on the BBC News Channel. I'm back with the News at Ten. Now it's time | :00:00. | :00:09.
Good evening. The Chief Scientist at The Met Office has become a Dame, as | :00:10. | :00:14.
women outnumber men on the New Year Honours list for the first time. | :00:15. | :00:18.
Julia Slingo was among dozens of other people from the South West | :00:19. | :00:21.
recognised by the Queen, today, as Jenny Walrond reports. | :00:22. | :00:24.
It's an innocent looking chapel with a murky history ` Salem Chapel in | :00:25. | :00:27.
East Budleigh is believed to have played a key role in 18th`century | :00:28. | :00:29.
smuggling. I thought it was a speeding fine and | :00:30. | :00:42.
didn't open it for a couple of days. When I opened it, there was a letter | :00:43. | :00:47.
from the PM's office, advising me that I was being nominated for this | :00:48. | :00:50.
British Empire medal, which was a great prize. Bob has raised ?180,000 | :00:51. | :01:01.
for the RNLI. But in the 1980s, it fell into | :01:02. | :01:05.
disrepair. Kathleen Moyle played a key role in its restoration, and for | :01:06. | :01:09.
that, she receives a British Empire medal. | :01:10. | :01:15.
It belongs to the nation, really. And that's why we want to save it, | :01:16. | :01:19.
because it belongs to everybody ` it doesn't belong to East Budleigh. | :01:20. | :01:24.
Bad weather has been making the news recently ` now, it's the turn of the | :01:25. | :01:28.
forecasters. The chief scientist at Exodus Met Office has been appointed | :01:29. | :01:32.
a dame in recognition of her work on weather and climate change. | :01:33. | :01:37.
In a sense, it's an endorsement of the science that we do, that we have | :01:38. | :01:41.
strived to improve over many years, so that we can give the sorts of | :01:42. | :01:45.
weather forecasts that we give now. Others who have been honoured | :01:46. | :01:47.
include Diana Lewis, who will receive the British Empire award for | :01:48. | :01:50.
founding the North Devon Animal Ambulance. This. | :01:51. | :02:00.
And you can find the full Honours list on your BBC news website. | :02:01. | :02:05.
Is A woman has died after being swept out to sea off the off the | :02:06. | :02:08.
North Devon coast. She was pulled from the water after | :02:09. | :02:12.
the two`hour search and rescue operation by both Appledore | :02:13. | :02:14.
lifeboats, the Chivenor helicopter and Croyde lifeguards. She was taken | :02:15. | :02:17.
to North Devon District Hospital but attempts to revive her were | :02:18. | :02:20.
unsuccessful. Her family has been informed. | :02:21. | :02:22.
New scanners which can detect fake ID cards will be used at the doors | :02:23. | :02:26.
of Plymouth's bars and clubs this New Year's Eve. The move is a | :02:27. | :02:29.
further attempt to tackle underage drinking. The technology should also | :02:30. | :02:32.
help identify troublemakers who are already banned from nightspots. | :02:33. | :02:38.
Spotlight's John Ayres has more. New Year's Eve is one of the busiest | :02:39. | :02:42.
nights of the year for the region's bars and clubs. In Plymouth, eight | :02:43. | :02:46.
premises will be using this system to weed out people who should not be | :02:47. | :02:50.
in the bars. The machine makes up to 15 different | :02:51. | :02:54.
checks on every ID. Obviously, the machine will bring more details, | :02:55. | :02:57.
rather than door staff, or myself, looking at an ID. | :02:58. | :03:06.
It's the first stage of a project to broaden the use of scanners in | :03:07. | :03:09.
Plymouth. The system has already been used successfully in Truro and | :03:10. | :03:12.
Newquay. The good old human eyeball is pretty | :03:13. | :03:15.
good at spotting differences, but this technology means that fake | :03:16. | :03:19.
identity that you can buy on the Internet ` which can be hard to | :03:20. | :03:22.
identify as fake ` can very quickly be scanned through, and it will | :03:23. | :03:30.
throw it out. The project is costing ?28,000 ` | :03:31. | :03:33.
some of the money helping to fund it has been seized from criminals, | :03:34. | :03:46.
under the Proceeds of Crime Act. Given the weather of the closing few | :03:47. | :03:50.
weeks of 2013, it may be hard to believe the last 12 months also | :03:51. | :03:53.
delivered a heatwave ` with the South West experiencing a | :03:54. | :03:56.
particularly dry spell compared with the rest of the UK. | :03:57. | :03:59.
And, so, for our large tourism industry, it's been a year to | :04:00. | :04:02.
remember. John Danks looks back at the story of the summer. | :04:03. | :04:04.
The region's tourism industry enjoyed its best season for five | :04:05. | :04:07.
years. An in Hoteliers and businesses reported an increase in | :04:08. | :04:10.
the number of European visitors, as well as staycationers. Customers who | :04:11. | :04:13.
are normally going away on holiday in the summer are staying around, so | :04:14. | :04:23.
I think we've benefited from that. I think most people feel the same way. | :04:24. | :04:26.
As temperatures soared into the 80s, The Met office issued heatwave | :04:27. | :04:29.
warnings for the south`west. Taking a dip was the preferred way of | :04:30. | :04:33.
cooling down for many people ` even for these horses in Cornwall. It's | :04:34. | :04:36.
very nice for the horses in summer, because it's very cool and it's | :04:37. | :04:40.
exercising all their muscles in a very helpful way. Racehorse trainers | :04:41. | :04:43.
have been using it for years. Zoo animals, too, benefited from a | :04:44. | :04:46.
soaking ` as did some Spotlight reporters. Irresistible. And the | :04:47. | :04:57.
weather was good news for farmers. The quality is a lot better this | :04:58. | :05:00.
year ` there's nice big fruit. It doesn't matter if we don't have the | :05:01. | :05:04.
rain ` we can irrigate them from underneath, so the fruit is much | :05:05. | :05:07.
better. There's a lot more people picking, and there is nice weather, | :05:08. | :05:11.
so people come out for a tan and pick strawberries at the same time. | :05:12. | :05:15.
So, 2013 produced a sizzling summer. Many are hoping that next year will | :05:16. | :05:18.
be just as good. And we'll have a very different | :05:19. | :05:21.
weather forecast in just a moment. All four South West Football League | :05:22. | :05:25.
teams have a busy New Year's Day, top of the bill the Devon derby | :05:26. | :05:28.
between Plymouth Argyle and Torquay United at Home Park. Keelan Lavvery | :05:29. | :05:34.
is staying with the Pilgrims for a further month, on loan from | :05:35. | :05:36.
Sheffield Wednesday, while the Gulls try to move out of the bottom two | :05:37. | :05:40.
places. Tom Nichols aims to continue his scoring form for Exeter City at | :05:41. | :05:44.
home to Wycombe Wanderers, and Championship strugglers, Yeovil | :05:45. | :05:46.
Town, look for a double over Watford at Huish Park tomorrow night. The | :05:47. | :05:54.
and if You might want to listen carefully now ` especially if you're | :05:55. | :05:57.
out celebrating tonight ` as promised, Emily is here with the | :05:58. | :05:59.
forecast. It about life, we have a few showers | :06:00. | :06:11.
across the region. Some drier and clearer weather, so you might be | :06:12. | :06:16.
lucky. Fresh winds, quite breezy, particularly around part of the | :06:17. | :06:21.
coast. Tomorrow, strong winds on the way. Rain may be heavy. We do have a | :06:22. | :06:32.
weather warning from The Met office, gusts of 50 to 60 mph. Unsettled | :06:33. | :06:38.
weather. Tonight, and so showers coming in than the West. This other | :06:39. | :06:42.
weather system pushing up from the West tonight, arriving in the early | :06:43. | :06:46.
hours of the morning, ringing with its a very wet and windy weather. | :06:47. | :06:51.
Tonight, heavy showers, with the risk of hail and thunder. Robin | :06:52. | :06:55.
nights, perhaps some drier weather at a risk of showers through the | :06:56. | :07:01.
night. Quite breezy through the night, but mild. Temperature is no | :07:02. | :07:04.
lower than six degrees. The moral morning, persistent rain. `` | :07:05. | :07:14.
tomorrow morning. Still quite breezy, quite mild tomorrow, as | :07:15. | :07:21.
well. Highs of 11 or 12 degrees. An early warning out for Friday, with | :07:22. | :07:25.
some heavy rain and a risk of flooding. | :07:26. | :07:28.
And that is it from Spotlight for 2013. We'll see you in 2014. From me | :07:29. | :07:32.
and Emily and all Good evening. It looks like mother | :07:33. | :07:44.
nature may provide her own pyrotechnics in the run-up to bid | :07:45. | :07:49.
night tonight. We have some heavy showers in western parts, starting | :07:50. | :07:52.
to ease a bit across Scotland and Northern Ireland. But the showers | :07:53. | :07:58.
further south are heavier, with some flashes of lightning as they move | :07:59. | :08:02.
eastwards. They do get a bit more hit and miss as we head towards | :08:03. | :08:06.
midnight, but a greater chance of getting wet in the south as we move | :08:07. | :08:12.
into 2014. Cardiff and London could see heavy downpours. Further north, | :08:13. | :08:16.
you could be greeting the New Year on a dry note. A touch of frost in | :08:17. | :08:25.
northern and eastern areas going into New Year's Day. A few | :08:26. | :08:26. |
