The South West is once again taking a battering from the weather. | :00:53. | :00:56. | |
South`east Cornwall has been on the receiving end of the some of the | :00:57. | :01:01. | |
worst of the bad weather since the winter. Seaton has been largely | :01:02. | :01:08. | |
affected, and there have been worries about land slips. Our | :01:09. | :01:11. | |
environment corresponded Adrian Campbell has been in Talland Bay, | :01:12. | :01:14. | |
where part of the footpath has been re`routed because of concerns about | :01:15. | :01:18. | |
safety. The team here are just about to try | :01:19. | :01:22. | |
to make this area fully safe, which means closing office but Pat once | :01:23. | :01:30. | |
and for all stop `` but Pat. Richard Hocking from Cornwall Council showed | :01:31. | :01:33. | |
us how weeks of heavy rainfall have taken their toll on the stretch of | :01:34. | :01:37. | |
the coastal Pat. I last inspected this on Wednesday last week, and it | :01:38. | :01:41. | |
has moved since then. The cracks are starting to dilate, and a lot of the | :01:42. | :01:46. | |
cracks here have vegetation that has been there for a long time, so they | :01:47. | :01:50. | |
aren't old. In the pass week or so, they have started opening up. The | :01:51. | :01:57. | |
coastline has been under attack the years. The council says it does not | :01:58. | :02:00. | |
have enough money to pay for coastal repairs, and now there is only one | :02:01. | :02:06. | |
option. I just think retreat. I just like to stress that the coastal path | :02:07. | :02:11. | |
is still open. There is still a detour, so people can still enjoy | :02:12. | :02:15. | |
the path, but please keep away from the edges, and report any stresses | :02:16. | :02:22. | |
you do see, or potential slips. There are fears that a large section | :02:23. | :02:25. | |
of the cliff could collapse here within days. Elsewhere, sandbags | :02:26. | :02:28. | |
every appeared once again. Basically, here we have sandbags | :02:29. | :02:33. | |
left over from last time that we will move over there later on this | :02:34. | :02:37. | |
afternoon will stop we have a series of sandbags that we will put in | :02:38. | :02:43. | |
place later. The river Seaton has provided a Challenger engineers in | :02:44. | :02:47. | |
recent weeks, as it changes course, moving closer to local properties. | :02:48. | :02:51. | |
This section of the river was badly damaged in the last storm. Workers | :02:52. | :02:56. | |
are trying to shore up the coastline here and protect it from the next | :02:57. | :03:00. | |
surge, coming tonight. Conditions have been difficult through the day | :03:01. | :03:04. | |
on much of the coastline. Tonight at this cafe, they are preparing for | :03:05. | :03:06. | |
the worst, but hoping this time, they will be spared by the elements. | :03:07. | :03:15. | |
The Environment Agency is warning of significant disruption as huge | :03:16. | :03:18. | |
waves, spring tides and strong winds combined over the weekend. There are | :03:19. | :03:21. | |
currently six severe flood warnings in place, low`lying communities in | :03:22. | :03:26. | |
North Devon are at risk such as Ilfracombe and Westward Ho!. The | :03:27. | :03:33. | |
whole of the carnage caused `` coastline is also affected. | :03:34. | :03:40. | |
Preparing for the worst. This restaurant lost its carpet to the | :03:41. | :03:45. | |
last blood only three weeks ago. Today, we are expecting nice high | :03:46. | :03:52. | |
tide, to six metres. It is known to blood at about 5.8 metres here, so | :03:53. | :03:55. | |
we're just going to get ready for it. Rain continued throughout the | :03:56. | :04:02. | |
day. Contractors from Cornwall Council were diligent in keeping | :04:03. | :04:06. | |
drains free from debris. The Met Office issued a yellow alert for | :04:07. | :04:10. | |
rain, but most of that is due to move through the region by the end | :04:11. | :04:13. | |
of today. Tomorrow, there is a yellow alert the wind, which could | :04:14. | :04:17. | |
cause a problem in coastal areas, with gusts of possibly up to 70 mph. | :04:18. | :04:22. | |
As high tide approached in Looe, the tight side was level with the road | :04:23. | :04:25. | |
in some places. But the weather did not stump some from going in the | :04:26. | :04:30. | |
sea. The lifeboat was launched at 5:30pm after reports of someone in | :04:31. | :04:37. | |
the water off Looe. They have had a 999 call from a member of the | :04:38. | :04:42. | |
public, someone who saw a swimmer jump in the water. He had a wet suit | :04:43. | :04:46. | |
on and were swimming towards the island. They lost sight of him, so | :04:47. | :04:50. | |
we are going to check he is OK. Early indications this evening are | :04:51. | :04:54. | |
that no properties have been flooded in Looe. But many people in the town | :04:55. | :04:57. | |
are now concerned about the high tide tomorrow morning. With a severe | :04:58. | :05:01. | |
flood warning in place along the south`west coastline on Saturday, | :05:02. | :05:04. | |
the Environment Agency is warning people not to take any risks. | :05:05. | :05:13. | |

It is just going up over on the quayside and the other side, and you | :05:24. | :05:27. | |
can see it here. It is very close to the bank. It would appear that, | :05:28. | :05:31. | |
because high tide has just gone, perhaps people here are going to | :05:32. | :05:35. | |
avoid any real problems this evening, but as you have heard, they | :05:36. | :05:39. | |
had been preparing all day. Shops and various houses around the town | :05:40. | :05:43. | |
have sandbags and floodgates to try to protect their properties, but it | :05:44. | :05:47. | |
is something they are very used to here in Looe. We were here just in | :05:48. | :05:53. | |
January reporting and flooding. We are also hearing about how emergency | :05:54. | :05:56. | |
services are always telling us not to take risks. You heard in that | :05:57. | :06:00. | |
report about someone going out to swim. The lifeboat had to be | :06:01. | :06:03. | |
launched there. The good news, it would appear, is that that person | :06:04. | :06:06. | |
would appear to have got back to shore safely. In the end, there was | :06:07. | :06:11. | |
not really a problem. Looking at the flooding, it appears they may have | :06:12. | :06:15. | |
got away with it a night. They are concerned about tomorrow in | :06:16. | :06:18. | |
particular. The Environment Agency say it might cost something like ?10 | :06:19. | :06:22. | |
million to do so because that this flooding from thank you. | :06:23. | :06:30. | |
. . There are fears denied as a Somerset's rivers burst their banks | :06:31. | :06:33. | |
after heavy rain and tides. Environment Agency staff have been | :06:34. | :06:37. | |
monitoring the river since first light this morning. The water is | :06:38. | :06:41. | |
falling on the ground I cannot soak up any more. | :06:42. | :06:49. | |
This swollen river, Somerset's mean root out to sea. The Parrett is | :06:50. | :06:56. | |
almost overflowing, and sandbags are the first line of defence. Laid out | :06:57. | :07:02. | |
on an industrial scale, stretching as far as the eye can see. There is | :07:03. | :07:07. | |
a good chance it will go back up, especially if the banks breach. I | :07:08. | :07:17. | |
have a feeling it will. By 6am this morning, hundreds of tonnes of | :07:18. | :07:22. | |
sand, brought in by lorries, all the way from Essex, a donation from a | :07:23. | :07:26. | |
business owner who saw the situation in Somerset on the news and decided | :07:27. | :07:32. | |
he had to help. We have put a team of ten people together to actually | :07:33. | :07:36. | |
put this sand in place. We are ready to roll as soon as COBRA or the | :07:37. | :07:39. | |
Environment Agency give us a position to place the bags. Today, | :07:40. | :07:45. | |
the Environment Agency said despite its biggest ever pumping operation | :07:46. | :07:48. | |
here, the water will take weeks to clear. Many people you talk to hear | :07:49. | :07:53. | |
we'll tell you they are already fed up with waiting. This really shows | :07:54. | :08:00. | |
the whole problem here. You get just a couple of hours of rain, but | :08:01. | :08:05. | |
because it is falling on field that are already completely saturated, | :08:06. | :08:08. | |
instead of soaking in, it just runs straight up and down to the lowest | :08:09. | :08:16. | |
point it can find. Sand, it seems, is the simplest solution, the best | :08:17. | :08:19. | |
barrier to keep back these bulging river banks. But it is the | :08:20. | :08:27. | |
conditions forecast for this weekend that has those living here seriously | :08:28. | :08:33. | |
worried. Sunday is going to be an absolute monumental day for us out | :08:34. | :08:36. | |
here. They will put more houses at threat from flooding, and it will be | :08:37. | :08:41. | |
a real danger time for us. The rain might prove too much for this soaked | :08:42. | :08:51. | |
and sodden scenery. Farmers and landowners in Devon say | :08:52. | :08:54. | |
they fear it is only a matter of time before the scenes on the | :08:55. | :08:57. | |
Somerset levels are seen elsewhere in the region. People living in | :08:58. | :09:02. | |
place St Mary near Exeter say they have spent years providing Ellwood | :09:03. | :09:06. | |
train to convince the Environment Agency to dredge their river. | :09:07. | :09:10. | |
It is only time before this will happen here. That is according to | :09:11. | :09:15. | |
local landowners such as this man, whose family has farmed this land | :09:16. | :09:19. | |
for generations. We have to be Environment Agency for several years | :09:20. | :09:23. | |
they need to do something. If they don't do something very soon, we | :09:24. | :09:26. | |
will end up with Clyst St Mary underwater and all the people who | :09:27. | :09:28. | |
live there with their houses wrecked, this road, 10,000 people | :09:29. | :09:32. | |
per day, blocked, and it will be a disaster. We do not want to say we | :09:33. | :09:38. | |
told you so. Local residents claim the last time this section of the | :09:39. | :09:42. | |
river was dredged was back in the 1960s. They say it is now so blocked | :09:43. | :09:47. | |
up, it is putting properties in the village of Clyst St Mary under | :09:48. | :09:51. | |
threat. Robin is another farmer whose livelihood has been affected | :09:52. | :09:55. | |
by flooding. He was forced to sell his dairy herd because these fields | :09:56. | :10:00. | |
are too wet to raise his cattle. It is certainly getting significantly | :10:01. | :10:04. | |
wet. Normally, you expect a flood out to twice a year in the winter, | :10:05. | :10:08. | |
and that will be up for a day or two and then drain away. At the moment, | :10:09. | :10:12. | |
it seems to be hanging around for a month, or two months, or even more. | :10:13. | :10:21. | |
This land is expected to float around twice a year, but what | :10:22. | :10:24. | |
farmers are saying is that the water in these fields is higher than it is | :10:25. | :10:27. | |
in the river. This means that any water coming downstream as nowhere | :10:28. | :10:30. | |
else to go. The government has stepped in to deal with a situation | :10:31. | :10:34. | |
on the Somerset levels, but organisations such as the National | :10:35. | :10:38. | |
Farmers' Union say this is not the only area of the country needing | :10:39. | :10:42. | |
attention. Without the support of the Environment Agency and the | :10:43. | :10:47. | |
government, and environmental bodies like Natural England, we need to see | :10:48. | :10:50. | |
a more consistent approach that doesn't expose communities to such | :10:51. | :10:56. | |
risk. The Environment Agency says dredging is only part of the | :10:57. | :11:00. | |
solution to reducing flood risk, and is currently in touch with the local | :11:01. | :11:03. | |
community and landowners over the situation. It also says it is | :11:04. | :11:07. | |
investigating sources of funding to carry out the work. | :11:08. | :11:14. | |
Much of the South West Coast has now been put on a severe flood warning | :11:15. | :11:17. | |
ahead of high tides tomorrow morning. It includes Westward Ho!, | :11:18. | :11:20. | |
where sea defences were already damaged in storms earlier this | :11:21. | :11:23. | |

huge winds that cause so much trouble here. People here are | :11:57. | :12:01. | |
bracing themselves for a repeat of last month. What happened then is | :12:02. | :12:04. | |
that the waves crashed over this role, bringing pebbles with them | :12:05. | :12:08. | |
with so much more that they smashed through all the windows of this ice | :12:09. | :12:11. | |
cream parlour. They are still boarded up, which I am sure the | :12:12. | :12:14. | |
owner is pleased about tonight, at the same could happen again. Further | :12:15. | :12:19. | |
down the coast, the sea defences were just flattened. They are | :12:20. | :12:22. | |
basically like a huge range of pebbles built up quite high. They | :12:23. | :12:27. | |
were flattened, have been built up again today, and coastguards at | :12:28. | :12:31. | |

made. 78`year`old Muriel Elliot died in | :13:10. | :13:12. | |
September 2007 after a nasogastric tube was misplaced. Hospital bosses | :13:13. | :13:15. | |
said at the time they would take steps to minimise the risk of such | :13:16. | :13:19. | |
an event happening again. But an investigation is under way after two | :13:20. | :13:22. | |
separate nasogastric tubes were misplaced in the last three months. | :13:23. | :13:32. | |
Scott Bingham reports. Muriel Elliot, who were 78, died of | :13:33. | :13:38. | |
pneumonia at Derriford Hospital in September 2007. An inquest jury in | :13:39. | :13:41. | |
2010 found that a nasogastric feeding tube, which had been wrongly | :13:42. | :13:46. | |
inserted into her lungs, led to the infection that caused her death. | :13:47. | :13:50. | |
Hospital bosses at the time apologised, and said they had taken | :13:51. | :13:54. | |
a number of steps to minimise the chances of the same mistake being | :13:55. | :13:59. | |
made again. But it has now emerged that two nasogastric tubes have been | :14:00. | :14:03. | |
misplaced since last November. It makes me very concerned, because it | :14:04. | :14:07. | |
basically says that all the safety, the Czechs, the procedures which | :14:08. | :14:13. | |
they said they would bring in from 2007, clearly have not been brought | :14:14. | :14:17. | |
in. And then we end up with the possibility of other people being | :14:18. | :14:22. | |
hurt as a result of eight. The latest incident where a nasogastric | :14:23. | :14:25. | |
tube was misplaced happened earlier this month. Back in last November, | :14:26. | :14:29. | |
there was another incident where a nasogastric tube was misplaced and a | :14:30. | :14:32. | |
second mishap where a needle was left inside a patient. An | :14:33. | :14:37. | |
investigation is now underway, and that will decide by the end of next | :14:38. | :14:44. | |
month or not the incident should be classified as so`called never ever, | :14:45. | :14:47. | |
because they should never happen. In a statement today, the trust medical | :14:48. | :14:49. | |
director said, The trust said the patients and | :14:50. | :15:10. | |
their families had received direct apologies and pointed out there have | :15:11. | :15:14. | |
been no further confirmed never ever since March last year. | :15:15. | :15:22. | |

bills keeping retailers await. Competition from online is a cut | :18:06. | :18:09. | |
huge challenge to which the High Street has no firm answer. But | :18:10. | :18:13. | |
campaigners say a rate re`evaluation is at least something within the | :18:14. | :18:17. | |
