meetings at a rail depot in Plymouth to discuss the plans to reconnect | :01:30. | :01:31. | |
the South West's vital transport links. His day has ended in | :01:32. | :01:37. | |
Cornwall. In the past hour he has arrived at Newquay Airport. Our | :01:38. | :01:42. | |
first report tonight comes from the South East Cornwall village of | :01:43. | :01:45. | |
Kingsand, one of many communities battered by huge waves last week. | :01:46. | :01:53. | |
Before, one of the most high`profile casualties was the severing of the | :01:54. | :01:58. | |
rail line at all. Planners are considering another rail line and | :01:59. | :02:02. | |
they have already identified their preferred route. Network Rail made | :02:03. | :02:11. | |
the revelation during filming for tonight's Inside Out programme. Neil | :02:12. | :02:14. | |
Gallacher has the story. Engineers carried on their mammoth effort to | :02:15. | :02:18. | |
read told the railway. Working six`hour shifts between high tide. | :02:19. | :02:22. | |
In the background, senior planners have gone one step further. They | :02:23. | :02:28. | |
have not only admitted discussing a possible inland railway line as a | :02:29. | :02:32. | |
future back`up for the track around Dawlish, they have identified their | :02:33. | :02:39. | |
preferred route. Until today, there had been debate about three possible | :02:40. | :02:43. | |
alternatives. Assume you travel towards London. One route might have | :02:44. | :02:48. | |
gone from just passed Eden Albert, inland, behind Dawlish, to rejoin | :02:49. | :02:54. | |
the line on Exmouth. A second alternative might have gone north | :02:55. | :02:58. | |
from Newton Abbot three Heathfield, to join at Exeter. But what is | :02:59. | :03:04. | |
clearly the front runner is the idea of reopening from the Allston, up to | :03:05. | :03:12. | |
Tavistock, as proposed, and then radically reopening the former | :03:13. | :03:18. | |
mainline up to West of Okehampton, to rejoin the line there and towards | :03:19. | :03:25. | |
Exeter. We have looked at that option and we have outlined a study | :03:26. | :03:28. | |
last year, hundreds of millions of pounds to do so on land that has | :03:29. | :03:33. | |
been built on in terms of the old railway alignment. It is also on | :03:34. | :03:39. | |
land we do not own so there are all sorts of long`term strategies that | :03:40. | :03:41. | |
would be required to make that happen. At the moment I am | :03:42. | :03:45. | |
concentrating on getting this line open. For initial reaction, I went | :03:46. | :03:51. | |
to the edge of dark world. The negative could be the line | :03:52. | :03:53. | |
re`established with the National Park but you could say, from the | :03:54. | :03:58. | |
council angle, that could ring sustainable tourism and much`needed | :03:59. | :04:05. | |
economic viability. West Devon Council said they were excited. The | :04:06. | :04:09. | |
reaction in South Devon was very different. The first views on social | :04:10. | :04:14. | |
networks expressed fear that an inland real way could one day he | :04:15. | :04:19. | |
clipped the line at Dawlish. Others felt it was expensive or | :04:20. | :04:25. | |
unnecessarily. What is the point in spending a fortune on getting sea | :04:26. | :04:29. | |
defences right? That should the wearer the money goes. Why spend | :04:30. | :04:35. | |
this money redirecting the rate once you have done the hard work? Any | :04:36. | :04:39. | |
responsible government has to look at making sure the south`west is as | :04:40. | :04:44. | |
accessible as possible but I don't believe it will be the case that | :04:45. | :04:48. | |
there will be an alternative. This is a line that makes a difference, | :04:49. | :04:51. | |
this is the one that fills the economy. This is the one without | :04:52. | :04:56. | |
which we will not be able to stay open for business. All of this was | :04:57. | :05:01. | |
discussed at the highest level when the Prime Minister visited Plymouth | :05:02. | :05:04. | |
today. One concern was that any future trains through Okehampton | :05:05. | :05:12. | |
would be slower than ever. And tonight there is a special report on | :05:13. | :05:17. | |
Inside Out looking at how Dawlish is coping following the storms. That's | :05:18. | :05:22. | |
here on BBC One at 7.30pm. Martyn Oates got up of the Prime Minister | :05:23. | :05:27. | |
as he visited that we'll let `` rail depot in Laira. Did he pledge | :05:28. | :05:34. | |
anything new? He seemed to sing from the same hymn sheet as Network | :05:35. | :05:38. | |
Rail. On Friday the transport secretary talked about looking at | :05:39. | :05:42. | |
alternatives. Today, the Prime Minister cited two of those, across | :05:43. | :05:48. | |
Dartmoor, the older railway, or another inland route inside Devon. | :05:49. | :05:57. | |
There is a longer term question about having faster and more | :05:58. | :06:00. | |
resilient rail services here in the south`west and we will have a study | :06:01. | :06:04. | |
that looks into the options, whether it is Okehampton, whether it is a | :06:05. | :06:10. | |
shorter and faster line. Let us look at the options and see what can be | :06:11. | :06:13. | |
done because here we are in Plymouth, Plymouth once a three hour | :06:14. | :06:19. | |
rail service and once trains to arrive before 9am so if there are | :06:20. | :06:23. | |
opportunities for that, that review will deliver and we shall get on | :06:24. | :06:30. | |
with that and look at the options. A lot of interesting stuff there. This | :06:31. | :06:35. | |
talk of earlier trains to London, faster trains, and he says that if | :06:36. | :06:40. | |
the review delivers these opportunities, there might be | :06:41. | :06:45. | |
options. It is coming close to a commitment and it makes clear that | :06:46. | :06:48. | |
the government is taking this seriously. Even if you did not `` | :06:49. | :06:54. | |
did a superb job on the track at Dawlish, that will not deliver in | :06:55. | :07:04. | |
itself more trains or faster trains. They are in mind that a lot of | :07:05. | :07:07. | |
people in this region are simply fed up with the state of the rail links | :07:08. | :07:15. | |
at the best of times. I think, in short, what he said tonight will | :07:16. | :07:19. | |
raise expectations. What has been the reaction to his visit? We spoke | :07:20. | :07:24. | |
to one Labour councillor in Dorset who was underwhelmed by his grand | :07:25. | :07:30. | |
tour of the flood sites. I thought it was just a photo opportunity. | :07:31. | :07:36. | |
These are real people and real lives here and the agency have done a | :07:37. | :07:39. | |
fantastic job with all of those volunteers and suddenly we are | :07:40. | :07:42. | |
inundated with politicians who want to help. I must point out that in | :07:43. | :07:47. | |
terms of the high hopes that the transport secretary raised in terms | :07:48. | :07:50. | |
of improvements to rail links, people across the spectrum will | :07:51. | :07:55. | |
welcome that but they want to make sure it is delivered upon. Thank you | :07:56. | :08:02. | |

was just one of the communities uttered by the storms last week. | :08:07. | :08:09. | |
Huge waves and high winds left the tape conic clocktower badly damaged. | :08:10. | :08:15. | |
John Danks spent time in the village last week and was therefore the | :08:16. | :08:22. | |
Prime Minister. Lastly, Somerset. Today, ABC turn of Cornwall. David | :08:23. | :08:27. | |
Cameron had tea with residents in the local cafe, which still bears | :08:28. | :08:32. | |
the scars of the storm. `` it was the turn. Outside, he spoke to many | :08:33. | :08:38. | |
more. I think he understood the tremendous damage that has been done | :08:39. | :08:41. | |
to the Institute, which is a key building for us. He will try to get | :08:42. | :08:47. | |
English Heritage involved in getting this sorted. These images show the | :08:48. | :08:54. | |
intensity of the waves on Tuesday. They smashed windows and crashed | :08:55. | :08:56. | |
through doors, forcing some people to flee. This afternoon, the Prime | :08:57. | :09:02. | |
Minister saw some of the damage first`hand. But not everyone thought | :09:03. | :09:07. | |
his visit was worthwhile. It was a bit of a photo opportunity. Too | :09:08. | :09:12. | |
little, too late. I think this is the start of worse things to come. | :09:13. | :09:18. | |
We all feel very conscious of climate change and seeking what has | :09:19. | :09:24. | |
happened on the Somerset Levels and the Environment Secretary does not | :09:25. | :09:28. | |
even believe in climate change. The government promised additional | :09:29. | :09:30. | |
funding for the Environment Agency and how will that filter down to | :09:31. | :09:35. | |
villages like Kingsand? He has announced extra funding, which is | :09:36. | :09:39. | |
very welcome to a lot of communities. Is it too soon to say | :09:40. | :09:46. | |
how that will filter down? Yes because this is a difficult | :09:47. | :09:49. | |
location, right on the seafront and as we said, the boulders are running | :09:50. | :09:55. | |
onto the walls. It is a difficult place to find a solution with. The | :09:56. | :09:59. | |
Environment Agency says it is examining the sea defences and | :10:00. | :10:03. | |
meanwhile a meeting is being held this evening to offer help and | :10:04. | :10:06. | |
advice to those affected by the storm. There are concerns that the | :10:07. | :10:14. | |
state of the rail network and images of storm damage shown across the | :10:15. | :10:18. | |
world would be costing the region millions of pounds in lost business. | :10:19. | :10:21. | |
A campaign has been launched on social media to declare the South | :10:22. | :10:24. | |
West open for business. Simon Hall reports. Trains are now running | :10:25. | :10:33. | |
again on the region 's main rail line from Exeter St Davids to | :10:34. | :10:37. | |
Paddington, after three days of it being cut because of flooding. But | :10:38. | :10:41. | |
the line remains severed at Polish and will stay that way for at least | :10:42. | :10:46. | |
six weeks. That still cause a significant problems for business | :10:47. | :10:51. | |
people. Ashley is trying to open a shop in painting. When we saw | :10:52. | :10:56. | |
Dawlish, we knew it would be difficult and I have to get in one | :10:57. | :11:02. | |
hour earlier. They say six weeks but we have been told it is more like a | :11:03. | :11:10. | |
free months. It is the same with all of our infrastructure, it is | :11:11. | :11:13. | |
Victorian. Just like the drains, everything. There has never been any | :11:14. | :11:20. | |
real long`term investment in all of these services. Businesses are | :11:21. | :11:24. | |
concerned the notorious pictures of the rail line at Polish have sent | :11:25. | :11:29. | |
out a message that the south`west is closed for business. A campaign has | :11:30. | :11:34. | |
begun to counter that, using social media under the group open for | :11:35. | :11:39. | |
business. We're getting a couple of businesses who say, people call and | :11:40. | :11:45. | |
say, is a rare problem? We are on a hill, we are fine! There is a | :11:46. | :11:49. | |
misconception that everywhere has been shut down. That is not right. | :11:50. | :11:55. | |
You can visit south`west England and you should. It is absolutely open | :11:56. | :12:01. | |
for business. First Great Western say that although services are | :12:02. | :12:04. | |
running again, they will suffer delays due to speed restrictions as | :12:05. | :12:09. | |
trains pass through flooded areas. By the restoration of the mainline | :12:10. | :12:12. | |
through Somerset is good news for the south`west, the concern is that | :12:13. | :12:18. | |
it will only receive limited national publicity compared to those | :12:19. | :12:21. | |
dramatic pictures of the severing of the line up Dawlish. It means the | :12:22. | :12:24. | |
damage to the economy might already be done. Earlier I spoke to the | :12:25. | :12:31. | |
businessman Chris Dawson, who owns the Range chain of stores. I asked | :12:32. | :12:35. | |
him what impact the disruption to the rail links was having on | :12:36. | :12:42. | |
business in the region. I have had people cancelling meetings and | :12:43. | :12:46. | |
asking if they could have them in Bristol or halfway to London. The | :12:47. | :12:51. | |
impact is on hotels and restaurants and so on. Sometimes, my staff would | :12:52. | :12:59. | |
take people out to various functions. It is a lot. What message | :13:00. | :13:05. | |
do you think it sends out to the rest of the UK and the world at the | :13:06. | :13:08. | |
moment about doing business in the south`west? It is a wake`up time. It | :13:09. | :13:15. | |
is very pretty but it is not practical. It is time frame you | :13:16. | :13:20. | |
read. We are always repairing but we are doing nothing for the future. We | :13:21. | :13:24. | |
will patch that over, that will be fine. They need to invest long`term. | :13:25. | :13:31. | |
Is a perception that the south`west is not open for business? There is | :13:32. | :13:36. | |
this belief that it is cut off? It is not worth considering? Yes, | :13:37. | :13:41. | |
because people, even well educated as this people, they ask me those | :13:42. | :13:46. | |
questions, they really do not know, what business is there? I think they | :13:47. | :13:51. | |
are convinced that there was nothing after Bristol. I believe that the | :13:52. | :13:58. | |
big as this industry, I do not sit ignored, but they take it for | :13:59. | :14:01. | |
granted we are not here in the first place. How worried is the business | :14:02. | :14:07. | |
community? Going back to what I said previously, one of the best | :14:08. | :14:10. | |
industries is tourism and caravanning. It actually affects | :14:11. | :14:16. | |
ourselves because they flourish and go to the store is and do this and | :14:17. | :14:21. | |
that so I would say, it does not keep me awake at night but you | :14:22. | :14:28. | |
really need to keep on to the government. We have had enough of | :14:29. | :14:33. | |
all of these repair jobs. They have to take us seriously. The answer is, | :14:34. | :14:38. | |
come on, wake up. We need a motorway. And you can throw us an | :14:39. | :14:44. | |
airport in for good measure! Thank you. The rain has held off over the | :14:45. | :14:49. | |
Somerset levels for the past 24 hours, but work continues to get the | :14:50. | :14:53. | |
water off the moors. New pumps which can deal with high volumes of water | :14:54. | :14:56. | |
have been ferried across from Holland. Dams are also being built | :14:57. | :15:01. | |
but there are concerns about whether they will hold. Scott Ellis reports. | :15:02. | :15:08. | |
These are the giant Dutch pumps it is hoped will ease the flooding on | :15:09. | :15:13. | |
the Somerset Levels. They will work by taking water away from the | :15:14. | :15:16. | |
swollen river. It will be pumped north to the water drain and out to | :15:17. | :15:22. | |
sea. It means that opening the sluice gate on the River. They still | :15:23. | :15:29. | |
fail to appreciate the flow of the water. That worries some residents. | :15:30. | :15:35. | |
Micron Smith. His house has studied four times since Christmas and he is | :15:36. | :15:39. | |
worried that when the Environment Agency opens the sluice, the water | :15:40. | :15:46. | |
will spill on land, perilously `` perilously close to his house. We | :15:47. | :15:51. | |
are sacrificial lambs. We have to have a guarantee that of the outcome | :15:52. | :15:56. | |
goes wrong, they will underwrite the value of the property. They can do | :15:57. | :16:00. | |
what they like but they must give me that guarantee in writing. A dam is | :16:01. | :16:04. | |
being built to protect homes from the threat of floods but there are | :16:05. | :16:09. | |
no guarantees. It is an uncertain business but we will do our best to | :16:10. | :16:15. | |
protect these homes and properties. Is he right to be worried? Yes, I | :16:16. | :16:21. | |
would be the same myself. We would all be worried. The Environment | :16:22. | :16:27. | |
Agency says it will open the sluice gate slowly and the water will be | :16:28. | :16:32. | |
constantly monitored. But they say they need to ease the pressure on | :16:33. | :16:35. | |
the River to prevent flooding in Bridgwater. We spoke to one former | :16:36. | :16:41. | |

the South West have been earmarked for improvements. ?1.4 million is | :17:17. | :17:19. | |
being spent at Colebrook, which has suffered from flooding for many | :17:20. | :17:27. | |
years. Our issue is that our servers are designed for carrying sewage and | :17:28. | :17:30. | |
when they get these intense rainstorms, water gets into the | :17:31. | :17:36. | |
sewers and it overwhelms them. We have to put in some engineering and | :17:37. | :17:40. | |
new ideas about how to stop that water getting into those sewers. | :17:41. | :17:47. | |
Spotlight has learned that a hospital Chief Executive has been | :17:48. | :17:49. | |
suspended today while fellow board members carry out an investigation | :17:50. | :17:55. | |
of her behaviour. Paula Vasco`Knight, who heads the trust | :17:56. | :17:57. | |
which runs Torbay Hospital, was criticised by an employment tribunal | :17:58. | :18:01. | |
last month over her treatment of two whistle`blowers who'd accused her of | :18:02. | :18:10. | |

women who accused the Chief Executive, Paula Vasco`Knight, of | :18:34. | :18:36. | |
and favouritism when she recruited her daughter's why friend to a job | :18:37. | :18:41. | |
at the hospital trust and the tribunal found they had been | :18:42. | :18:46. | |
victimised as a result of whistle`blowing and they said the | :18:47. | :18:49. | |
trust behaved in an astonishing way and had been dishonest in | :18:50. | :18:51. | |
suppressing a report about what happened. There has been a | :18:52. | :18:56. | |
resignation already? Yes, the chairman of the trust has resigned. | :18:57. | :19:02. | |
But over the weekend the local NHS only, the clinical commissioning | :19:03. | :19:09. | |
group, said it felt that the Chief Executive should be suspended while | :19:10. | :19:12. | |
the investigation was going on and as a result of that, the trust feels | :19:13. | :19:19. | |
that they should actually do that and should suspend her. It said it | :19:20. | :19:24. | |
was fundamental to good patient care that whistle`blowers feel able to | :19:25. | :19:28. | |
raise concerns without fear of retribution and I think it was as a | :19:29. | :19:32. | |
result of that that the trust said today that they thought it was in | :19:33. | :19:36. | |
the best interests of everybody to actually suspend the Chief | :19:37. | :19:39. | |
Executive. Thank you very much indeed. Some sports news now and it | :19:40. | :19:44. | |
was a weekend to remember for the Exeter Chiefs' Jack Nowell as he | :19:45. | :19:47. | |
played his second game for his national side. The 20`year`old | :19:48. | :19:49. | |

Kingsand on the tarmac meeting senior executives from Friday. They | :22:47. | :22:49. | |
announced they have doubled the number of flights from Newquay to | :22:50. | :22:55. | |
Gatwick. He met them in front of an aircraft, the bigger jet they have | :22:56. | :23:01. | |
brought in, borrowed from Belfast, in order to operate the service. It | :23:02. | :23:07. | |
means about 600 people every day can fly to Gatwick and vice versa with | :23:08. | :23:11. | |
this new service that starts on Wednesday. He went inside to meet | :23:12. | :23:16. | |
the senior people from the council, the Chief Executive and their | :23:17. | :23:20. | |
leader. They emphasise that Cornwall was very much open for business, | :23:21. | :23:24. | |
despite the terrible damage that has happened and ?21 million worth of | :23:25. | :23:30. | |
repairs is needed to places like 10 cents and Newland and Newquay | :23:31. | :23:34. | |
itself. The surf centre has been undermined. They say they are happy | :23:35. | :23:38. | |
