Jailed. The child protection officer found guilty of possessing,

:00:08.:00:14.

making and distributing indecent images of children. Good evening

:00:14.:00:17.

and welcome to Spotlight. Christopher Jarvis worked for the

:00:17.:00:21.

Catholic Church in Plymouth - we'll hear their reaction to the case in

:00:21.:00:24.

just a moment. Also tonight, despite a series of

:00:24.:00:27.

failings, Serco will continue to provide out of hours GP services in

:00:27.:00:35.

Cornwall. There's been an angry reaction to the decision.

:00:35.:00:39.

People will not use the service. They will either go straight to the

:00:39.:00:43.

emergency service department or they will ring the ambulance

:00:43.:00:49.

service. And the saviour of Plymouth Argyle? James Brent is the

:00:49.:00:52.

new owner, but what does that mean for the club's future?

:00:52.:00:54.

A child protection officer for the Roman Catholic Church is behind

:00:54.:00:58.

bars tonight after being jailed for a year for using his work laptop to

:00:58.:01:00.

download indecent images of children. Christopher Jarvis's job

:01:00.:01:03.

was to advise the Church in Plymouth on how to protect children

:01:03.:01:06.

from abuse, but he had more than 4,000 pornographic images of

:01:06.:01:09.

children. The judge told Jarvis that children who had confided in

:01:09.:01:13.

him might feel sullied and let down when they found out the person they

:01:13.:01:15.

were confiding in was downloading images in this way. Spotlight's

:01:16.:01:23.

John Ayres was at Plymouth Crown Court. Christopher Jarvis didn't

:01:23.:01:28.

want to show his face as he arrived in court and this is why. Back in

:01:28.:01:32.

2002, he was taken on by the Plymouth diocese in a role to

:01:32.:01:37.

safeguard children, investigating historic claims of child abuse.

:01:37.:01:42.

Unbeknown to the church, he was using his laptop to download child

:01:42.:01:50.

pornography. What we must remember is these images are of child abuse

:01:50.:01:54.

in action. At the time of the offending, he held a responsible

:01:54.:02:02.

position within the agency. He was caught after uploading images on to

:02:02.:02:06.

a social network inside. The Church has welcomed the sentence. It

:02:06.:02:10.

insists is committed to providing a safe environment for everyone.

:02:10.:02:13.

Having looked at this case very carefully at the details of the

:02:13.:02:17.

appointment, everything was done that could have been done. I regret

:02:17.:02:24.

to say I think this is again an isolated incident of an individual

:02:24.:02:28.

who has been able to access the sort of organisation. The pictures

:02:28.:02:31.

were downloaded privately by Christopher Jarvis and were not

:02:31.:02:37.

linked in any way to his work. The judge told Christopher Jarvis, you

:02:37.:02:41.

were a responsible officer in the church. Children confiding you and

:02:41.:02:44.

will feel let down when they find out that the person they were

:02:44.:02:48.

confiding in was downloading images in this way. He went on to centres

:02:48.:02:52.

Christopher Jarvis to 36 weeks for making and possessing the images

:02:52.:02:57.

and another 16 weeks for distributing them. There's anger

:02:57.:03:00.

tonight after a company which provides out of hours GP services

:03:00.:03:04.

in Cornwall and the Isles of Scilly had its contract renewed. Serco has

:03:04.:03:07.

won a 32 million deal to provide the care for the next five years,

:03:07.:03:12.

despite a series of failings. The decision by the Primary Care Trust

:03:12.:03:16.

has been criticised by the St Ives MP Andrew George. But as Emma

:03:16.:03:25.

Ruminski, reports the company claims patient satisfaction is good.

:03:25.:03:29.

Serco has been in the headlines a number of times while providing

:03:29.:03:39.
:03:39.:03:43.

call's out-of-hours GP service. -- Cornwall.

:03:44.:03:48.

The inquest was told that the boy had been unwell with stomach pains

:03:48.:03:54.

and vomiting for several days before he died.

:03:54.:03:57.

When Richard Blake from North Cornwall became very ill one night,

:03:58.:04:03.

and out-of-hours doctor refused to visit. Later, Serco apologised and

:04:03.:04:09.

said the medic would be retrained. Given some past issues, a Unison

:04:09.:04:14.

say they want to know why five bat secured another five-year contract.

:04:14.:04:18.

We think people will simply not use the service. They will either go

:04:18.:04:22.

straight to the emergency department or they will ring the

:04:22.:04:26.

ambulance service. The NHS will pick up the bill because people do

:04:26.:04:32.

not trust the Serco service. The MP Andrew George says concerns about

:04:32.:04:35.

waiting times at the lack of doctors in some areas are still

:04:35.:04:40.

being raised. He would like closer monitoring and all public

:04:40.:04:45.

involvement. I am surprised that the public have not been more

:04:45.:04:48.

consulted about this substantial service, the interface with the

:04:48.:04:53.

public. Second of all, a five-year contract after this rather

:04:53.:04:57.

chequered history of Serco was surprising. Many in the health

:04:57.:05:00.

committee felt that a three-year contract might have been more

:05:00.:05:05.

appropriate. Serco on sales -- answers almost 150,000 calls every

:05:05.:05:15.
:05:15.:05:16.

year. They say their service was ranked in the top 25 % in annual

:05:16.:05:21.

surveys carried out on behalf of the Department of Health. I've

:05:21.:05:26.

never come across a service that could not be improved. Every day

:05:26.:05:29.

that we provide services, we learn more about the needs of patients

:05:29.:05:34.

and we will make sure we work better to meet those needs. I would

:05:34.:05:38.

reassure the people of Cornwall and Isles of Scilly that they have a

:05:38.:05:41.

first-class service and that has been demonstrated by independent

:05:41.:05:46.

assessment. Serco will continue to provide the service for the next

:05:46.:05:50.

five years. Earlier I put the points raised in

:05:51.:05:54.

that report to Dr Robert White of the Primary Care Trust. I began by

:05:54.:05:57.

asking him why the trust had awarded the contract to Serco

:05:57.:06:04.

bearing in mind its record. I think initially five years ago when they

:06:04.:06:11.

started out and took over the new contract, there were a few problems.

:06:11.:06:16.

They fix the problems and were very open about how this was done and

:06:16.:06:20.

they but I'm not a time and effort into fixing the problems. -- they

:06:20.:06:27.

put in a lot of time and effort. Some would say it does not feel

:06:27.:06:34.

like Serco and earning the lessons from past mistakes. That is an

:06:34.:06:40.

unfortunate case recently but it is not really part of my remit to

:06:40.:06:47.

comment on the Serco input to that. Let's concentrate on that. Andrew

:06:47.:06:51.

George has criticised the procurement process. Why were you

:06:51.:06:56.

telling the potential bidders, this is what we want to spend? Why

:06:56.:07:00.

didn't you tell them what you needed them to provide? I think

:07:01.:07:10.

Howley services provided has to be left down-to- the bidders

:07:10.:07:15.

themselves. We can give guidance of what we expect. We can give

:07:15.:07:19.

guidance along the national standards and we have actually

:07:19.:07:24.

improved the national standards and added into what we expect. We are

:07:24.:07:30.

talking about people's lives. Shouldn't you be in the driving

:07:30.:07:37.

seat, shouldn't you be specifying what you need them to provide?

:07:37.:07:41.

think we are doing that by the way we are monitoring the conduct. We

:07:41.:07:49.

have improved on the national standards, we have introduced new

:07:49.:07:59.
:07:59.:08:00.

performance indicators. Wife five years? They are being held

:08:00.:08:03.

accountable by a key performance indicators. If they break any of

:08:03.:08:09.

the key performance indicators, the contract will be terminated.

:08:09.:08:13.

Plymouth Argyle Football Club has been saved. The sale of the club to

:08:13.:08:16.

businessman James Brent was concluded this morning after he

:08:16.:08:18.

reached an agreement with the administrators over their fees. As

:08:19.:08:21.

Hamish Marshall reports, the club is bottom of the Football League

:08:21.:08:29.

and has been in administration since March.

:08:29.:08:33.

It seemed the never-ending saga but around 11 o'clock this morning, the

:08:33.:08:38.

news that thousands had been waiting for. This is James Grant,

:08:38.:08:44.

the man who will go down as Plymouth Argyle's saviour. He has

:08:44.:08:48.

bought the club out of administration.

:08:48.:08:52.

It came down to a battle of Britain than ship. He was older over 1

:08:52.:09:02.

million. He agreed to discount that by 50 %.

:09:02.:09:06.

We have been the shame of English football for eight months. We

:09:06.:09:09.

needed a man full of integrity and with a business brain and James has

:09:09.:09:14.

both of those. All of the fans will take to him. The crisis started

:09:14.:09:19.

almost exactly one year ago with a winding apposition -- petition from

:09:19.:09:29.
:09:29.:09:29.

Customs. Today was the club's 239th day in

:09:29.:09:33.

administration. After months of failed talks, James Brent finally

:09:33.:09:39.

bought the club. It is six months as we first spoke to Barry hard man.

:09:39.:09:45.

He has gone through most of 2011 without wages.

:09:45.:09:50.

It has been very difficult. If it had not been for the support of the

:09:50.:09:55.

supporters, giving week after week tirelessly, and for the great

:09:55.:09:58.

camaraderie and spirit that we have all shown as staff, I do not think

:09:58.:10:03.

he would have got through this period. Now the future is secured

:10:03.:10:07.

off the pitch, attention turns to on-field matters. They are bottom

:10:07.:10:09.

of the Football League and in danger of a third successive

:10:09.:10:14.

relegation. It's been a long and difficult road to get to this day

:10:14.:10:18.

and earlier I asked James Brent how confident he'd been that a deal

:10:18.:10:26.

would be reached. There were parts of the process, it has been a long

:10:26.:10:32.

process, where I was very and confident that a deal would be done.

:10:32.:10:40.

-- not confident. I am absolutely delighted that the club has been

:10:40.:10:45.

saved today, subject to completion later tonight. But there is still a

:10:45.:10:49.

difficult road ahead. Yes, you are absolutely right. This is the

:10:49.:10:53.

beginning of the near future. We find ourselves in a position where

:10:53.:10:58.

the club has clearly come out of a financially dark position the

:10:58.:11:05.

position in the lead is a challenge gone forward. And the financial

:11:05.:11:09.

future of the club at least is secure? Once the transaction is

:11:10.:11:15.

completed, the future of the club is secure. You have always been the

:11:15.:11:20.

fans' favourite to take over. Can you assure them that you are

:11:20.:11:28.

turning around their fortunes on the pitch, and off the pitch?

:11:28.:11:33.

not a footballer. I have spoken to a number of footballing folk. The

:11:33.:11:37.

assurances that they get is that the squad that we get it -- have is

:11:37.:11:43.

a good squad. Everyone tells me it should not be trading at the bottom

:11:43.:11:53.
:11:53.:11:56.

of the lead. We have some ideas. And many will be available to buy

:11:56.:12:04.

players? You do not have to put much capital in towards it. You

:12:04.:12:11.

need to pay wages. The fans have welcomed your take over today. What

:12:11.:12:19.

is your message to them tonight? is a message of thanks and most of

:12:19.:12:29.
:12:29.:12:31.

all to the staff who have been extraordinary. It is a great thank

:12:31.:12:41.
:12:41.:12:45.

you to them. Thank you for joining us tonight. A man is due to appear

:12:45.:12:47.

before magistrates in Torquay tomorrow charged with murdering 50-

:12:47.:12:51.

year-old Terence Goldsmith in Brixham. His body was found by

:12:51.:12:54.

police at a property in Fore Street during the early hours of Wednesday

:12:54.:12:58.

morning. 44-year-old John Rudland, also from Brixham, was charged by

:12:58.:13:01.

detectives this afternoon. It's now emerged that Devonport

:13:01.:13:05.

could be in line to get the lion's share of work to dismantle 27

:13:05.:13:09.

redundant nuclear submarines. The Ministry of Defence today confirmed

:13:09.:13:12.

it's initially proposing to cut up subs already at Devonport, and

:13:12.:13:15.

Rosyth in Scotland, in situ. But the consultation also stated that

:13:16.:13:18.

carrying out all of the work at Rosyth was the "least attractive

:13:19.:13:21.

option" while dismantling at Devonport only was "a more

:13:21.:13:28.

reasonable proposition." The government's being asked to do more

:13:28.:13:31.

to tackle the problems caused by nuisance seagulls. The law

:13:31.:13:34.

currently allows certain species of gull to be culled if they threaten

:13:34.:13:38.

public health and safety but nuisance alone isn't enough. One MP

:13:38.:13:41.

says ministers should change that so people can take steps to control

:13:41.:13:48.

urban gull populations. And you can see more on that story

:13:48.:13:51.

on the Politics Show South West at noon on Sunday on BBC1 with Martyn

:13:51.:13:56.

Oates. More drivers with electric vehicles

:13:56.:14:00.

in the south west can now travel all the way to London charging up

:14:00.:14:03.

their cars along the motorway as they go. Eco-tricity is developing

:14:03.:14:07.

a network of charge points which are free to use. One has just

:14:07.:14:10.

opened at a service station in Somerset. Spotlight's Environment

:14:10.:14:18.

Correspondent Adrian Campbell has the story. Electric vehicles are

:14:18.:14:22.

more common on roads than they used to be but they are still a rarity

:14:22.:14:27.

in the south-west. Charging points are few and far between. Eco-

:14:27.:14:33.

tricity say their charge points will allow electric vehicle drivers

:14:33.:14:38.

to travel all the way from Exeter to London. They hope to reduce what

:14:38.:14:42.

is called range anxiety. Some electric vehicle drivers are

:14:42.:14:47.

reluctant to go far from home. But other networks are also springing

:14:47.:14:52.

up. There is already a privately owned charging 0.3 to use in

:14:52.:15:02.
:15:02.:15:02.

Okehampton. What we're trying to do is get attractions, accommodation

:15:02.:15:06.

providers and restaurant turns on Dartmoor to put in electric

:15:06.:15:11.

vehicles charging stations. You would come to one of those tourism

:15:11.:15:16.

providers and you would be doing something else while it charged.

:15:16.:15:20.

Recharging as quickly as possible is crucial for electric vehicles.

:15:20.:15:29.

But this -- at this charging point, you can if you're in 20 minutes. --

:15:29.:15:36.

refuel. I would like to see more of these and other places, as well as

:15:36.:15:46.
:15:46.:15:55.

a rapid charger infrastructure. electric eels really are the way

:15:56.:16:00.

forward, it is going to be very important to have charging points

:16:00.:16:04.

across the country -- electric vehicles. Eco-tricity thing to have

:16:04.:16:08.

come up with a good idea, free electricity for motorists. What do

:16:08.:16:13.

traditional motorists think of it all? How can you guarantee that the

:16:13.:16:22.

electricity coming here is eco- friendly produced. It has come from

:16:22.:16:30.

the National Grid. It just goes like that? The idea itself it's

:16:30.:16:39.

great. You'd have to have a lot of these. It is a clever idea.

:16:40.:16:42.

Eco-tricity say they're already feed renewable electricity into the

:16:42.:16:47.

grid. They say they're helping develop electric motoring in the

:16:47.:16:57.

south-west. Time for the sport now and Dave's here with all the news.

:16:57.:17:00.

He has had his batteries changed! Exeter Chiefs have their toughest

:17:00.:17:03.

test of the season so far as they go to unbeaten Premiership leaders

:17:03.:17:07.

Harlequins. And as Brent Pilnick reports, boss Rob Baxter has left

:17:07.:17:16.

out the club's latest big-name signing. Argentine World Cup winner,

:17:16.:17:21.

Gonzalo Comacho, isn't any side for the trip to his former club

:17:21.:17:27.

Harlequins. He will have to wait a little bit longer for his debut.

:17:27.:17:33.

well as they pick me, I will be very nervous but very happy tool

:17:33.:17:40.

where this jersey and represent all of them. The boss says it won't be

:17:40.:17:44.

easy. We are going to one unbeaten side in the Premiership, away from

:17:45.:17:51.

home. It is a great challenge. The key is to bring the best out of you

:17:51.:18:01.
:18:01.:18:02.

and trained very well. I am relatively confident. We will put

:18:02.:18:06.

in a big performance. Whether we can get the result, we will have to

:18:06.:18:15.

wait and see. Cornish pirates's David Dougherty will be hoping to

:18:16.:18:21.

add to his total of six tries this season at London Welsh.

:18:21.:18:24.

A resurgent Exeter City go for a hat-trick of wins when they visit

:18:24.:18:28.

League One promotion candidates Sheffield United. Daniel Nardiello

:18:29.:18:32.

hopes to add to his four goals he scored in City's victories over

:18:32.:18:38.

Rochdale and at Walsall on Tuesday. Can Yeovil Town end Huddersfield's

:18:38.:18:41.

record run of 40 League games without defeat when the two teams

:18:41.:18:47.

meet at Huish Park? After claiming their first success in nine games

:18:47.:18:49.

in midweek, Torquay United aim for back-to-back wins against Hereford

:18:49.:18:52.

at Plainmoor and Carl Fletcher has plenty to ponder over following

:18:52.:18:55.

Plymouth Argyle's 5-1 hammering at Oxford, as the Pilgrims go to

:18:55.:19:04.

Cheltenham Town. We continue our Olympic Dreams

:19:04.:19:07.

series now and one of the South West's best hopes of winning a gold

:19:08.:19:11.

medal in London next year happens to live in Cornwall. Wendy

:19:11.:19:13.

Houvenaghel is a track cyclist who's had a scintillating year,

:19:13.:19:20.

winning three golds in various championships. But the one she

:19:21.:19:30.

craves is only nine months away. Top cyclist Wendy Houvenaghel on

:19:30.:19:37.

one of her five bikes for all competitions. She is from Northern

:19:37.:19:41.

Ireland but after marrying a Dutchman, settled in Cornwall. She

:19:41.:19:45.

has had a phenomenal year. She won gold in the team pursued at the

:19:45.:19:49.

track cycling world championships, repeating the feat at the World Cup

:19:49.:19:55.

event. And another triumph in the time-trial championships. Surely

:19:55.:19:59.

they mean nothing compared to winning an Olympic gold medal?

:19:59.:20:03.

would not say that they mean nothing but they are on a very

:20:03.:20:13.

special achievement, but my main focus and the overall aim that I

:20:13.:20:18.

strive to achieve is the gold medal at the Olympic Games. Wendy

:20:18.:20:22.

Houvenaghel spends a lot of time training at the Velodrome in

:20:22.:20:27.

Manchester. But a new track will be laid for the lender Olympics next

:20:27.:20:33.

year. How will she cope with that? -- London Olympics. I wanted it as

:20:33.:20:41.

I find it. The track is 250 metres perimeter. That is the same about

:20:41.:20:51.

Manchester. We were just go and get used to the surroundings. And there

:20:51.:20:56.

was much training them as we possibly can. She is building up to

:20:56.:20:59.

the biggest challenge of her career. Trying to get her hands on that

:21:00.:21:03.

elusive Olympic gold medal. She won't have a better opportunity.

:21:03.:21:06.

Former British ladies number one tennis player Anne Keovathong is

through to the final of the 47,000 Barnstaple Open at the Tarka Tennis

Centre. 2008 Wimbledon girls champion Laura Robson, who beat

:21:12.:21:14.

Guernsey's Heather Watson during the week, went out yesterday to

:21:14.:21:17.

leave Keovathong a clear route to the final where she'll play Marta

:21:17.:21:21.

Domachowska tomorrow. Having already qualified for the semi-

:21:21.:21:24.

finals of basketball's BBL Trophy, Plymouth Raiders now concentrate on

:21:24.:21:34.
:21:34.:21:35.

the BBL Cup at Durham Wildcats tomorrow night. It's been confirmed

:21:35.:21:38.

that Peter Ridsdale will stay on at Plymouth Argyle. That has been

:21:38.:21:41.

confirmed in the last half-hour. Now, what are your camera skills

:21:41.:21:48.

like? Well, the BBC is inviting people to film part of their life

:21:48.:21:51.

on November 12th to help provide a snapshot of life in Britain ahead

:21:52.:21:55.

of next year's Olympics. That's right. Anyone can take part. All

:21:55.:21:59.

you need to do is film it and then upload it to the internet.

:21:59.:22:02.

Spotlights' Edward Sault has been seeing what film makers think of

:22:02.:22:09.

the idea in Jersey. This is from an award winning film made of the

:22:09.:22:15.

footage submitted on Monday by people from 192 different countries.

:22:15.:22:21.

And now the BBC wants you to take part in something similar. On 12th

:22:21.:22:28.

November, they wanted to but grab a camera and film part of your life.

:22:28.:22:34.

They are not looking for anything high-tech but we want an honest

:22:34.:22:38.

account of your daily lives. It could be so -- could be screened as

:22:38.:22:40.

part of a major documentary charting life in Britain ahead of

:22:40.:22:46.

next year's Olympics. It has excited these film-makers. They say

:22:46.:22:51.

everyone can take part. Adding it is a fantastic idea. Everyone has

:22:51.:22:59.

to bear in mind that this kind of camera, a semi-professional one,

:22:59.:23:03.

records the same kind of format as one of these smart phones. It does

:23:03.:23:13.
:23:13.:23:15.

not matter which you use. Any tips? Everyone's lives are interesting.

:23:15.:23:19.

By which has got there and do so film-making and see what happens. -

:23:19.:23:22.

- I would just go out there. I never know what's going to happen

:23:22.:23:30.

and I am always surprised. This film was rigged -- released in the

:23:30.:23:40.
:23:40.:23:40.

summer. The producers are helping with the operation -- scheme. Full

:23:40.:23:45.

details on how to submit your films on the BBC website. Just remember

to get your camera out on 12th Time now for the weather forecast.

:24:04.:24:11.

The Sun has been shining across the region today.

:24:11.:24:15.

I wish I could say it is going to last over the weekend. It is

:24:15.:24:24.

changing for the weekend. But things do main -- to remain fairly

:24:24.:24:29.

mild over the next couple of days. There is this line of cloud that

:24:29.:24:38.

has been making its way in from the West. That is a weather front. We

:24:38.:24:40.

will start to see increasing amounts of cloud in the West

:24:40.:24:47.

tomorrow. It is quite mild with the winds coming up from the South West.

:24:47.:24:55.

A similar picture for Sunday. There is a chance of some patchy rain. A

:24:55.:25:00.

closer look at the satellite. For many of us today, it has been a

:25:00.:25:10.
:25:10.:25:13.

nice day. This was Okehampton earlier today. The reservoir is

:25:14.:25:20.

looking pretty full. When you think back to the rainfall we have had

:25:20.:25:26.

this week, that is not surprising. Quite a different picture for

:25:26.:25:30.

tomorrow. We will start to see the remaining leaves on the trees being

:25:30.:25:37.

blown off. Overnight, clear skies around for the first half of the

:25:37.:25:47.
:25:47.:25:55.

night. Further east, so fog patches forming. Remaining dry overnight.

:25:55.:26:00.

First thing tomorrow morning, some bright as further east. The mist

:26:00.:26:07.

and fog should slowly clear. Outbreaks of rain starting to

:26:07.:26:11.

spread in tomorrow afternoon. Breezy for everybody tomorrow

:26:11.:26:18.

afternoon. Top temperatures 15 Celsius. It looks fairly cloudy for

:26:18.:26:28.
:26:28.:26:45.

the Isles of Scilly. Quite breezy The outlook is for moderate and

:26:45.:26:50.

good visibility. There is none to be some strong winds around from

the south-west. -- sums. Sunday, temperatures up around 70 degrees

Celsius. That is above average for the time of year. -- 17 Celsius. On

Monday, still fairly cloudy. Tuesday does look brighter with
