MajestyDubbed the bedroom tax by Labour, they say they'd scrap it.

:00:12.:00:19.

Tonight, a south—west Conservative MP says? Good evening.

:00:19.:00:22.

Welcome to Spotlight. Spare room subsidy or bedroom tax? Whatever you

:00:22.:00:29.

call it, it has divided opinion. Tonight, Ed Miliband tells our

:00:29.:00:32.

political editor about his party's plans for it. It's not working, it

:00:32.:00:39.

is unfair, a A Labour Government would end it. We'll have reaction

:00:39.:00:45.

from the Tory MP Gary Streeter. Parents' outrage over having to buy

:00:46.:00:50.

uniforms from the school itself. Families say they're being forced to

:00:50.:00:55.

buy expensive clothes from a college when they can get them cheaper

:00:55.:00:58.

elsewhere. Thousands welcome the Tour of

:00:58.:00:59.

Britain and cycling's biggest names to Devon.

:01:00.:01:02.

And celebrating 50 years of freedom — the Royal Navy and Royal Marines

:01:02.:01:10.

on parade in Plymouth. Labour leader Ed Miliband has this evening

:01:10.:01:15.

announced that his party would reverse the housing benefit cuts —

:01:15.:01:20.

which his party, dubbed the Bedroom Tax — if it returns to Government.

:01:20.:01:23.

The controversial changes, introduced in April, reduced housing

:01:23.:01:25.

benefit for people with spare bedrooms. A local senior

:01:25.:01:28.

conservative says Labour would be making a big mistake. Here's our

:01:29.:01:35.

Political Editor Martyn Oates. What they called a bedroom tax has

:01:35.:01:42.

been making headlines ever since it was announced. In February, we may

:01:42.:01:48.

feature this woman who told us that losing what the Government calls the

:01:48.:01:52.

spare room subsidy would leave her £12 per week worse off. I feel that

:01:52.:01:59.

making somebody find some money from the bare minimum of what they have

:01:59.:02:03.

in the first place, I don't think it is fair. Later, in May, we talked to

:02:03.:02:10.

this family said they were having to move from their rented three—bedroom

:02:10.:02:14.

housing in Newton Abbot. The iMac you could move somewhere we could

:02:14.:02:19.

actually stay here, get into debt and then get kicked out. From

:02:19.:02:27.

April, people are given less housing benefit. At the time, the Government

:02:27.:02:32.

said 9000 people in Devon and Cornwall and 660,000 nationally

:02:32.:02:36.

would be affected by the change. It is a policy that ministers have

:02:36.:02:38.

defended. There are many people in private

:02:38.:02:45.

rented accommodation who don't have housing benefit who cannot afford

:02:45.:02:50.

extra bedrooms and we have to get control of housing benefit. We are

:02:50.:02:53.

now spending, as a country, £23 billion on housing benefit and we

:02:53.:02:57.

have to get it under control. Now, the Labour leader says he will

:02:57.:03:02.

repeal the cut in benefits. One thing we will do is we are going to

:03:02.:03:09.

Edmund the bedroom tax. It is causing massive hardship. There are

:03:09.:03:15.

30,000 people across the south—west being hit by the bedroom tax. A

:03:15.:03:19.

Labour Government, I am announcing today, would close the loophole that

:03:19.:03:24.

allows —— is allowed under the Conservatives. That is just one of

:03:25.:03:30.

the things we will do in our conference to show we can tackle the

:03:30.:03:37.

cost of living crisis. A lot of politicians here would say that

:03:37.:03:42.

before the economic crisis and now the biggest problem facing us is the

:03:42.:03:46.

lack of affordable housing. This Government has said that the bedroom

:03:46.:03:52.

tax would actually alleviate this by getting people out of big houses

:03:52.:03:58.

they don't need and getting families who need them into it. That is a

:03:58.:04:04.

long way away from the experience of most families and councils. The

:04:04.:04:09.

problem is that the bedroom tax is hitting two thirds of people who are

:04:09.:04:13.

disabled and there aren't properties for people to move to. That is the

:04:13.:04:19.

experience around the country. We know there are 50,000 families

:04:19.:04:23.

facing eviction as a result of the bedroom tax. It is not working, it

:04:23.:04:25.

is unfair, a Labour Government would end it. Ed Miliband affair. This

:04:25.:04:28.

policy has been incredibly controversial. On all kinds of

:04:28.:04:33.

levels. I mentioned there being a row over what it is even called,

:04:33.:04:39.

there is a debate about cost, benefits, then this debate about

:04:39.:04:46.

whether or not removing the subsidy will help get people into housing.

:04:46.:04:51.

Some local authorities are saying that the problem is that there hunt

:04:51.:04:57.

and smaller properties to move people who don't need the larger

:04:57.:05:00.

property into. He is the reaction from one MP. —— here is. We

:05:00.:05:06.

definitely cannot afford to subsidise people in council housing

:05:06.:05:11.

to have a spare bedroom. We made that decision some time ago for

:05:12.:05:17.

people and socially rented housing and now we are levelling the playing

:05:17.:05:21.

field. The system is beginning to work, that the changes are beginning

:05:21.:05:25.

to work, this will throw a spanner in the works. Next Friday, I will

:05:25.:05:31.

have the last of my party leader interviews with the Prime Minister.

:05:31.:05:34.

In the meantime, plenty of more —— plenty more political coverage.

:05:34.:05:40.

"Outrageous!" That's how one mother has described a school policy

:05:40.:05:45.

forcing parents to buy parts of its uniform from the school itself.

:05:45.:05:48.

Exmouth Community College insists its students wear the jumper, tie

:05:48.:05:54.

and polo shirt provided by the school. But as Sophie Pierce reports

:05:54.:05:58.

parents say the prices are prohibitive and could be bought much

:05:58.:05:59.

cheaper from local retailers. This woman is a single mum who has a

:05:59.:06:08.

daughter who attends Exmouth community college. Like most

:06:08.:06:13.

schools, there is a uniform. Three key items must be bought from the

:06:13.:06:16.

school. The idea of spending 20 plus pounds

:06:16.:06:23.

on one jumper is outrageous. Especially when there are

:06:23.:06:28.

alternatives out there from being able to buy the jumper from a

:06:28.:06:36.

supermarket... Could then attach a batch to say that the child goes to

:06:36.:06:42.

that school. In tough times, more than 160 parents are supporting her

:06:42.:06:47.

campaign to change the policy. A child who wears the largest sizes

:06:47.:06:53.

will have a jumper costing more than £30, a Polish to more than £15 and a

:06:53.:06:58.

tie is just under £6. —— a polo shirt.

:06:58.:07:03.

Schools should seek clothing which can be published cheaply and

:07:03.:07:09.

compulsory items must be kept to a minimum.

:07:09.:07:11.

We have been looking carefully at these issues. We are going to issue

:07:12.:07:17.

new guidance to all of the schools. That is going to deal with some of

:07:17.:07:24.

what we see as the weaknesses of the existing system, the fact that it is

:07:24.:07:29.

too easy for schools to have this single supplier arrangements where

:07:29.:07:33.

parents can pay more than they need to. Despite requests for an

:07:33.:07:36.

interview, no comments from the school. It is no good the school

:07:36.:07:41.

saying they can help some parents, I think that is actually quite

:07:41.:07:46.

insulting. Schools should be able to allow parents to buy uniforms that

:07:46.:07:51.

they can afford. We don't want hand—outs, we want affordable

:07:51.:07:55.

uniforms. Like many parents, she supports having a uniform, she just

:07:55.:08:00.

wants it to be a uniform everyone can afford.

:08:00.:08:03.

Well, we've had several comments about this story via Facebook and

:08:03.:08:09.

email. Paul says: "What would happen if the parents of Exmouth Community

:08:09.:08:14.

College did not purchase 'branded' school uniform? The children can't

:08:14.:08:19.

be punished for it and neither can the parents." Emma says, "It is the

:08:19.:08:23.

same at our local school. The uniform is overpriced and only

:08:23.:08:27.

available via a website. P.E socks are over £5 a pair." And Irene says,

:08:27.:08:32.

"In my view, school uniforms should be banned. They are a form of

:08:32.:08:33.

oppression and an unnecessary expense." Thanks for those comments,

:08:33.:08:37.

let us know what you think. The south—west could trial a plan to

:08:37.:08:42.

ban smoking in prisons. Exeter Prison is expected to be involved in

:08:42.:08:45.

a pilot scheme starting next spring. If successful, it could be extended

:08:45.:08:50.

to all prisons in England and Wales. It's thought officials are worried

:08:50.:08:54.

about legal action from staff and prisoners who've suffered the

:08:54.:08:56.

effects of passive smoking. A man who downloaded an Al—Qaeda

:08:56.:09:01.

training manual and a document by Norwegian mass killer Anders Breivik

:09:01.:09:08.

has been jailed for 33 months. —— he has walked free from court. John

:09:08.:09:14.

Roddy from Torquay previously admitted possessing documents

:09:14.:09:15.

containing information useful to terrorism at Exeter Crown Court. He

:09:15.:09:19.

also admitted sending threatening messages and damaging a mosque. He

:09:19.:09:22.

was given a suspended sentence. Tobias Ruth arrested with Roddy, was

:09:22.:09:27.

given a suspended sentence for distributing threatening material.

:09:27.:09:32.

A woman has been seriously injured after running into a rope that had

:09:32.:09:38.

been deliberately tied across a footbridge near to the Double Locks

:09:38.:09:43.

in Exeter. The woman, who is 33, is understood to have suffered a

:09:43.:09:47.

serious neck injury and is in hospital. Her condition is being

:09:47.:09:52.

described as stable but serious. The penultimate part of the 95 metre

:09:52.:09:54.

high chimney has been put into place on the waste to energy incinerator

:09:54.:10:00.

being built in Plymouth. It took more than six hours to manoeuvre the

:10:00.:10:02.

longest part of the structure into position. When finished, the

:10:02.:10:05.

incinerator will burn 250,000 tonnes of waste a year. The fourth and

:10:05.:10:10.

final part of the chimney will be put up tomorrow, as long as weather

:10:10.:10:13.

conditions remain favourable. We've got the highlights from a

:10:13.:10:17.

spectacular day of cycling in a moment. Still ahead. Torbay's

:10:17.:10:21.

special visitor — the Navy ship that's one of a kind. And give the

:10:21.:10:26.

dog a cone, the pooches lapping up doggy ice cream.

:10:26.:10:29.

Thousands of people lined the route of the Tour of Britain as it made

:10:29.:10:38.

its way through Devon today. The race started in Sidmouth at 11am,

:10:38.:10:42.

headed north to Tiverton, swung down to Exeter and then cranked up to

:10:42.:10:47.

Dartmoor for the race's first ever summit finish at Haytor. Spotlight's

:10:47.:10:49.

:11:17.:11:19.

then a lot of people here. Mark Cavendish, one of the stars, but

:11:19.:11:25.

lots had come out to see another man. Bradley Wiggins is my

:11:25.:11:28.

favourite. He was in pole position as the race began. Narrow streets of

:11:28.:11:42.

Sidmouth soon gave way to Devon's wide open spaces. Plenty of room for

:11:42.:11:48.

fans to get animated. After Tiverton and Exeter, stage six

:11:48.:11:56.

headed to the hills, it may not be the Alps, but Dartmoor is still a

:11:56.:12:02.

tough test. The writers kept pushing hard, blink and you miss them. They

:12:02.:12:06.

go past so quickly. Who was that? Was that Bradley Wiggins? How about

:12:06.:12:16.

this? Dartmoor delivering a sensational climax with a sprint

:12:16.:12:17.

finish at Plantagenet We will have mourned the tour of

:12:17.:12:32.

Britain in the sport little later. There's a very special

:12:32.:12:41.

around 550 serving personnel and veterans took part in the parade to

:12:41.:12:49.

celebrate the 50th anniversary of the Naval service been granted the

:12:49.:12:51.

Freedom of the City. At 1pm sharp, the first round of a

:12:51.:13:06.

13 gun salute echoed across the city. The band of her Majesty 's MAC

:13:06.:13:13.

Royal Marines led the parade from the Royal Citadel. Today's event as

:13:13.:13:19.

a celebration of 50 years since it was granted the Freedom of the City.

:13:19.:13:23.

It gives them the privilege to march them with colours flying and

:13:23.:13:28.

bayonets fixed. Back in September 1960 three, 1000 spa so now exercise

:13:28.:13:33.

that right, a little over 50% were on parade today. The Freedom of the

:13:34.:13:39.

City was given to the Plymouth command, we are now not Plymouth

:13:39.:13:43.

command, it recognises the changing shape. You'll notice there are Royal

:13:43.:13:48.

Marines here, it is recognising the whole of the Naval service.

:13:48.:13:56.

The units marched down Royal Parade and around Derry's crossed before

:13:56.:14:03.

assembling in Armada Way. They were inspected by flag officer

:14:03.:14:12.

Ray Admiral Penn key and the Lord Mayor of Plymouth before the

:14:12.:14:15.

presentation of a silver casket reaffirming the Freedom of the City.

:14:15.:14:23.

It is an honour for me to accept on behalf of the officers, sailors and

:14:23.:14:29.

Royal Marines of the Naval service based here in Plymouth, the freedom

:14:29.:14:34.

of this great city, conferred again some 50 years after it was

:14:34.:14:40.

originally granted to our forebears. It is not often that we see such a

:14:40.:14:48.

big parade. They all turned out looking so smart, just as the Navy

:14:48.:14:51.

would, we are so ploughed of them here. I have lived here all of my

:14:51.:14:57.

life. Plymouth does it so well. I think it is a wonderful day for

:14:57.:15:03.

Plymouth. We owe a lot to the Navy and I think they owe quite a bit to

:15:03.:15:09.

us. The close association between Plymouth and the Royal Navy has

:15:09.:15:16.

endured for hundreds of years, both the city and the senior service have

:15:16.:15:21.

seen their share of tough times. This honour may be ceremonial, it is

:15:21.:15:25.

also being raised as a signal to those in power at the relationship

:15:26.:15:28.

is still as strong as ever. There's a very special visitor to

:15:28.:15:33.

Torbay this weekend. HMS Protector is anchored up and members of the

:15:33.:15:38.

public are being invited out to sea to have a look around and see what

:15:38.:15:45.

life is like on board. But as John Ayres explains, this naval ship is

:15:45.:15:47.

not like any other. You may not recognise it at first

:15:47.:15:52.

glance. She is read because she is a icebreaker. The colour makes her

:15:52.:15:57.

easily seen. The protector is the ice patrol vessel. We primarily go

:15:57.:16:03.

to Antarctica, but it could be any ice. Primarily, Antarctica where we

:16:03.:16:08.

are there to provide a sovereign presence in the territories. We

:16:08.:16:14.

support the British Antarctic survey and also conduct of research and

:16:14.:16:18.

survey to improve safety navigation. She is anchored up here and members

:16:18.:16:24.

of the public are being invited to go aboard and meet the crew. HMS

:16:24.:16:28.

protector is doing operational sea training along the south coast and

:16:28.:16:35.

helping with recruiting. The ship is a different colour and the crew were

:16:35.:16:37.

different kit. —— were different kit.

:16:37.:16:41.

It is a bit of a change. It is hard at first, but the community on board

:16:41.:16:51.

is fantastic and everyone is in the same situation and in the same boat.

:16:51.:16:58.

Everyone helps each other out. In the galley, preparations are being

:16:58.:17:03.

made a cocktail party for invited guests. Members of the public will

:17:03.:17:09.

be able to see what goes on for free, but it is ticket only,

:17:09.:17:11.

available from centre in Torquay. It will be interesting.

:17:11.:17:19.

Time for the sport now and we go back to the Tour of Britain and

:17:19.:17:24.

Dave's been at the finish of the Devon stage at Haytor.

:17:24.:17:32.

The Devon stage was won by Simon Yates of team Great Britain with

:17:32.:17:38.

Bradley Wiggins just retaining the overall leadership. From Cornwall

:17:38.:17:43.

and from Devon we will be joined by Mr Barker and Chris from team Great

:17:43.:17:51.

Britain. How did you get on? I had an easy day, I didn't feel great and

:17:52.:17:59.

we have been doing a key role, so Ian Wilkinson was in the break,

:17:59.:18:03.

great farce, he made sure that everyone knows we're the race. I

:18:03.:18:07.

just wrote the finish. What was the problem? It was too fast. I track

:18:07.:18:19.

too fast? Were the best domestic —based team and that is a big

:18:19.:18:25.

achievement for us. Everyone is enjoying the race. Absolutely. You

:18:25.:18:35.

are with your young son, Chris, what was its like to day? It was a stage

:18:35.:18:43.

that I was a little apprehensive of. I went to the stage in Sidmouth and

:18:43.:18:51.

knew what was this stage. I knew that I looked myself there, I could

:18:51.:18:59.

be a key to the finish. I am more of a sprinter, so I am looking forward

:18:59.:19:03.

to the weekend where we have flatter stages. What was the king of the

:19:03.:19:10.

mountain like? We did it in training not so long ago. It was just as bad

:19:10.:19:16.

then as it was today. It is tough. It is a long way to the top. It

:19:16.:19:21.

makes you feel a lot hotter than it really is. There is nothing to cool

:19:21.:19:27.

you down. We wish you the very best of luck. Thank you for joining us.

:19:27.:19:32.

We'll Yeovil Town become the first team to beat Queens Park Rangers

:19:32.:19:36.

this season? The championship leaders visit Somerset with wins

:19:36.:19:42.

under their belt. The Glovers haven't with a terrific jolt Grant

:19:42.:19:48.

goal. It'll be interesting at St James's Park next city face Newport

:19:48.:19:54.

County who have also started well. Plymouth Argyle have a difficult

:19:54.:19:58.

game against Scunthorpe United. Torquay manager is desperate for his

:19:58.:20:04.

first home win of the season when Cheltenham town provide the

:20:04.:20:06.

obstacle. The weekend rugby kicks after night

:20:06.:20:12.

with both the Cornish Pirates and Plymouth Albion looking to follow up

:20:12.:20:16.

their wins. Plymouth Albion are favourites to

:20:16.:20:21.

beat Moseley. After getting their first win of the new season, Exeter

:20:21.:20:26.

Chiefs go to London Irish on Saturday with wealth —— Welsh

:20:26.:20:32.

international hoping to add to his tries from last weekend.

:20:32.:20:40.

Finally, you may remember we feature him recently in training to swim the

:20:40.:20:45.

English Channel for the children's Hospice, he has been given the green

:20:45.:20:50.

light to go from Dover this Sunday. The 24—year—old hopes to complete

:20:50.:20:54.

the achievement in 12 hours. We wish her the best of luck.

:20:54.:20:58.

We certainly do, because she has tried before, but hopefully

:20:58.:21:03.

everything will go well this time. Good luck Jazz. What is your

:21:03.:21:10.

favourite flavour of ice cream? When I was on holiday, I had high Nico

:21:10.:21:18.

ice cream which was very nice. How about roast chicken with gravy,

:21:18.:21:22.

cheese and dog biscuits and beef and gravy?

:21:22.:21:27.

No, that's does not appeal to me. —— that's does. An ice—cream maker in

:21:27.:21:32.

Cornwall has come up with the new flavours for dogs and as Eleanor

:21:32.:21:39.

Parkinson's been finding out, they are lapping them up.

:21:39.:21:40.

Mabel tucks into her favourite ice cream, roast chicken flavour, her

:21:40.:21:44.

owner came up with the idea of canine ice cream, Mabel can choose

:21:44.:21:49.

between various flavours. The ice cream is made by Denise's son who

:21:49.:21:53.

learned how to make it in Italy. We wanted to have ice cream that

:21:53.:21:57.

would be gentle on the dark's tummies, so we thought we would swap

:21:57.:22:03.

the clotted cream and the rich cream or yoghurt. From the restaurant, we

:22:03.:22:08.

had gourmet Roast beef and they always have a stock running of

:22:08.:22:13.

marrow and bones, so we folded that in between the ice cream. The

:22:13.:22:18.

customers are queueing up, first in line with this greyhound. The money

:22:18.:22:26.

race from the ice cream system to a charity which we home stocks. We

:22:26.:22:30.

cannot thank her enough. It is hugely not also appeals to all dog

:22:30.:22:36.

owners, but it couldn't have come at a better time for us. It is a

:22:36.:22:41.

perfect day for an ice cream and I am going to take this type of cheese

:22:41.:22:47.

think. Does your doglike ice cream? What about cheese and biscuit ice

:22:52.:22:55.

cream? Baxter is an immediate ban. This dog is a little wary at first,

:22:55.:23:00.

but then tucks in. The Labrador, well, he just dives in

:23:00.:23:08.

and it gets a bit messy. Back at the ice cream parlour, not

:23:08.:23:10.

surprisingly, the biggest fan is Mabel. With every flavour on tap, it

:23:10.:23:15.

is a dog's life. Lots of wagging tails there, it

:23:15.:23:21.

seemed to go down well. Let's have a look and see if it is ice cream

:23:22.:23:25.

weather this weekend? A lot of dry weather through the

:23:25.:23:32.

course of the weekend. There will be some drizzle around. It is worth

:23:32.:23:38.

noting that this dry spell of the nine high pressure is going to last

:23:38.:23:45.

for a number of days to come with temperatures on the rise,

:23:45.:23:46.

particularly as we get into the first part of next week. Let's take

:23:46.:23:51.

a look at the wider view as we go through the

:23:51.:23:52.

into Saturday. Gets a hill fog conditions and some coastal low

:23:52.:24:03.

cloud and some patchy drizzle, but you will notice that signal and the

:24:03.:24:06.

latter half of Saturday for things to brighten up. On Sunday, things

:24:06.:24:12.

will turn back to square one with extensive low cloud and more

:24:12.:24:16.

particularly across the southwestern peninsula is. Through the course of

:24:16.:24:21.

this evening, it has been a fine enough afternoon for many of you,

:24:21.:24:24.

but that of low cloud spreads in. You will get hill fog even over

:24:24.:24:30.

moderately high ground and some patchy drizzle here or there. Things

:24:30.:24:34.

continue, it is going to continue eastwards through the night and by

:24:34.:24:38.

the time we are through .Mac seven P M —— 7am tomorrow morning. It will

:24:38.:24:46.

see 14 sources for some, a similar story out in the Isles of Scilly.

:24:46.:24:52.

Double figures I think that the vast majority, if not all. It will be

:24:52.:24:57.

quite a clammy start, a lot of low cloud and coastal fog of high ——

:24:57.:25:02.

will hang on. Some Southern district around

:25:02.:25:07.

Devon, come further around the western periphery here, we continue

:25:07.:25:14.

with the low cloud and the fog. Weather it brightens up will be a

:25:14.:25:19.

matter of some doubt. That will be reflected in the temperatures. Where

:25:19.:25:23.

it does write an app, you could quite easily be getting up to 20,

:25:23.:25:28.

maybe even 21 Celsius. Conversely, more like mid—teens for some. That

:25:28.:25:34.

will be when you're stuck under the dollar conditions. But you should

:25:34.:25:39.

see some fleeting brightness. We shall see. Looking beyond that, as

:25:39.:25:43.

we go into Sunday, it is a broadly similar pattern with dry weather.

:25:43.:25:47.

This area of high pressure into Monday slips a bit further eastwards

:25:47.:25:52.

and interned the winds will be back. That means drier air starting to

:25:53.:25:59.

feed in from that direction out of France and interned that will start

:25:59.:26:04.

to lift the cloud. For a fair number of us, it will be more generally

:26:04.:26:06.

sunny by Monday, compared to the weekend. He is a summary. —— here is

:26:06.:26:14.

a summary. All other smaller less in the same boat as we go through the

:26:14.:26:19.

next few days. Notice the brightening up as we go into next

:26:19.:26:24.

week. I would be surprised if we see some places with the low 20s.

:26:24.:26:29.
