area, very busy area, not just the local boats but for vessels further | :02:07. | :02:10. | |
afield. We have seen vessels from Lowestoft, also from Scotland, and | :02:11. | :02:15. | |
it is not just busy in the port area, it is also busy on land. A | :02:16. | :02:20. | |
small area, small footprint. There is concern the area isn't big | :02:21. | :02:25. | |
enough. They had ?10 million land of growth here, it is going up to ?20 | :02:26. | :02:32. | |
million. There is concerns among the fishermen, they say this land needs | :02:33. | :02:35. | |
to be kept them totally and they feel it is very important they | :02:36. | :02:38. | |
should keep the access here for themselves. It is a very busy port. | :02:39. | :02:40. | |
Plymouth has hundreds of fishing boats coming into port every year. | :02:41. | :02:46. | |
These ones landing scallops are from Brixham. | :02:47. | :02:48. | |
The Fish Quay covers a small area, but it's important to the city | :02:49. | :02:51. | |
Plymouth handles more fish by weight than any other port in England. | :02:52. | :02:55. | |
Plymouth trawler agents auctioned more than ?17 million of fish | :02:56. | :02:57. | |
in 2016 and fishing employs more than 700 people afloat and a further | :02:58. | :03:02. | |
Plymouth trawler agents also act as the market for smaller ports | :03:03. | :03:09. | |
around the south-west, as well as other ports | :03:10. | :03:11. | |
But post-Brexit, south-west fishermen | :03:12. | :03:21. | |
and the owners of the Fish Quay Sutton Harbour Holdings | :03:22. | :03:23. | |
have different ideas about expanding the business. | :03:24. | :03:25. | |
There are two distinct divisions about how the Fish Quay should be | :03:26. | :03:28. | |
Both sides, though, agree on one thing, this area is really important | :03:29. | :03:32. | |
for Plymouth and it needs to be developed very important | :03:33. | :03:36. | |
for Plymouth and it needs to be developed very carefully. | :03:37. | :03:39. | |
As the industry plans for a future outside the European Union, | :03:40. | :03:42. | |
fishermen have put forward their own ambitious ideas to ensure this | :03:43. | :03:44. | |
important part of the city is developed for its industry, | :03:45. | :03:47. | |
rather than shopping, leisure or housing. | :03:48. | :03:49. | |
The leader of the Labour group on the council thinks that should | :03:50. | :03:52. | |
benefit the fishermen, rather than the alternative vision | :03:53. | :03:54. | |
The policy talks about preventing things that are detrimental | :03:55. | :03:59. | |
to the fishing industry and so I guess luxury flats would be | :04:00. | :04:03. | |
detrimental to the fishing industry, rather than places where fishermen | :04:04. | :04:10. | |
could lay up their nets, repair their boats and all the rest | :04:11. | :04:13. | |
of it, so it's not just about tying up alongside and hoping | :04:14. | :04:17. | |
for the best, the quay is vital and a vital component of not just | :04:18. | :04:22. | |
the south-west fishing industry, but we can see it as an important | :04:23. | :04:26. | |
But Sutton Harbour Holdings thinks its proposals are in line | :04:27. | :04:32. | |
with the city council's plan to develop the area | :04:33. | :04:35. | |
for the enhancement of the Fish Quay. | :04:36. | :04:39. | |
What our plans are now is to ensure there is enough footprint available | :04:40. | :04:42. | |
to service the fishing industry going forward. | :04:43. | :04:46. | |
The remaining footprint that is left, which will be partly | :04:47. | :04:53. | |
unused land at the entrance to the complex, will be used | :04:54. | :04:55. | |
for purposes sympathetic to the industry, sympathetic | :04:56. | :04:57. | |
to the area and it will be used to provide funding | :04:58. | :05:00. | |
What kind of things might that be, then? | :05:01. | :05:03. | |
I really can't go into detail on that because | :05:04. | :05:06. | |
The owner of the Fish Quay, Sutton Harbour Holdings, | :05:07. | :05:10. | |
may not be able to explain the details of its plans for now, | :05:11. | :05:13. | |
but the local MP says the zoning of the area is designed | :05:14. | :05:16. | |
Well, it's about protecting the fishing industry and the fishing | :05:17. | :05:22. | |
facilities within the city and that is something | :05:23. | :05:27. | |
which is really important and post Brexit, the fishing community's very | :05:28. | :05:33. | |
keen to make sure they are going to improve the fish taken | :05:34. | :05:40. | |
and all of those kind of things as well, so I'm really delighted | :05:41. | :05:44. | |
that the council have decided to protect all those facilities | :05:45. | :05:46. | |
in Plymouth and right down to Sutton Harbour as well. | :05:47. | :05:51. | |
The city's plan won't be fully ratified for months, | :05:52. | :05:53. | |
but it will affect what happens to this important area | :05:54. | :05:56. | |
The fisheries Minister George Eustice was here just a few days ago | :05:57. | :06:07. | |
and told me that post Brexit, he is very supportive of the idea of | :06:08. | :06:11. | |
growth here. There could be some tussle, though, in the months ahead | :06:12. | :06:14. | |
between what the fishermen want and what the owners of the land think is | :06:15. | :06:18. | |

concerned" and claims "it has totally failed to address the crisis | :06:29. | :06:31. | |

as well as being disappointed at the level of funding is very cross this | :07:00. | :07:02. | |

in the House of Commons. What Members of Parliament are | :07:22. | :07:24. | |
actually going to have a clue I am joined by one of the MPs who | :07:25. | :07:37. | |
has had to do her best to work out what it is all about in the time | :07:38. | :07:41. | |
available, and Marie Morris. You are also a vice-chair of the fair share | :07:42. | :07:46. | |
group of MPs which campaigns for better funding for rural areas and | :07:47. | :07:51. | |
you must be very disappointed, like John Hart. I'm very disappointed. We | :07:52. | :07:56. | |
have had so many promises from this government about looking at the | :07:57. | :08:00. | |
inequality between rural and urban and it hasn't delivered and John | :08:01. | :08:04. | |
Wright is absolutely right to be cross because the deal we have got | :08:05. | :08:07. | |
is not fair and frankly not appropriate, given the level of | :08:08. | :08:14. | |
people we have over 85, we have 20% in the west Country. How are we | :08:15. | :08:17. | |
going to fund that with what the Government is doing? They can give | :08:18. | :08:20. | |
us the odd percentage here and they can say we will take it through | :08:21. | :08:24. | |
council tax, but you can only squeeze the pip so far and we in the | :08:25. | :08:28. | |
urban areas are actually paying more council tax than those in urban | :08:29. | :08:33. | |
areas, so we are subsidising what the Government put in any way. But | :08:34. | :08:38. | |
as you and your colleagues reminders so often, we have wall-to-wall | :08:39. | :08:42. | |
Conservative MPs across the south-west, you are there and have | :08:43. | :08:45. | |
this lobbying force in theory but it isn't achieving anything, is it? The | :08:46. | :08:50. | |
answer is that what you achieve is sometimes on the floor of the house | :08:51. | :08:55. | |
and sometimes enclosed doors. A lot of backroom lobbying has gone on as | :08:56. | :08:59. | |
well, but still no result. That is right. I think what you need to do | :09:00. | :09:04. | |
is look at those signals. I abstain tonight. We have heard that before! | :09:05. | :09:11. | |
But I did it. I want to say to the Government, I understand where you | :09:12. | :09:14. | |
tell me you are going but I want you deliver it and see Ukip good your | :09:15. | :09:17. | |
promises and see something in the budget coming up, because why should | :09:18. | :09:24. | |
our tax payers there is a disproportionate share of the burden | :09:25. | :09:30. | |
