waiting times at the lack of doctors in some areas are still | :04:35. | :04:40. | |
being raised. He would like closer monitoring and all public | :04:40. | :04:45. | |
involvement. I am surprised that the public have not been more | :04:45. | :04:48. | |
consulted about this substantial service, the interface with the | :04:48. | :04:53. | |
public. Second of all, a five-year contract after this rather | :04:53. | :04:57. | |
chequered history of Serco was surprising. Many in the health | :04:57. | :05:00. | |
committee felt that a three-year contract might have been more | :05:00. | :05:05. | |
appropriate. Serco on sales -- answers almost 150,000 calls every | :05:05. | :05:15. | |
:05:15. | :05:16. | ||
year. They say their service was ranked in the top 25 % in annual | :05:16. | :05:21. | |
surveys carried out on behalf of the Department of Health. I've | :05:21. | :05:26. | |
never come across a service that could not be improved. Every day | :05:26. | :05:29. | |
that we provide services, we learn more about the needs of patients | :05:29. | :05:34. | |
and we will make sure we work better to meet those needs. I would | :05:34. | :05:38. | |
reassure the people of Cornwall and Isles of Scilly that they have a | :05:38. | :05:41. | |
first-class service and that has been demonstrated by independent | :05:41. | :05:46. | |
assessment. Serco will continue to provide the service for the next | :05:46. | :05:50. | |
five years. Earlier I put the points raised in | :05:51. | :05:54. | |
that report to Dr Robert White of the Primary Care Trust. I began by | :05:54. | :05:57. | |
asking him why the trust had awarded the contract to Serco | :05:57. | :06:04. | |
bearing in mind its record. I think initially five years ago when they | :06:04. | :06:11. | |
started out and took over the new contract, there were a few problems. | :06:11. | :06:16. | |
They fix the problems and were very open about how this was done and | :06:16. | :06:20. | |
they but I'm not a time and effort into fixing the problems. -- they | :06:20. | :06:27. | |
put in a lot of time and effort. Some would say it does not feel | :06:27. | :06:34. | |
like Serco and earning the lessons from past mistakes. That is an | :06:34. | :06:40. | |
unfortunate case recently but it is not really part of my remit to | :06:40. | :06:47. | |
