Precautionary measures or panic buying? Drivers add fuel to the

:00:10.:00:19.

fire as queues keep on forming and forecourts run dry. Just saw the

:00:19.:00:24.

queue and bought it would be a good idea to join it. Whoever said go

:00:24.:00:28.

and fill up the cans, they are to blame. That has forced the panic

:00:28.:00:31.

buying. Good evening. Police have closed

:00:31.:00:34.

some petrol stations to avoid traffic chaos. But what really is

:00:34.:00:36.

the situation here? We'll be reporting from across the region.

:00:36.:00:39.

Also on Spotlight tonight: Grave concerns - the council apology to a

:00:39.:00:45.

grieving husband over health and safety issues.

:00:45.:00:52.

The golfers proving their disability isn't their handicap.

:00:52.:00:56.

And we meet the local surfers who rode one of the biggest waves ever

:00:56.:01:05.

Petrol stations in the south west have been closed by the police

:01:05.:01:08.

after queues for fuel stretched back dangerously onto main roads,

:01:08.:01:11.

some garages have run out of supplies, and others are imposing

:01:11.:01:16.

rationing after widespread panic buying. The police in Dorset said

:01:16.:01:24.

they had no choice but to close some stations.

:01:25.:01:28.

Our biggest concern is the irresponsible actions of a few

:01:28.:01:33.

motorists, who, in an attempt to get on to Four Courts, are queuing

:01:33.:01:36.

on the highway, causing a danger to other road users.

:01:36.:01:39.

This level of demand is putting pressure on supplies. The leader of

:01:39.:01:42.

the tanker drivers' union in the region told Spotlight he thought

:01:42.:01:47.

pumps would run dry in a matter of "hours" if a strike was called.

:01:47.:01:50.

Tonight, there are appeals for calm but little sign of motorists taking

:01:50.:01:53.

heed. We have two reports on the picture across the region. First,

:01:53.:01:56.

our correspondent, Simon Hall, has been analysing the impact in the

:01:56.:02:01.

east. Today, we have driven out of Exeter

:02:01.:02:06.

and into Dorset. We passed petrol station after petrol station and

:02:06.:02:09.

that each, they have been minds of motorists waiting to fill up their

:02:09.:02:12.

cars. The routine chore has become a

:02:13.:02:17.

significant challenge. In Exeter, there were queues across the city,

:02:17.:02:21.

and the leader of the tanker drivers' union in the South West

:02:21.:02:26.

predicted pumps could run dry here within hours if a strike was called.

:02:26.:02:31.

This is not something we do at the drop of a hat. We have been trying

:02:31.:02:35.

for 18 months to speak to the employers, the suppliers and the

:02:35.:02:39.

supermarkets, to resolve the major problems that are there. They have

:02:39.:02:43.

been ignoring us. It is the last straw. We have to do something to

:02:43.:02:50.

get these genuine concerns about the safety of our drive the is --

:02:51.:02:57.

drivers to the people. On the Devon, Dorset border, one

:02:57.:03:02.

garage rationed customers to 35 worth of fuel. It is fair. What is

:03:02.:03:07.

right and wrong depends on what end of the county you're on. People are

:03:07.:03:11.

saying, I don't care I need to get to work, and if it is a fair

:03:11.:03:15.

request, we will let them have more appeal. But people are buying fuel

:03:15.:03:19.

unnecessarily. One motorist, who did not want to

:03:19.:03:25.

give his name, was stocking up on supply so. I have lots of miles to

:03:25.:03:29.

do next week. Is it right to be doing that? That is none of my

:03:29.:03:33.

business. In Torquay, and overnight rushed left a petrol station

:03:33.:03:39.

without any fuel. In Taunton, the price of diesel at one garage rose

:03:39.:03:45.

by two pence, pushing it through the one pound 50 a litre barrier. -

:03:45.:03:53.

- 1.50. Everybody is fuelling up. There is a local one that is

:03:53.:03:58.

already closed so you cannot get any petrol. It is absolutely crazy.

:03:58.:04:02.

I just need to pick my children up from school later, that's all. I

:04:02.:04:07.

have never seen anything like it. Here, suppliers were running low.

:04:07.:04:11.

It limit was placed on the amount of diesel lorries could buy.

:04:11.:04:14.

Police have asked some stations in Dorset to close temporarily because

:04:14.:04:19.

the queues were tailing back on to main roads, causing disruption. All

:04:19.:04:25.

this before even a strike is called. And now with the picture across the

:04:25.:04:28.

rest of the region, here is my colleague.

:04:29.:04:32.

Drivers queued at this garage in Plymouth which had already run out

:04:32.:04:37.

of diesel and standard unleaded. Some gave up, opting to try

:04:37.:04:42.

elsewhere. Shortly afterwards, the station ran out if you're

:04:42.:04:44.

completely. Another tanker deliveries expected later in the

:04:44.:04:51.

day. -- ran out of fuel. There were shortages elsewhere in the city.

:04:51.:04:56.

The staff of this station were uncertain when the next delivery

:04:56.:04:59.

was a dear. Petrol stations in Cornwall also witnessed increased

:04:59.:05:07.

demand. Drivers queued for half an hour at his garage. I think they

:05:07.:05:11.

are panicking, there is no need for it. But then they should not have

:05:11.:05:18.

said go and fill up your cans. on the red, no panic! I'm not

:05:18.:05:25.

panicking. I just want to know I have enough these are to keep going.

:05:25.:05:29.

These things normally pass by the next day or two. I'm sure it will

:05:29.:05:36.

be fine. Similar advice is being given by a motorist associations,

:05:36.:05:40.

urging drivers not to panic. Trying to get that message across is going

:05:40.:05:45.

to be hard when all around, people are desperately trying to fill up.

:05:45.:05:50.

Thanks to everyone who got in touch via our Facebook page. Lee in North

:05:50.:05:53.

Devon said he saw around 30 cars waiting for fuel at one filling

:05:53.:05:56.

station, and Jo in West Cornwall said most petrol stations there had

:05:56.:05:59.

long queues and some had started to run out. Facebook.com/bbcspotlight

:06:09.:06:26.

Jersey will pay up to 60,000 to victims of historical abuse. It is

:06:26.:06:31.

now four years since the police investigation focusing on the

:06:31.:06:35.

former children abuse dominated the headlines.

:06:35.:06:40.

It was the largest police investigation in Jersey's history.

:06:40.:06:45.

An investigation that sent it here. The former children home, and what

:06:45.:06:51.

happened within its walls. Despite extensive excavations searching for

:06:51.:06:55.

human remains, the police concluded that no children had been killed

:06:55.:07:01.

here. But they have been physically and sexually abused. To date,

:07:01.:07:07.

Jersey's government said sorry. December 2010 at the then Chief

:07:07.:07:12.

Minister offered an unreserved apology on behalf of government to

:07:12.:07:18.

those who had suffered abuse whilst in the care of the States of Jersey.

:07:18.:07:22.

And I reiterate that apology this afternoon.

:07:22.:07:26.

The victims say it has never been about money, but those who were

:07:26.:07:36.
:07:36.:07:37.

abused while in care between 1945 and 1940 -- 94 -- 1994 are eligible

:07:37.:07:41.

up to 16,000. Putting a price on abuse is an uncomfortable notion,

:07:42.:07:46.

and it is difficult for this woman who grew up there. Once you have

:07:46.:07:49.

had your child to have taken for whatever region -- reason, you

:07:49.:07:54.

cannot get it back. For me, the money will bring closer, but what

:07:54.:07:59.

other people who have potentially been damaged by what they

:07:59.:08:05.

experienced, I don't know. Format Jersey police chief officer was

:08:05.:08:09.

suspended after a new team of detectives said know children had

:08:09.:08:14.

been killed. He believes that today's compensation does not

:08:14.:08:19.

explain why victims of abuse were not listened to earlier. Why was it

:08:19.:08:25.

that it was also successfully and - - swept under the carpet until the

:08:25.:08:30.

investigation was launched in 2008? Questions do undoubtedly remain,

:08:30.:08:35.

but today is an opportunity for the victims to lead Jersey and the

:08:35.:08:40.

wider world know what they endured The plan for an incinerator at St

:08:40.:08:43.

Dennis will go ahead after the Government won a Court of Appeal

:08:43.:08:45.

Challenge today. Environmental campaigners opposing the

:08:45.:08:50.

incinerator at St Dennis in mid Cornwall say they'll fight on. The

:08:50.:08:53.

local MP Stephen Gilbert says it's a real blow for Cornwall. Our

:08:53.:09:01.

Environment Correspondent Adrian Campbell reports.

:09:01.:09:06.

There was a subdued sense of expectation when news came in to

:09:06.:09:11.

this man's front room in St Dennis. A court of Appeal judgment was

:09:11.:09:20.

announced that 9:50am and today. Sadly it upheld the Secretary of

:09:20.:09:23.

State's decision. His fellow campaigners were bitterly

:09:23.:09:27.

disappointed but determined to fight on. We will continue to raise

:09:27.:09:32.

however much money we have to the rout the community to carry on the

:09:32.:09:38.

fight. Whatever the cost? Whatever the cost. We will not give up until

:09:38.:09:42.

we have no further choice. Now, the campaigners are hoping

:09:42.:09:47.

that is extremely rare plant found in parts of Portugal and Cornwall

:09:47.:09:52.

could help their campaign. It enjoys some of the strongest

:09:52.:09:56.

protection under European law. It has been found close to the site of

:09:56.:09:59.

the proposed incinerator. Campaigners hope to use the plant

:09:59.:10:04.

in their legal battle in the Supreme Court or the European Court.

:10:04.:10:09.

The plant is very difficult to track down, but we have managed to

:10:09.:10:14.

find an example here in mid- Cornwall in this china clay pit. If

:10:14.:10:18.

he is a magnifying glass like this, you can just make out this rather

:10:18.:10:23.

unusual looking planned. It is listed in the bed Data Book

:10:23.:10:28.

for Cornwall, which notes important species. We showed our pictures of

:10:28.:10:33.

the plant to Ken. It is a very important issue. If the evidence

:10:33.:10:39.

which is there is disregarded, then democracy will not be bedded two.

:10:39.:10:44.

Everyone needs to do their homework properly and if democracy prevails,

:10:44.:10:49.

that plant will be a significant effort in our campaign. The local

:10:49.:10:54.

MP agrees. There is no doubt that the impact that we want is a major

:10:54.:11:00.

factor that needs to be considered. -- the environmental impact. But

:11:00.:11:06.

there are also other issues, the fact it will generate hundreds of

:11:06.:11:11.

additional lorry movements per week. The Department for communities and

:11:11.:11:18.

government welcomed the ruling, and so did CT UK. The council will work

:11:18.:11:28.
:11:28.:11:36.

A Plymouth man says he was horrified when he got a letter from

:11:36.:11:40.

the council telling him to dig up part of his wife's grave because it

:11:40.:11:43.

didn't conform to health and safety rules. The authority told him he

:11:43.:11:46.

had 21 days to remove kerb stones and gravel from the plot at Weston

:11:46.:11:49.

Mill cemetery, or pay a stonemason more than 2,000 to put it right.

:11:49.:11:52.

Emma Thomasson has the story. This man tens of his wife's grave

:11:52.:11:55.

every week. She died suddenly one year ago of a heart condition. He

:11:55.:11:58.

could not afford a memorial so he got permission from staff at the

:11:58.:12:03.

cemetery to put up his own. But he got a letter saying that the great

:12:03.:12:06.

did not conform to health and safety regulations and he had to

:12:06.:12:11.

remove it within 21 days. Devastated. We thought we had

:12:11.:12:16.

approval, it was something that we wanted to do and then to find that

:12:16.:12:20.

they were going to take it away with in 21 days if we did not, we

:12:20.:12:27.

were devastated. Total loss as to why it. The council has now

:12:27.:12:31.

apologised and is offering to meet Christopher to discuss making the

:12:31.:12:36.

grade comply with cemetery roles. The authority will pay for the work.

:12:36.:12:41.

There was no intention on behalf of the council to cause distress. The

:12:41.:12:45.

standard letter that went out to him was inappropriate, we recognise

:12:45.:12:50.

that. The policy will have to be changed in circumstances like this.

:12:50.:12:56.

In the future, we will make sure that discussions take place.

:12:56.:13:00.

What They Think your wife would have thought of this? She would

:13:00.:13:05.

have gone out and fought. If there was something she believed in, she

:13:05.:13:12.

would go for it. I think she would be quite happy that something has

:13:12.:13:19.

rubbed off on me. It is a relief now that it will stay there. The

:13:19.:13:26.

hassle is over. Now I will be left in peace to come here every week

:13:26.:13:33.

and tidy it up, put the flowers there, have a chat and get on with

:13:33.:13:37.

whatever I can do for the rest of my life.

:13:37.:13:39.

your comments. The Theatre Royal in Plymouth could

:14:43.:14:46.

Arts Council has today announced it has cleared the first round of

:14:46.:14:49.

funding applications for repairing and upgrading facilities. Staff

:14:49.:14:52.

will now have to present more detailed plans to get through to

:14:52.:14:55.

the next stage. There's been ABBA-mania in Cornwall

:14:55.:14:58.

today as hundreds of people turned up for special charity screenings

:14:58.:15:04.

of the film Mamma Mia. Fancy dress was the order of the day as four

cinemas across Cornwall threw open their doors for the Phoenix Stroke

:15:07.:15:13.

Appeal, supported by BBC Radio Cornwall.

:15:13.:15:17.

We announced that we were supporting the appeal last June and

:15:17.:15:24.

since then, 227,000 had been raised for the appeal for gold

:15:24.:15:26.

standard care for stroke survivors in Cornwall.

:15:26.:15:30.

Now, would you like to know how to save money on your energy bills and

:15:30.:15:32.

help the environment? School children in Ashburton have been

:15:32.:15:35.

helping to carry out environmental audits of homes and businesses in

the town. It's part of a government-funded scheme to make

:15:39.:15:47.

local homes as energy efficient as possible.

:15:47.:15:53.

When it comes to energy efficiency here, it seems it is the school

:16:27.:16:32.

Sometimes even having a mirror near a radiator can help keep the heat

:16:32.:16:37.

in the house. The audit is part of a project being run by the

:16:37.:16:43.

Ashburton futures charity. They are using a 24,000 government grant to

:16:43.:16:47.

measure the energy efficiency of 12 local homes. Sustainability in the

:16:47.:16:51.

larger sense is fundamental to our work, helping people to make the

:16:51.:16:58.

changes to have a long term positive environmental impact. It

:16:58.:17:01.

also impacts how they live their lives in their homes and increases

:17:01.:17:06.

comfort. Be audit is being carried out using devices like lasers,

:17:06.:17:12.

giant fans, to show where energy is being worst -- wasted and can be

:17:12.:17:17.

saved. It is hoped the information can be used to help other local

:17:17.:17:25.

homeowners to reduce the Co-op and footprint of the whole town.

:17:25.:17:28.

-- the carbon a footprint. This week, a group of amputee

:17:28.:17:31.

golfers have been in the South West brushing up on their skills. The

:17:31.:17:34.

players are part of a charity called the On Course Foundation,

:17:34.:17:36.

which helps people, who've lost limbs, rehabilitate through the

:17:36.:17:39.

sport. Spotlight's Brent Pilnick reports.

:17:39.:17:43.

The Ryder Cup is one of the biggest prizes in golf and these players

:17:43.:17:47.

are hoping to be selected for a British amputee version of the team

:17:47.:17:53.

to face their American rivals. But playing without a leg is not easy.

:17:53.:17:56.

One of the things you have to allow for is on your follow-through,

:17:56.:18:01.

you're left hip comes through. Because my prosthetic limb can stop

:18:02.:18:09.

me from actually following through sometimes, I will tend, if I do not

:18:09.:18:16.

allow for that turn, it causes me to go around and send the ball off.

:18:16.:18:20.

Players of all abilities are being coached at the club, including Ian

:18:20.:18:24.

Bishop. He was serving as a marine in Afghanistan when he had both

:18:24.:18:33.

legs blown off by a roadside bomb. Golf has been invaluable. It is a

:18:33.:18:40.

sport that, once you learn to play it, you can compete with able-

:18:40.:18:49.

bodied people. It is learning to balance and hit the golf ball. When

:18:49.:18:53.

you have no legs, you need to have the balance when you are just using

:18:53.:19:03.
:19:03.:19:03.

prepared -- prosthetics. When you have an injury, you think it is the

:19:03.:19:11.

end of the world when you are young. But on course, people have stepped

:19:11.:19:15.

in and giving you another and the con life. Be players are hoping to

:19:15.:19:19.

be selected for their big match with the Americans in December when

:19:19.:19:22.

they will be playing in Florida. If they can keep improving, they are

:19:22.:19:30.

confident they can come back a cross the Atlantic with the trophy.

:19:30.:19:33.

Now here's a question for you - what could you cook when you were

:19:33.:19:37.

at school? Spaghetti Bolognese, pasta and pesto, a mean cheese

:19:37.:19:45.

These days young people really can cut it in the kitchen as John

:19:45.:19:53.

Henderson discovered during a competition in Plymouth.

:19:53.:19:57.

The kitchens at this college in Plymouth, teams from 12 schools are

stressful. Stuff has to be measured and cut up, ingredients used in the

:21:02.:21:05.

the overall trophy with this gastronomic tour de force. It is

:21:06.:21:13.

just the start. We are all taking catering for GCSE. Home economics

:21:13.:21:16.

might be a thing of the past, but in these young hands, the future

:21:16.:21:26.

for food looks good. That looks amazing. I don't really

:21:26.:21:29.

like the sound of chicken mouse! Two Southwest surfers have managed

:21:29.:21:35.

to ride one of the biggest waves ever seen in Europe.

:21:35.:21:38.

The gigantic seas, with waves up to 50 feet high, occurred in Ireland a

We do like to be beside the seaside, and the seaside in this case is

:21:55.:21:59.

Constantine Bay on the north coast of Cornwall. Absolutely beautiful.

:21:59.:22:02.

There are surfers out there and some ways for them, but nothing

:22:02.:22:06.

like they were a couple of weeks ago on the north-west coast of

:22:06.:22:11.

Ireland. Have a look at this. Let's run the film and see what you make

:22:11.:22:16.

of this. Look at the enormous size of that wave! That is absolutely

:22:16.:22:23.

incredible. Look at the surface going down the face of the wave.

:22:23.:22:30.

Amazing. The guys that art in that film of right here with me now.

:22:30.:22:36.

This is Andrew from up the coast. That is you in that film. What was

:22:36.:22:42.

it like inside-out way? It was a pretty good view! It is quite

:22:42.:22:48.

intense. It is hard to explain, it is not something you can describe

:22:48.:22:53.

because it is intense, everything slows down. But a huge weight of

:22:53.:23:00.

water on top of the waiting to crash down?! I did not plan to fall

:23:00.:23:08.

off, but then I did fall at the end. But I was OK. Here is Tom Butler

:23:08.:23:11.

from new people stop you were serving as well. How were you in

:23:11.:23:16.

the right place at the right time? I based myself in Ireland for

:23:16.:23:21.

almost two months and the biggest waves in Europe will happen in

:23:21.:23:23.

winter so you if you while there through the months of January,

:23:23.:23:28.

February and March, you will get some absolutely huge waves. If you

:23:28.:23:32.

are there, it will happen and when it does, you have to be ready. On

:23:32.:23:36.

8th March, it was huge and we were prepared. We made the most are

:23:36.:23:40.

there and got best -- the best way so that our lives. Well done for

:23:40.:23:45.

that. You have filmed that and entered the film in a worldwide

:23:45.:23:52.

surfing competition and the results are out soon. That's right. It is a

:23:52.:23:56.

big wave global award and the top five waves will be nominated

:23:56.:24:01.

tonight. They will be upon the website. Best of luck with that.

:24:01.:24:08.

Thank you for joining us today. How do you get such waves like that?

:24:08.:24:15.

The weatherman gave it is here. is a rare event. We had a big wave

:24:15.:24:20.

last December that was about 67 ft high. But the wave that they served

:24:21.:24:25.

is very rare. There is a nickname for the process that develops the

:24:25.:24:33.

waves, called the biking storms because it comes from Finland. The

:24:33.:24:37.

strength of wind last ball a couple of days and that is essential. It

:24:37.:24:44.

builds the waves up. It happens once every 10 years or so. All we

:24:44.:24:48.

need to know it is it is lovely year tonight, but what is the

:24:48.:24:56.

It is lovely here, we have had some lovely temperatures, but it will be

:24:56.:25:00.

cooling down over the next few days. Here is a summary. We will see some

:25:00.:25:04.

sunshine, but also lower temperatures as we see more cloud

:25:04.:25:07.

coming our way. There is the big satellite picture. Already more

:25:07.:25:12.

cloud across the north of the country slowly heading towards us.

:25:12.:25:15.

The chart for this evening still has high pressure, but it is

:25:15.:25:19.

weakening and moving west, away from us. By lunchtime, it will be

:25:19.:25:23.

further west. By lunchtime on Saturday, it brings a cold front

:25:23.:25:31.

down from the north so more cloud into Sunday. You can see how they

:25:31.:25:36.

has hardly been a tad in the sky today. That will continue tonight,

:25:36.:25:40.

but the difference is that we will probably see more low cloud coming

:25:40.:25:45.

down through the Irish Sea heading down towards North Devon and Los

:25:45.:25:50.

Cornwall coasts. The temperatures will be similar to what we have

:25:50.:25:54.

seen recently. Chilly first thing tomorrow morning. A cold start

:25:54.:25:59.

tomorrow, but a fine one. The difference is there will be low

:25:59.:26:02.

cloud and mist coming into North Devon and North Cornwall coasts. In

:26:02.:26:08.

the afternoon, we will see low temperatures of around 12 or 13

:26:08.:26:12.

degrees. The best temperatures will be in the southern parts of Devon,

:26:12.:26:16.

where we will see 20 degrees. From the Isles of Scilly, it will be

:26:16.:26:21.

quite misty with low cloud. It may not stick around, but it will be

:26:21.:26:25.

around tomorrow so a cooler, fresher feel. He are the times of

:26:25.:26:32.

high water. He are the serve times as well. It has been brilliant over

:26:32.:26:36.

the past couple of days. Tomorrow it will be choppy with an onshore

:26:36.:26:43.

breeze. But to three feet here. Here is the coastal waters of

:26:43.:26:53.
:26:53.:26:54.

forecast. The haze has been with us over the past few days. Mist or

:26:54.:26:58.

poor visibility possible down towards the Isles of Scilly. Here

:26:58.:27:02.

is the outlook. More cloud and eventually low temperatures. That

:27:02.:27:07.

is the change as we move towards the weekend. On Saturday, we are

:27:07.:27:11.

down to 16 degrees. By Sunday, we will drop down to 13 or 14 degrees

:27:11.:27:17.

as we see more cloud coming in. That cloud gradually seeps in and

:27:17.:27:21.

we will see a change next week. Still dry for the next gilt -- four

:27:21.:27:26.

days, but the temperatures go down so make the most of the sunshine.

:27:26.:27:30.
