makes it impossible to ensure patient' -- patients' needs are | :06:01. | :06:05. | |
being met and there is a concern about safeguarding patients from | :06:05. | :06:12. | |
abuse and another about respecting their dignity. What about the units | :06:12. | :06:16. | |
at whipton. Well the two wards that deal with people with learning | :06:16. | :06:19. | |
difficulties, the commission identifies improvements needing to | :06:19. | :06:24. | |

The commission said both hospitals have work to do. Care wasn't | :06:35. | :06:38. | |

their plans. Really understanding what their goals were, where they | :06:42. | :06:46. | |
wanted to go and how they were going to get there. And that is a | :06:46. | :06:50. | |
condition certain. Because these are assessment and treatment | :06:50. | :06:56. | |
facilities, where people hope the go on to more independent settings | :06:56. | :07:01. | |
hopefully. What have the Trust said about this? Well no one from the | :07:02. | :07:04. | |
Trust would be interviewed, but they have released a statement us | :07:04. | :07:10. | |
to. It says this: We have made strides to provide safe and high | :07:10. | :07:16. | |
quality care and in most cases we're confident we achieve that. | :07:16. | :07:22. | |
But the saiment says: It is clear some aspect of care are not good | :07:22. | :07:27. | |
enough and for that we apologise and making efforts to address any | :07:27. | :07:31. | |
short comings. Thank you. In a separate health story today, Torbay | :07:31. | :07:35. | |
Care Trust has been hailed as a good example of how to link up care | :07:35. | :07:37. | |
services for elderly people. The praise came from Parliament's | :07:37. | :07:40. | |
Health Select Committee. But the MPs said separate systems for | :07:40. | :07:42. | |
health and social care are leading to poorer outcomes elsewhere. Our | :07:42. | :07:51. | |

iefrs MP. What is happening is that happened in spite of the current | :08:29. | :08:32. | |
structures. So we have worked well and the health reforms make the | :08:33. | :08:37. | |
creation of a single commissioning body between health and social care | :08:37. | :08:41. | |
more difficult, not more easy. The reforms not going to help the | :08:41. | :08:44. | |
process of achieving the efficiencies which the Government | :08:44. | :08:51. | |
want. One thing is clear, the kind of situation we have got at the | :08:51. | :08:56. | |
moment in Torbay where a Primary Care Trust commissions social care | :08:56. | :09:02. | |
won't be rolled out and won't eexist in Torbay, because the | :09:02. | :09:06. | |
Government will abolish primary care trus. That is not the only | :09:06. | :09:13. | |
change. As we speak Torbay council is debating how many millions to | :09:13. | :09:19. | |
cut from its adult social care budget. We're concerned on the cuts. | :09:19. | :09:24. | |
Of �11 that will happen, 4.1 will be affecting the most vulnerable | :09:24. | :09:30. | |
people. People who are old e people with learning disabilities and | :09:30. | :09:36. | |

in a tent or wherever you decide to live in, and it is more secure. | :17:09. | :17:15. | |
It's a safe haven and I just feel much better. For more than 50 years, | :17:15. | :17:20. | |
this has been a place where people can rebuild their lives. Some | :17:20. | :17:26. | |
suffer from depression, others from addiction, divorce or bereavement. | :17:26. | :17:32. | |
John has battled with drink. Not the reason he ended up sleep rough, | :17:32. | :17:36. | |
but perhaps what kept him on the street. How have you been getting | :17:36. | :17:40. | |
on? Basically I have gone a long way from being an alcoholic and I'm | :17:40. | :17:46. | |
trying to sort my life out. And it has been difficult. But I sort of | :17:46. | :17:54. | |
get counselling. And for stress and for depression, which is helping. | :17:54. | :17:58. | |
What also helps is the part he plays here. In keeping food grown | :17:59. | :18:03. | |
in the gardens on the table. Everyone has a role. It creates a | :18:03. | :18:08. | |
family atmosphere, restoring what is in many cases a loss of | :18:08. | :18:14. | |
confidence. A lot of things that folks in general can take for | :18:14. | :18:20. | |
granted, be it a roof over your head, or a regular pattern of meals, | :18:20. | :18:25. | |
or friends or family around, aren't necessarily there for folks who are | :18:25. | :18:27. | |
struggling. Does it make it difficult to beat the problems if | :18:28. | :18:33. | |
you don't have those in place? John doesn't feel ready to return | :18:33. | :18:37. | |
to his family and friends yet. But after seeing him again, he has | :18:37. | :18:42. | |
taken a significant step forward. feel so much better here, with the | :18:42. | :18:47. | |
help and support I'm getting from the worker, that I think I'm on the | :18:48. | :18:53. | |
