but that could be about to change. Plymouth pavilions was opened in | :01:35. | :01:40. | |
1991 and was beginning to show its age. But it is about to get a major | :01:40. | :01:44. | |
phage -- a major facelift. Plans have been put forward to upgrade | :01:44. | :01:49. | |
the arena and improved lighting and acoustics. There would be a new | :01:49. | :01:53. | |
entrance foyer and an additional backstage space. The scheme will | :01:53. | :01:57. | |
also include housing and shops on the site and should create 800 jobs | :01:57. | :02:04. | |
during construction and 550 once built. It absolutely hit the spot | :02:04. | :02:09. | |
in terms of what we are trying to do. This is just one of the number | :02:09. | :02:13. | |
of projects we are looking to develop over the next few years. It | :02:13. | :02:17. | |
has to be good for Plymouth and the south-west. Beat Paul has already | :02:17. | :02:25. | |
been replaced by B -- this centre and the City will get a �2 million | :02:25. | :02:30. | |

opportunities and will form part of a league people about linking the | :02:42. | :02:47. | |

Two more members of staff have been arrested following allegations of | :04:13. | :04:16. | |

The John Daniel Centre caters for more than 80 people with learning | :04:37. | :04:40. | |
difficulties and disabilities. They depend on a daily basis and can | :04:40. | :04:45. | |
take part in a range of activities, from paltry and gardening to | :04:45. | :04:49. | |
swimming. Last November more than 10 staff were suspended amid | :04:49. | :04:53. | |
allegations of abuse. The investigation was handed over to | :04:53. | :04:58. | |
the police. Two people were arrested today. The man and woman | :04:58. | :05:03. | |
both come from Hayle. Three people were arrested yesterday, a man from | :05:03. | :05:08. | |
Penzance, a man from St Ives and a woman from cent Helston. All five | :05:08. | :05:14. | |
have been released on police bail. It is a sharp. It will be a shock | :05:14. | :05:18. | |
to the people who attend the John Daniel Centre and their carers, and | :05:18. | :05:22. | |
to beat staff within the centre. But what it does do is reflect the | :05:22. | :05:26. | |
fact that in Cornwall, we do take these Safeguarding are vulnerable | :05:26. | :05:30. | |
adults seriously. It was important that we did look at concerns that | :05:30. | :05:34. | |
were raised and dealt with them in the appropriate way. | :05:34. | :05:37. | |
Cornwall council have now begun their investigation and today, they | :05:37. | :05:41. | |
have been talking to staff at the John Daniel Centre, does that have | :05:41. | :05:45. | |
not been suspended and not been subject to any police investigation. | :05:45. | :05:50. | |
The centre has been opened since the investigation began last | :05:50. | :05:54. | |
November. The council say extra staff were drafted in to help the | :05:54. | :05:57. | |

In Somerset there's concern from parents and care staff over | :05:59. | :06:02. | |
proposals that would allow a private company to run services for | :06:02. | :06:06. | |
people with learning disabilities. The council says they're committed | :06:06. | :06:09. | |
to giving people the best care but many families don't want services | :06:09. | :06:12. | |

compelling reason for the change is the desperate need to save money. | :06:47. | :06:52. | |
There are three options: Keep services in house, set up a not- | :06:52. | :06:54. | |
for-profit organisation to run things, or invite tenders from | :06:55. | :07:02. | |
outside. I gather some staff are quite upset? Unison, the you read - | :07:02. | :07:07. | |
- the union that represents the staff, is horrified the council is | :07:07. | :07:10. | |
considering this. They say people with learning disabilities need | :07:10. | :07:15. | |
continuity of care. It is too risky to invite bids from outside. | :07:15. | :07:19. | |
We are appalled. These are vulnerable people. Unison has | :07:19. | :07:24. | |
worked closely with the council to keep services in house and they are | :07:24. | :07:27. | |
throwing their service users and their staff on the scrapheap. | :07:27. | :07:30. | |
What do the users and their families and carers think of the | :07:30. | :07:35. | |
idea? Most of them want the council to continue running services, but | :07:35. | :07:38. | |
one parent we spoke to says whatever happens they should not be | :07:38. | :07:43. | |
bound by a private profit-making company. | :07:43. | :07:47. | |
You cannot make a profit out of this type of service and these type | :07:47. | :07:52. | |
of people. A bit -- it a profit is made, it should be put back into | :07:52. | :07:56. | |

scheme is the same that has been promoted through the planning | :11:03. | :11:07. | |
process and the public inquiry for a long time, we have been working | :11:07. | :11:14. | |
on the basis of a single carriageway. That is right to me | :11:14. | :11:16. | |

Construction should start later this year, but they will not know | :11:19. | :11:24. | |
